Roll call The city council of the city of Anacortes met in adjourned session wits Mayor Brooks presiding and Councilmen Dweller, Howe , McCracken and Olson responding to roll call. Absent, Fulton, Hansen and Rydberg. Protests against It being the time of hearing of protests agaist the improvement of Fourth paving of Fourth Street by paving, the Mayor called for protests. Written protest from Chas. Street Werner, I% C. Werner, U. L. Ginnett and others , aa. follows, was read: "That said improvement contemplates an arterial pavement connecting with Commercial Avenue primarily for service of lands and properties lying distant and east from the connecting highway; that same in no sense is a local im- provement; that in creating this proposed district you propose an enlarged district for contribution toward the costs , eliminating, however, from this so-called enlarged district that portion of Fourth street lying between Com- mercial and "Q" Avenues, against which you propose to apply the usual local and entire cost plan. Should the council deem it necessary to construct this drive course to Commercial Avenue , it appears to petitioners the entire costs should be spread over this proposed enlarged district, for if special benefits inure by reason of this improvement, they surely inure greatest in that part of tie . district in greatest need of this drive-way. That the fact that portions of property embraced within the district rep- resent a greater assessed valuation should not militate against it within a district. We therefore propose that the council consider this improvement in accordance with the general benefits and as provided by your Ordinance #486, as amended; -Otherwise as alternative we respectfully ask that we be ex- cluded from the proposed district. '' Protests well Messrs. Werner, Ginnett and Peterson also made verbal protests against the taken and block proposed paving between Commercial and "Q" Avenues. After a.._lengthy dis<, left out of cussion and the proposal of several alternatives by the city council , a district motion was made by Councilman McCracken, seconded by Howe, that the protests be well taken, and the block be left out of the district.
