HomeMy WebLinkAbout2023-09-11 City Council Minutes Approved Anacortes City Council Minutes - September 11, 2023 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of September 11,2023 at 6:00 p.m. Councilmembers Jeremy Carter,Ryan Walters,Anthony Young, Christine Cleland-McGrath,and Amanda Hubik were present. Councilmember Bruce McDougall participated in the meeting remotely via Zoom. Councilmember Carolyn Moulton was absent. Mr. Young moved, seconded by Mr. Walters,to excuse the absence of Ms. Moulton. The motion carried unanimously by voice vote. Mayor Miller commemorated Patriot Day,recalling his experience of September 11,2001. He mentioned his visit to Fire Station 1 earlier today where Firefighter-Medics participated in a 11 0-story stair climb tribute in full bunker gear to those who lost someone that day. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller shared an update on a water main break on H Avenue that affected a number of homes and mentioned the successful fall cleanup day at the City operations facility held Saturday September 9th. Planning Committee Mr.Walters reported from the Planning Committee meeting held earlier in the evening. The topics discussed included the short-term rental code proposal and the MJB development. North Star Housing Work Group Mr.Walters reported from the North Star Housing work group held earlier in the morning. The topics discussed included three recommendations: improving coordination and alignment among jurisdictions on housing policy and affordable housing policy, activating non-financial levers, and updating countywide policies to reflect urgency for housing and state legislation in the next Comprehensive Plan update. The group also discussed coordinated entry and the Housing Authority of Skagit County unused housing choice vouchers. Follow-on Event Center Mr. Young spoke about community input and discussions with the Port regarding the replacement of the Transit Shed as an event space and possible paths forward to replace the downtown venue. He mentioned that further discussion on the issue would take place at the Economic Development Committee meeting and that there are significant economic opportunities at stake. Public Comment Mayor Miller invited the public to comment on any item not on the agenda. Jason Hicks of Anacortes spoke about water damage his home sustained during past and recent water main breaks due to defective infrastructure, asserting that there should be improvements made to city infrastructure to handle the amount of storm water that affects his property. Consent Agenda Ms. Hubik moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. Minutes of September 5,2023 b.Approval of claims in the amount of$1,232,132.02 The following vouchers/checks were approved for payment: EFT numbers: 107277 through 107311,total $1,126,892.96 Check numbers: 107312 through 107333,total $72,836.30 Wire transfer numbers: 330566 through 330957,total $32,402.76 Other Business Resolution 3130: Recreation and Conservation Office Local Parks Maintenance Program Authorization Parks and Recreation Director,Jonn Lunsford,introduced Resolution 3130,Recreation and Conservation Office Local Parks Maintenance Program Authorization,which would include overlay projects on the loop road in Washington Park and the Rotary trail at Cap Sante. Discussion topics included: • One-time authorization or allowance for continued grant applications. RYAN WALTERS moved, seconded by CHRISTINE CLELAND-MCGRATH,to approve Resolution 3130 as presented.Vote: Ayes -ANTHONY YOUNG, CHRISTINE CLELAND-MCGRATH,RYAN WALTERS, BRUCE MCDOUGALL,JEREMY CARTER,AMANDA HUBIK.Nays -None.
