Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of August 14,2023 at 6:00 p.m.
Councilmembers Jeremy Carter,Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, and Amanda
Hubik were present.
Councilmember Bruce McDougall participated in the meeting remotely via Zoom.
Councilmember Ryan Walters was absent.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller shared an update on summer construction projects, ongoing preparations for emergency response
in the event of wildland fires,reminding the public that a burn ban is still in effect, and mentioning the'Code
Red emergency and critical community information alert system through Skagit 911.
Economic Development Committee
Mr. Young and Ms. Hubik reported from the Economic Development Committee meeting held August 8th. The
topics discussed included communications and strategy with local businesses on Commercial Avenue regarding
parking,parklets,bike racks,the current economic environment, and introducing the new city points of contact,
Planning, Community, and Economic Development Director,John Coleman, and Planning, Community, and
Economic Development Coordinator, Stephanie Snyder.
Finance Committee
Mr.McDougall and Mr. Young reported from the Finance Committee meeting held August 9th. The topics
discussed included a 2024 budget preview; anticipated property tax revenues for public safety; sales tax revenue
forecasts; debt service and possible use of Federal Emergency Management Agency funds for fiber, ladder
truck, and Station 3; and monitoring of economic forecasts.
Housing Affordability and Community Services Committee
Ms. Moulton reported from the Housing Affordability and Community Services Committee meeting held
August 9th. The topics discussed included a brief from Steven Simmons,Outreach Programs Manager for
Community Action, on coordination meetings between providers,new office space for Community Action in
downtown Anacortes, state legislation that affects housing,the recent Samish Nation purchase of a four-plex to
maintain the property as affordable housing, and Community Development Block Grant reporting.
Planning Committee
Ms. Cleland-McGrath reported from the Planning Committee meeting held earlier in the evening. The topics
discussed included a requested land lease modification for the Anacortes Cinema,Anacortes Municipal Code
19.48.020 updates regarding cargo containers, applications for auto repair businesses to open in the industrial
zone and associated code updates to allow general services, and the Comprehensive Plan update.
Parks and Recreation Committee
Ms. Moulton reported from the Parks and Recreation Committee meeting held August 9th. The topics discussed
included a preview of the Capital Facilities Plan for parks projects over the coming five years.

Award Presentation: Washington State Department of Ecology Outstanding Performance Award—
Wastewater Treatment Plant
Mayor Miller presented the Washington State Department of Ecology Outstanding Performance Award to
Wastewater Treatment Plant Manager,Brian Walker.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address
the Council on any topic not already on the agenda.
Consent Agenda
Ms. Hubik moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

b. Approval of claims in the amount of$890,371.29
The following vouchers/checks were approved for payment:
