Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of May 15, 2023 at 6:00 p.m.
Councilmembers Ryan Walters,Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, Bruce
McDougall and Amanda Hubik were present. Councilmember Jeremy Carter participated in the meeting
remotely via Zoom.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller shared updated agenda items for the current meeting, an update on a road closure due to a fatality
accident involving a moped on 12th Street and G Avenue,the upcoming Anacortes Boat and Yacht Show on
18-19 May,the upcoming City Council retreat on 16 May, and thanked the Parks Department for getting the
splash pad up and running at Storvik Park to help deal with the current heat wave.
Finance Committee
Mr.Walters reported from the Finance Committee meeting. The topics discussed included suggested updates to
the budget web page and OpenGov changes.
Housing Affordability and Community Services Committee
Ms. Cleland-McGrath reported from the Housing Affordability and Community Services Committee meeting. The
topics discussed included budget planning goals.
Public Works Committee
Ms. Moulton reported from the Public Works Committee meeting. The topics discussed included the paver
purchase and the upcoming public works open house on June 1st from 9:30am-3:00pm.
Skagit County Law and Justice Council
Mayor Miller reported from the Skagit County Law and Justice Council meeting. The topics discussed included
the Recovery Cafe opening hours,a presentation from New Earth Recovery Housing, and the state legislature
funding $12.7 million for the county Stabilization Campus in Sedro-Woolley.
Public Safety Committee
Ms. Cleland-McGrath reported from the Public Safety Committee meeting. The topics discussed included the
levy lid lift passing and strategizing about the added police and fire positions.
Personnel Committee
Ms. Cleland-McGrath reported from the Personnel Committee meeting. The topics discussed included hiring
priorities for the upcoming budget cycle.
Information Technology Committee
Mr. McDougall reported from the Information Technology Committee meeting. The topics discussed included
strategic initiatives and the enterprise resource planning system replacement project.
Fiber Committee
Mr. McDougall reported from the Fiber Committee. The topics discussed included strategic initiatives and
construction schedules for Guemes View and the EDA expansion area.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda.No one present wished to address
the Council on any topic not already on the agenda.

Consent Agenda
Mr. McDougall moved, seconded by Ms. Hubik,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.
a. Minutes of May 8, 2023
b. Approval of claims in the amount of$1,176,494.66
The following vouchers/checks were approved for payment:
EFT numbers: 106249 through 106304,total $851,895.66
Check numbers: 106305 through 106329,total $303,840.10
Wire transfer numbers: 323927 through 324417,total $20,758.90
c. Contract Award: Sewer Man Hole Repair Project 423-152-SEW-001

Other Business
Contract Award: Former Water Treatment Plant Demolition Proiect#22-204-WTR-001
Public Works Director,Henry Hash, introduced the proposed contract for the Former Water Treatment Plant
Demolition Project 422-204-WTR-001. He outlined the proposal selection process,project timing and cost.
Discussion topics included stewardship of public funds.
ANTHONY YOUNG moved, seconded by RYAN WALTERS,to authorize the mayor to sign 422-204-WTR-
001 with 3 Kings Environmental, Inc. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,RYAN
WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE
MCDOUGALL,AMANDA HUBIK.Nays -None. Result: Passed
Interlocal Agreement with Skagit County for the Management Control Agreement for Criminal Justice
Functions #23-151-APD-001
Police Chief, Dave Floyd,introduced the Interlocal Agreement with Skagit County for the Management
Control Agreement for Criminal Justice Functions 423-151-APD-001.
BRUCE MCDOUGALL moved, seconded by JEREMY CARTER,to authorize the mayor to execute the
interlocal agreement 423-151-APD-001 with Skagit County. Vote: Ayes -JEREMY CARTER,ANTHONY
YOUNG, RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE
MCDOUGALL,AMANDA HUBIK. Nays -None. Result: Passed
Ordinance 4051: Title 9 Update-Drug Possession
City Attorney, Darcy Swetnam,introduced the proposed Ordinance 4051 which would update Title 9 of the
Anacortes Municipal Code regarding drug possession,referring to a slide presentation that was added to the
packet materials for the meeting. Discussion topics included potential state action and timing, coordination with
other local municipalities,mandatory minimum sentencing,therapeutic courts,the fentanyl crisis, and treatment
and rehabilitation strategies.
Mayor Miller invited the public to comment on the agenda item.No one present wished to address the Council
on the agenda item.
