RESOLUTION 2052 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, <br /> WASHINGTON, waiving the state competitive bidding requirement for the purchase of <br /> replacement parts from Goble Sampson for the City's Wastewater Treatment Plant 60" <br /> screw pumps,pursuant to RCW 39.04.280. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANACORTES, <br /> WASHINGTON,AS FOLLOWS: <br /> Section 1. Recitals and Findings <br /> 1.1 RCW 39.04.280 provides that the City, by resolution, may waive competitive <br /> bidding requirements when a purchase is clearly and legitimately limited to a single <br /> source of supply, or when the purchase involves special facilities or market <br /> conditions. <br /> 1.2 The City's Wastewater Treatment Plant has two 60"screw pumps manufactured by <br /> Lakeside Equipment Corporation which were installed in the 1990s. <br /> 1.3 The 60" screw pumps are the Wastewater Treatment Plant's influent pumps <br /> responsible for pumping all of the sewer water that comes into the plant for <br /> treatment. Each pump operates every other week for 24 hours a day/seven days a <br /> week and replacement parts are routinely required for maintenance and to keep <br /> them in operational shape. <br /> 1.4 Lakeside Equipment Corporation has designated Goble Sampson as the sole <br /> distributor in the State of Washington for Lakeside Equipment Corporation <br /> replacement parts and therefore the City is clearly and legitimately limited to a sole <br /> source vendor for this product. <br /> Section 2. Designation of Single Source Purchase. Based on the findings above, it <br /> is appropriate for the City to waive the competitive bidding requirements as to the <br /> purchase of replacement parts from Goble Sampson for the City's WWTP 60" screw <br /> pumps. <br /> Resolution 2052 Page 1 <br />
