RE: C-Dock Pile Installation
Dear Bill:
At your request, I performed the on -site inspection for the driving of the 12" and 16" diameter, steel
pipe float anchor piles. This inspection occurred on 13, 14 and 17 October 2022 and involved on -site
measurements of pile embedment, observation of vibration driving and review of contractor -provided
pile driving logs.
I am satisfied that the piles have been supplied in accordance with the Sitts and Hill, C-Dock
Replacement plans are installed within the tolerances specified.

At your request, I have reviewed the plans and installation requirements of the Anacortes Marina
Breakwater, specifically East Wall Combi-wall and the North Exit Slotted wall. The installation of the
east wall occurred on 13, 14, 15, 16 and 19 December 2022 and the installation of the North Exit slotted
wall occurred on 21, 22 and 23 December 2022. The East wall involved vibro driving of both 36"
diameter pipe piles and partial depth sheet piles while the North Entrance slotted wall required vibro
driving of only 36" steel pipe piles.
Based on my own site observations and discussions with the pile driving contractor, I am satisfied that,
with some minor deviations, the piles have been supplied in accordance with the COWI Anacortes
Marina Breakwater plans, dated 24 July 2018, and are all piles have been installed with the minimum
penetrations and within the tolerances specified by COWL
