RESOLUTION 2034 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, <br /> WASHINGTON, waiving the state competitive bidding requirement for the purchase of <br /> used and refurbished Dell Serial Attached SCSI (SAS) drives for City's Information <br /> Systems Department,pursuant to RCW 39.04.280. <br /> WHEREAS, RCW 39.04.280 provides that the City, by resolution, may waive <br /> competitive bidding requirements when a purchase is clearly and legitimately limited to a single <br /> source of supply, or when the purchase involves special facilities or market conditions; and <br /> WHEREAS, the City's Information Systems Department requires Dell Serial Attached <br /> SCSI (SAS)drives to transfer data to and from hard drives;and <br /> WHEREAS, special market conditions are generally limited to good deals that are <br /> available for a short time, such as a very good price on a piece of used equipment;and <br /> WHEREAS, the Information Systems Department researched Dell SAS drives and <br /> found a substantial cost savings, averaging over$5,000 per drive, in purchasing used refurbished <br /> re-certified Dell SAS drives at xByte Technologies instead of purchasing new drives;and <br /> WHEREAS, xByte Technologies guarantees each item is tested by a Dell certified <br /> technician and re-certified, and comes with a one year minimum warranty with optional <br /> warranty upgrades;and <br /> WHEREAS, the used refurbished re-certified Dell SAS drives offered at a very <br /> favorable price by xByte Technologies may be sold before the City could complete a formal <br /> bidding process; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANACORTES, <br /> WASHINGTON,DOES RESOLVE AS FOLLOWS: <br /> Section 1. Designation of Special Market Conditions Purchase. The City Council <br /> hereby waives the competitive bidding requirements of RCW 39.04 pursuant to RCW <br /> 39.04.280(1)(b), and declares that the purchase of the Dell SAS drives from xByte <br /> Technologies is warranted by special market conditions. <br /> Resolution 2034 Page 1 <br />
