HomeMy WebLinkAbout2023-01-09 City Council Minutes Approved Anacortes City Council Minutes - January 9, 2023 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of January 9,2023 at 6:00 p.m. Councilmembers Ryan Walters,Anthony Young, Christine Cleland-McGrath, Carolyn Moulton,Bruce McDougall and were present. Council member Amanda Hubik participated in the meeting remotely via Zoom. Council member Jeremy Carter was absent,but was unanimously excused by Mr.Young making a motion,and seconded by Ms. Hubik,to excuse his absence. Pledge of Allegiance Mayor Miller led the assembly in the Pledge of Allegiance. Announcements and Committee Reports Mayors Award of Merit-Joann Stewart Don Measamer introduced Joann Stewart and described the good work she has performed making her deserving of the Mayor's Award of Merit. Housing Affordability and Community Services Committee Ms. Cleland-McGrath reported from the Committee meeting held the previous week. The topics discussed included the cold weather shelter,housing vouchers that church and other social organizations provide to those in need, and working on low income housing initiatives in the coming year. Ms. Moulton also pointed out the Communi , Action website has information on the new Recovery Navigator Program. Planning Committee Ms.Moulton reported from the Committee meeting held at 5:00pm,before the Council Meeting started. The topics discussed included the upcoming 2023 Community Development Block Grant opportunity and the upcoming public process later in the year that will be involved with that grant. She also described a Skagit County opportunity for a potential grant award that could be used for affordable housing issues. Fiber Committee Mr.McDougall reported from the Committee meeting held the previous week. The topics discussed included the upcoming Robinson Brothers Construction contract modification,and surpassing 1700 paying customers now signed up.Ms Schuh pointed out the number of Access Fiber customers now is at 1,747. 2023 Skagit CogRty Fogy Haul-Out Public Works Director introduced Forrest Jones and Rachel Rowe from Skagit County,who provided information on the Skagit County Guemes Ferry Channel haul out project. The work on the ferry will begin February 27 and end March 20. The work will be done in dry dock locally at Dakota Creek Industries in Anacortes. Slides were shown that describe the coming parking and access changes that will occur during the haul out. Public Comment Mayor Miller invited the public to comment. Michael Painter of Anacortes referenced the ferry haul out, suggesting that better lighting might be helpful, and wondered if the old cannery building area may be available for more parking during the ferry haul out. Anacortes City Council Minutes -January 9, 2023 1 Consent Agenda Mr. Young moved, seconded by Mr. McDougall,to approve the following Consent Agenda item. The motion carried unanimously by voice vote. a. Approval of claims in the amount of$1,535,446.46 EFT numbers: 105165 through 105218, total $701,788.97 Check numbers: 105219 through 105228, total $808,496.29 Wire transfer numbers: 315907 through 316277, total $25,161.20 Other Business Contract Award: HVAC Maintenance and On-Call Repair Services 2023-2025#23-016-FAC-001 Public Works Director Henry Hash provided some background information on the need for HVAC services for the City, and introduced a contract for an on-call HVAC repair service. It is a 4-year contract,with a provision to not exceed$350,000 or 4 years,whichever comes first. CAROLYN MOULTON moved, seconded by ANTHONY YOUNG,to authorize the Mayor to sign contract 23-016-FAC-001 for HVAC maintenance and on-call repair services.Vote: Ayes -ANTHONY YOUNG, RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None. Result: Passed Contract Modification: Municipal Broadband Network—2021 Westside Backbone Expansion Ms. Schuh introduced the contract modification request for the Robinson Brothers Construction(RBC)contract, provided some background information on the City's Access Fiber program, as well as background information on the project in question that the contract modification is related to,which is Fiber expansion in the City's West End, or Skyline, area. ANTHONY YOUNG moved, seconded by BRUCE MCDOUGALL,to authorize the Mayor to sign a contract modification for the Fiber 2021 Westside Backbone Expansion. Vote: Ayes-ANTHONY YOUNG,RYAN WALTERS,CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL, AMANDA HUBIK.Nays-None. Result: Passed City of Anacortes & Community Action of Skagit County Agreement Ms. Schuh introduced Bill Hinkel, Executive Director of Skagit County Community Action(SCCA),who provided information on the work SCCA provides, and how the organization is looking forward to opening a satellite office in Anacortes. Mr. Hinkel then introduced Sandy York,Division Director of SCCA. Ms. York then presented a series of slides that provided more detailed information on the services and programs that will be provided at the Anacortes office. CHRISTINE CLELAND-MCGRATH moved, seconded by RYAN WALTERS,to authorize the Mayor to enter into an agreement with SCCA to establish a satellite office in Anacortes. Vote: Ayes-ANTHONY YOUNG, RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None.
