Resolution 3086 Page 1
RESOLUTION 3086

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES,
WASHINGTON, authorizing the purchase of five (5) OneScope video
laryngoscopes and accessories from PatCEN Healthcare for use by the City’s Fire
Department, and waiving the competitive bidding requirements, pursuant to RCW
39.04.280.

WHEREAS, RCW 39.04.280 provides that the City of Anacortes (“City”), by
resolution, may waive competitive bidding requirements when a purchase is clearly and
legitimately limited to a single source of supply, or when the purchase involves special
facilities or market conditions.

WHEREAS, on October 8, 2018 entered into Interlocal C20180481 with Skagit
County, the City of Sedro-Woolley, the City of Mount Vernon; the City of Burlington;
and Aero Skagit (“Parties”) to establish a unified system of delivery of both basic life
support (BLS) and advanced life support (ALS) emergency medical services throughout
Skagit County; and

WHEREAS, the Parties executed Amendment #2 to the above interlocal on April
4, 2022 which provides, in part, for the reimbursement from Skagit County to the City
for actual expenses paid, up to $11,000.00, for the purchase of five (5) Skagit County
Medical Program Director-approved replacement video laryngoscopes and accessories;
and

WHEREAS, it is imperative that all Parties of the above interlocal purchase and
use the same video laryngoscopes in order to allow for county wide training and
interoperability; and

WHEREAS, the Skagit County Medical Program Director has approved
OneScope video laryngoscopes and accessories manufactured and sold by PatCen
Healthcare for use by the Parties; and

WHEREAS, PatCEN Healthcare is the sole manufacturer and distributor of the
OneScope video laryngoscopes and accessories; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anacortes, Washington, as follows:

Section 1. The City Council of the City of Anacortes finds that because (1) the
interlocal requires the City use Skagit County Medical Program Director-
approved replacement video laryngoscopes and accessories, (2) the Skagit
County Medical Program Director has approved OneScope video laryngoscopes
and accessories manufactured and sold by PatCen Healthcare, and (3) that
PatCEN Healthcare is the sole manufacturer and distributor of the OneScope
video laryngoscopes and accessories, that the City of Anacortes is clearly limited
to a single source of supply from PatCen Healthcare, justifying the waiver of
competitive bidding requirements.

DocuSign Envelope ID: 37BE01DB-D800-499E-A14F-3609F6580C75
