HomeMy WebLinkAbout2024-01-16 City Council Minutes Approved Anacortes City Council Minutes - January 16, 2024 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of January 16,2024 at 6:00 p.m. Councilmembers TJ Fantini,Carolyn Moulton, and Bruce McDougall were present. Councilmembers Ryan Walters, Christine Cleland-McGrath and Amanda Hubik participated in the meeting remotely via Zoom. Councilmember Anthony Young was absent. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller shared an update on the Downtown Alliance annual celebration, an R Avenue Improvement Project update,a number of fire department responses to assist residents with frozen water pipes, cold weather shelter vouchers, and a winter weather advisory for the evening into the next morning. Finance Committee Ms. Moulton and Ms. Cleland-McGrath reported from the Finance Committee meeting held January 1 lth. The topics discussed included the fiber interfund loan,the 2023 state audit results, and a review of the Lodging Tax Advisory Committee capital and unrestricted funding. Housing Affordability and Community Services Committee Ms. Cleland-McGrath reported from the Housing Affordability and Community Services Committee meeting held January loth. The topics discussed included preparation for a presentation that would be received from Volunteers of America and Skagit County regarding coordinated entry, cold weather warming center publicity and coordination, Salvation Army tenant-based intervention for cold weather support, an initiative to rebuild the Gentry house, and a Community Action supportive employment program. Public Works Committee Ms. Moulton reported from the Public Works Committee meeting held earlier in the evening. The topics discussed included a fire truck coming up for replacement in 2028, a parks truck replacement,a stormwater division update,the 2024 janitorial services contract,the general sewer plan,and the 12th Street and Commercial Avenue roundabout design contract. Port/City Liaison Committee Mr. Walters reported from the Port/City Liaison Committee meeting held January 9th. The topics discussed included stormwater and sewer issues with future capital port projects. Personnel Committee Mr. Fantini reported from the Personnel Committee meeting held on January 9th. The topics discussed included current personnel vacancies,the project to replace the enterprise resource planning system,the NeoGov online recruiting platform, and diversity,equity and inclusion training for employees. Public Comment Mayor Miller invited the public to comment on any item not on the agenda. Public comment was given as follows: Kathleen Lorence-Flanagan of Anacortes addressed public notices published in the Anacortes American regarding outfall relocation for the wastewater treatment plant and a request for qualifications for repair of the revetment for the Guemes Channel Trail,including the project timeframe and the proposed use of Federal Emergency Management Agency funds. The motion carried unanimously by voice vote. a. Minutes of January 8, 2024 b.Approval of claims in the amount of$1,713,635.73 The following vouchers/checks were approved for payment: EFT numbers: 108266 through 108323,total$473,095.12 Check numbers: 108324 through 108360,total $1,169,870.06 Wire transfer numbers: 338042 through 338789,total $70,670.55 c. Special Event Application: Pride Parade d. Special Event Application: Shipwreck Day e. Contract Award: 2024 Janitorial Services#24-041-FAC-00 1 Other Business Resolution 3145: Waiving the State Competitive Bidding Requirements for the Purchase and or Replacement of Motorola Solutions,Inc. Portable and Car Radio Systems for the Anacortes Police Department Police Chief,Dave Floyd,introduced Resolution 3145 that would waive the competitive bidding requirements for the purchase and/or replacement of Motorola Solutions,Inc.portable and car radio systems for the Anacortes Police Department to outfit the five new positions to match the equipment already in use. TJ FANTINI moved, seconded by RYAN WALTERS,to approve Resolution 3145 waiving the competitive bidding requirements for the purchase and/or replacement of Motorola Solutions,Inc.portable and car radio systems for the Anacortes Police Department.Vote: Ayes-RYAN WALTERS, CHRISTINE CLELAND- MCGRATH,CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK,TJ FANTINI.Nays - None. Result: Passed Ordinance 4067: Interfund Loan Finance Director, Steve Hoglund,and Administrative Services Director,Emily Schuh, introduced Ordinance 4067 that would provide an interfund loan,referring to a loan worksheet that was included in the packet materials for the meeting.Mr. Hoglund asked that the Council waive the two-read rule for ordinances to meet the repayment deadline. Mayor Miller reminded the Council and the public that the final phase of the fiber infrastructure construction project is out for bid and that the interfund loan is the best plan to keep the project's financing on track. Discussion topics included: • Planning for financial solvency of the fiber project. • Bond purchase timing. • Loaning fund solvency for the period of the loan. • Period of fiber expenses covered by the interfund loan. • Projected amount of the bond. • Additional internal financing. RYAN WALTERS moved, seconded by CAROLYN MOULTON,to suspend the Council rules requiring two reads for ordinances.Vote: Ayes -RYAN WALTERS,CHRISTINE CLELAND-MCGRATH,CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK,TJ FANTINI.Nays -None. Result: Passed Anacortes City Council Minutes-January 16,2024 2 AMANDA HUBIK moved, seconded by BRUCE MCDOUGALL,to approve ordinance 4067 authorizing the interfund loan from the water and ERR funds to the general fund.Vote: Ayes -RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK, TJ FANTINI.Nays-None.
