General Info Meeting Notes
PLANNING, COMMUNITY & ECONOMIC DEVELOPMENT:
General
The concept proposal was also reviewed based on currently adopted Anacortes Municipal Code provisions (as of January 18, 2019) as well as the 3rd Draft of the Development Regulations
Update document (“3rd Draft”). Comments provided within this letter related to consistency with the 3rd draft regulations may change based on future revisions to the draft that occur
through the public review process and, ultimately, the final provisions as adopted by City Council.
Zoning Designation
The property is zoned R2.

Permitted uses
AMC Chapter 17.36 of the Anacortes Municipal Code (AMC) includes the R2 Zoning District’s currently adopted permitted, accessory and conditional uses. (AMC 17.36.020-.040).
Form and Intensity
In the R2 zone, a minimum of 7,500 sq. ft. is required per lot/unit and the maximum density allowed is 4 dwelling units per gross acre.
See 3rd Draft Table 19.42.020 for proposed form and intensity standards for the R2.
In the R2 zone, street improvements are required per AMC 17.36.110.
Community Design
3rd Draft AMC Ch. 19.51 contains criteria for when public street improvements are required. Per 19.51.020, creation of any additional dwelling units triggers provision of public right-of-way
improvements as a condition of approval. D Avenue is designated as a Minor Arterial according to the Transportation Element of the Anacortes Comp. Plan. The Public Works Engineering
Department will provide more detailed comments regarding required improvements along D Avenue.
Landscaping
AMC ___ contains current requirements for landscaping.
Review Process & Submittal Requirements
Based on the project description and information provided, the following application types/processes appear to be required (see AMC Table 19.20.030-1):
Building permit and associated site plan review are currently a Type 1 Administrative Ministerial Action.
A large or small parcel stormwater plan prepared pursuant to SWMMWW Vol. 1 Technical Requirements December 2014 CH. 3 – Preparation of Stormwater Site Plans, or comparable requirements
in a later SWMMWW as amended by the Washington Department of Ecology.
Other
All utilities must be placed underground per AMC Ch, 15.32.
The subject proposal shall comply with current engineering, building and fire code requirements at time of site plan and building permit application submittal.
Fees
Impact fees and general facility charges (GFCs) will be due upon building permit issuance.
See AMC 3.93 Impact Fees regarding impact fees that are applicable to the proposal, including method of calculation and credits.
Current GFCs and impact fees are included in the Unified Fee Schedule.
The City is currently considering changes to its fire impact fees.
