DocuSign Envelope ID:48A4E832-1 C19-4535-883A-41 D1 EABB1527 <br /> RESOLUTION 3115 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, <br /> WASHINGTON, authorizing the purchase of two public safety camera systems <br /> from Security Lines US for use by the City on the Tommy Thompson Trail, and <br /> waiving the competitive bidding requirement due to a single source of supply, <br /> pursuant to RCW 39.04.280. <br /> WHEREAS, RCW 39.04.280 provides that the City, by resolution, may waive <br /> competitive bidding requirements when a purchase is clearly and legitimately limited to <br /> a single source of supply, or when the purchase involves special facilities or market <br /> conditions. <br /> WHEREAS, the City of Anacortes owns and maintains the Tommy Thompson <br /> Trail which is a 3.3 mile stretch of rails to trails project that connects downtown <br /> Anacortes along Fidalgo Bay to March's Point and serves an average of 159,000 users a <br /> year; and <br /> WHEREAS, the trestle portion of the trail has been vandalized multiple times <br /> including two major fires which resulted in a potential for bodily injury and a risk to <br /> human health, as well as a combined estimate of over $600,000 in damages and a <br /> combined closure of the trail of approximately 15 months.; and <br /> WHEREAS, the City currently owns and operates one public safety camera <br /> manufactured by Security Lines US which is a portable multi-lens camera system that is <br /> custom built and configured based the City's requirements and can be purchased instead <br /> of leased.; and <br /> WHEREAS, only POD model public safety cameras manufactured by Security <br /> Lines US will work cohesively with the City's currently installed public safety camera <br /> system and provide the ability to monitor all cameras on the same system.; and <br /> WHEREAS, installing a different brand of public safety cameras would require a <br /> new monitoring system which would not integrate with the Security Lines US system <br /> and would result in a significant additional cost to the City for staff training, changes in <br /> procedures, and maintaining and monitoring two separate systems.; and <br /> WHEREAS, the purchase of two POD model public safety camera systems for <br /> use on the Tommy Thompson Trail, as sold by Security Lines US, has a current <br /> approximate cost of $17,805.12 with sales tax. The City's bid threshold for materials, <br /> supplies, and equipment is $7,500.00; and <br /> WHEREAS, Security Lines US is the sole manufacturer and distributor of the <br /> POD model complete, portable, multi-camera, plug-n-play surveillance systems, which <br /> are the only available camera systems found that meet the City's requirements. <br /> Resolution 3115 Page 1 <br />
