DocuSign Envelope ID:4BF1 D393-43CC-46E1-A1 F5-44C973013053C RESOLUTION 3112 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, WASHINGTON, authorizing the purchase of iSimulate USA REALITi Plus Patient Simulators for use by the City's Fire Department, and waiving the competitive bidding requirements,pursuant to RCW 39.04.280. WHEREAS, RCW 39.04.280 provides that the City of Anacortes ("City"), by resolution, may waive competitive bidding requirements when a purchase is clearly and legitimately limited to a single source of supply, or when the purchase involves special facilities or market conditions. WHEREAS, the City of Anacortes Fire Department owns and uses Zoll brand X- Series cardiac monitors.; and WHEREAS, the Anacortes Fire Department is in need of patient monitor simulators which mimic Emergency Medical Service (EMS) cardiac monitors and defibrillators in order to provide EMTs and Paramedics with a real time training environment that will develop and enhance field skills along with equipment familiarity.; and WHEREAS, iSimulate USA offers a platform called REALITi Plus which is an advanced patient monitor simulator that provides an in-situ simulator with live video streaming, interactive CPR feedback, vital sign monitoring and dynamic Electrocardiogram (ECG) rhythm recognition, interpretation and therapies with immediate feedback.; and WHEREAS, the REALITi Plus simulator specifically interacts with the Zoll X- Series cardiac monitor currently used by the Anacortes Fire Department. Staff has not found any other patient monitor simulator platform that integrates with the Zoll X-Series cardiac monitor.; and WHEREAS, the REALITi Plus simulator as sold by iSimulate USA has a current approximate cost of $11,413.12 with sales tax per unit. The City's bid threshold for materials, supplies, and equipment is $7,500.00; and WHEREAS, iSimulate USA is the sole source provider for REALITi Plus products; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anacortes, Washington, as follows: Section 1. The City Council of the City of Anacortes finds that because (1) the Anacortes Fire Department is in need of patient monitor simulators which mimic EMS cardiac monitors and defibrillators in order to provide training for EMTs and Paramedics, (2) the Anacortes Fire Department owns and uses Zoll brand X- Series cardiac monitors and requires patient monitor simulators which interact with Zoll brand X-Series cardiac monitors, (3) the only patient monitor simulator platform that integrates with the Zoll X-Series cardiac monitor is the REALITi Plus simulator as sold by iSimulate USA, and (4) that iSimulate USA is the sole Resolution 3112 Page 1
