Resolution 3086 Page 1 <br />RESOLUTION 3086 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, <br />WASHINGTON, authorizing the purchase of five (5) OneScope video <br />laryngoscopes and accessories from PatCEN Healthcare for use by the City’s Fire <br />Department, and waiving the competitive bidding requirements, pursuant to RCW <br />39.04.280. <br /> <br />WHEREAS, RCW 39.04.280 provides that the City of Anacortes (“City”), by <br />resolution, may waive competitive bidding requirements when a purchase is clearly and <br />legitimately limited to a single source of supply, or when the purchase involves special <br />facilities or market conditions. <br /> <br />WHEREAS, on October 8, 2018 entered into Interlocal C20180481 with Skagit <br />County, the City of Sedro-Woolley, the City of Mount Vernon; the City of Burlington; <br />and Aero Skagit (“Parties”) to establish a unified system of delivery of both basic life <br />support (BLS) and advanced life support (ALS) emergency medical services throughout <br />Skagit County; and <br /> <br />WHEREAS, the Parties executed Amendment #2 to the above interlocal on April <br />4, 2022 which provides, in part, for the reimbursement from Skagit County to the City <br />for actual expenses paid, up to $11,000.00, for the purchase of five (5) Skagit County <br />Medical Program Director-approved replacement video laryngoscopes and accessories; <br />and <br /> <br />WHEREAS, it is imperative that all Parties of the above interlocal purchase and <br />use the same video laryngoscopes in order to allow for county wide training and <br />interoperability; and <br /> <br />WHEREAS, the Skagit County Medical Program Director has approved <br />OneScope video laryngoscopes and accessories manufactured and sold by PatCen <br />Healthcare for use by the Parties; and <br /> <br />WHEREAS, PatCEN Healthcare is the sole manufacturer and distributor of the <br />OneScope video laryngoscopes and accessories; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Anacortes, Washington, as follows: <br /> <br />Section 1. The City Council of the City of Anacortes finds that because (1) the <br />interlocal requires the City use Skagit County Medical Program Director- <br />approved replacement video laryngoscopes and accessories, (2) the Skagit <br />County Medical Program Director has approved OneScope video laryngoscopes <br />and accessories manufactured and sold by PatCen Healthcare, and (3) that <br />PatCEN Healthcare is the sole manufacturer and distributor of the OneScope <br />video laryngoscopes and accessories, that the City of Anacortes is clearly limited <br />to a single source of supply from PatCen Healthcare, justifying the waiver of <br />competitive bidding requirements. <br /> <br />DocuSign Envelope ID: 37BE01DB-D800-499E-A14F-3609F6580C75
