\ <br />RESOLUTION NO. 1956 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES <br />TEMPORARILY CLOSING MARCH'S POINT ROAD ON MAY 13-15, 2016. <br />WHEREAS, the City Councils is the road authority for the City of Anacortes; and <br />WHEREAS, a large public demonstration is planned May 13-15, 2016, which will <br />include a large number of protesters, including pedestrian and bicycle traffic in the <br />roadway described in Appendix A; and <br />WHEREAS, the City Council hereby determines that vehicular traffic in the area of the <br />protest may pose a threat to public safety and will be dangerous to traffic; and <br />WHEREAS, the City Council hereby like to provide a traffic-free area <br />WHEREAS, section 47.48.010 RCW gives the City Council authority to restrict or close <br />city streets. <br />NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Anacortes, <br />Washington, that the proposed road closure is narrowly tailored to serve the significant <br />governmental interests of providing for public safety in a hazardous commercial area, <br />protecting demonstrators and traffic from potential damage and injury, providing an <br />evacuation route in the event of an emergency, and protecting of the environment. <br />NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Anacortes, <br />Washington, that the roads or portions of roads described on the attached Appendix A <br />will be closed effective as of 5:00 am on Friday, May 13th, at which time barricades and <br />signs may be placed in the area by the Anacortes Police Department or Skagit County <br />Sheriffs Department, and running until 10:00 pm on Sunday May 15th, at which time all <br />barricades and signs must be removed.
