HomeMy WebLinkAbout2023-07-17 City Council Minutes Approved Anacortes City Council Minutes - July 17, 2023 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of July 17,2023 at 6:01 p.m. Councilmembers Jeremy Carter,Ryan Walters,Anthony Young, Christine Cleland-McGrath(arrived at 6:03 p.m.), Carolyn Moulton, Bruce McDougall and Amanda Hubik were present. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller shared an update on Police Chief Dave Floyd's attendance at the Federal Bureau of Investigation National Command Course and reported on Anacortes first responders' actions during a recent structure fire in the 800 block of 30th Street that was handled with no injuries to residents or emergency response personnel. Economic Development Committee Ms. Hubik reported from the Economic Development Committee meeting held on July 1 lth. The topics discussed included a vision for the committee over the next calendar year,including a timeline for the strategic plan and accompanying request for proposal. Finance Committee Mr. Walters reported from the Finance Committee meeting held July 12th. The topics discussed included proposed edits to the purchasing policy, a standalone public works emergency purchasing policy, a planned Library Foundation donation, and a proposal to codify resolutions that include Council procedures,purchasing policies,public records policies, finance policies and other key policies that would create a more accessible repository for the Council, staff and public. Housing Affordability and Community Services Committee Ms. Moulton reported from the Housing Affordability and Community Services Committee meeting held the previous Thursday. The main topic discussed was an update from Brian Clark,Executive Director of the Anacortes Housing Authority, on the Olson Building renovation. Public Works Committee Ms. Moulton reported from the Public Works Committee meeting held earlier in the evening. The topics discussed included a preview of the proposed Capital Facilities Plan for public works, including the water system,operations facility and staff, and facilities maintenance and repair. Skagit County Law and Justice Council Mr. Carter reported from the Skagit County Law and Justice Council meeting held the previous week. The topics discussed included the Skagit County drug task force and its work in mitigating the distribution of fentanyl, community court,and an update on the Skagit County Justice Center. Mayor's Award of Merit Mayor Miller presented the Mayor's Award of Merit to Brandon Lowry. Fourth of July Parade Award Winners Mayor Miller and Fourth of July Parade organizer, Sylvia Cooper,announced the winners of the contest for best float and best dancing group from this year's parade,while showing a slide presentation that was added to the packet materials for the meeting. Consent Agenda Ms. Moulton moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of July 10,2023 b.Approval of claims in the amount of$1,253,382.33 The following vouchers/checks were approved for payment: EFT numbers: 106733 through 106798,total $905,325.05 Check numbers: 106812 through 106825,total $322,793.12 Wire transfer numbers: 327539 through 327807,total $21,556.53 c. Contract Award: Purchase of Wide Area Mower#23-172-ERR-001 -updated Purchase Order d. Contract Award: 2023 Annual CAT Generator Testing and Servicing#23-204-ERR-001 e. Contract Award: 2023-2025 Annual Cummins Generator Testing and Servicing#23-205-ERR-001 Other Business Interlocal Agreement#23-184-IDS-001 with the Port of Anacortes for Reciprocal Property Access City Attorney, Darcy Swetnam,re-introduced interlocal agreement#23-184-IDS-001 with the Port of Anacortes for reciprocal property access,which was previously considered at the July 10'meeting. She detailed the changes that included delineating the mayor's contracting authority on projects up to $45,000. RYAN WALTERS moved, seconded by JEREMY CARTER,to approve interlocal agreement#23-184-IDS- 001 with the Port of Anacortes. Vote: Ayes-JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None. Result: Passed Ordinance 4054: AMC Chapter 10.12 Parking Code Update Mr.Walters re-introduced Ordinance 4054: AMC Chapter 10.12 Parking Code Update. He provided a summary of changes made to the draft ordinance since it was previously considered at the June 26th meeting. Mayor Miller invited the public to comment on the agenda item. Public comment was given as follows: Marilyn Sage of Anacortes addressed parking limits and associated safety concerns on Parkside Drive. Anacortes City Council Minutes-July 17,2023 2 Discussion topics included: • Differentiation between boat trailers and other types of trailers,illicit discharge,the half-time parking enforcement officer,penalties and associated fees,enforcement challenges,minimum parking requirements in light of future density increases,commercial vehicle parking limits,oversized vehicles, the benefit of tabular format in the ordinance for future code updates,the review process for proposed changes, fine payment methods,immediate fine payment at a discount within a certain number of business hours,parking proximity to property, seasonal parking limits of 24 hours, and trailer parking north of McDonalds on 13th Street. Contract Award: Senior Activity Center Pavilion#23-200-ASC-001 Parks and Recreation Director,Jonn Lunsford, introduced Senior Activity Center Administrator,Karl Wolfswinkel,who detailed the proposed contract#23-200-ASC-001 for the Senior Activity Center Pavilion, referring to a slide presentation that was added to the packet materials for the meeting. Being a member of the Senior Center Foundation Board,Mr.Walters recused himself from the vote. Discussion topics included: • site landscaping and inclusion of the project in the Capital Facilities Plan. CAROLYN MOULTON moved, seconded by AMANDA HUBIK,to authorize the mayor to sign contract 23- 200-ASC-001 with New Creations LLC.Vote: Ayes-JEREMY CARTER,ANTHONY YOUNG, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL, AMANDA HUBIK.Nays- None. Abstentions: RYAN WALTERS. Result: Passed Ordinance 4056: Accepting Donations for the Anacortes Senior Activity Center Parks and Recreation Director,Jonn Lunsford introduced Ordinance 4056: Accepting Donations for the Anacortes Senior Activity Center,thanking the Senior Center Foundation, and adding that the pavilion would be named after former long-time administrator, Sally Hill. Being a member of the Senior Center Foundation Board,Mr. Walters recused himself from the vote. JEREMY CARTER moved, seconded by AMANDA HUBIK,to approve Ordinance 4056 accepting donations for the Anacortes Senior Activity Center. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None. Abstentions: RYAN WALTERS. Result: Passed Interlocal Funding North Similk Pump Drainage Study City Attorney,Darcy Swetnam,introduced the interlocal agreement with Skagit County and the Swinomish Indian Tribal Community for funding the North Similk drainage study,referring to a slide presentation that was added to the packet materials for the meeting. Discussion topics included: • Study timing and when Skagit County will stop operating the pump,contractor qualifications, Washington State Department of Transportation responsibility, degree of city responsibility, scope of work mentioned in Exhibit A not present in the packet with respect to jurisdictional boundaries, Swinomish sovereignty and land ownership,historical ownership of the pump station. Ordinance 4057 accepting donation from the Library Foundation Library Director,Jeff Vogel,introduced Ordinance 4057 accepting a donation from the Library Foundation for a teen area remodel,mentioning that it will be included in the Capital Facilities Plan and entirely funded by the Library Foundation. Discussion topics included: • remodeling versus adding on to the library,naming of the area, and teen involvement in the project. CAROLYN MOULTON moved, seconded by ANTHONY YOUNG,to approve Ordinance 4057 authorizing acceptance of a donation from the Library Foundation. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays -None. Result: Passed Resolution 3127-Designating a Creative District Planning, Community, and Economic Development Director,John Coleman, introduced Meredith McIlmoyle, Executive Director of the Anacortes Arts Festival,who presented the potential creative district designation as delineated in Resolution 3127,referring to a slide presentation that was added to the packet materials for the meeting. Discussion topics included: • Lodging Tax Advisory Committee funding, event center to replace the Port Transit Shed, economic diversity,the designation application process, community support, cooperation with the Downtown Alliance,tourism, and celebrating the creative economy. AMANDA HUBIK moved, seconded by CAROLYN MOULTON,to approve Resolution 3127 designating a creative district and authorizing application for state certification. Vote: Ayes -JEREMY CARTER, ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None. Result: Passed Resolution 3128 authorizes the Mayor to approve the purchase of up to 5 police vehicles Finance Director, Steve Hoglund,introduced Resolution 3128 that would authorize the mayor to approve the purchase of up to five police vehicles. Police Chief,Dave Floyd,presented justification for the purchase of new police vehicles.Fleet and Operations Manager,WiL Ludemann,responded to Council questions on operations and maintenance costs. Discussion topics included: • The need for a police vehicle for every officer, funding sources,appropriate discussion venue,Public Safety Committee review,drive home policy,police vehicle fleet status update,replacement criteria, levy fund availability,vehicle sales order window,patrol vehicle count, lifecycle versus maintenance costs,vehicle pooling,police fleet vehicle electrification,maintenance costs of shared versus take-home vehicles, data based decision bases,number of patrol cars visible to the public. Access Anacortes Fiber Internet Update Administrative Services Director,Emily Schuh,provided an Access Anacortes Fiber Internet Update,referring to a slide presentation that was added to the packet materials for the meeting. Discussion topics included: • Connecting customers during construction in the Federal Economic Development Administration grant area,cost levels,and the utility discount program.
