HomeMy WebLinkAbout2022-07-11 City Council Minutes Approved Anacortes City Council Minutes - July 11, 2022 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of July 11,2022 at 6:00 p.m. Councilmembers Jeremy Carter,Ryan Walters, Christine Cleland-McGrath,Carolyn Moulton and Amanda Hubik were present. Councilmember McDougall participated in the meeting remotely via Zoom. Councilmember Anthony Young was absent. Mr. Carter moved, seconded by Ms. Moulton,to excuse the absence of Mr. Young. The motion carried unanimously by voice vote. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller provided a recap of Kids Are Best Fest and announced Shipwreck Day is coming this Saturday. He then shared current COVID-19 case statistics for Anacortes and Skagit County, including a slight decrease in case numbers and 4 hospitalizations in Island Hospital. He announced an upcoming vaccine clinic at the Anacortes Senior Center on Friday,July 15th,from 9:30am-2:30pm,with no appointment necessary. Mayor Miller continued with a construction update, citing delayed completion of the 32nd Street and M Avenue roundabout project until the first week of August due to supply issues. He concluded by listing water line projects commencing this week in the Skyline area on Sands Way,Parkside Drive, Sandra Court and Curtis Court. Housing Affordability and Community Services Committee Mr.Walters reported from the Committee meeting held the previous Thursday morning with Mr. Ed West of the League of Women Voters. The Committee discussed a series of forums to be held by the League of Women Voters on affordable housing around Skagit County,of which Anacortes would be the first in September 2022 in City Council chambers. The Committee will assist with designing the forum format and guest speaker selection. Planning Committee Ms. Cleland-McGrath reported from the Committee meeting held earlier in the evening. The topics discussed included a potential partnership with Skagit Habitat for Humanity for cottage homes, a coming meeting with the Main Street Association in August,and floodplain management. 4th of July Parade Marching Group and Float Winners Mayor Miller presented the awards for best Marching Group in the July 4th Parade to: 3rd place -Anacortes Twisted Pixies; 2nd place-Old Anacortes Rowing and Sailing Society(OARS); 1 st place - Soroptimist International of Anacortes; and for best Float to: 3rd place -Anacortes Masonic Lodge;2nd place -Mermen of Anacortes; 1 st place-Anacortes Rotary Centennial Float Public Comment Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Ms. Moulton moved, seconded by Ms. Hubik,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of July 5,2022 b. Approval of claims in the amount of$447,482.55 Anacortes City Council Minutes-July 11, 2022 1 The following vouchers/checks were approved for payment: EFT numbers: 103621 through 103659,total$188,866.90 Check numbers: 103660 through 103677,total $241,019.23 Wire transfer numbers: 3036382 through 306794 total $17,586.60 c. Contract Award: Oak Harbor Aerial Fiber Installation#20-033-TLM-002 d. Contract Award: WTP CAT Generator Switchgear Maintenance#22-181-WTR-001 e. Contract Award: WTP Electrical System: Intake Transformer Purchase#22-133-WTR-006 f. Interlocal Agreement#22-180-PRK-001 with City of Marysville for Outdoor Video Services Closed Record Decision Hearing Mayor Miller asked Mr.Measamer to advise him if this would be a closed record decision hearing on Ordinance 4016. Mr. Measamer replied that since the Planning Commission held a public hearing and made a recommendation to City Council as a legislative action,that unless Council desired to hold another public hearing that addressed specific items,the Mayor could move on to item 7.a. Mayor Miller moved on to agenda item 7.a. Ordinance 4016: Floodplain Management Code Amendments AMC Chapter 19.74. Other Business Ordinance 4016: Floodplain Management Code Amendments AMC Chapter 19.74 Planning, Community and Economic Development Director, Don Measamer, introduced floodplain management code amendments under AMC Chapter 19.74. The amendments include substantial improvement, clarifying review criteria as it applies to floodplain management, small detached structures and a Sea Level Rise Report from Coastal Geologic Services that went before the Planning Commission. The Commission recommended a 2-foot above base flood elevation for new construction and structures undergoing substantial improvements in affected zones. The remaining amendments were recommended by the Washington Department of Ecology. Mr. Measamer introduced Mr.Jim Johannessen and Ms. Avery Maverick of Coastal Geologic Services,who presented the issue of Sea Level Rise. The report and associated slide deck were included in the packet materials for the meeting.Mr.Johannessen and Ms. Maverick responded to councilmembers'questions. Mayor Miller invited members of the audience to comment on this agenda item. No one present wished to address the Council. RYAN WALTERS moved, seconded by CHRISTINE CLELAND-MCGRATH,to Approve Ordinance 4016 as presented with Council edits and Attachment A,version 2b. Vote: Ayes-JEREMY CARTER,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL, AMANDA HUBIK.Nays-None. Result: Passed Ordinance 4024 An Interim Ordinance Extending Ordinance 3091 and Ordinance 4008 declaring Daycare II Facilities as a permitted use in the R4 Use Zone Mr. Measamer introduced Ordinance 4024 as an interim ordinance extending Ordinance 3091 and Ordinance 4008 declaring Daycare 11 facilities as a permitted use in the R4 Zone. RYAN WALTERS moved, seconded by CAROLYN MOULTON,to adopt Ordinance 4024 as presented.Vote: Ayes -JEREMY CARTER,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None. Result: Passed Community Paramedic Agreement City Attorney,Darcy Swetnam,and Community Paramedic, Steve Monrad,presented the Community Paramedic interlocal agreement between the Skagit County Public Hospital District and the City of Anacortes. Ms. Swetnam summarized the agreement,which includes calendar year 2022 and would renew automatically each year unless either party wishes to renegotiate.Mr. Monrad presented a twelve-month report detailing Anacortes City Council Minutes-July 11,2022 2 Community Paramedic duties and responsibilities, service statistics, and several case studies. Mayor Miller invited members of the audience to comment on this agenda item.No one present or online wished to address the Council. CHRISTINE CLELAND-MCGRATH moved, seconded by CAROLYN MOULTON,to authorize the Mayor to sign the Community Paramedic interlocal agreement with the Skagit County Public Hospital District.Vote: Ayes -JEREMY CARTER,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK.Nays-None.
