Van Buren presiding and Councilmen Kaune , McCracken , Neely, Brunson, Olson . Gilkey answering roll calla Absent none. • Minutes approved The minutes of the previous meeting were read and approved as read. City Treasurerts Reports of City Treasurer for the month of December were referred to the report referred Committee on Finance . . Report of Police Reports of Police Judge for the month of December and annual report were Judge referred submitted to the City Council and referred to the Committee on Finance. Mr. _ Sellinthin The retiring Chief of Police , Mr. Al Sellinthin, nude a few remarks , thanking addresses co unc it the Mayor and City Council and heads of departments for their cooperation and attention during the ten years which he had been chief of his department . Mr. Sellinthin endorsed his successor in office and asked that full support be given the police department . Also Mr. Lenning Street Commissioner Mr. Lenning and Water Superi ntendent Mr. Short also and. Mr. Short spoke a few words of appreciation. Report of Fire • Report of Fire Chief was referred to the Committee on Fire , Water k Light Chief referred . Councilman McCracken moved that the plans now before the council relative to Proposed plans re fire insurance rates be referred to the new council for attention . Motion fire insurance seconded by Gilkey and passed. . New department Councilman McCracken moved that the City Council go on record that if the heads to have new heads of departments so desired they might ask the retiring officers to assistance if assist them with their new duties for a short time , the cost of this desired assistance to be borne by the contingent fund:. Roll call : Ayes , .McCracken , haune, Brunson , Neely, Olson and Gilkey NNays , none. other Mayor Van Buren Mayor Van Buren addressed a few words to the city council anfretiring officials makes retiring thanking them for their cooperation and assistance throughout his term of office . address He urged the citizens to give their full support to the new administration • in these difficult days . The Mayor then asked the Councilmen to escort the I/ new Mayor and Councilmen into the council chamber. Before a motion to adjourn was passed the new administration took their seats and the old members retired. Contracts Motion made by TcCracken to have Texas Oil Co . furnish gasoline for the next two weeks and reffer the contracts to the Finance Committee , motion seconded by Olson , and carried . Lechner and Lillian Kast presented , motion made by Olson and seconded by Brunson that these .bonds be referred to the Judiciary Committee and the City Attorney. • Carried. Tres . Deputy M. A. Hartman appointed Marion Watkinson as deputy treasurer, Motion made by Brunson and seconded by McCracken that the appointment be approved for two weeks , carried. • Re . Fire Dept . Motion made by iuicCracken that the three codes of fire protection be referred to the fire and light committee for shudy, motion seconded by Olson and carried. New Dept Heads Motion made by McCracken that all new Dept heads wishing to keep the outgoing heads for one week could do so and they would recei1le compensation as fixed by the buget . motion seconded by Brunson. Street Supt . report Street Supt reported that there was a fill wanted by the Jack d'rafton referred home. Motion made by Sparks to have the Light Company disconnect the power at the rock crusher intil further notice . motion seconded by George , &arried t?'ater Supt . report. hater Supt reported that the umemployed were cutting green timber on the land around Heart Lake . Motion made by Sparks secinded by George , to discontinue cutting wood on this land until it was thought necessary to open again. Carried. City eng. report Mayor phillips stated that the wooded land on llth. street down D Ave East and crest and from 24th. to 29th. street had been laid out in plots for the unemployed to cut wood an. • Fire •Chiefs report Fire chief stated that he had wrote to the state auditor for permission to change the city budget so that he might hire ahother fireman.he also stated that the chimmys in the city hall needed cleaning. Motion made by Keepers seconded by McCracken to have the chimneys cleaned . Motion made by Keepers to authorize the fire chief to place another fireman on the payroll at $p95.00 per month immediately to use part • of the $j600 . 00 set aside on the budget for volunteer firemen, but there must be an agreement with the man hired that the continuation of his services depended on the •approval of the state auditor to change the budget . seconded by Sparks , Carried. Streets & Park Com. Mrs McGill said that the park board would like some signs to place in the parks to keep children from playing football in than. Scrip Motiom made by Brunson seconded by Keepers that the mayor appoint a comm- ittee of 3 to work with Paul Luvera in working out a plan..whereby scrip may be used carried , mayor appointed Brunson, Keepers and McCracken. Special Meeting Motion made by McCracken that the clerk notify the relief committee that the mayor and city council would like to meet with them at a special meeting as soon as possible . seconded carried. Water Clerk Mayor Phillips ststed that he intended to have his appointment of Frances March as water clerk take effect February, 1, 1933 . Phone list. Water Resolution ' The following Water Resolution was read to the Council: To the Honorable ►1(Cayor and City Council of Anacortes, Washington. • • At a mass meeting of the delinquent water users of the City of Anacortes • • called at the Moose Hall, April 25th, 1933. It was resolved to petition your Honorable body as follows: •1. We the delinquent water users, being financially unable to pay, wish to be given the option of paying our water bills by labor. One days work to be payment in full for one mohtha water rent at minium rate including all penalities; provided that we be not required to work more than two (2) days per month with the option that we be allowed more than two days per month if we so desire. 2. That those unable to work owing to physical disabilities shall be furnished water until such time as inabilities to pay are removed. 3. That all not having water now and are unable to pay deposit, be furn- ished water on the smsne terms as the delinquent consumers. • 4. That Industrial Insurance and First Aid Kits be furnished on the delinquent water jobs. 5. That the City furnish transportation to and from jobs when to far to walks and that the City furnish all tools used on said jobs. When the meeting was called to order the following report was submitted by the water committee : Tentative arrangement to try to solve the .delinquent water situation- The committee of Citizens to bring in a list to the Water Supt. vouching for the deserving users of water not able to pay The water not to be turned off tentatively until some arrangement can be made. Your Honor: Realizing the serious problems confronting the citizens of this commun- • ity, has prompted the majority of the City Council to address this communication to you. We were duly elected to office by the citizens of this City, to intell- igently and efficiently do our part in administering to the many critical problems confronting our people. A mayority of your council has been tolerant and patient in the light of sereral matters that have been brought before us for consideration by you.. These matters, as for instance , the appointment of yourself as chairman of the Water Committee, the Watkinson-Hartmann Eontroversy, and constant reflections made by yourself upon honorable people elected to office by our people has be- come intolerable. No community can thrive on discord and lack of understanding and the same is true of the city government. The citizens of this community will suffer, and vie .will not have performed our duty as public officials. We ask that you retire frmn,.the chairmanship of the water committee , and select a member from the council. (mayor is an exoffiCiC member of all committees) Further that the Watkinson4Hartmann matter be definitely and permanently settled by the signing of their warrants. That constant reflections on other -officials be stopped. That in place of such practices , we proceed to co-operate on constructive matters and a forget destructs matters for the good of our city and its people . (1 ) That wheras: the salary of bookkeeper as allowed in water department (Be not allowed) This said bookkeeping to be done by City Treasurer. (2) That Whereas : The police department be reduced to the two senior members namley Ton March and Harry Woods, The salary reduced to $ 110.00 per month for chief 90.00 dollars for patrolman per month. The salary of street superintendent to be reduced to $p90,0O per month • Water Users The following was presented fr m the water users of the city of Anacortes: Proposals to the Mayor and City Council: • Proposal No.1 That the City officials,(mayor city councilmen, water superintendent ect) together with the mass support of every delinquent and nondelinquent water users bring pressure to bare on the County welfare Board to the water bills paid of those in Anacortes unable to pay reguardlrss of race, color, creed, or social standing. Said payment of water bills to be given in addition to the relief now being received. Proposal Not, That during the neceafgay negotiations all persons needing and unable to pay for water shall be furnished with cater. Proposal No 3. That the Mayor call at ance a meeting of all delinquent water users, property owners, unemployed organizations, members of lodges, churches, unions •and business organizations into a united front meeting at which a board, represent- ative, connittee shall be elected, This committee headed by the Mayor shall go, at the expense of the city, to demand from the head of the County Welfare Board that the water bills be paid in accordance with the before mintioned prop- osals. Proposal No 4. That if the Mayor does not act in accordancw with these proposals we delinquent water users will call a meeting of all the various, organizations as before set forth and at this meeting a board committee will be elected, headed by a persog willing to act pIeotted by the committee. Gentlemen: Qwing to continued severe unemployment in the City of Anacortes, and having made a search for possibilities of creating employment in this eityso Tas s to, elieve_9the distress of our citizens, and for other direct and indirect benefits to the community, this Council has considered the possibility of inducing your company to promptly open and reinstate employment in your pulp mill located in this City. Realizing the market conditions for your product are such that large savings are necessary in your cost of operation to make possible the starting of this plant, we have considered a modification of your water contract with this City dated September 5, 1930, and we hereby offer you the following modifications of said contract. Conditioned upon the early resumption of operation of your pulp mill located in the City of Anacortes, as soon as the same can be reconditioned and put into operation, the City of Anacortes herewith agrees, to-wit: 1. That the water rates and charges , as provided in the contract of September 5, 1930, are hereby modified for one year commencing June 1, 1933 , and ending May 31, 1934, to a flat charge per month for all of your water requirement up to a total of 5,500,000 cubic feet per month, for which you are to pay the City a total monthly charge of 0500.00. . If the water consumption for any one month exceeds 5,500.000 cubic feet you are to pay the City at the rate of one centn(l¢) per 100 cubic feet for any such excess consumption, it being the intent that for the 0500.00 per month you shall receive your normal water requirement for the full operation of your plant. 2. Commencing June 1, 1934, and so long as you will continue the operat ' n of the plant , the water charges for the requirement of water of the pulp till up to and including a maximun of 5,500.000 cubic feet per month, wil !.there- after and throughout the blaance of the life of the said contract of September 5, 1930 , be modified to a flat payment of 01,000 .00 per month for the above quantity of water, with the provision that any excess used by you shall be paid for at the rate of one cent 1%) per 100 cubic feet. 3. That the unpaid balance for unused water minimums provided in the water contract of September 5, 1930, during the shutdown of your plant since 1930, amounting to $57240.00, shall be liquidated in the following manner. . For every month that your plant operates , the City will credit you and apply upon this unpaid balance the sum of $200.00 per month. This credit to continue so long as the plant is kept in operation. Any remaining unpaid portion of the above amount shall become due and payable if the plant is closed down at any one time in excess of two weeks. It is the intent that this $200.00 monthly credit is granted in return for the benefits accuring to the City through the continuous operation of your plant. 4. 4. If at any tinge during the remainder of the said contract your plant shall be closed down for any period in excess of two weeks at any one time the minimum charge of $1500.00 per month shall be reinstated as a penalty for failure to operate the said plant, and this 61500.00 monthly water minimum shall continue so long as the plant remains inactive , excepting from these provisions however, the period required to recondition the plant commencing June 1, 1933, such reconditioning estimated to require not exceeding ninety days. Your acceptance in writing of the conditions set forth herein shall constitute a legal and binding modification of the laid water contraott of September 5, 1930.
