DocuSign Envelope ID:08C5DE9D-E439-43C2-A6C7-7F256DD84A59 <br /> ORDINANCE 4010 <br /> AN ORDINANCE AMENDING ORDINANCE NO. 3078 ADOPTED ON DECEMBER <br /> 21, 2020, ENTITLED "AN ORDINANCE ADOPTING THE BUDGET FOR ALL MUNICIPAL <br /> PURPOSES AND USES FOR THE YEAR 2021" <br /> WHEREAS, Ordinance 3078 was adopted on December 21, 2020 that established the <br /> annual budget for fiscal year 2021, and <br /> WHEREAS, There were Lodging Tax applications mid year for additional downtown <br /> parklets, Electric Vehicle charging stations, and a Chamber of Commerce outdoor Christmas <br /> Tree that were reviewed and approved by Council mid year that were not incorporated into <br /> the budget at the time of application that should now be included in the approved budget, <br /> and <br /> WHEREAS, The 1/10th of 1% Affordable Housing Sales Tax was approved by <br /> Anacortes Voters in 2020, and those sales tax revenues have been stronger than anticipated <br /> at the time of budget development, and this revenue stream was established before the City <br /> had an agreement in place with the Anacortes Housing Authority for the use of those funds, <br /> and revenues receipted in 2020 were carried over into the 2021 budget year until such time <br /> that the City had Housing Authority has an agreement in place and the City then transferred <br /> all of those carried over funds to the Housing Authority which caused the fund to exceed <br /> budget authority, and <br /> WHEREAS, The Fire and EMS departments share the same staff as the City runs a <br /> Fire based EMS system, and during the 2021 budget year a portion of the Fire staffing was <br /> shifted to the EMS fund with the installation of the Community Paramedic but the budget was <br /> not adjusted to reflect that shift, and there was also increased demand for EMS services in <br /> the City over the prior year which increased the number of Ambulance calls and <br /> correspondingly increased the amount of overtime required to run the department, and <br /> WHEREAS, The Solid Waste department saw an increase in demand for Solid Waste <br /> services due to the increase in commercial and residential building and other building related <br /> activities in the City causing more waste to be generated, as well as an under estimation of <br /> solid waste utility expenses, as well as more legal costs related to the A avenue landfill than <br /> was anticipated at athe time of budget development has put fund in an over budget position. <br /> NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Anacortes, <br /> Washington, as follows: <br /> Section 1. Ordinance No. 3078 dated December 21, 2020 adopting the Budget for all <br /> Municipal purposes and Uses for the fiscal year 2021 is hereby amended to reflect the <br /> aforementioned revisions to expenditures and revenues in the following areas: <br /> BARS # Description Expense (DR) Revenue (CR) <br /> 135.240.557.30.41 Lodging tax services 69,200 <br /> 135.240.313.31.00 Lodging tax revenue 69,200 <br /> 109.000.313.27.00 Affordable Housing sales tax 360,000 <br /> 109.000.551.00.41 EFT to AFC and AHA 360,000 <br />
