BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANACORTES, WASHINGTON,AS FOLLOWS: Section 1. Recitals and Findings. The City Council of the City of Anacortes hereby makes the following findings: 1.1 The City of Anacortes' Water Treatment Plant and Wastewater Treatment Plant uses the chemical sodium hypochlorite for disinfection. 1.2 The City solicited bids for this vendor purchase in accordance with competitive bid requirements set forth under RCW 35.23.352, with the goal of receiving a favorable bid price and on February 23, 2023,three bids were received by the City. 1.3 The lowest responsive, responsible bid received substantially exceeded the original estimate and the budgeted available funding for the purchase of this chemical by over 88%above the current per gallon price. 1.4 Pursuant to RCW 35.23.352, the City Council may,by resolution,reject all bids. Section 2. Bids Rejected. Based on the Recitals and Findings above, the City Council hereby rejects all bids received for bid number 23-066-IDS-001: Treatment Plant Chemical- Sodium Hypochlorite. Section 3. Ratification and Confirmation. Any actions of the City or its officers prior to the date hereof and consistent with the terms of this Resolution are ratified and confirmed. Section 4. Effective Date. This Resolution shall be in full force and effect after its adoption and approval. The foregoing resolution was ADOPTED by the City Council of the City of Anacortes, Washington, at a regular,open public meeting thereof this 6t1i day of March 2023.
