Port Townsend , WA 98368 <br /> Skyline Property Owner' s Association <br /> Landowner 6041 Sands Way <br /> Anacortes , WA 98221 <br /> Application Date May 7 , 2021 <br /> Notice of Application : May 26 , 2021 ; comment period ended June 9 , 2021 <br /> The applicant is requesting a shoreline exemption for repair and maintenance <br /> of an existing concrete seawall to preserve the 1 , 528 sq . ft clubhouse/cabana <br /> on Burrows Bay . The seawall was constructed mostly on top of a bedrock <br /> outcrop and riprap , which over time , has created a widening 1 ft. gap between <br /> the wall ' s foundation and the rockery . The project proposes removing the <br /> failing footing toe from the approximately 84 ft . long seawall , then repairing via <br /> Request replacement the structural footing . The riprap is to be moved while a new <br /> concrete footing , totaling 10 cu . yds will be installed ; the riprap will be relocated <br /> and restacked in front of the new footing . The work is to commence Summer <br /> 2021 and should be completed within 1 month ; all work would occur in the dry <br /> during low tide . The project site is located within the Marine Mixed Use ( MMU ) <br /> zoning district and has a split shoreline environment designation of primarily <br /> Urban with a small portion in Natural . <br /> The City of Anacortes Department of Planning , Community & Economic Development has determined <br /> that this project does not have a probable significant adverse impact on the environment . An <br /> environmental impact statement ( EIS ) is not required under RCW § 43 . 21 C . 030 ( 2 ) ( c) . This decision was <br /> made after review of a completed environmental checklist and other information on file with the lead <br /> agency . This information is available at https : //www . anacorteswa . gov/ 161 / Planning - Community - <br /> Economic- Development under "Current Land Use Projects and Notices ". <br /> This determination is based on the following findings and conclusions : <br /> ® The proposal ' s conformance with existing Anacortes Municipal Code regulations and acquisition of <br /> applicable agency permits prior to site construction adequately address potential impacts of this <br /> project. <br /> ® This DNS is issued under WAC 197 - 11 -340 (2 ) after using the Optional DNS process in WAC 197 - <br /> 11 -355 .
