Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of May 8,2023 at 6:00 p.m.
Councilmembers Ryan Walters, Carolyn Moulton, Bruce McDougall and Amanda Hubik were present.
Councilmembers Jeremy Carter and Christine Cleland-McGrath participated in the meeting remotely via Zoom.
Councilmember Anthony Young was absent.
Mr. Carter moved, seconded by Ms. Hubik,to excuse the absence of Mr.Young. The motion carried
unanimously by voice vote.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller shared an update on a water leak in City Hall over the weekend,the Veterans of Foreign Wars
effort to lay mulch at Causland Park, and a meeting with County Prosecutor, Rich Weyrich, regarding the Blake
decision and pending legislation to address drug possession.
Planning Committee
Mr.Walters reported from the Planning Committee meeting held earlier in the evening. The topics discussed
included the potential acquisition of a parcel on Commercial Avenue as a stormwater park, an environmental
impact statement for the Guemes Channel Trail,and the future housing options ordinance in light of recent
legislation passed by the state legislature.
Public Safety Committee
Ms. Hubik reported from the Public Safety Committee meeting held on May 2, 2023. The topics discussed
included the Blake decision and possible next steps,an update on police and fire staffing levels, an update from
Northsound Accountable Community of Health on the social navigator program with the Anacortes Family
Center, and the emergency response plan.
Confirmation of John Coleman as Planning, Community,and Economic Development Director
Human Resources Director,Reilly Wynn, introduced the prospective Planning, Community,and Economic
Development Director, John Coleman. Mr. Coleman addressed the Council.
Mr.Walters moved, seconded by Ms. Cleland-McGrath,to confirm the appointment of John Coleman as
Planning, Community, and Economic Development Director. The motion carried unanimously by voice vote.
Solarize Skagit Presentation
Planning Manager, Libby Grage, introduced Bob Raymond, Mary Wohleb and Greg Whiting of Solarize
Skagit,who presented an informational briefing to the Council on their organization's activities,referring to a
slide presentation that was included in the packet materials for the meeting. Ms.Wohleb asked that the City of
Anacortes share the information with citizens via social media. The Council and Lori Halvorson of Anacortes
asked questions. Discussion topics included installer discounts,federal(effective until 2032)and state sales tax
waivers, and the organization's website.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda.
Public comment was given as follows:
Pinky Vargas of Bellingham, representing Republic Services, addressed sustainability relative to the request for

proposal for solid waste handling.
Consent Agenda
Ms. Moulton moved, seconded by Ms. Hubik,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

Administrative Services Director, Emily Schuh, introduced the proposed contract for Dedicated Internet Access
Service 423-121-FBR-001.
RYAN WALTERS moved, seconded by BRUCE MCDOUGALL,to approve contract 423-121-FBR-001 as
presented.Vote: Ayes -JEREMY CARTER, RYAN WALTERS, CHRISTINE CLELAND-MCGRATH,
CAROLYN MOULTON, BRUCE MCDOUGALL,AMANDA HUBIK.Nays -None. Result: Passed
