Due to the illness of the City Clerk, R. W. Brubstn acted as clerk for the evening. • Roll call showed Councilmen present as follows, Keepers, Olson, McCracken and George & Brunson, Absent as follows Sparks and Lildine. Burke Claim Mr. Burke being present in the audience made mention of his claim of three hundred dollars ($300.00) . After some discussion by the council, the City Atorney asked that if the Council intended to pass favorably on it , that he be allowed to stipulate this item of 1300.00, costs of attorney fees for Mr. Burke in the final settlement of the Pulp Mill Contract. Motion made by- McCracken that the stipulation mentioned by allowed, this was seconded by Olson, Affirmative vote, Keepers, Olson, McCracken , George and Brunson, lNe=gative vote none. Ordinance- NO Motion wade by Maracken that Emergency Ordinance NO. be placed on its first and second reading py title, seconded by Olson, Affirmative vote K:epers Olson, McCracken, George and Brunson, Negative vote none. Motion made by McCradken -and seconded by Olson that the Ordinance be referred t the Judiciary coanliittee and the City Attorney, `ryes Keepers, Olson, McCracken, George and Brunson Nays None. After hearing the counuittee:.& Attorney's reports, McCracken made a motion and seconded by Olson that the Ordinance be placed on its third and final reading, Ayes- Keepers, 4lson, McCracken, George and Brunson Nays None. Motion made by McCra ken and seconded by Olson that the ordinance be accepted as a whole, Ayes Keepers , Olson, McCracken, George , and Brunson, Nays None. Lots #15 &16 A report by Mcracken as to the offer of J.• D. Maryott of $100.00 to the City for Lots. #15 & 16, Block #16, Shannons first addition was referred to the City Attorney. A report by Olson regarding Mr. Kihn's ditch on 38th . Zimmerman Claim A claim from Grace Zimmerman refund of filing fees in the amount of $10.00 was presented, motion made by Dildine that the claim be allowed, seconded by George Ayes Brunson , Dildine, George , Olson, ricCracken, Keepers and parks. Auditors Report The State Auditors report covering the period from March 1 , 1933 to Sept. 30, 19 1934, was presented, motion made by McCracken that a copy of the letter from the Chief Examiner be given to the press and the report be referred to the incoming Council, seconded by Olson carried. - Gas. Report The Gasoline report for the month of December was presented, motion made by Brunson that the report be referred to the Ifinance Committee , seconded by Olson carried. Emergency Ordinance Motion made by McCracken that the vote on the Emergency Ordinance for $300.00 to pay W. R. Burke attorney fees for the suit W. R. Burke vs the City of Anacortes, be reconsidered and the Ordinance be repealed, seconded by Sparks Ayes Brunson , George, Olson, Dildine , McCracken, Keepers and Sparks. Motion made by McCracken that the Emergency Ordinance be placed on file , seconded by Olson Carried. Motion made by mcCracken that the claim of W. R. Harding 'lain Motion made by McCracken that the claim of J. E. Harding salary for November in the amount of $80.00, be referred to the incoming council with redommendation that they give it favorable consideration, seconded by George Carried. After brief talks by McCracken and Keepers in which they expressdd thier thanks to the other members of the council for their help and support in the past two years. Trea report and Letter A letter from the U'ity treasurer appointing Marion Watkinson as Deputy Treasurer, and the treasurers report for the month of December were presented, motion made Sparks that the letter be read, seconded by Miller carried, Motion made by Dildine that the treasurer's report, and letter be accepted, se onded by Sparks carried. Police Chiefts letter A. letter from the thief of Police asking the council to consider the purchase of a new prowl car was read, motion made by Brokena that the Police committee make recommendationa and bring in at the next meeting, seconded by Fisher motion made by Sparks that the first motion be ammended and that bids be called for to be opened at the next meeting, seconded by hiller carried. Finance on Gas report The finance committee reported that the recommended that the gasoline report for the month of December be accepted, motion made by Brokens that the report be accepted., seconded by Sparks carried. Finance on Police J. The finance committee reported that they recommended that the Police Judge's reports for. December and the annual report be accepted, motion made by Dildine that the report be accepted seconded by Brokens carried. Finance on Harding The Finance committee recommended that J. E . Hardingts claim for labor on City Pa. Parks for the month of November for $80.00 be allowed and paid from the regular labor fund for parks, seconded by Dildine carried. Streets & Parks Com A. report from the Streets and Parks Committee in which they gave a general out- line of the conditions in the Street department and asking for the corporation of the public with the Mayor , councilmen and department heads, was read motion made by Sparks that the report be accepted, seconded by Dildine carried. Fire , Water, Light A. number of recommendations was presented from the Fire , dater and Light Committee, The first being that the recommended the purchase of fire hose immediately: Motion made by Dildine that the committee investigate the hose and report at the next meeting, withdrawn. Motion made by Sparks that the Fire Committee and the Chief call for bids for fire hose for the next meeting, seconded by Taylor carried. The second recommedation was that the Fire .chief be furnished gas & oil el that fireman be allowed gas & oil for their cars when used to go to firemen conventions . Motion made by Brokens that the section be adopted, ,seconded by Sparks carried„ Number 3. That requisitions be despensed with in the fire department , motion made by Sparks that this section be adopted, seconded by Brokens carried. Number 4. Recommedation that the present Insurance policies be renewed on the fireman, motion made by .Sparks that this be referred to the City- Attorney and the Finance Committee , seconded by Dildine carried. Number 5. An opinion by. the City Attorney as to the coverage in these insurance policies, Motion made by .wisher that this section be referred to the City Attorney and the finance committee, seconded by Sparks carried. Number 6 . Charging fire extinguishers free of charge. The committee recommended that the persons be charged for the cost of material, motion made bySparks that this section be adopted seconded by Dildine carried. Motion made by Miller that any volunteer fireman answering fire calls after his regular hours of employment regardless of }his occupation be given compensation for his time, seconded by Brokens Carried. Pulp Mill meter Motion made by Taylor that the Water supt. be instructed to order a 8 Inch meter for the Pulp Mill, seconded by Miller , Ayes Brokens , Fisher, Miller, Sparks and Taylor Nays George and Dildine. Kiwanis invitation invitation to the Mayor, City Council and the department heads from tab. Kiwanis club to meet with them on Febrmary 7 was read, motion made by Taylor that the initiation be accepted, seconded by Sparks carried. Petition Kihn, Bassett A petition from 0. A. Bassett and R. H. Eihn asking the city to complete a ditch on 40th. street to connect with one dug by them• on 38th. street , motion made by Taylor that the petition be placed on file, seconded by Dildine carried. • Dybbro & Fountain A letter fron P. C . Dybbro and Geo Fountain asking the council to reconsider• a petition from the property owners on 16th . between K. & M. asking that said street be graded and graveled, motion made by Sparks that the letter be referred to the street ::•ommittee and placed on file , seconded by Dildine carried. 24th. street A petition from the property owners on 24th . street asking that the same be graded and gravelled from Commerical to T. was presented Motion made by Sparks that the street committee communicate with Mr. Costello and see if the job could be set up as a VERA Project, seconded hey Dildine carried. Maryott on Lots 15 & 16 A letter from J. F. Maryott offering the city €0.00.00 for the Cities claim on lots 15 & 16 Shannons addition was presented, motion made bySparks to referr 1111 621 January 15, 1935 cont. to the City Attorney, seconded by George carried. George Recommedations LL number of recormedations from Councilman George was read, and held over until the next meeting, Bonds. The followinf bonds for city officials were presented: William Sparks, L. A. Lechner, Lillian Beast., Louis Willoughby, M. A. Hartmann, William Horn, Mrs. Marion 'E.tkinson and Alfred Sellenthih, Motion made bySparks that the • bonds be referred to the City Attorney-, seconded by Miller carried, Bids for Gas. Sealed bids for the Gas requirements for the city were presented, motion made by `'hlldrrthat the bids be opened, seconded by Sparks carried, Mot ion made by spa Sparks that the bids be referred to the finance committee and City Attorney, seconded by Brokens carried. Motion made by George that the bids be held over until the next council meeting seconded by Miller carried. Auditors report Motion made by George that the papers be give6 or permitted to take off such information from the State Auditors report as they wished to publish, seconded • by Dildine carried. Fire pump Motion made by Brokens that the pump in the fire department be referred to Alm. Fire , Water and Light Committee as to Whether it should be sold or not, secoddeci by Sparks Carried. There being no further business the council did then adjourn. Approved in opensseseion this 5 day of February 1935. • Attest : Mayor. 47e- aL - • City Clerk I/ JANUARY 25, 1935 The City Council met in special session On Tuesday January 25, 1935, in the council chambers at the hour of 7;30 P.M. with Mayor Mansfield presiding and • councilmen Brokens , Fisher, George, Dildine, Miller, Sparks and Taylor answering roll call. This meeting was held for the purpose to consider an application for relief from the WERA works department„ The resolution being read and after due consideration motion made by Sparks that the council adopt same seconded by Brokens carried. Question of domestic water users we:s also brought before the council, meaning those that let their water run during the gold snap, motion made that their invoices for the month of January is not to exceed the invoice for the month of December, carried. It was also moved that the city clerk be authorized to invoice those that had the City fire department pumper for the use of pumping out their basements, to the amount of $5,00 per hour with the exception of Mr. tony Francin that he be charged at the rate of $ 4.25 per hour the reason being that Mr. Francin worked hibself therefore tak ng the place of one extra man. Attorney on Insuran ce . The city attorney reported that in his opinion the city is not liable for • injuries sustained by fireman in line of duty it the fireman is negligent , 1j[otion made by Taylor that the report be accetped, seconded by Sparks Carried. Clerks report The elerkts report for 1934 was presented, motion made by Sparks that the report be placed on file , seconded by Miller carried. Tres, Gas & Pol J The Treasurer's report , gasoline report and Police Judge's report for the month. of January were on motion referred to the finance committee. Police Chief The report of the Chief of Police for the month of January was on motion referred to the police committee, Finance The finance committee reported that they recommended that the gasoline contract be given to the Shell Oil Company and the Union oil Egompany for 1935 and that the fireman's insurance policies be renewed with M. Re Kingsley, motion made by Miller that both of the reports be accepted, seconded by Dildine carried. Street D MAn Motion made by Miller that the finance committee go over the citie 's finances and see if there isg some way to retain the third man in the street department , Seconded by Dildine Carried. Water Consumers to work on streets Mo..ion made by Miller that the Judiciary committee investigate and see if there is some way inwhich the people owing the water department could work out their .bills on the streets, seconded by George carried. Water Committee A report from the Fire , Water & Light Committee recommending that all deliquert • water users sign a note with the water department and all current bills be AgAd by the 10th of the following month was presented, motion made by Sparks that the report be accepted seconded by Dildine carried. License Committee A report from the license and police committee that the license for a beer parlor on South Commerical Avenue by Mr. Smith was not approved, motion made k3 - Taylor that this section of the report be accepted, seconded by Brokens Carrie Motion made by Miller that steps be taken to get another police car at once & that the bids for a police car be opened and read, seconded by Dildine carried. Motion made b-y Taylor that the bids for a police car be referred to the Finance and police committies with -power to act, seconded by Fisher carried.
