Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of April 24, 2023 at 6:00 p.m.
Councilmembers Ryan Walters,Anthony Young, and Christine Cleland-McGrath were present. Councilmember
Bruce McDougall participated in the meeting remotely via Zoom. Councilmembers Amanda Hubik, Carolyn
Moulton, and Jeremy Carter were absent.
Mr.Walters moved, seconded by Mr.Young,to excuse the absence of Ms. Moulton and Ms. Hubik. The
motion carried unanimously by voice vote. Mr.Young moved, seconded by Mr. McDougall,to excuse the
absence of Mr. Carter. The motion carried unanimously by voice vote.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller shared a reminder that ballots for the special election for the City of Anacortes request to raise the
levy lid for public safety are due by 8pm April 25, 2023. He then provided an update on the recently concluded
state legislative session and city efforts to close the enforcement gap created by the Blake decision. Mr.Walters
added that he had sent the Council and County Prosecutor a proposed ordinance that would make drug
possession a gross misdemeanor per the Anacortes Municipal Code,as without further state legislative action,
on July 1, 2023 drug possession will become legal.
Planning Committee
Mr.Walters reported from the Planning Committee meeting held earlier in the evening. The topics discussed
included new state legislation regarding auxiliary dwelling units,missing middle housing, and other bills that
might require action by the Planning, Community and Economic Development Department, and require edits to
the proposed housing options ordinance.
Housing Affordability and Community Services Committee
Ms. Cleland-McGrath reported from the Housing Affordability and Community Services Committee roundtable
meeting held on April 18,2022 with Helping Hands, Community Action of Skagit County,the Anacortes
Family Center and the City of Anacortes Community Outreach Team to discuss building trust, overall
community goals,team expectations,provider capabilities and limitations, and a commitment to meet again for
further discussions. She also mentioned a meeting with Skagit Legal Aid to discuss types of individuals they
serve, services provided, and a new service location at the Anacortes Family Center.
Arbor Day Proclamation
Mayor Miller proclaimed April 28,2023 Arbor Day, on which a ceremonial tree planting will be held at
Causland Park at loam.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda.
Public comment was given as follows:
• Mark Robinson of Everett, representing Spencer Beach of 1907 K Way in Anacortes, spoke about a
boundary dispute between his client and a neighboring property owner.

Consent Agenda
Mr.Young moved, seconded by Ms. Cleland-McGrath,to approve the following Consent Agenda items. The
motion carried unanimously by voice vote.

b. Approval of claims in the amount of$490,602.58
The following vouchers/checks were approved for payment:
EFT numbers: 106090 through 106123,total $221,315.76

Contract Award: 2023 Sanitary Sewer Line Rehabilitation#23-067-SEW-001
Public Works Director,Henry Hash, introduced contract award: 2023 Sanitary Sewer Line Rehabilitation 423-
067-SEW-001. Mr. Hash answered questions from the Council. Topics discussed included pipe materials,
geographic area of the repairs, and the successful bid price.
ANTHONY YOUNG moved, seconded by RYAN WALTERS,to authorize the mayor to sign contract 23-067-
SEW-001 with Iron Horse LLC for$465,474.69. Vote: Ayes -ANTHONY YOUNG,RYAN WALTERS,
CHRISTINE CLELAND-MCGRATH, BRUCE MCDOUGALL.Nays -None. Result: Passed
Contract Award: 2023 Asphalt Overlay Proiect#22-291-TRN-001
Public Works Director,Henry Hash, introduced the contract award 2023 Asphalt Overlay Project 422-291-
TRN-001. He answered questions from the Council. Discussion topics included project prices and public works
department efforts to minimize costs while maximizing the project coverage area.
ANTHONY YOUNG moved, seconded by RYAN WALTERS,to authorize the mayor to sign the contract 422-
291-TRN-001 w/Lakeside Industries Inc. for$753,185.85. Vote: Ayes -ANTHONY YOUNG, RYAN
WALTERS, CHRISTINE CLELAND-MCGRATH, BRUCE MCDOUGALL.Nays -None. Result: Passed
Contract Award: Sidewalk Infrastructure Improvements#22-174-TRN-001
Public Works Director,Henry Hash, introduced the contract award for Sidewalk Infrastructure Improvements
422-174-TRN-001. Mr. Hash answered questions from the Council. Discussion topics included areas that were
not covered due to not being on city-owned public right of way on the southern section of Whistle Lake Road
and a six-year plan for improvements to be integrated into the impending Comprehensive Plan review.
RYAN WALTERS moved, seconded by BRUCE MCDOUGALL,to approve contract 22-174-TRN-001 for
Sidewalk Infrastructure Improvements as presented. Vote: Ayes -ANTHONY YOUNG, RYAN WALTERS,
CHRISTINE CLELAND-MCGRATH, BRUCE MCDOUGALL.Nays -None. Result: Passed
First Ouarter Finance Update
Finance Director, Steve Hoglund,presented the First Quarter Finance update, referring to an updated slide
presentation that was added to the packet materials for the meeting.
Mr. Hoglund responded to questions from the Council. Topics discussed included permitting and impact fee
metrics,reasons for the decrease in permitting revenue, fund status,revenue stream limitations, and real estate
excise tax uses relative to market conditions and trends.
Mayor Miller invited the public to comment on the agenda item.
Phyllis Hanen of Anacortes asked for clarification of the differences between Real Estate Excise Tax categories
