AND
WASHINGTON STATE PARKS AND RECREATION COMMISSION
Subj ect: Use of Deception Pass State Park for Rope Rescue Training
This letter of agreement between the City of Anacortes ("City") and the Washington State Parks
and Recreation Commission ("State Parks")facilitates the use of authorized areas within
Deception Pass State Park for the City of Anacortes' Fire Department to conduct Rope Rescue
Training.
This correspondence is to clarify the expectations of both Washington State Parks and
Recreation Commission and the City of Anacortes to cooperate and offer this valuable training
opportunity. The Anacortes Fire Departments desires use of Deception Pass State Park property
to conduct Rope Rescue Training up to four days annually.
It is the intent of Washington State Parks and Recreation Commission to allow Anacortes Fire
Department to access state park property on a pre-scheduled basis to conduct training. As
requested, State Parks will reserve at least one location at the north end of Bowman Bay with
vehicles staged on Rosario Beach Road. The Deception Pass State Park Area Manager can
approve additional locations.
Training procedures are as follows:
a) Staff from the Anacortes Fire Department will contact Deception Pass State Park to
check on park availability.
b) If available, use of the park by the Anacortes Fire Department can be approved by the
Area Manager—Deception Pass State Park, with conditions.
c) The highest priority for use of the park property is to the public.
d) The duration must be approved in advance by Deception Pass State Park Area Manager.
e) During any park usage, if damage occurs to the park grounds, which are caused by the
training participants, the City will be responsible for repairs.
f) The City maintains insurance through WCIA, a self-insured risk pool, which includes
$1,000,000 general liability and $1,000,000 personal injury. The City shall provide State
Parks with an evidence of coverage letter.
g) State Parks will not charge the City user fees for the training.
h) State Parks Law Enforcement Rangers can participate in scheduled training if space is
available.
i) On days training is scheduled at the park, the training should not exceed 10 hours in
duration and not be conducted outside of hours when the park is open.
j) Recommended maximum class capacity is no more than twenty per day.
k) Please note that park events and certain special use permits will take priority over fire
department training.

1) Any potential issues arising from the training will be addressed by the Area Manager or
their designee and the Anacortes Fire Chief or their designee.
m) State Parks reserved the right to revoke or cancel training operations at any time.
n) Further details will be determined by Anacortes Fire Department staff and Deception
Pass State Park Area Manager.
o) No pruning, gardening or otherwise clearing vegetation without Park approval.
In conclusion, offering training benefits both the City, State Parks, and the public. Training
together also provides benefits to the City and State Parks in the event the two agencies are
required to cooperate in the future for any incident response.
Signatures below signify the interest from both the City of Anacortes and Washington State
Parks to mutually cooperate by scheduling Rescue Rope Training at Deception Pass State Park.
This partnership will continue indefinitely if the City of Anacortes and Washington State Parks
and Recreation Commission desire to coordinate training.
