The Growth Management Act mandates development of a capital facilities element <br /> consisting of a six-year financing plan [RCW 36.70a.070-(3)]. <br /> Section 2. The City of Anacortes Comprehensive Plan is hereby amended adopting the 2023-2028 <br /> Capital Facilities Plan. Adoption of the 2023-2028 Capital Facilities Plan will replace the 2022-2027 <br /> Capital Facilities Plan. <br /> Section 3. The total estimated expenditures/revenues for each major category and the aggregate total <br /> for all such categories combined are summarized and set forth as follows: <br /> General Government $ 25,497,000 <br /> Parks $ 6,325,000 <br /> Fiber $ 10,900,000 <br /> Fire/EMS $ 6,050,000 <br /> Waste Water $ 79,567,000 <br /> Solid Waste $ 270,000 <br /> Storm $ 1,426,750 <br /> Transportation $ 101,752,994 <br /> Water $ 41,655,780 <br /> Total $ 273,444,524 <br /> Section 4. Effective date.
