DocuSign Envelope ID:A08E1418-DF47-4D12-13151-1AEDFOF05F41 <br /> RESOLUTION 3116 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, <br /> WASHINGTON, authorizing the purchase of two secondary clarifier drive units <br /> from Evoqua Water Technologies for installation at the Wastewater Treatment <br /> Plant, and waiving the competitive bidding requirement due to a single source of <br /> supply,pursuant to RCW 39.04.280. <br /> WHEREAS, RCW 39.04.280 provides that the City, by resolution, may waive <br /> competitive bidding requirements when a purchase is clearly and legitimately limited to <br /> a single source of supply, or when the purchase involves special facilities or market <br /> conditions. <br /> WHEREAS, the City of Anacortes' Wastewater Treatment Plant (WWTP) was <br /> built over 30 years ago and included the construction of two secondary clarifiers. The <br /> secondary clarifier is where activated sludge is settled out of the effluent. The drive unit <br /> of the secondary clarifier utilizes an electric motor coupled to a gear reduction system to <br /> produce the low-speed/high-torque characteristic required for activated sludge to settle <br /> out of treated water.; and <br /> WHEREAS, the WWTP's secondary clarifiers were built to fit the drive units <br /> that are manufactured by Evoqua Water Technologies.; and <br /> WHEREAS, WWTP staff's meticulous maintenance of the secondary clarifier <br /> drive units has allowed the units to operate well into the expected service life. However, <br /> the clarifier drive units are approaching end of life after 30 years of operation.; and <br /> WHEREAS, since the original secondary clarifiers were built to fit Evoqua <br /> Water Technologies drive units, Evoqua Water Technologies is the only source available <br /> that has the tooling and premade forms to create the replacement drive units that will <br /> meet the requirements of the secondary clarifiers.; and <br /> WHEREAS, the purchase of two secondary clarifier drive units, as sold by <br /> Evoqua Water Technologies, has a current cost of $109,180.80 with sales tax. The <br /> estimated cost for the installation portion of the project by a separate contractor is <br /> $125,000-$150,000. The City's bid threshold for a multi-trade public works project is <br /> $116,155.00; and <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br /> Anacortes, Washington, as follows: <br /> Section 1. The City Council of the City of Anacortes finds that because (1) the <br /> WWTP's current secondary clarifier drive units are over 30 years old and <br /> approaching end of life, (2)the WWTP's secondary clarifiers were built to fit the <br /> drive units that are manufactured by Evoqua Water Technologies, and (3) that <br /> Evoqua Water Technologies is the sole manufacturer of secondary clarifier drive <br /> units that can meet the City's specifications and requirements, that the City of <br /> Anacortes is clearly limited to a single source of supply from Evoqua Water <br /> Technologies,justifying the waiver of competitive bidding requirements. <br /> Resolution 3116 Page 1 <br />
