January 3, 1967
A regular meeting of the Anacortes City Council was called to
order by Mayor Ford at 7:30 P.M. on January 3, 1967.
The invocation was given by Rev. Ralph Underwood of the South
Side Church of Christ.
Roll Call: Mr. Robert Perry, Dr. L..E. Nicholson, Mr. James
Rice, Mr. Jesse Ford, Mr. Marion Peck, Mr. Don McDugle, Dr. E.
A. Strom.
Mayor Ford requested the Council's pleasure on the minutes of
the previous meeting of December 20, 1966. Motion by Mr. Rice
seconded by Mr. Perry that minutes be approved as if read.
Roll: Ayes - Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom.
Motion carried.
Mayor Ford called for guest hearings: Mr. Walt Hushbeck addressed
the Council in regards to baseball fields for Jr. League Ba.se-
ball. He stated he had been to a Council meeting three months
previous in regard to the same thing, and wanted to know if any
progress had been made in obtaining City property for this pur-
pose. The City Manager replied that the Comprehensive Park
Plan for Anacortes which had been proposed a year or so ago had
included several pieces of property which might be used for this
purpose. The City Manager stated that application had been made
to the Federal Government for funds and that they had given ten-
tative approval and the State has also approved funds for the
Causland Park extension and the Shannon Point Park. Mr. Hushbeck
stated that he didn't think these two pieces of property would
be suitable for ball fields and would prefer to have something
done about the 32nd Street pla.yfield. Mr. Hushbeck also stated
that if the City could come up with some property that would be
suitable that he was sure he could get donated help to put up
backstops etc., and do the necessary leveling. Mr. Don McKee
suggested that if possible the City try and work out something
with the School District with the possibility of having City
crews take care of the maintenance during the baseball season.
A motion was made by Mr. Rice and seconded by Mr. Peck that for
this coming baseball season that if any Urban Renewal property
was suitable for ball fields that it be used. Roll: Ayes -

Mayor Ford declared a public hearing open on the proposed re-
commendations from the Planning Commission for certain zoning
changes as follows: 1. to change C-2 Commercial Primary Uses
to include Retail Sales and Services and included other act-
ivities that were not included previously.
(b) Accessory uses to allow expansion of existing residences to
allow advertising signs.
(c) Allow suitable landscape, instead of continuous planting
for trailer parks.
(d) To increase the allowance for buildings to cover 50% of the
property.
2. Change of the Official Zoning Map from C-2 Commercial to
R-3 residential, the area between 12th and 15th Streets and
"M" Avenue and 110" Avenue.
3. Change of Official Zoning Map from M-1 Light Manufacturing
to C-2 Commercial, the area between 14th and 20th Streets
and Commercial Avenue and the Great Northern Railroad right-
of-way.
All the changes were explained in detail by Gordon Logan. Mr.
Scott Richards addressed the Council stating that he felt it
imperative that this be passed as soon as possible as a lot of
business places -were operating in a non -conforming area and
that in his opinion he felt it necessary for the C-2 area. to
be liberalized. Public hearing was closed by Mayor Ford. A

motion by Mr. Perry seconded by Dr. Nicholson that the Council
approve these recommendations and the City Attorney be in-
structed to draw up an Ordinance covering the changes. Roll:
Ayes - Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom.
Motion carried.
Mr. H. L. Thompson, Mr. Hal Murray, and Mr. Bill Amble of the
engineering firm of Stevens, Thompson, Runyan and Ries, Inc.,
were present at the meeting and Mr. Thompson gave a detailed
progress report on proposed Anacortes Waterworks improvements.
Mr. Thompson explained that if the City of Anacortes goes ahead
with the proposed improvements that it would increase their
water supply from the present 20 million gallons per day to 40
million gallons per day. Mr. Thompson discussed the location
for a new filter plant. In his opinion it would be more econ-
omical for the City to have the plant located near the present
plant rather than moving it across the river. Clearwell capacity
proposed in the new plant is approximately 1,000,000 gallons.
Mayor Ford read a list of proposed members for the Citizens
Advisory Committee, they being Steve Chicoratich, Howard Theuer,
Ralph DeRemer, and Larry Erickson. A Motion by Mr. Perry
seconded by Dr. Nicholson that these people be appointed. Roll:
Ayes - Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom.
Motion carried.
City Attorney Wells read a proposed Ordinance providing pen-
alties for any violation of the Fire Prevention Code of the
City of Anacortes, which adopts by reference the Fire Pre-
vention Code, 1965 Edition, of the American Insurance Assoc-
iation, all as more fully set forth in Ordinance No. 1385 of
the City of Anacortes, and constituting Section 8-5.02 of the
Code. Motion by Mr. Rice seconded by Dr. Nicholson that this
Ordinance be adopted and given Ordinance No. 1414. Roll: Ayes
Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom. Motion
carried.

tention fee in the amount of $1,242.65 was presented. Motion

City Manager's Report:
1. He had received a letter from Rev. Neil Munroe on behalf
of a sub -committee on mental health for the Anacortes
Ministrial Association asking the City Manager to attend
a meeting on the discussion of mental health problems in
Anacortes and Fidalgo Island to be held on January 18,1967.
2. That there had been some concern expressed that the Nelson
family homestead might be destroyed because of the Urban
Renewal program, and that steps were being taken to pos-
sibly keep this as a memorial or historical land 'mark and
preserve it for austerity.
3. Reported that all City Officials had received a copy of
the proposed Optional Municipal Code which might be passed
on at the State Legislature. This proposed Code, if passed,
can be adopted by the Cities at their option. The new Code
does a great deal to simplify and clarify the various laws
and has'the recommendation of City Managers, City Attorneys
and Municipal Finance Officers.
4. Permission to proceed with the engineering design in the
Urban Renewal.area has been approved.

City Manager's Report:

5. Tentative approval on the Beautification Program from
HUD.
6. Reported -on traffic safety problems taken up by the
Traffic Safety Committee.
(a) Problems of the blocking of street crossings by
railroad trains, especially at the 4th Street
cre-ssing. It was considered that the new mar-
shalling yard between 4th and 6th Streets had
greatly. reduced the frequency of movements and
the blocking of 4th Street. Use of a flagman at
that intersection recommended, also at crossings
9th, 13th and 17th Streets.
(b) Traffic problem created by the 4 -lane State High-
way entering Commercial Avenue. Suggested that
"No Parking" restriction on the East side of
Commercial Avenue be extended North from 34th
Street to 32nd Street.
(c) Recommended parallel parking be requitted on the
South side of 4th Street between Commercial and
"Q" Avenues to eliminate the hazard of backing
out into the traffic lane.
7. Reported tentative approval had been received from
EDA .on Cities application for funds to go-ahead with
Waterworks program. Final approval being held up
until after a decision is made on location of plant
with substantial employees to qualify.
Mr. Rice suggested that the Council hold a study session on a
paving program for 1967. The date of Tuesday, January 10, 1967,
wasset up for this study.
Mr. Peck made a statement to clarify a newspaper account of his
attendance at a special meeting, stating that the meeting started
at 7:30 P.M. and he was excused at 8:35 to attend another meeting.
Mr. Peck read a statement that he had given to the radio station
for broadcast purposes.
Motion by Mr. Peck seconded by Mr. Perry that meeting be adjourned.

The invocation was given by Rev. Don Hardenbrook of the Church
of Christ.
Roll Call: Mr. Robert Perry, Dr. L. E. Nicholson, Mr. James

Mr. Marion Peck, excused because of illness.

Mayor Ford called for guest hearings: Mr. Don Couglin addressed
the Council asking if something couldn't be done about getting
better law enforcement in regards to the handling of juvenile
violations. He stated that in his opinion that curfew and
drinking violations by juveniles was not being enforced the; way
it should be. Mayor Ford said he would be glad to hold a dis-
cussion with Mr. Coughlin on this matter and have the City
Manager, City Attorney and Chief of Police in on the discussion.
A letter frorti the Anacortes Planning Commission was read in
which they asked to have a joint meeting with the City Council
for the Purpose of explaining the Planning Commission's re-
quest for a Comprehensive Plan review and up=dating program.
This meeting was set up to be held on Tuesday, January 24th,
at 7:30 P.M.
A letter from the Soroptimist Club had been received in which
they requested permission to put up a sign in a location.where
the zoning did .not allow a sign. Mayor Ford stat�:d that if the
Council voted favorably on the proposed zoning change that this
problem wou].d lie taken care of.
To fill the vacancy on the Civil Service Board, it was proposed
that Norman Beets be re -appointed to this position.. Motion by
Dr. Nicholson seconded by Mr. Perry that Norman Beets be re-
appointed. Roll: Ayes - Perry,;Nicholsor., Rice, Ford, McDugle,
Strom. Motion carried.
The City Attorney read an Ordinance amending Sections 3.7.1.A,
3.7.1.B, 3.7•l.0 and 3.7.2.0 of Ordi-nance No. 1407, the same
being the Zoning Ordinance of the City of Anacortes, passed
and approved on the 19th day of July 1966, so as to make ad-
ditions to and changes in provisions relating to -the C-2
Commercial District and constituting section 8-8.12 of the
Codes. Motion by Mr. Perry seconded by Dr. Nicholson that this
Ordinance be adopted and given Ordinance No. 1415. RolL Ayes
Perry, Nicholson, Rice, Ford, McDugle, Strom. Motion car.r.-ied.
The City Attorney read an Ordinance amending the Zoning Map
of the City of Anacortes to change the zoning classification
of certain land areas within the City. Motion by Dr. Nicholson
seconded by Mr. Perry that this Ordinance be adopted and given
Ordinance No. 1416. Roll: Ayes - Perry, Nicholson, Rice, Ford,
McDugle, Strom. Motion carries.
Mr. Will Amble from the firm of Stevens, Thompson, Runyan &
Ries, Inc., was present and outlined and explained the proposed
contracts with their company on the engineering design, field
surveys and subsurface investigation on the Anacortes Indust-
rial Pare area. These contracts to be completed within a per-
iod of 720 days. The design contract not -to exceed an amount
of $110,000.00 and the field surveys and subsurface invest-
igations contract .not -to exceed Ecn amount of $14,700.00.A motion
by Dr. Nicholson and seconded by Mr. Perry that these contracts
be approved along with the cooperation agreement with the Port
of Anacortes, and the City Manager be authorized to go ahead
with these contracts. Roll: Ayes - Perry, Nicholson, Rice, Ford,
McDugle, Strom. Motion: carried.

The City Manager presented the Treasurer's report for the
month of December 1966 as fotlows:

City Manager's report:
1. Citizen's .Advisory Board is forming a new committee
which will interest themselves in developing a vo-
cational training program through the Skagit Valley
College. This would be an off campus program.'
2.- Reported on the visitation of the USS Southerland
to Anacortes Mar<�h 31, - April 4. The USS Souther.land
is under the command of Commander, Erick Fenno a former
Anacortes resident and graduate of -the Anacortes High
School. Arrangements aria being made with the school_,
Chamber of Commerce, and the City to welcome Commander
Fenno to Anacortes.
3. Public hearing sponsored by the Washington State Pol-
lution Control. Commission will be held at Max Dale's
Restaurant in Mount Vernon, on February 9, at 9:00 A.M.
This will be on the subject of the proposed water
quality criteria for interstate and coastal_ waters of
the State of. Washington.
4. Reported receipt of a supply of booklets entitled
"A unified response to urbanism - Council -Manager
Plan."
5. Annual report from Fire Department had been received.
A total of 184 runs made for the year 1966. A total
of 1'7 fires :where any losses occurred, 4 of which
were in the Urban Renewal area.

6. Reported that .if the Governor's program providing
for 122 million dollars direct aid to cities is
passed by the 1967 Legislature,, that Anacortes's
share would be $48,855 per year.
7. Reported hiring of a new dog catcher as the previous
- one had moved out of town. Mentioned possibility of
Mount Vernon and Anacortes jointly leasing a truck
for the dog catcher to use.
Motion by 1%Ir. Perry seconded by Dr. Nicholson that meeting be

A regular meeting of the Anacortes City Council was called to
order by Mayor Ford at 7:30 P.M. on February 7, 1967.
The invocation -liras given by Rev. Herman Kazen of ,the Assembly
of God Church.
Roll call: Mr. Robert Perry, Dr. L. E. Nicholson, Mr. James
Rice, Mr. Jesse W. Ford, Mr. Don McDugle, Dr. E. A. Strom.
Mr. Marion Peck excused because of illness.
Mayor Ford requested the council's pleasure on the minutes
of January 17, 1967 meeting. Motion by Mr. Rice seconded by
Dr. Nicholson that minutes be approved as if read. Roll: Ayes
Perry, Nicholson; Rice, Ford, McDugle, Strom. Motion carried.
Mayor Ford called for guest hearings: Mrs. Julie Moe reported
that she was held up for about ten minutes by the trains at
the 9th Street crossing. Mrs. Aline Newland reported that the
box cars were being left on the tracks below the marshalling
yard and blocking the view of the bay. Mayor Ford asked the
City Manager to talk to the Great Northern people about this.
Mrs. Louis La Place of 2009 "L" Avenue addressed the Council
and registered a complaint about old sheds and trash in a
neighboring yard. City Building Inspector, Loren Bowen stated
that he had talked to the people who own this property and
that they had hauled away some of the trash, and that he had
requested them to come in and get a. building permit to refinish
the garage building and bring it up to standard. Mrs. La.Pla.ce
stated that she thought there were too many sheds on this piece
of property. The City Manager stated that when they come in
for -the? building permit that the Building Inspector would see
that everything conformed to the zoning code, and that the
City would have a report back on this at the next Council meeting.
A proposed resolution was read which would provide for a
planning study contributing to an over-all program for future
community development and requests the State Department of
Commerce and Economic Development to provide planning assistance
under authority of Chapters 157 and 215, Statutes 1957, Regular
Session, with such financial assistance as may be provided by
February 7, 1967 Cont'd
the Urban Renewal Administration, and that the City of Anacortes,
subject to approval of such planning assistance by the State
and Federal authorities would authorize payment to the State
Department of Commerce and Economic Development a sum not to
exceed $2,200 and the use of personnel of the City of Anacortes
for technical assistance at an estimated value of $5,000.00.
The total estimated cost of the project as planned is $28,800.
Motion by Mr. Rice seconded by Mr. Perry that this resolution
be adopted and given Resolution No. 187. Roll: Ayes - Perry,
Nicholson, Rice, Ford, McDugle, Strom. Motion carried.
In conjunction with the above resolution an agreement and con-
tract with the firm of Stevens, Thompson, Runyan and Ries, Inc.,
was read in which the City would engage the Consultants to under-
take the direction, work an -d coordination required to review
update and develop the comprehensive plan for. the City. Motion
by Mr. Perry seconded by Dr.'. Strom that this Agreement and
Contract be approved and accepted. Roll: Ayes Perry.,.

A Resolution and Agreement was read authorizing and directing
the City Manager to execute a "Skagit Governmental Conference
Agreement." This Conference would consist of a Skagit County
Commissioner to be designated by the Board of County Com-
missioners and one member of the City Council of each incor-
porated town and city within Skagit County, the Council member
to be designated to the respective Councils. The Conference
would generally concern itself with the orderly growth and
development of the Skagit Urban and Urbanizing area. A motion
by Mr. Rice and seconded by Mr. Perry that this Resolution
and Agreement be adopted and given Resolution No. 188. Roll:
Ayes - Perry, Nicholson, Rice, Ford, McDugle, Strom. Motion
carried.
Permission of the Council was asked to advertise for bids on
a truck for the Dog Catcher and also an auto for Engineering
and Urban Renewal Department, these vehicles to be purchased
by contract. Half of the cost of the truck for the Dog Catcher
would lie paid by the City of Mount Vernon. Motion.by Mr. Rice
seconded by Dr. Nicholson that permission be granted,to call
for bids on these two vehicles. Roll: Ayes - Perry,.Nicholson,
Rice, Ford, McDugle, Strom. Motion carried.
Council's permission was asked to act on contract for second
appraisal for the Industrial Park. The City Manager explained
that until a second re -use appraisal was made that the City
was not in a position to discuss sales with interested com-
panies. The City has received appraisal proposals from eight
firms ranging from $2,250.00 to over $3.500.00. Mr. John E.
Miller MAI, from Bellingham at a figure of. $2,500.00 was recom-
mended. The Council granted approvalto hire Mr. Miller.
Mr. Wm. Gallagher, City Engineer, gave a .report on the legal
sufficiency of a petition to form an L.I.D. to pave 24th to

to provide for uniform charges for disposition of dogs and
cats delivered to -the dog warden for such purpose. This Ordi.n-•

City Managers' Report:
1. Reminded Council of public hearing on proposed water
quality standard to be held February 9, 1967- City
of Anacortes has two interest :in the proposed quality
standards, these being (1) Quality of water at the City's
water supply intake from the Skagit River and (2) re-
quirements proposed for water quality in the near Guemes
Channel. Secondary treatment is proposed for all waste
discharges in the Skagit River above the City of Anacortes
water supply intake, and the City of Anacortes should be
in favor of this. Secondary treatment :is also proposed
.for Guemes Channel. City Manager stated he felt primary
treatment is adequate here because it is salt water and
not used for domestic purposes and also the prevailing
tides and currents are sufficient -to carry the waste
material away. The City Manager asked for Councils
approval to state at the February 9th meeting that the
City of Anacortes would be in favor or the secondary
treatment in the Skagit River, but not in favor of
secondary treatment of Guemes Channel. CouncYl approval
was given.
2. Reported that 16 men took the Fire and Police Service
examination on February 4, 1967. Civil Service Board
along with the Police and Fire Chiefs had interviewed
all applicants on February 6, 1967. Stated that it had
been recommended that an Auxiliary Police Department be
established and applicants *ho were placed on the eligi-
bility list would belong until such time as a permanent
position was open. They would be compensated at the
same salary rate that is now in effect for extra help
and would spend a minimum of one meeting per week in
training and study.
3. Report -ad that surveying of "Q" Avenue from 9th to 17th
was to start.
4. Reported Chamber of Commerce was soliciting -their members
to see if they could raise .funds to meet their contribution
to the City, so that the City Bus Program could start:.
5. Reported bide; on new Library construction should be :in
March 1, 1967.
6. Reported Great Northern Railway and Port of Anacortes
would pay for concrete for sidewalk on 4th Street.

A special meeting of the City Council was called to order by
Mayor Ford, at 7:30 P.M.
Roll call: Robert Perry, Dr. L. E. Nicholson, James Rice,
Jesse Ford', Marion Peck, Don McDugle. Councilman Dr. E.
A. Strom entered the meeting at 7:35 P.M.
Mayor Ford stated that purpose of Special Meeting was to have
a public .hearin�g-and Council action -on the 1967, proposed
budget for the City of Anacortes.
Mayor Ford declared the public hearing was open and asked for
comments from the audience. There was none. Public hearing
closed by Mayor Ford.
Motion made by Mr. Perry, seconded by Mr. Rice that the pro-
posed budget be accepted and given Ordinance No. 1410, and
Tax Levy Ordinance be given No. 1411.
Mr. Peck inquired about the salary schedule. Mayor Ford
replied that it was included with the budget. Mr. Peck
stated he was opposed to the salary raise proposed for the
City Manager.- Dr. Strom asked if the budget included money
to install sanitary facilities at Guemes Park. City Manager
replied that .the Park Department with the help of the Neighbor-
hood Youth Corps have this scheduled for 1967.
Mayor Ford called for a. vote on the motion. Roll: Ayes -

The City Manager stated that the Bonding Company would like to
have the minutes of the November 1, 1966 meeting corrected so
that the acceptance of the work on the L.I.D.'s would be worded
correctly: On the ba.sis,of the certification of Wm. F. Gallagher,
City Engineer, a motion was made by James Rice and seconded by
Dr. Nicholson that the work called for under LID #160 a.nd,the
contracts therefore with Marine Asphalt, J. I. Mayer, Sno-King
Construction Company, and Eerkes Contractors be accepted by the
City as completed in accordance with the contract; and on the
basis of the certification of Wm. F. Gallagher, City Engineer,
that the work called for under LID #161 and the contracts there-
fore with Marine Asphalt, J. I. Mayer, Sno-King Construction,
Eerkes Contracting, and Concrete Norwest be accepted by the
City as completed in accordance with the contract; and on the

Mayor Ford spoke of the untimely death of former Councilman
Frank Russell and expressed the sorrow and sympathy of the
City Council to the family of Frank Russell.
Mayor Ford called for guest hearings: There were none.
A letter from T. A. Gannon was read in which he requested that
his resignation from the Library Board be accepted. His re-
signation being due to a planned move from the City.
Mayor Ford read a letter from R. W. English, executive secretary
of the American Institution of Parlimentarians which announced
the election of Alice Parchman Newland to their organization.
Mrs. Newland's election was based on the active work which she
had done with municipal government in the community and on the
advisory -board of the District Federation of Women's Clubs.
Mayor Ford offered congratulations to Mrs. Newland.
Mayor Ford read a letter from the British Columbia Centennial
Committee•which contained an offer to bring the S. S. Beaver,
a replica of the•first steam vessel in the Northwest Pacific to
Anacortes. The S. S. Beaver will tour a number of U.S. ports
in connection with the -B. C.• Centennial celebration..: The date
they would like to be in Anacortes being May 24th to May 26, 1967.
A motion was made by Mr. Rice seconded by Dr. Nicholson that the
City of Anacortes accept this offer and extend them on invitation
to visit Anacortes. Roll: Ayes - Nicholson, Rice, Ford,- Strom.
Motion carried.
A letter from Whatcom County Planning Commission was read in
which they stated that they were of the opinion that a larger
topographic map was needed for this a.rea.Mayor Ford stated that
if there were no objections he would turn this over to the City
Manager with instructions to take whatever action seemed to'be
indicated. There were no objections.
Councilman McDugle entered the meeting at this point.
.An Ordinance providing for the improvement of portions of 24th
Street, 25th Street, 26th Street and "L" Avenue in the City of
Anacortes by grading, draining, surfacing and paving the same
where required, by installing necessary concrete curbs, gutters,
and drainage facilities where required and doing such other
work as may be necessary in connection therewith; creating a
local improvement district therefore and a local improvement
district fund, and providing that the payment for said improve-
ments may be made by special assessments on property in said
district, payable by the mode of"payment by bonds." said LID
to be known as LID #163, was read by City Attorney, Wm. V. Wells.
Motion by Dr. Nicholson seconded by Mr. Rice -that this Ordinance
be adopted and given Ordinance No. 1418 and that the date of
May 2, 1967 be set as date for opening of bids for bonds. Roll:.

A proposed resolution establishing assessments on LID #160
and setting up a public .hearing date of April 4, 1967 on
same, -was read by City Attorney Wells. A motion by Mr. Rice
seconded by Dr. Nicholson that this resolution be adopted and
given Resolution No. 1807. Roll: Ayes - Nicholson, Rice, Ford,
McDugle, Strom. Motion carried.
Mr. Len Clark, Consulting Engineer from Stevens, Thompson,
Runyan and Ries. -was present and gave a detailed report on
survey and study work by his firm on a -sanitary sewer system
for the Cap Sante area and on storm sewers for the downtown
area.'Mr. Clark stated that the cost of sanitary sewer in the
Cap Sante area was estimated at around $144,000.00. The cost
is relatively high because of topograghy and sub -soil condi-
tions. Four pumping stations would be required. The estimated
cost for storm sewers in the down town area would run from
$300,000.00 t-:► $340,000.00. Both of these .projects could be
eligible for 50% Federal matching funds through the Department
of Housing and Urban Development, but there is no way of knowing
when such funds would be available. Mr. Clark advised the City
Council to complete their study and prepare a preliminary
application as soon as possible if they plan to proceed with
the projects.
It was recommended that Reg LeBrun be appointed to serve on
the Citizens Advisory Committee. A motion by Mr. Rice seconded
by Mr. McDugle that this appointment be made. Roll: Ayes -

City Manager's Report:
1. Reported that the Port of Anacortes had a brochure out
in connection with their $170,000.00 G.O. Bond and
that it contained a very complimentary description of
the City of Anacortes.
2. Reported on a Transmission Line Easement at Washington
Park with the Bonneville Power Administration. The
Easement includes stipulation that the City reserves
the right to build and maintain boat landings on
northerly and southerly 25 feet. The easement had the
approval of the City Council.
3. Reported on vacant lots adjacent to the Fire Hall
which was available for sale if the City was in-
terested in buying them. Motion by Mr. McDugle and
seconded by Dr. Nicholson that the City Manager be
given authorization to investigate further into the
possible purchase of these lots.

City Attorney Wells asked the Council to be giving thought
to whether or not they would contribute a sum set up in the
1967 budget for a credit for prior service in the Statewide
City Employees Retirement System for Mr. Wells, as he was
unaware that he could be in the Statewide Retirement System
at the time the City first entered into it.
Councilman Rice stated that now that the City had gone into
the Air Pollution Control, that he thought one of the first
steps the City should do was to have something done about the
burning at the City dump. Mr. Rice also offered a suggestion
that the privately owned property at Pass Lake be proposed as
a State Park if and when it was available for sale.
Councilman.Strom reported that he had attended a meeting in
Olympia in regard to highways. He stated that HB 595 had been
proposed to raise more money for the Highway Department. This
bill would add.210 more to the gas tax. Dr. Strom stated that
this bill would aid the City and should be endorsed by the City.
Motion -by Dr. Nicholson seconded by Mr. Rice that the meeting

occur in the City of Anacortes.
Mayor Ford reported that plans were under way for the visit-
ations of the U.S.S. Sutherland on March 31, 1967. The
Sutherland is under the command of Eric Fenno, a former
Anacortes resident. Mayor Ford announced those helping on
the plans for the visitation were Earl Diller, Jerry Mansfield,
Robert Keller, Lewis McKay, Harry Nolan, Charles Valentine
and Jesse Ford. Mrs. Alice Newland stated that Joe Hagan was
a relative of Commander Fenno's. Councilman McDugle suggested
that Mr. Hagan be included in the plans for the visitation.

City Manager Earl Diller reviewed the request from the State
Highway Department on the new proposed signing for directing.

new exit for Anacortes area. traffic would be at the Burlington
turn off, instead of at Mount Vernon. Mr. Don McKee sug-
gested that the Highway Department be contacted about double
ramp at the Burlington turn off.

City Manager Earl Diller gave a report on the property behind
the Fire Station which is for sale. The owner is asking

be authorized to see if he could negotiate with the owner and

City Manager Earl Diller reported on property which runs from
29th to 32nd Street, West of 110" Street extended, and which is
included in the City's comprehensive plan for a playfield. The
agent for the seller seems willing to sell the property for
approximately $65,000.00. Because of the legal problems it
is recommended that we lease the property with at option to
purchase. Said purchase to be subject to securing a grant
for 50% under the Federal Open Space Program, 25% from the
State Interagency for Outdoor Recreation and getting local
contributions for the remaining 25%. Motion by Dr. Strom
seconded by Mr. Perry that because of the need for this type
of playfield that the City Manager be authorized to proceed
With a lease agreement with option to purchase, providing the
financing can be arranged. Some discussion by Council members
followed. Dr. Nicholson suggested that before any finalization
of this took place that it be brought back to the City Council
for review.

Mr. Wm. F. Gallagher, City Engineer, reported on a piece of
property near Lake Erie. A house and outbuildings are located
on part of the property and the owners were under the impress-
ion that the property belonged to them, but because of a dis-
crepancy in the surveying, the property actually belongs to the
City of Anacortes. Mr. Gallagher presented various solutions
for the Council to consider in determining what to do about
this problem. No action was taken by the Council as they
wanted to view the property before making any decision.
City Manager's .Reported:
1. Asked the approval of a letter to Mr. L. R. Durkee,
Director of Community Facilities, Department .)f Housing and
Urban Development, requesting an extension of time for the
preliminary planning study for the proposed storm sewer im-
provements in the down town area of Anacortes. Council
approval was given.
2. Asked for approval of a letter to Fred J. Ovenell,
Manager of Skagit County Public Utility District. Said letter
to State in part, "In regard to the question you raised con-
cerning the proposed water contract the City finds it necessary
at this time to *o protect itself against the possibility of
over -committing its supply capability. It is the desire and
intention of the City to place itself in position to meet all
present and future water r.,equirements in the Fidalgo Island
area. It would be to the City's advantage to supply water to
the District and other customers to meet their increasing re-
quirements just as soon as added supplies become available.
You may be assured that favorable consideration would be given
such requests as soon as the essential facilities have been
expanded." The Council approved this letter as long as PUD
understands that any increased industrial demand within the
City, would be taken care of first.
3. Reported that as soon as possible, the Street crew
would like to survey the Havecost Road with the possibility
of moving; back some of the fences, so that the shoulders of
the road could be widened.

a direction sign to Cap Sante Park could be placed at 9th and
Commercial, and also at 4th and "T". The City Manager reported
that a sign had just recently been placed at 4th:and "V". Mrs.
Alice Newland suggested that a sign also be placed directing
traffic to Jack Moore Point. The City Council said they would
like to study these proposals a little further.
A letter was read from Mr. Ralph Watson which concerned the U.S.
National Spear Fishing Championship. They are having a meet
on August 13, 1967 and were giving thought to having it in
Anacortes and asked for information about all facilities avail-
able. A motion made by Dr. Strom and seconded by Dr. Nicholson
that the City of Anacortes encourage and give approval to them
holding their meet in Anacortes, and give approval to their use
of Washington Park if needed. Roll: Ayes - Nicholson, Rice,

A group of foreign students from the University of Washington
were introduced. Their visit to Anacortes being sponsored by
the Anacortes Jr. Chamber of Commerce. Various countries re-
presented were 'Viet Nam, Thailand, Korea, Free China, and India.
A letter from High Line College was read in which they requested
the use of Mt. Erie for a rock climbing practice on April 29 and
30, 1967. Motion by Dr. Nicholson seconded by Mr. Rice that

A proposed Mutual Aid Fire Protective Assistance agreement
between Cities of Skagit County was read. This agreement being
recommended by the Fire Department. A motion by Mr. Rice

City Attorney Wells stated that the proposed Weed Control
Ordinance which had been recommended was based on an Ordin-
ance adopted by the City of Yakima in 1942 and he felt it
was somewhat outdated for our use. Mr. Wells stated that
the Nuisance Abatement Ordinance No. 1251 which the City of
Anacortes has is adequate to take care of this problem. Mr.
Wells then read a proposed ordinance which would establish
a schedule of charges for the abatement of nuisances under
Ordinance No. 1251. Charges to be as follows: City Mower
$7.50 per hour, City dump truck, $7.50 per hour, City Loader
$16.00 per hour, City labor, $4.00 per hour per man. Motion
by Dr. Nicholson, seconded by Dr. Strom that this Ordinance
be adopted and given Ordinance No. 1421. Roll: Ayes -
Nicholson, Rice, McDugle, Strom. Motion carried.
The City Attorney read a proposed ordinance which would pro-
hibit the throwing or depositing of litter in public places
in the City of Anacortes; regulating the distribution of
commercial and non-commercial handbills; controlling the de-
positing of litter on private premises; providing a lien for
City clearances; and prescribing penalties for the violation
of its provisions; and constituting Section 9-6.01 through
9-6.23 of the Code. Motion by Mr. Rice seconded by Dr.
Nicholson that this ordinance be adopted and given Ordinance
No. 1422. Roll: Ayes - Nicholson, Rice, Ford, McDugle, Strom.

A proposed resolution setting a date for Public Hearing on
equalizing the assessments on Local Improvement District #161
was read. Motion by Dr. Nichilson, seconded by Mr. Rice that

A proposed resolution was read which would authorize and direct
the City Manager of the City of Anacortes to execute a "Skagit
Regional Planning Council Agreement". Motion by Mr. Rice

A proposed resolution amending the priorities and criteria of.
the City of Anacortes comprehensive plan for Parks and Re-
creation was read. This resolution would provide the following
changes:
1. Acquisition of the 32nd Street Park is designated
priority A-1.
2. Facilities for the rest and relazation of tourist
and travellers are to be developed in the 32nd
Street Park.
3. Facilities for regional athletic competition such
as Little League, Babe Ruth League, Et., in this
park are to be developed.
4. The estimated acquisition cost of the 32nd Street
Park is changed to $65,000.00
Motion by Dr. Strom seconded by Dr. Nicholson that this resol-
ution be adopted and given Resolution No. 193. Roll: Ayes -

A recommendation from the Planning Commission was read. The
recommendation was as follows: Change the Residential and
Industrial to Commercial within the area defined by 9th Street
on the south, the Great Northern Railway track on the east,
4th Street on the north, and "Q" Avenue on the west. Motion
by Dr. Strom seconded by Mr. Rice that the Council accept
these recommendations and set up a public hearing date of

The City Attorney read a proposed ordinance which would repeal
Ordinance No. 550 of the City of Anacortes, which was passed
and approved on the 20th day of May 1913, and constituted
sections 3-9.01 and 8-2.03 of the Code. Ordinance No. 550 de-
fined the powers of the Board of Health and the City Health
Officer. This is now handled by the County Health Department.
Motion by Dr. Nicholson seconded by Dr. Strom that this Ordin-
ance be adopted and given Ordinance No. 1423 . Roll: Ayes -
Nicholson, Rice, Ford, McDugle, Strom. Motion carried.
City Attorney Wells expressed his thanks to Dan Wollam and
other City employees who were working on the updating and
codifying of the City Ordinances and reported that eventually
the City would have the ordinance in a bound volume.
The City Attorney also reported that the Traffic Ordinance
would be published in the local paper Thursday March 23, 1967,
and called attention to the fact that it does not permit passing
on the right hand side, and mentioned rules and regulation re-
garding motor cycles and bicycles. A meeting is to be held
possibly next week with the Police Department, City Manager,
City Attorney and the Press if they wish to attend to discuss
various phases of this new ordinance.
City Manager Reported:
1. That Fire Department was setting up a safety program
to start the last of April or first of May, whereby
residents could. request the Fire Department to make
an inspection of their homes in regard in fire hazards.
This is to be done at the specific request of residents.
2. Retail. Committee from Chamber of Commerce was ready
to finalize their approach on the City Transportation
program.
3. Reported that the Urban Renewal Project had secured
temporary loan notes in the amount of $2,100,000 with
interest at the rate of 2.79%

A regular meeting of the Anacortes City Council was called
to order on April 4, 1967 at 7:30 P.M. by Mayor Jesse W. Ford.
The invocation was given by Rev. James Workman of the First
Methodist Church.

Mayor Ford requested the Council's pleasure on the minutes
of the previous meeting held on March 21, 1967. Motion by
Dr. Nicholson seconded by Mr. Perry that minutes be approved

McDugle, Strom. Motion carried.
Mayor Ford called for guest hearings: Mrs. Julia Moe addres-
sed the Council and asked if the road to the lower Cap Sante
Point could be repaired at least to the extent that people
could walk down it. Mayor Ford turned this request over to
the City Manager and asked him to contact'the Port officials
about this.
Mrs. Frank Ljubich addressed the Council and asked if any pro-
gress was being made on cleaning up the Lamphier property at
1410 -17th. City Inspector Bowen stated that he had contacted
the Lamphier's several times and they had cleaned up some of
the litter and had given him a promise to have it all cleaned
up by April 15, 1967. Councilman Strom asked the City Attorney
just how far the City can go legally on such situations. The
City Attorney replied that such situations would have to con-
stitute either a fire or health hazard before any legal action
could be taken. A motion was made by Mr. Perry seconded by
Mr. Peck that the City contact the County Health Officer and
have him inspect the property and make a report of his findings
to the Council as soon as possible, and that the City Manager
should advise the State Department of Health that the City
of Anacortes was asking for the assistance of the County Health
Officer in this matter. Roll: Ayes - Perry, Nicholson, Rice,
Ford, Peck, McDugle, Strom. Motion carried.
Clyde Cook addressed the Council and asked if a white center
line could be painted on 29th Street. The City Manager replied
that the Street Department had just purchased paint and would
be taking care of this as well as other street markings that
were in need of repainting.
Mrs. Julia Moe addressed the Council and asked to have some-
thing done about a drainage problem on the Montgomery property
on Cap Sante.
Mr. Carl Springer of 1413 -17th Street addressed the Council
and said he would like to have a sidewalk on the "K" Street
side of his property. He stated that if the City Street
Department would grade and prepare this for paving that he
would install the sidewalk himself. The Councilmen were all
in favor of his offer. Dr. Strom stated that he thought all
future LID's should include provisions for sidewalks. A
motion made by Dr. Strom seconded by Mr. Rice that the City
accept Mr. Springer's proposal. Roll: Ayes - Perry, Nicholson,

Mr. Pete Padovan of 3910 "R" Avenue addressed the Council and
reported that the City had dug a drainage ditch in the alley
behind his house and had left it open. He would like to have
something done about this.
Mr. D. H. LaRoche of 3916 Hillcrest Drive, addressed the
Council and stated that both sides of the street in front of
his property was in need of fill.

Mayor Ford stated that he would like to publicly thank Ralph
DeRemer, radio station KAGT and all the newspapers for their
help cooperation on the recent clean-up campaign.
A letter was read from the Everett Branch of The Mountaineers
in which they requested use of Mt. Erie for a training session
on May 21, 1967. A letter was read from the Skagit Mountain
Rescue Unit in which they requested use of Mt. Erie on May
20, 1967. A letter from the Alpine Club of Seattle in which
they requested use of Mt. Erie for April 15th and 16th. The
dates of April 15th and 16th have already been given to an-
other organization, and Mayor Ford requested the City Manager
to notify the Alpine Club of the conflict of dates on their
request. A motion by Dr. Nicholson seconded by Mr. Perry that
permission be granted to the Mountaineers for their request of
May 21, 1967, and permission granted to the Skagit Mountain
Rescue Unit for May 20, 1967. Roll: Ayes - Perry, Nicholson,

Council Peck stated that he would lik.-:! to have some thought
given to the possibility of surfacing the Loop Road at
Washington Park.
A letter from Harvey C. Bunke, President of Western Washington
State College was read in which he invited the Mayor and other
City Officials to attend a meeting to be held in Anacortes at
the Jr. High School on May 11, 1967, at 7:30 P. M. The purpose
of this meeting is to provide a forum whereby important in-
formation which will aid the regional planning processes in
the four -county Northwest Washington area will be presented
A letter from Mr. Jack Hinshaw of Pioneer Shingle Company was
read in which he was requesting a building permit for a chip
loader to be located on city property which previously had
been set aside for railroad use. Motion by Mr. Peck seconded
by Dr. Nicholson that this request be turned over to the
Planning Commission, City Attorney and City Engineer for
further study. Roll: Ayes - Perry, Nicholson, Rice, Ford,
Peck, McDugle, Strom. Motion carried.
A letter was read from property owners on West Third Street
in which they requested an LID for 360 feet of black topping
and curbing for the southside of West 3rd, north edge of
Block 906, lots, 3,4,5,6,7,8,9,10,11,12,13 and 14, at $8.00
per foot. Motion by Mr. Peck seconded by Mr. McDugle that
these property owners be given a petition to form an LID
based on the $8.00 per foot figure, and also that these
property owners be given a chance to have sidewalks if they

A proposed resolution to make application for the Model Cities
Program was read. This program would allow the City of
Anacortes credit toward the financing of the Urban Renewal
and Beautification Programs, also any capital improvements,

Mayor Ford declared a public hearing to be open on the equal-
Ization-of property ;assessments on LID #160. Two objections
were turned in. One from St. Mary's Catholic Church and one
from Mr. and Mrs. D. H. LaRoche. City Manager Earl Diller
explaiiled to the Council and audience what these objections
were.

Mr. and Mrs. D. H. LaRoche were objecting to the assessment
as being excessive, as they will also be assessed on LID
#161, St. Mary's Catholic Church was objecting because of
a misunderstanding, as sometime ago the City had requested
as easement from the Church for sewer purposes and after the
document was signed it was discovered that instead of an
easement it was an outright donation by deed. The #160 LID
assessment made to the Church includes an alley and an ease-
ment that the Church has on some property owned by Robert
Sullivan and in addition it includes the property deeded to
the City, and in view of the fact that no consideration had
ever been paid by the City for the property deeded them and
in view of the misunderstanding St. Mary's Church feels that
some consideration should be taken in this regard. Mayor
Ford declared the public hearing closed. The objections
will be considered and an ordinance on this LID will be pre-
sented to the Council at a later date.
A proposed resolution was read authorizing application fo,-
funding assistance for a proposed community park bounded
by 32nd Street, east line of J. M. Moores addition, 29th
Street, and the east line of Section 25, T 35 N, RIE, W.M.
in the central part of the City. Motion by Mr. Peck seconded
be Mr. Perry that this resolution be adopted and given
Resolution No. 195. Roll: Ayes - Perry, Nicholson, Rice,

A proposed resolution was read authorizing application for
funding assistance for a proposed community park on Guemes
Channel in the western part of the City. The City Manager
was asked if a purchase price had been established on this
property. The City Manager replied that informal discus-
sions had been held on it but no definite M.A.I. purchase
price has been set. The City Manager was also asked if the
Park Board had not given authorization tp proceed with the
purchase of this property. The City Manager stated that
they had not. Motion by Mr.. Perry seconded by Dr. Nicholson
that this resolution be adopted and given Resolution No. 197•

City Attorney Wells read a proposed ordinance amending
Section 117, Protective Equipment Required, (5-2.117) of

tective helmet or headgear to be worn by all operators and
rediers of motorcycles or motor driven cycles, regardless of
size, and constituting Section 5-2.117 of the Code. Motion

Regional Planning Conference was held April 4th
1967 at which time Mayor Ford was appointed as
Chairman for Skagit County and Jack Wylie appointed
as Secretary and Vice Chairman. Reported that
adoption and approval of several. resolutions per-
taining to City of Anacortes projects took place
at this meeting. Also the adoption of a resolution
establish -ling a western county sub -regional planning
area, including the port, PUD, schools, city and
other governmental. districts in the Anacortes Area.
This sub -group can work toward coordination of
efforts to save tax dollars.
Mayor Ford showed the Council and audience a plaque that
had been presented to the City :from Commander Eric Fenno
of the SS Sutherland.
Councilman Rice reported a TV pole broken at Northwest
c:;rner of 20th and 110" Streets.
Councilman Peck asked to have something done about having
the United Stated Flag flying over City Hall.

Mayor Ford called for guest hearings.: Mrs. Frank Ljubich asked
what progress had been made on the clean-up of the Lamphier
property. Mayor Ford read two letters, one from the County
Health Department and one from the General Sanitation Depart-,
meat. Both letters stated that they had inspected the pro-
perty and both stated that in their opinion it was a public
nuisance rather than a public health problem, and suggested
that it be handled.by the City Attorney. Mrs. Ljubich asked
the City Attorney if any court action could be taken. City
Attorney replied that he would have to look into the matter
first before making any decision as to what could be done. A
letter from City Inspector Bowen was read in which he stated
that he had again contacted the Lamphier's and that some pro-
gress had been made in cleaning up their yard.
Clyde Cook addressed the Council and stated that 38th Street,
west of "M" Avenue was badly in need of gravel and grading and
asked if something could be done about it. Mayor Ford replied
that it would be taken care of.
Mr. Bert Elstad and Mr. Charles Knapp, representatives from
the Art Guild of the Islands, addressed the Council and asked
for display space at the Arts and Crafts Festival to be held
in Anacortes August 5,6 and 7, 1967. Mayor Ford suggested
that they contact the committee from the Arts and Crafts and
see what could be worked out with them.
Mr. Larry Tenborg addressed the Council stating that he had
not received the necessary papers to proceed with a petition
to form an LID which had been requested at the April 4, 1967
Council Meeting. The City Manager replied that there was some
question as to whether or not this wo•3.1d be practical from an
economical standpoint as the request is for black topping only
360 feet. Mr. Tenborg stated that he would like to have it
settled as soon as possible as he would like to have the street
leveled off right away, whether the paving was done right away
or not. The City Manager replied that the Street crews were
busy with prior committments but would get to it just as soon
as possible.
Mayor. Ford .read letters from Commander Eric Fenno, Lt. Commander
Ruder and Donna Rawhauser all expressing their thanks for all
the consideration and courtesies extended by the City of Anacortes
to the officers and men of the USS Southerland on their recent
visit to Anacortes.
Gordon Logan reviewed the proposed revision of the Cities
Comprehensive Plan for 1980. This revision would change the
industrial and residential classifications to commercial
classification the area defined by 9th Street on the south,
the Great Northern Railroad track on the east, 4th Street on
the north and "Q" on the west. Mayor Ford declared a public

hearing to be open on this requested change. There were no
comments from the audience and Mayor Ford declared the public
hearing closed.

commendation be accepted and the City Attorney instructed

Mayor Ford declared a public hearing to be open on the equal-

City Engineer Wm. F. Gallagher gave a review of the preliminary
engineering study done by the engineering firm of Stevens,
Thompson, Runyan and Ries, Inc., on the proposed sanitary
sewers for Cap Sante area and the separation of sanitary sewers
and storm sewers for the downtown area. Mr. Gallagher stated
that a two months extention on this had been granted to the
City but that the time was now getting short and the May 16,
1967 meeting of the City Council would be the last meeting that
the Council could give permission to have this finalized. Clyde
Cook addressed the Council and stated that he thought it was a
very good plan but wondered how it would be financed. The City
Manager replied that there would be no increase in taxes for the
citizens of Anacortes, and that this project could be done in
stages rather than all at once. He al.so stated that streets
in this area that had not been paved as yet could have the storm
sewers installed at the time when they are paved under the
City's paving program, and that it was hoped that there would
be Federal funds availabel for part of the cost also. Council-
man Peck asked the City Manager to find out it there were any
Federal funds available for a municipal swimming pool.
A letter from the Planning Commission was read in which they
recommended the appointment of Floyd Lunsford as the Planning
Commission representative to the Board of Adjustment and Paul
Schofield as the Planning Commission delegate to the newly
formed Western Skagit sub -regional planning committee. Motion
by Mr. Rice seconded by Dr. Nicholson that these appointments
be made. Roll: Ayes - Perry, Nicholson, Rice, Ford, Peck,

A letter from W. M. Foster, District Engineer of the State
Highway Commission was read in which they acknowledged receipt
of a March 10th letter from City Manager Diller regarding the
two-way frontage road on the Burlington, Anacortes highway
exit. The letter stated that this was established at the time
of the public hearings on this route several years ago and no
change could be legally made until the Interstate highway in
this area is brought up to full standard.

Councilman Peck asked if the loan to the Library Construction
fund had been repaid, and if it showed on the Treasurer's
report. The City Manager replied that this had not been re-
paid as yet as the City was waiting for tax money, and the
amount of the loan was included in the Investment figure on
the Treasurer's report.
Mrs. Albert Latshaw addressed the Council and registered a
protest on the appraisal of her property in the Urban Renewal
area. City Manager Diller asked her to come into the office
whenever she could and discuss the matter with Gordon Logan.
Mrs. Alice Newland presented a petition from the Beautification
Committee to change the name of the road going from Hart Lake
Road to top of Mr. Erie to the "Ray Auld Drive".
A request from Mr. Walt Miller of 910 - 22nd Street was read in
which he asked permission to place a sign on an existing
standard. This standard is located on city street right-of-way
and has been.there for several years. A motion by Mr. Rice
and seconded by Mr. Peck that this standard be allowed to re-
main where it is, and the placing of a sign on it be referred
to the Planning Commission. Roll: Ayes - Perry, Nicholson,
Rice, Ford, Peck, McDugle, Strom. Motion carried.
City Manager Reported:
1. Receipt of first Federal Government grant towards Urban
Renewal Project in the amount of $426,886.00.
2. Port Manager and City Manager had inspected the road to
the lower point of Cap Sante and as there were a few
problems involved would like to take it up with the
Park Board and see what they would recommend.
3. Had discussed drainage problem wi':h Port Manager. Some
temporary drains had been placed on the Great Northern
property, and Port was in process of pumping out base-
ment of one building owned by a private individual.
4. Reported two requests for paving of alleys. One being
the alley behind the Eagles Lodge and the other the
portion of alley between Commercial and 110" behind
Andrews Store and the Carpenters Hall. The paving on
both of these requests would be paid for by property
owners if the City would do the grading and preparation
work. Permission granted.
5. Reported installation of sidewalk on 4th Street was in
progress and asked permission for the property owners
to pay the paving contractor direct, instead of having
to go through the City's books. Permission granted
6. Reported attending ameeting of the Interagency Committee
on Outdoor Recreation, at which time City's request to
purchase the 32nd Street property for a play field was
brought up. Reported that at present time no State
funds are available to help finance this, however, have
State's permission to proceed with purchase of this

property if we want to with the possibility that State
funds might be available at a later date. Another meeting
will be held in June at which time another request will be
put in, in case there may have been some funds turned back.
7. Reported passage of "Tidelands" bill at the State Leg-
islature and thanked Port, Port Commissioners, Legislative
delegation and all- others who worked to have th:is passed.
8. Announced convention of Association of Wash:i.ng•t;on Cities
to be held in Seattle on June 21, 22 and 23, 1967.

A regular meeting of the Anacortes City Council was called to
order by Mayor Jesse W. Ford on May 2, 1967, at 7:30 P.M.
The invocation was given by Rev. James Workman of the First
Methodist Church.
Roll call: Mr. Robert Perry, Dr. L. E. Nicholson, Mr. James
Rice, Mr. Jesse W. Ford, Mr. Marion Peck, Mr. Don McDugle,
Dr. E. A. Strom entered the meetii,g at 7:55 P.M.
Mayor Ford requested the Council's pleasure on the minutes of
the April 18, 1967 meeting. Motion by Mr. Peck seconded by
Dr. Nicholson that minutes be approved as if read. Roll:

carried.
Mayor Ford called for guest hearings: Clyde Cook addressed the
Council and stated that he understood there was some unrest
and uneasiness within the Police Department and asked for an
explanation of what was going on. Mayor Ford read a letter
from the Anacortes Civil Service Board which stated they were
conducting an investigation into •the personnel problems within
the Police Department and that their investigation was being
guided by City Attorney Wells on the legal procedures involved.
Mayor Ford stated that in view of this letter from the Civil
Service Board that he had no comments to make at the present
time. Councilman Peck asked for the floor at this point and
stated that he had two questions to ask, and that Mr. Cook had
asked the first one for him. Mr. Peck's second question was why
the Civil Service Board was not acting in accordance with
Chapter 41 of the Washington State Laws. Mr. Peck stated that
he was of the opinion that the City of Anacortes was in viol-
ation of this and not abiding by the rules and regulations set
forth in this chapter, and in particular, section 41,12,040 and
41,12,090 and that he was insisting that the City conform to
these rules and asked why they were not. City Attorney Wells
replied that he was not aware of any violations and would have

to have more specific information on this, and that he would
check into the matter .further.
A letter was read from Mrs. Miriam Sumpt.ion, Co -Chairman of the
Orthopedic Auxiliary Guild Penny Drive, in which she stated
the first two weeks in May are the "Penny Drive Days" and
stated they would appreciate any help the City could give with
publicity.
A letter was read from the Washington State Department of
Health acknowledging Mr. Diller's letter to them in regards to
the Lamphier property. The letter stated that •they would take
appropriate action if conditions so warranted.
A letter addressed to City Manager Diller from Representative
Lloyd Meeds was read in which he expressed his thanks for the
salmon contributed to the Washington State Potlatch.
A letter addressed -to City Manager Diller from the,Washington
"State S6ciety expressed their thanks for a door prize donated
to the annual Potlatch. '
A Resolution which had been passed by the Board of. Skagit County
Commissioners was read whereby they resolved and ordered that
the name of "Mt. Erie Road"., extending from the Heart Lake
Road to the summit of Mt. Erie, be changed and redesignated as
"Ray Auld Drive".
Bond Bids on LID #163 were opened at this time. Two bids having
been received. One from Grande and Company with interest at
5.45 percent and one from Statewide City Employees Retirement
System with interest at 5.25 percent. Motion by Mr. Rice
seconded by Mr. Perry that the bid from Statewide City Employees
Retirement System with interest at 5.25 percent be accepted.

Mayor Ford declared a public hearing to be open on the equal-
ization of property assessments on LID #161. Mr. Henry Moore
addressed the Council and asked if the City had any plans to
slope banks and leave room for sidewalks. City Engineer Gallagher
told Mr. Moore that he would come up and talk to him and see
what could be worked out. One written objection was received
from Mr. Douglas Finrow stating that he thought the assessment
against his property was too high. A verbal :Complaint was made
by Mr. Vern Knutzen and a verbal complaint made by Mr. Frank
Snelson. Both gentlemen stating they had received no notice
that an LID was to be done. Councilman Rice explained to them
that: where an LID was initiated by the property owners them-
selves that all that was required was for a majority of the
property owners involved to sign the petition requesting an LID.
Mr. Snelson also stated that he had no access to his property.
Mayor Ford stated that this would be taken care of. Mr. Don
Sullivan addressed the Council and stated that he was not
protesting but he would like to have the entrance to his drive-
way widened. This matter will be•looked into. Mr•. Willis
Bushey asked what the load limit on these streets was, as some
heavily loaded trucks have been using it. Mayor Ford asked him
to contact the City Manager and the City Engineer and give
them the information about what trucks were using these streets.
Mayor Ford declared the public hearing to be closed.
Gordon Logan gave a report on a workshop meeting with Housing
and Urban Affairs Department which he had attended in Seattle
on April 17th and 18th. This workshop was on Relocation pro-
blems. Mr. Logan stated that City Manager Diller had acted as
moderator on the first day of the meeting. Mr. Logan also gave
a report on the progress and meetings of the Regional Planning
Conference of which Mayor Ford has been appointed Chairman, and
on the Western Skagit Regional Conference. Mr. Logan reported
the Model Cities application for the City of Anacortes has been

completed and sent -in. There are four Cities who have turned in
these applications, they being the City of Seattle, Tacoma,
Ellensburg and Anaco:r.tes. Councilman Peck asked if anything had
been done about his previous request to find out about available
Federal Funds for a municipal swimming pool. Mr. Logan replied
that this had been included in the Model Cities application, and
if the application is accepted and approved that there would be
a very good chance that a swimming pool could be approved.
Mr. Hamilton Sandvig, representative from the Chamber of Commerce
gave a report on their efforts at obtaining financing for the
proposed bus system. As of to -date, he reported they have pledges
from the merchants amounting to $2,405.00. The goal is set at
$3,000.00 and Mr. Sandvig was sure they would have no difficulty
in getting pledges for.the balance. It was asked if the City
would take over the complete operation of the bus after this first
year. Mayor Ford replied that he didn't know and that some thought
and study would have .to be given to the matter. - Counci.lman ,S.trom
stated that he was in favor of having the bus but thought that the
City should subsidize it and not ask the local merchants for help
and that money should be allocated in the: budget for the -complete
operation of the bus. City Manager Diller asked :for permission
to go ahead -with the next step on the bus operation which would
include setting; up a route that would be agreeable with the mer-
chants and getting a definite schedule worked out. Permission
was granted. Dr. Strom thanked Mr. Sandvig and his committee for
all the work they have done on this and stated that'they had done
a terrific job in getting this much money pledged.
City Attorney Wells read a proposed ordinance approving and con-
firming the assessment and assessment roll of LID No. 162, for
the construction and installation of a sanitary sewer system
with manholes and appurtenances along "D" Avenue, from the center
line of 23rd Street to the center line of 27th Street. Motion
by.Mr. Peck seconded by Mr. Perry that this ordinance be adopted
and given Ordinance No. 1426. Roll: Ayes - Perry, Nicholson, Rice,
Ford, Peck, McDugle, Strom. Motion carried.
The City Attorney read a proposed ordinances:adopting an amendment
to the Land Use Map of the Comprehensive Plan for the City of
Anacortes, and constituting Section 8-13.02 of the Code. Motion
by Mr. Perry seconded by Dr. Nicholson that this ordinance be

Shingle Company with a token rental fee of $10.00 or $15.00
per year. Councilman Peck stated he did not think this was

the Council and stated that a public nuisance existed on 6th
Street in the way of a horse barn which was not being used,
but was full -of hay and children were playing in it and she
was afraid of a possible fire hazard. Mayor Ford asked the
City Manager to contact the owners. Mrs. Moe also mentioned
some old buildings that possibly should be burned, these being
on Port of Anacortes property the City Manager was asked to
bring thle to the attention of the Port officials.
Councilman Peck asked for the floor and stated that one of
the newspapers in giving their accour.it of the Council meeting
of the Council meeting of May 2, 1967 had stated in part, quote,
"Prior to Peck's tirade" unquote, and he was taking exception
to that statement as the definition for. "tirade" was a long,
abusive speech. Mr. Peck requested the newspaper to print a
retraction.
A letter was read from the Washington Community Festival
Association stating that the Festival dates for this year are
June 14 through June 18 and will be held in the Food Circus
Building on the Seattle Center grounds. They were asking
communities participating for a registration fee of $35.00
for smaller communities and $75.00 for larger communities.
City Attorney Wells stated that he didn't believe the City

could legally take $35.00 out of City funds for this type of
thing. It was suggested that the letter be turned over to
the Chamber of Commerce.
A letter was read from the Anacortes Community Improvement
Committee recommending to the City Council that the City
Planning Commission examine the possibility of incorporating
undorgrounding utility lines in the subdivision ordinance.
Mayor Ford asked the City Manager to turn this letter over to
the Planning Commission.
A letter from the Anacortes Arts and Crafts Festival, Inc.,
was read in which they made three (3) requests: 1. Permission
to block traffic on Commercial Avenue between -5th and 8th
Streets from 5:00 P.M. August 4, 1967 to midnight August 6,
1967. 2. Asked for approval of having a sky diver parachute
in the vicinity of the hospital between 9:00 A.M. and 10:00 A.M.
on May 20, 1967, 3. Asked for permission to have a helicopter
to furnish rided over Anacortes and vicinity during the festi-
val on August 5th and 6th. Request number one (1) and re-
quest number three (3) were turned over to the City Manager.
Chief of Police and City Attorney. On request number two (2)
a motion made by Mr. Rice seconded by Dr. Nicholson that approval
be given for the sky diver to parachute, providing it was
approved by'the Hospital Board and providing that the City of
Anacortes would be free of any liability in connection with
this. Roll: Ayes - Nicholson, Rice, Ford, Peck, McDugle.
Motion carried.
A letter from Mr. A. D Northcutt of 3805 "Q" Avenue was read
in which he stated that he owned lots 2, 3, and 4, of the
Seattle Syndicate, lot number 1 being owned by someone else
and immediately adjacent to lot no. 1 is -an eight or ten foot
street or alley. Mr. Northcutt wished to file a permanent pro-
test against any vacation of this street way or alley. This
was turned over to the Planning Commission.
A request from a. Scouting group to parade from the Legion Hall
to the High School on May 20, 1967 was made. Motion by Mr.
Rice seconded by Dr. Nicholson that permission be granted. Roll:

It was brought to the attention of the Council that the first
meeting in July would fall on July 4th, It was agreeable with
the Council to change this meeting to July 5th, 1967, and
notices put in the paper to this effect.
Mr. Len Clark, representative of Stevens, Thompson, Runyan and
Ries, Inc., gave a short review of the proposed sanitary sewer
collection system .for the. Cap Sante area. Mr. Clark stated
that the preliminary plans for these projects were completed
and printed forms of the plans would be available for the
the Councilmen to study very shortly. The cost for the storm
sewer separation project would be $337,000.00 and the cost of
sanitary sewer system for Cap Sante would be $143,200.00,
making a total of $480,200.00
A proposed resolution approving the completed planning docu-
ments for the proposed work to be known as project P -Wash 3367
was read by City Attorney Wells. Motion by Dr. Nicholson
seconded by Mr. Rice that this resolution be adopted with the
understanding that the City was asking for Federal assistance,
and the resolution to be given Resolution No. 198. Roll: Ayes
Nicholson, Rice, Ford, Peck, McDugle. Motion carried.

Report was given by Mr. H. Sandvig, representative from

he and members of the Chamber of Commerce Committee had
taken a ride on the bus over the proposed route and that
it looked real good. City Manager Diller invited the
Councilmen and .anyone in the audience that wanted to do
so, to take a ride on the bus over the proposed route
immediately after the Council meeting adjourned. The City
Manager asked for Council permission to hire drivers and
proceed with schedules etc. Motion by Mr. Peck seconded
by Mr. McDugle that the City Manager be given permission
to go ahead with all plans for operation of the bus. Roll:

Mrs. A. M. LeBrun of 1417 - 16th Street addressed the Council
and reported her street to be very dusty and asked if some-
thing could be done about it. The City Manager told her
that pulp juice could be applied when it was available, or
the property owners living on that street could get together
and pay for having it oiled, and City Street Crews would
prepare it for oiling, or the property owners could get to-
gether and form an LID to have it paved. The City Manager
asked Mrs. LeBrun to come into the office and talk to him
further on this situation.

Councilman Peck asked it the Civil Service Board had taken
any action on charges that had been preferred against a
Policeman. City Manager Diller replied that it was still
under investigation. City Attorney Wells stated that no

formal charges have been made to the Civil Service Board. Mr.
Peck asked what was necessary to put formal charges before
the Civil Service Board. City Attorney Wells replied that a
meeting between himself, the City Manager and the Chief of
Police would have to be held so they could go over the charges
and see if they were justified.
A resolution from the Anacortes Women's Club, addressed to
the Planning Commission, was read. They were asking that the
entire Shannon Point and Ship Harbor area, now under the
jurisdiction of the Port of Anacortes be preserved in its
natural state for a public park, and be withheld from commercial
and/or industrial development.
Police Chief Beebe addressed the Council and asked the City
Attorney to clarify his previous statement about no charges
having been made to the Civil Service Board. City Attorney
Wells again stated that no formal charges had been made, and
again stated that it was necessary for him to have a meeting
with Mr. Beebe and Mr. Diller in order to establish the leg-
ality of the charges as there were other people involved.
City Manager Reported:
1. Asked Council to think about possibility of obtaining
parking meter covers which would be rented.primarily
to service cars at a rental fee of $20.00 per year.
2. Reported that City had advertised for bids on the
4th Street sidewalk.
3. Asked for Council permission to call for bids on
paving for LID x#163.
Motion by Mr. Rice seconded by Dr. Nicholson that permission
be granted. Roll: Ayes - Nicholson, Rice, Ford, Peck, McDugle.

4. Reported that moving of caretaker's house at Washington
Park was proceeding.
5. Reported attending a Regional Planning meeting in
Anacortes, sponsored by the Western Washington
College on May 11th, at which Mayor Ford had given
the "Welcome Address". The meeting had over 100
persons in attendance, coming from many local, county
and state political subdivisions.
Councilman Peck asked the City Manager to write the Federal
Aviation Agency and ask why the barricades had been removed
from the end of the runway at Skyline Air Field. It was
suggested that the City Manager contact the people at Skyline
first.
Mrs. Alice Newland asked if any consideration could be given
to placing a =traffic light at either 22nd or 24th and Commercial.
City Manager replied that this had been taken up with the
State Highway Department previously and had been turned down
by them."
Mrs. Frank Ljubich asked why t3he street was barricaded at 20th
and "J" Avenue, and wondered if this was not part of LID ##156.
City Manager Diller replied that he would look this up for her
and let her know.

Avenue. Mrs. Moe expressed her appreciation to the City Council
for the installing and paving of the 4th Street sidewalk.
A letter was read from the International Conference of Sports
Car Clubs in which they made a request to hold an All Sports
Car Hillclimb on Mt. Erie road in the late fall of -this year
and asked to meet with the City Council to discuss the matter
further. Mayor Ford asked the City Manager to contact them
and make arrangements for a meeting.
A letter from Jack Mayor was read in which he expressed appre-
ciation for the cooperation of Fire Chief Ken Snart and the
Anacortes Fire Department who aided them in the recent demol-
ition of two buildings on Commercial Avenue.
A letter from the Anacortes Arts and Crafts Festival was read
in which they asked permi.ssion'to have a helicopter give rides
during the Arts and Crafts Festival on August 5th and 6th, 1967.
Motion by Mr. Rice seconded by Dr. Nicholson that'permission
be granted with the stipulation that the City of Anacortes
would in no way be held responsible. Roll: Ayes - Nicholson,
Rice, Ford, Peck, McDugle, Strom. Motion carried.
Mayor Ford declared a public hearing to be open on the
Planning Commission's recommendation to re -zone to C-2 the
area boundaried by 4th Street on the north, Market Street on
the south, "Q" Avenue on the west, and "T" Avenue on the east.
A review -of this recommendation was given by Mr. Gordon Logan.
There were no comments from the audience. Mayor Ford closed
Public Hearing. Motion by Dr. Nicholson seconded by Mr. Rice
that -this recommendation be adopted. Roll: Ayes - Nicholson,
Rice, Ford, McDugle. Nayes - Peck, Strom. Mr. Peck stated he
voted "no" because it seemed to him like it was being dis-
criminatory towards the Port of Anacortes.
City Engineer Wm. F. Gallagher introduced Mr. Len Clark of
the firm of Stevens, Thompson, Runyan and Ries, Inc., Mr.
Clark gave a review on the final design and engineering of
the proposed Water Treatment Plant and Transmissi.on.System.
Mr. Clark stated that there were four phases to this proposal
they being (1) rehabilitation and relining of old supply line
(2) river intake structure (3) river pipe crossing and (4)
new filter plant. Mr. Clark explained the first three phases

of this proposal and then introduced Mr. Harvey Taylor also
of the firm of Stevens, Thompson, Runyan and Ries, Inc., who
explained the new filter plant. Mr. Clark and Mr. Taylor
stated that there were a few problems yet; to be worked out
before sending the application into HUD and asked that the
City and the Consultants be given permission to ask for a
65 day extension. Motion by Mr. Rice seconded by Dr. Nicholson
that permission to ask for 65 day extension be granted. Roll:

Mr. Paul Schofield presented a recommendation from the Plan-
ning Commission pertaining to the Land Use Plan for Shannon
Point- Ship Harbor Area in which the Planning Commission was
recommending that the City of Anacortes change the Compre-
hensive Land Use Plan Map for 1980 within the area bounded
by the east section line of Section 22, Township 35 north,
range 1 east, Oakes Avenue and Burrow's Bay Road to the south
Rosario Strait on the west, and the Guemes Channel on the
north, to: Open Space, single family residential area. Mr.
Schofield asked the Mayor and City Council to take adequate
time to thoroughly study the recommendation. Mr. Charles
Hop.ke addressed the Council and stated he had a lot of
questions to be answered on the proposed change but that
he would wait to ask them at the Public Hearing. Mayor Ford
set up a study session for the City Council to consider this
proposal for Tuesday evening June 27,1967. The Planning
Commission, Port of Anacortes, Chamber of Commerce or any
other interested organizations were invited to send repre-
sentatives to this study session.
The bids for the paving on LID #163, were presented as follows:
There was only one bid received for the paving and that was
from Marine Asphalt Company. It was suggested that a re -bid
be asked for on this and to include the paving on "Q" Avenue
with it. Three bids were received for the installation of
the curbs and gutters on LID #163 as follows:

City Attorney Wells read a proposed resolution "Declaring

for the Mayor and Council to appoint 5 persons to serve as
commissioners of the authority: Motion by Mr. Peck seconded
by Dr. Nicholson that this resolution to adopted and given
Resolution No. 201. Roll: Ayes - Nicholson, Ford, Peck,

City Attorney Wells reported on a proposal with Mr. Pitt who
owns some property north of Lake Erie where the City also
owns property. Some descrepancies existed over boundary
lines due to a surveying error made in 1950. The proposed
agreement with Mr. Pitt would involve no money only the
changing of the boundary lines. The City Attorney recom-
mended that the City accept this agreement with the under-
standing that the City has a right-of-way across Mr. Pitt's
property to City owned property abutting Lake Erie, and

that any platt of Mr. Pitt's property must include said
right-of-way. Motion by Mr. Rice seconded by Dr. Nicholson
that this agreement be accepted as recommended by the City

Mr. Edward McLaughlin addressed the Council and stated he

enforcement of motor bike riders wearing helmets within
the City of Anacortes. Police Chief Beebe stated that this
was being enforced.

order by Mayor Jesse W. Ford on July 5, 1967 at 7:30.P.M.

Mayor Ford requested. the Council's pleasure on the minutes of
the previous meeting held on June 20, 1967. Motion by Dr.
Nicholson seconded by Mr. McDugle that minutes be approved

Mayor Ford called for guest hearings: Mrs. Julie Moe addressed
the Council stating that the City crews had cut cfo„n the weeds
on 9th Street, but that a lot of weeds were growing all over
town on vacant property. Mrs. Alice Newland addressed the

Council and stated that the Railroad did not seem to be using
their marshalling yard but were using the tracks south of the
depot for standing box cars. Mrs. Newland also asked if there
was any probability that Sunset Beach would be done away with.
Mayor Ford assured her that altho there seemed to be rumors
to that effect going around that there were no plans being
made to do away with Sunset Beach. Mr, Charles Young addres-
sed the Council and asked how much park area the city had.
City Manager replied that there were some 400 acres designated
as park area.
A letter was read requesting a. petition for the formation of a
LID at 26th Street, extending west from Commercial Avenue to
the rear entrance of Island Hospital. Permission was granted.
A letter was read from the Seattle Repertory Theatre in which
they asked if the City of Anacortes would be interested in
having their group put on its summer production of the" The
Merry Wives of Windsor" in Anacortes. All that would be required
of the community would be transportation of the set and actors
to Anacortes, a facility that would house an audience and
portable stage and a few men to help in setting up and taking
down the stage. The group will have a representative in
Anacortes on Monday to discuss further details. It was sug-
gested ghat the Little Theatre Group in Anacortes might be
interested in helping bring this group to Anacortes.
A.letter from the Association of Washington Cities was read in
which they announced a meeting to be held at 10:00 A.M. July 24,
1967 in Olympia at which time the Washington State Highway
Commission proposes to adopt as a rule of the Commission "The
1967 Manual for Signing" prepared by the Traffic Engineering
Division of the Department of Highways. Mayor Ford referred
this to the City Manager and City Engineer.
A letter from the Department of Housing and Urban Development
was read in which they thanked the City for their entry in
the 1967 Urban Development Intergovernmental Awards Program
and stated that the Awards will be publicly announced August 2,
1967,
A letter from the Washington State International Trade Fair
was read in which they gave notice of their Annual Meeting of
the Board of Trustees to be held July 13, 1967 at 4:00 P.M.
at the Seattle Chamber of Commerce.
Mr. Wilshire and Mr. Carlton, representatives of the T.V.
Systems Cable Service were introduced and gave an outline of
their proposed rebuilding of the T.V. Cable System in Anacortes.
The work they will do will help.t.o greatly reduce the problems
that now exist under the present system.,
City Manager Diller showed an Industrial map of Anacortes
printed in 1923 which had been presented to the City History
Board by Mr. Richard Izban. I .
Mr. Rod Ochs accompanied by two other representatives from the
International Conference of Sports Car Clubs, addressed the
Council and gave them details of their request to hold an All
Sports Car Hill Climb on Mt. Erie either the last weekend in
September or the first weekend in October. Mr. Ochs stated
that it would be a "timed"race with only one car leaving the
starting line at a time, and there would be 20 flag stations
along the way so that a car could be stopped at any time in
case of an emergency. Mr. Ochs stated they would have Drs.,
ambulances, fire fighting equipment, and all necessary emergency

equipment on hand. They are well covered with liability and
property damage insurance for spectator as well as the part-
icipant. Mr. Ochs stated they would like to have an organi-
zation such as the Jr. Chamber of Commerce sponsor the race,
and the spectator fee would be split with any organization that
would sponsor it. Mr. Ochs also stated that they would like to
see one-third of this go to the maintenance of Mt. Erie. As
there were three Councilman absent, Mayor Ford asked to have
another week or two on this before making a decision.
Council was requested to set up a public hearing date to in-
clude Oakes Avenue in the six (6) year Street Improvement Pro-
gram, this being necessary in order that funds from the half
cent gas tax may be used. Motion by Dr. Nicholson seconded by
Mr. McDugle that a public hearing date of July 18, 1967 be
set for this. Roll: Ayes - Nicholson, Ford, Peck, McDugle. Motion
carried.
Claims for the last half of June 1967 were presented as follows:

City Manager's Report:
1. Reported on party living within the Urban Renewal
area who owes $225.00 rent to the City but because
of an extremely low income is unable to pay. Said
party has found housing outside of the Urban Renewal
area and would be entitled to a $500.00 relocation
adjustment payment for low income families, and
$150.00 for moving expenses, but before these pay-
ments can be made the Council would have to give
permission to waive the back rent owing.
Motion by Mr. McDugle seconded by Dr. Nicholson that because
of the circumstances in this particular case that the delin-
quent rent of Mrs. Wilma Taylor be waived. Roll: Ayes -
Nicholson, Ford, Peck, McDugle. Motion carried.
2. Asked for permission to call for bids on chemicals
for water and sewer departments. Permission granted.
Motion by Dr. Nicholson seconded by Mr. Peck that meeting be

Mayor Ford called for guest hearings: Mrs. Julie:Moe addressed

letting the Sports Car Club hold a race on Mt. Erie.
A letter was read from the Washington Law Enforcement Officers
Training Commission setting forth minimum standards being con-
sidered by the commission for the recruitment and selection of
law enforcement personnel in Washington State. A meeting to
adopt these standards will be held on September 19, 1967 in
Olympia, Washington.
A letter was read from the Washington State Urban Arterial Board
in regard to administering the Urban Arterial program financed
by the 5/8 of one cent gas tax for cities and counties, and re-
quested cities and counties to make certain reports and comply
with certain regulations.
A letter from the Association of Washington Cities was rea.d in
which they stated that Western City Magazine was .looking for
examples of advanced thinking in the police service. Mayor Ford
referred this to the City Manager and Police Chief.
A letter was read from the United States Conference of Mayors
requesting a copy of Anacortes's model city application.
A letter was read from the Association of Washington Cities in
regard to the new health law and stated that financial support
from the cities would be required.
A letter from Statewide City Employees Retirement System was
read in which they were requesting names of city officials that
might like to participate in the administration of the retire-
mentsystem by serving on the -Board of Trustees.
City Attorney Wells read a proposed ordinance changing the zoning
from M-1 to C-2 in the area. south of 4th Street, east of "Q" and
west of "T" Avenue, and south to Market Street. Some discussion
took place after the reading of the ordinance. A lady from the
audience asked why it was being re -zoned. The City Manager re-
plied that there had been many complaints from residents of the
Cap Sante area about dust and noise and the Planning Commission
and Port Commission had several meetings on this and the conclusion
reached was that industry should not go south of 4th Street.
Councilman Peck asked if it was not true that this area was being
re -zoned to C-2 because certain property within this area would
be looked at by Local Housing Authority for housing for the eld-
erly. The City Manager replied that no Housing Authority Board
had been appointed as yet. Councilman Peck replied that he knew
this but had heard that property in this area would be considered
for housing for the elderly after the Housing Authority Board was
appointed. Councilman Dr. Eugene Strom said that he had heard of
two industrial firms who were interested in purchasing property
in this area and thought perhaps this was one of the reasons that
the area was being re -zoned to C-2. Councilman Robert Perry stated
that he was tired of hearing about rumors and would like to have
some concrete facts and names. Motion made by Mr. Perry seconded
by Dr. Nicholson that this re -zoning ordinance be adopted and
-given Ordinance No. 1429. Roll: Ayes - Perry, Nicholson, Rice,

City Attorney Wells read an emergency ordinance which states that
within approximately the last two months, the City has been ad-
vised by the Office of the Attorney General of the State of Wash-
ington of the probable pendency of a civil suit to be brought
under the supervision and control of the Attorney General's
Office on behalf of various municipal corporations of the State
against certain suppliers of chlorine and lime, who may have
entered into a conspiracy for the restraint of trade over a
period of time during which they sold chlorine and lime and allied
materials to -said municipal corporations, the City of Anacortes
being one. It is proposed by the Attorney's General Office that
the various municipal corporations join together in connection
with financing said lawsuit, with each city being asked to advance
$1,000.00. City Attorney Wells said that this ordinance could
not be passed until after it was published in the paper and a
public hearing was held. Motion by Mr. Rice seconded by Mr. Perry
that the ordinance be published in accordance with the law and
that a public hearing date of August 1, 1967 to set. Roll:
Ayes - Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom.
Motion carried.
City Attorney Wells read an ordinance updating the code, said
ordinance providing for the election of one councilman from each
ward of the City as heretofore established, and for the election
of four councilmen at large, and repealing Sections 5 through 8,
inclusive, of Ordinance No. 510, passed and approved by the City
Council on January 2, 1912, and constituting Sections 1-2.04 and
1-2.05 of the Code. Motion by Mr. Rice seconded by Mr. Perry that
this ordinance be adopted and given Ordinance No. 1430. Roll:
Ayes - Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom. Motion
carried.
City Attorney Wells read a resolution authorizing the.filing of
an amendatory application for loan and grant for project #R-15,
which is the Urban Renewal Project. The application would be for
obtaining additional funds for relocation payments. Motion by
Mr. Rice seconded by Mr. Perry that this resolution be adopted
and given Resolution No. 202. Roll: Ayes - Perry, Nicholson,
Rice, Ford, McDugle, Strom. Nayes - Peck. Motion carried. Mr. Peck
stated he was voting "no" on this as the wording of the resol-
ution was not too clear as to whether it was a grant or a loan.
Mayor Ford declared a public hearing to be open on including
Oakes Avenue west in the six year City Street Improvement Program.
City Manager Diller said there were 55 streets included in the
program and 12th Street from Commercial to Florida was included
and this proposal would take it from Florida to the Ferry turnoff.
Councilman Peck stated he thought that the State should be asked
to do any black topping that might be under -consideration. Mr.
Peck was in favor of the City doing the necessary work to widen
the shoulders and gravel them. Dr. Strom asked how hard the City
had tried to get the State to do anything on this, and stated that
we should keep after the State and get them to do everything that
they would, and suggested that not only the City but also the
Chamber of Commerce keep after the State. Mayor Ford declared the
public hearing to be closed. Motion by Mr. Rice seconded by Mr.
Peck that the City Attorney be instructed to prepare the necessary
resolution for this. Roll: Ayes - Perry, Nicholson, Rice, Ford,
Peck, McDugle, Strom. Motion carried.
City Engineer, Wm. F. Gallagher had a resolution already prepared
on this which the City Attorney read at this time. Said resolution
would amend the comprehensive street program to include widening
and clearing of shoulders on Oakes Avenue from Georgia Avevne to
the State Ferry turnoff. Motion by Mr. Rice seconded by Mr. Peck
that this resolution be adopted and given Resolution No. 203. Roll:

A discussion on the proposed purchase of 32nd Street land for
a park took place. City Manager Diller stated there was 8.39
acres in the piece of property and it had been appraised at
$65,000.00, however, there was some possibility that the owners
would sell for $60,000.00 on at five (5) year contract with
interest at 5% on the declining balance. Mr. Diller stated that
the Chamber of Commerce had offered to donate $16,000.00 towards
the purchase of this property, providing it was done within one
year and also that the park be named the "Chamber of Commerce
Park", and that -it only be used for Park purposes. Councilman
Peck asked how much in excess of the $60,000.00 would be required
to drop the sewers and bring in top fill and put it in shape so
that it could be used for a ball field. The City Manager said he
thought the city crews could probably drop the sewers. Council-
man Rice said he would like to thank the Chamber of Commerce for
their offer to help with the purchase of this property but .that
he thought the price was too high for this particular property.
All Councilmen thought some meetings should be held with the
Park Board before any decisions are made on this, and that the
overall cost, including preparing it for a ball field, must be taken
into consideration.
The request from the International Conference of Sports Car Clubs
to use Mt. Erie for one of their annual events was brought up for
discussion. Motion by Mr. Rice seconded by Mr. Perry that per-
mission be granted providing the County also approves, and pro-
viding that the Club would be held responsible for any road
damage, and also would take care of clean-up work after the meet,
and that the City Council approve places for spectator viewing.

A regular meeting of the Anacortes City Council was called to
order by Mayor Jesse W. Ford at 7:30 P.M. on August 1, 1967.
Invocation was given by Rev. Neil Munro of the Presbyterian
Church.
Roll call: Mr. Robert Perry, Dr. L. E. Nicholson, Mr. - James Rice,
Mayor Ford called for guest hearings: Mr. Ken Cox addressed the
Council. and stated he would like to request an appeal on the
building code in reference to variances. Mr. Cox would like to
build a 6' fence, which is not allowed unless an appeal is made
to the Board of Adjustment and in order to make such an appeal
a fee of $25.00.is charged. Mr. Cox stated that the cost of his
fence would run somewhere between $50.00 to $60.00 and he thought
it was somewhat expensive to have to have to pay the $25.00 fee
in order to obtain permission to build, and wondered if perhaps
some sort of a percentage basis might be worked out on these
variance fees. Councilman Peck stated that an inequity does
exist and'that in his opinion a sliding fee schedule would be
much more feasible and fair. Councilman McDugle stated -that he
thought a $10.00 fee would be plenty high. Mayor Ford asked the
City Manager to explore the possibilities of making changes on
this.
Mrs. Julie Moe addressed the Council and stated that when the
rezoning of the lower Cap Sante area, was being discussed, the
point 'had been brought out that it might be an incentive for
residents in this area to fix up their homes. Mrs. Moe stated
that to residents living on the east side of the railroad that
there didn't seem to be much incentive to do anything as they
felt they were more or less isolated from the rest of the City
by the railroad yard.
A letter from the Seattle Repertory Theatre was read confirming
the agreement between the Repertory Theatre and the community of
Anacortes. The Repertory group will present their production of
the "Merry Wives of Windsor" in the Anacortes High School gym on
Thursday, August 17, 1967, at 8:00 P.M. This will be free of
charge to the public,The community of Anacortes will provide men
and trucks to transport the stage and equipment from Everett to
Anacortes, and provide one bus to bring the cast from Seattle to
Anacortes.

City Attorney Wells read an emergency ordinance pertaining to
issuing a warrant for $1000.00 for attorney expenses by the
Attorney General's Office on behalf of various municipal cor-
porations of the State of Washington against certain suppliers
of chlorine and lime, who may have entered into a conspiracy
for restraint of trade. A public hearing on this ordinance was
opened by Mayor Ford. There were no remarks from anyone and
Mayor Ford closed the public hearing. Motion by Mr. Perry
seconded by Mr. Rice that this ordinance be adopted and given
Ordinance No. 1431. Roll: Ayes - Perry, Nicholson, Rice, Ford,
Peck, McDugle. Motion carried.
City Attorney Wells read an easement that had been prepared in
connection with property line difficulties at some property
owned by the City at Lake Erie, and a private property owner.
This easement would allow the City to have access to the lake.
A motion made by Mr. Rice and seconded by Mr. Perry that this
easement when properly signed, b.e accepted. Roll: Ayes - Perry,
Nicholson, Rice, Ford, Peck, McDugle. Motion carried. A motion
made by Dr. Nicholson and seconded by Mr. Rice that the City
approve the exchange of quit claim deeds on the above mentioned

City Attorney read a letter from Mabel McNutt in which she en-
closed $5.00 and asked for a quit claim deed to clear title to

Mayor Ford said he had a request from Jack Granville asking per-

Chief and Fire Chief work out arrangements for a spot in which

Mayor Ford called for guest hearings. Mrs. Julie Moe addressed
the Council and asked to have pulp juice spread on "T" Avenue
and on the road leading into her house. Rev. Francis Bunger
addressed the Council and stated that he had a letter in to the
Council to be read, in which he was requesting that the City
Council take whatever action would be necessary to restrict the
sale of alcohlic beverages on Sunday and to leave the liquor
regulations just as they are at present time. Mayor Ford then
read Rev. Bunger's letter and also a letter written by Rev.
Ashley -Cole on behalf of the Anacortes Ministerial Association,
which contained the same request. Councilman Peck said there
was an article in the newspapers in which the Assistant Attorney
General said the cities do not have the right to ban the sale of
liquor on Sunday but can set the hours. Mayor Ford instructed
the City Attorney to find out for certain just what the cities
can and cannot do on this question.
Mayor Ford reminded everyone of the Seattle Repertory Theatre
presentation of "The Merry Wives of Windsor", which will be
presented at the Anacortes High School on August 17,'1967.
Mayor Ford read a letter from H. E. Link, Director of the
Department of Civil Defense for the State of Washington, in
which Mr. Link expressed his thanks for the contribution to
Civil Defense made by the City of Anacortes.- Mayor Ford read
a letter addressed to the City Manager from Senator Warren G.
Magnuson in which Mr. Magnuson said he had reviewed the Model
Cities application sent in by the City of Anacortes and that
it would have his complete support for full funding and that
he would devote his total efforts to achieving Senate approval
of.the request. A letter from the Fraternal Order of Eagles.

parking spaces in front of their building for vehicles to be
used in transporting guests from Victoria on August 26th and
27th, 1967. Mayor Ford asked Police Chief Beebe if this was
alright with the Police Department, and Chief Beebe said -that

that permission be granted to the Eagles to reserve these six

in the total principal sum of $50,340.23. Motion by Mr. Perry
seconded by Mr. Rice that this resolution be adopted and given

An emergency ordinance was introduced and read by City Attorney
Wells which would provide funds for the purchase of a used
pickup truck to replace a worn out vehicle of the Cemetery

that a public hearing date on this ordinance be set for
September 5, 1967 at 7:30 P.M. in the Council Chambers. Roll:

The City Attorney read a proposed resolution authorizing filing
of Amendatory application to increase Loan and Relocation Grant
for making relocation payments under section 114 of Housing

Mayor Ford called for guest hearings.: Rev. Don Hardenbrook
addressed the Council and asked what progress was being made on
obtaining land for a ball field for Little League. Mayor Ford
replied that the City was in the process of negotiating for the
purchase of the 32nd Street property, which if acquired would
be used for a ball field. Rev. Hardenbrook asked what would be
available if the purchase of the 32nd Street site did not go
through. Mayor Ford asked Mr. Gallagher, the City Engineer, what
the comprehensive Park Plan had in it for possible ball fields.
Mr. Gallagher enumerated several places that are in the plan for
this purpose.
Under communications a request was read from property owners re-
siding on West Third and Hartford to form an LID for storm sewers,
asphalt, and curbing. A petition to form the LID was presented.
Motion by Mr. Perry seconded by Dr. Nicholson that this petition
be turned over to the City Engineer and City Clerk for processing
for sufficiency. Roll: Ayes - Perry, Nicholson, Rice, Ford,
Peck, McDugle, Strom. Motion carried.
A letter from Scott 0 Richards was read in which he submitted his
resignation as a member of the Anacortes Planning Commission.
Three letters from Governor Daniel Evans addressed to Mayor Ford
and City Manager Diller were read in which Governor Evans acknow-
ledged receipt of letters to him regarding the safety hazard
which exits at the Conway Junction. Governor Evans stated that
the letters have been referred to the Director of Highways and
the ultimate solution to the problem would be the construction
of an overpass.
Four letters and one petition with 53 signatures was read. The
letters requested the banning of -the sale of liquor on Sunday and
the petition requested restricting the sale of liquor on Sunday
to one hour.
Seven names were presented for approval to be appointed to the
Community Improvement Committee. They being, Mr. John Wiley,
Mr. Gene Settlemeir, Mr. Ham Sandvig, Mr. Joe Sturgeon, Mr. W. B.
Van Horn, Mr. Ed. Weller and Mr. John Hayden. Motion by Mr. Rice
seconded by Mr. Perry that these appointments be approved. Roll:
Ayes - Perry, Nicholson, Rice, Ford, Peck, McDugle, Strom. Motion
carried.
Mayor Ford declared a public hearing to be open on the proposed
emergency ordinance which would authorize the Cemetery Department
to purchase a used pick-up truck. Councilman Peck asked if any
consideration had been given to the purchase of a new pick-up
and have it budgeted over a three year period. Councilman Peck
also stated that serious consideration should be given before
buying a used truck. City Manager Diller stated that the pur-
chase of a new pick-up could be given consideration in the budget
for 1968. Mayor Ford declared tha public hearing closed. No
action was taken on the ordinance.
A letter of certification from City Engineer Wm. F. Gallagher was
read which stated that the work of furnishing a pit run gravel
base called for under LID #163 and the contract therefor with
J. I. Mayer had been satisfactorily completed and acceptance by
the City is recommended, and payment of $1,057.54 which represents
the total contract price less a 15% retention is in order. Motion

City Manager Earl Diller reported that with the exception of a
little finishing work yet to be done, that the LID #163 was
completed, and also that the paving of "Q" Avenue had been com-
pleted..
Councilman Rice asked the Council to consider the relocation of
the access road into the Guemes Island Park.

Councilman Strom brought attention to the gact that all along
Commercial Avenue from 37th to 2nd Streets, that property owners
were letting weeds and grass grow up around light standards and
curbs.
Councilman Perry asked if there was any way that property owners
along 12th Street and Oakes Avenue could be encouraged to water
their lawns and keep them green. The City Manager stated -that
water rates in Anacortes were lower than in. surrounding areas
and also that from May 15th to September 15th each year, people
were given a double amount of water for the same price. This
had been done in the hopes that people would use the extra water
to water their lawns.

A regular meeting of the Anacortes City Council was called to
order by Mayor Pro Tem. Jim Rice at 7:30 P.M. September 19, 1967.
The invocation was given by Father Paul Auer St. Mary's Church.
Roll call: Dr. L. E. Nicholson, Mr. James Rice, Mr. Marion Peck,
Mr. Don McDugle, Dr. E. A. Strom, Jesse W. Ford excused from this
meeting and City Attorney Wells excused. Councilnpan Robert Perry
entered meeting at 7:35 P.M.
Mr. Rice requested the Council's pleasure on the minutes of the
previous meeting held September 5, 1967. Motion by Dr. Nicholson
seconded by Dr. Strom that minutes be approved as if read. Roll:

carried.
Mr. Rice called for guest hearings: Mrs. Julie Moe addressed the
Council and stated that everything must be going along fine as
she had no complaints to make.
Under communications a letter from Mr. Paul Schofield, chairman
of the Anacortes Planning Commission, was read in which he stated
that the Planning Commission had been confronted with no less
than three requests for land use and zoning considerations for
areas and properties in the west end of the City and Mr. Schofield
asked the City Council to proceed at once with their deliberation
of the land use proposal submitted to the City Council on June 20,
1967, and stated that the Planning Commission would meet in a study
session with the City Council if desired.
A letter from Mrs. M. A. Mankins was read in which she voiced a
protest against Sunday sale of liquor.
A letter was read from the Port of Anacortes telling of the work
they have been doing towards providing a public airport for the
Anacortes area, and stating that an engineering survey was being
made and legal descriptions prepared in order to acquire the needed
property, and following the survey and property acquisition an
engineering and planning firm would be engaged to do the Airport
layout plan. When the layout plan is completed the Port would
like to have a meeting with the City Officials to further acquaint
them with the plan and invite comments and recommendations from
the Council
Mr. Will Amble, Mr. Hal Murray, Mr. Harvey Taylor and Mr. Lenn
Clark, representatives from the engineering firm of Stevens,
Thompson and Runyan, Inc., were in attendance and Mr. Clark and
Mr. Taylor gave a resume' on the final engineering design of the
proposed water treatment facilities and the transmission lines to
the City. The estimated cost for these projects are as follows:

The drawings and specifications of these prgjects are being
submitted to the State of Washington Department of Health for
their review and approval, and applications are being prepared
for requests for construction permits from the Corps of Engineers
and the State Department of Water Resources, and the engineering
firm recommended that the submitted documents be approved by the
City Council by Resolution, so that application can be made to
the H.U.D. for final approval. The resolution covering this
was read by Mr. Rice. A motion by Mr. Perry seconded by Dr.
Nicholson that this resolution be adopted and approved and given
Resolution No. 208. Roll: Perry, Nicholson, Rice, Peck, McDugle,
Strom. Motion carried.

Mr. Bob Allen addressed the Council and stated that he has been
preparing for expansion of his west -end trailer court in anti-
cipation of a zoning change, and that he had been stopped from
doing any more work by the City Building Inspector/ Some dis-
cussion took place as to just what the situation was, and it was
determined that no zoning problems exist, butthat it would be
necessary for Mr. Allen to obtain approval of hisseptic tank
system from the County Sanitation Department. Mr. Rice told
Mr. Allen that as soon as he obtained approval of the sewage
system that the City would issue him a building permit so he
could proceed with his expansion program.
Mrs. Axel Anderson who resides at 1820 - 8th Street asked for
help from the City in opening up the end of 7th Street so that
property owners in this vicinity would have better access to
their homes, and they would also like to have the street oiled
so as to correct dust problems that exist. Mr. Rice told Mrs.
Anderson that the City would do something to help correct the
problem.
Mr. Paul Luvera addressed the Council and stated he had a 30 -
foot totem pole which he would like to donate to the City and
have it placed at Sunset Beach. On behalf of the City, Mr.
Rice thanked Mr. Luvera for his generous offer and asked him
to make the formal presentation to the Park Board.
A motion by Mr. McDugle seconded by Mr. Peck that meeting

October 2, 1967 Special Council Meeting
A special meeting of the City Council was called to order
by Mayor Pro Tem. James Rice, at 7:30 P.M.
Roll call: Robert Perry, Dr. L. E. Nicholson, James Rice,
Marion Peck, Don McDugle, Dr. E. A. Strom. Mayor J. W. Ford
excused from meeting.
Mayor Pro Tem. Rice stated that purpose of Special Meeting
was to have a public hearing and Council action on the 1968
proposed budget for the City of Anacortes.
Mayor Pro Tem Rice declared the public hearing to be open
and asked for comments from the audience. There was none
Public hearing was closed.
Councilman Peck asked about a correction that had been made
on the dog warden's wages. City Manager Ciller explained
that this was overlooked when the preliminary budget was done,
and as the dog warden works half time he would receive a
$25.00 raise instead of $50.00 which other employees are
receiving.
Councilman Peck also asked about having four (4) radio
operators and thought it would be better to provide for
five (5) as there would be a total of twenty-one (21) shifts
in a week. This was agreed on and the budget changed accord-
ingly.
Councilman Strom asked the present Council and also future
Council's to give a lot of thought and consideration to the
park on Guemes Island. He mentioned access roads, possibility
of ownership of tide lands, and more modern sanitary facilities
should be given consideration. Councilman Nicholson mentioned
that it might be a.good idea to have electric lights in Guemes
Park especially during the summer months. Councilman Peck
stated that more improvements were needed at Washington Park
also.
Motion by Mr. Perry seconded by Dr. Nicholson that the budget
be approved as corrected. Roll: Ayes - Perry, Nicholson, Rice.

City Attorney Wells read the ordinance covering the adoption
of the budget. Motion by Mr. Perry seconded by Dr. Nicholson

Mr. Rice called for guest hearings: Mr. John Harlow addressed
the Council. First item Mr. Harlow discussed was the problem
of'dogs running loose at night. Second item brought up by
Mr. Harlow was the possibility of having trailer spaces in
Washington Park. Mr. Harlow stated that he thought Anacortes
was losing'out an a money making industry, by not having
trailer spaces available at the Park. The third thing brought
up by Mr. Harlow was baseball fields. He asked why it wasn't
possible to use some of the Urban Renewal area for this pur-
pose until such time as there was a field available elsewhere.
Mr. Rice stated that he thought the dog warden was doing a
good job, but it was impossible for a dog warden to work
nights. On the question of trailer spaces at Washington Park,
Mr. Rice stated that there were a lot of problems involved as
far as County Sanitation regulations were concerned and also
there would be -the matter of providing electrical hookups for
each trailer space, and the cost would probably run somewhere
between $700.00 and $1,000.00 per trailer space. On using
Urban Renewal property for a baseball field Mr. Rice explained
that the Federal'Government had certain rules and regulations
in regard to the use of this property and at present time it
could not be used.
Under communications a letter was read from the Anacortes Arts
and Crafts Festival, signed by Mr. Douglas Burton, Chairman
of Board of Directors, in which they asked the -Council to give
consideration to using the old Library building as a Historical
Museum and Art Gallery. A letter from Mr. Lewis McKay,
Assistant Superintendent of Anacortes Schools, addressed to
Mr. Oscar Thorene, City Street Superintzndent, was read in
which Mr. McKay expressed the schools appreciation and thanks
for the work done by the City Street crews on 24th Street in
front of the school administration building.
A letter was read from the Planning Commission in which they
recommended vacation of a alley described as in the King
Addition, Block 2, bordering 39th Street on the South, "Q"
Avenue on the east, Taylor Street.on the north, acreage to
the West, with the alley running east and west.

A letter from Mr. Fred Brokens, Chairman of the Cemetery
Board was read in which he stated that Mr. Bert Bowen had
resigned from the Cemetery Board.
Mr. Rice requested the Council's pleasure on the recommend-
ation of the Planning Commission for the alley vacation.
Motion by Dr. Strom seconded by Mr. Perry that a public
hearing date of November 7, 1967 be set on this. Roll: Ayes -

City Attorney Wells read a proposed resolution authorizing
application for funding assistance for an outdoor recreation
project to the Interagency Committee. This project would
consist of a community park bounded by 32nd Street, east
line of J. M. Moore Addition, 29th Street and the east line
of Section 25, Township 35 north, Range 1 east, W.M. motion
by Mr. Perry seconded by Dr. Nicholson that this resolution
be adopted and given Resolution No. 209. Roll: Ayes - Perry,
Nicholson, Rice, McDugle, Strom. Nayes - Peck. Motion carried.
Mr. Peck asked if this application had not been received some
time ago. It was determined that it had been. Mr. Peck
stated that he would like to have it stated in the minutes
that this application had been on hand at City Hall for some
time prior to it being presented at Council meeting. Mr.
Perry pointed out that it had not been brought up at Council
meetings before because of the fact that price negotiations
were going on with although he voted "yes" on this resolution
that for some time it had bothered him to have things brought
to Council meeting that had to be acted on at once because of
dead lines. Dr. Strom was of the opinion that the Council
and any City Boards that might be concerned should have ample
time to study any resolutions or ordinances before being
brought to Council meeting for adoption. Dr. Nicholson stated
he was under the impression that this resolution had been
passed by the Council before on recommendation. of the Park
Board, and that this resolution was just up -dating the previous
one.
A proposed resolution was read by City Attorney Wells which
would establish a public hearing date of Local Improvement
District #163. Motion by Dr. Nicholson seconded by Dr.
Strom that resolution be adopted and given Resolution No. 210,
and that December 5, 1967 be set as the public hearing date
on LID #163. Roll: Ayes - Perry, Nicholson,.Rice,-Peck,

be adopted and given Resolution No. 211. Roll: Ayes - Perry,

A letter from the Port of Anacortes was read in which the
Port stated they had approximately five hundred ($500.00)
to spend for planting trees along the north side of 4th
Street and on "T" Avenue. The trees would make-•-. screen
along 4th and "T" to help keep noise and dust away from the
residential areas east of the Port property. The Port asked
the City to cooperate in this effort by providing soil,
planting labor and supervision by Mr. Earl Wells, Wells
Nursery, Mount Vernon. Some discussion took place as to
where the trees should be planted in relation to the rail-
road tracks so as not to obstruct vision for the railroad
crossing. A motion made by Mr. Perry seconded by Dr. Nicholson
that the City approve and enter into the tree planting pro-
ject with the Port of Anacortes and that the trees be placed
wherever it was determined to be the best position. Roll:

public on Wednesday, Saturday, and Sunday from 8:00 A.M. to
5:00 P.M. Mr. Rice stated that it would be open on the days
stated in the Ordinance. Mr. Fred Tidrington asked why the
dump could not be open every day. Mr. Rice replied that for
the present we would abide by the Ordinance.

directional signs from the ferry landing into tDwn which
would direct ferry traffic to the city center.

The regular meeting of the Anacortes City Council was called
to order by Mayor Jesse W. Ford at 7:30 P.M. on November 7, 1967.
Roll Call: Mr. Robert Perry, Dr. L. E. Nicholson, Mr. James Rice,
Mr. Jesse W. Ford, Mr. Don McDugle. Councilman Marion Peck was
excused. Dr. E.• A. Strom was absent.
Mayor Ford requested the Council's pleasure on the minutes of
the previous meeting held October 17, 1967. Motion by Mr. Perry,
seconded by Mr. Rice that the minutes be approved as if read.
Roll: Ayes - Perry, Nicholson, Rice, Ford, McDugle. Motion
carried.
Mayor Ford called for guest hearings: Mrs. Julia Moe addressed
the Council and stated that there was a drainage problem near
her home in the Cap Sante area. Mr. Ford said that the'Street
Superintendent would take a look at it and see just what could
be done to remedy the situation.
Mr. Chuck Langlois addressed the Council on behalf of the Trades
Promotion Committee of the Anacortes Chamber of Commerce. Mr.
Langlois.stated they had a letter in to the Council for consid-
eration. They were asking to have Commercial Avenue, between
6th and 7th Streets closed for two weeks prior to Christmas in
order to establish a mall and put up Christmas decorations.
Mayor Ford read a letter from the Trades Promotion Committee
and stated that if there were no objections from the Council
he would turn this over to the City Manager to work out details
with the Committee from the Chamber of Commerce.
Mrs. Alice Newland invited everyone to attend a showing of a
film entitled "What Will Washington Be Like in 1976?" which
will be shown at the City Hall on November 8, 1967, at 7:30 P.M.
A letter from the Community Improvement Committee was read in
which they recommended that the City Dump be open every day of
the week. They also recommended that parking meters be taken
from side streets and that the remaining meters on Commercial
Avenue be closely maintained by the Police Department. On the
matter of the City Dump, Mayor Ford stated that the Council
would study the problem. On the parking meter situation, Mayor
Ford turned this over to the City Manager to work out with the
Chief of Police, Chamber of Commerce and all other interested
parties.

A letter was read from the Henry Gallery at the University of
Washington in which they were inquiring about the possibility
of borrowing work from the City of Anacortes' collection for
an exhibition of nineteenth century American paintings which
is to be held at the Henry Gallery from January 2 to February
4, 1968. Motion by Mr. Rice seconded by Mr. Perry that the
City of Anacortes comply with the request and turn the matter
over to the Anacortes History Board. Roll: Ayes - Perry,
Nicholson, Rice, Ford, McDugle. Motion carried.
Public Notice No. P-67-253 issued by the Army Corps of Engineers
was read. This notice stated that an application had been
received by them from the City of Anacortes, for a Department
of Army permit to construct a water intake structure and a
submarine water line in the Skagit River, at Avon, Skagit
County, Washington.
A letter from the Washington State Highway Commission was read
in which they asked for opinions about changing signs to and
from Anacortes and points west from the Interstate Highway near
Burlington. The existing sign includes the words, "Anacortes -
Ferry" on the first line and "Deception Pass" on the second line.
The Department of Highways has received suggestions that the second
line be changed to "Whidbey Island". This was discussed by the
Council members and their suggestion was to propose the possibil-
ity of having either "Whidbey - Deception Pass" or "Deception Pass
- Whidbey" on the second linea
A proposed ordinance was read by City Attorney Wells. This
ordinance would provide for an LID for improvement of portions
of Hartford Avenue and 3rd Street West in the Northern Pacific
Addition of Anacortes, Washington, to be known as Local..Improve-
ment District No. 164. Motion by Dr. Nicholson seconded by Mr.
Perry that this ordinance be adopted and given Ordinance No. 1434.
Roll: Ayes - Perry, Nicholson, Rice, Ford, McDugle. Motion carried.
A letter from the Planning Commission was read in which they
stated they had reviewed the Harry Davidson proposal for develop-
ment in the West End of the City and that the Planning Commission
had approved the general concept, subject to more detailed plans
as the development progresses and the Planning Commission re-
commends that the City Council give this proposal its immediate
attention. Motion by Mr. Rice, seconded by Mr. Perry that a
public hearing date of November 21, 1967, be set on fxkaxgxtkas

Another letter from the Planning Commission was read in which
they recommended to the City Council that the zoning ordinance
on fence height variances be changed. The change would lower the
application fee to the Board of Adjustment for variances to $10.00
rather than the $25.00 as it is at present. Motion by Mr. Perry
seconded by Dr. Nicholson that a public hearing date of November
21, 1967, be set on making this change. Roll: Ayes - Perry,
Nicholson, Rice, Ford, McDugle. Motion carried.
Mayor Ford declared a public hearing to be open on the proposed
Alley Vacation previously recommended by the Planning Commission.
The alley in question is described as in the King Addition,
Block 2, bordering 39th Street on the south, 110" Avenue on the
east, Taylor Street on the north, acreage to the west, with the
alley running east and west. Mrs. John Bettys addressed the
Council. Mr. and Mrs. Bettys own the adjacent property and were
the ones who made the request for the vacation and Mrs. Bettys
gave their reasons for asking for the vacation. There were no
other comments and the public hearing was closed by Mayor Ford.
Motion by Mr. Perry seconded by Dr. Nicholson,:that this vacation
be granted with the provision that a land appraisal be made and
the City of Anacortes retain easements rights for utility pur-
poses. Roll: Ayes - Perry, Nicholson, Rice, Ford, McDugle.

City Attorney Wells read a proposed resultion which would
transfer $500.00 from the Salary and Wage Account in the
Cemetery Department to the Maintenance and Operation account.
Motion by Mr. Perry seconded by Mr. Rice that this resolution
be adopted and given Resolution No. 212. Roll: Ayes : Perry,
Nicholson, Rice, Ford, McDugle. Motion carried.
City Attorney Wells read a proposed ordinance appropriating the
1968 revenues of the City of Anacortes in the various depart-
ments as set forth and designated in Section 1 of Ordinance
No. 1432, passed and approved by the Anacortes City Council
October 2, 1967. Motion by Mr. Rice seconded by Mr. Perry that
this ordinance be adopted and given Ordinance No. 1435. Roll:
Ayes - Perry, Nicholson, Rice, Ford, McDugle. Motion carried.

A regular rtieeting of the Anacortes City Council was called to
order by Mayor Jesse W. Ford on November 21, 1967 at 7:30 P.M.
The invocation was given by Rev. K. G. Egertson of the Luthern
Church.
The newly elected Councilmen were presented with their certi-
fication of election, and Judge Eugene C. Anderson administered
the oath of office to them. The new Councilmen seated were
Gary G. Nelson, Position No.l, Floyd L. Lunsford, Position No.2,
Don H. McDugle, Position No. 3, James Rich, Position No. 4, and
Laurence E. Nicholson, Position No. 5, (Ward 1). Other Council
members present were Jesse W. Ford and Robert Perry.
Mayor Ford presented two outgoing Council, Dr. E. A. Strom and
Marion A. Peck, with certificates of service.
Mayor Ford than called for nominations for a new Mayor. Dr.
Nicholson nominated Jesse W. Ford and the nomination was
seconded by Floyd Lunsford. There were no further nominations
and a motion made by Mr. Perry seconded by Mr. Rice that the
nominations be closed. Roll: Ayes - Perry, Nicholson, Rice,
Ford, Lunsford, McDugle, Nelson. Motion carried.
A vote on the nomination of Jesse W. Ford for Mayor was then
called for. Roll: Ayes - Perry, Nicholson, Rice, Ford, Lunsford,
McDugle, Nelson, Carried.

Mayor Ford welcomed Floyd Lunsford and Gary Nelson to the
ranks of Councilmen, the other three new ones having been
re-elected. Mayor Ford gave a resume of things that had
been accomplished the past few years and expressed his hope
that progress would continue for the City of Anacortes.
Mayor Ford also expressed this thanks to all those serving
on the various city boards.
Mayor Ford asked the City Council to re -affirm the appoint-
ments of Dr. L. E. Nicholson to the Air Pollution Control
Board and the appointment of Jesse W. Ford to the Skagit
Regional Planning Council. Motion by Mr. Rice seconded by
Mr. Perry that these two appointments be re -affirmed. Roll:
Ayes - Nicholson, Rice, Ford, Lunsford, McDugle, Nelson,
Perry. Motion carried.
Mayor Ford suggested the following appointments be made on
the finance committee.

The names of Wesley Rawhauser and Charles MacDonald'were
recommended to serve on the Planning Commission. Motion by
Mr. Rice seconded by Mr. Perry that these recommendations be

Nicholson, Rice, Ford. Motion carried.
The name of Paul Lunsford was recommended to serve -on the
Board of Adjustment. Motion by Dr. Nicholson Seconded by Mr.

The name of Nick Petrish, Jr., was recommended to serve on the

Mayor Ford called for guest hearings: Mr. Chuck Langlois
representing the retail merchants committee of the Chamber of
Commerce addressed the Council and said he had made a survey
of the merchants in regard to having a Christmas mall between
6th and 7th Streets and had found only one who objected.
Motion by Mr. Rice seconded by Mr. Perry that permission be
granted to have the Christmas mall. Roll: Ayes - Nicholson,

Under communications a letter was read from the Mountaineers
of Seattle in which they requested the use of Mt. Erie for
field trips for the dates of April 20 and 21, 1968, and for
September 14 and 15, 1968. Motion Mr. Rice seconded by Mr.
Nelson that permission for these dates be granted. Roll:
Ayes - Rice, Ford, Lunsford, McDugle, Nelson, Perry, Nicholson.
Motion carried.
Mayor Ford declared a public hearing to be open on the pro-
posed, changes ,in the..compr.e$ensive plan for 1980 (Land Use
Map) in the Skyline Area, western part of the City. The pro-
posed changes are recommended by the Planning Commission after
their own public hearing. Mrs. Alice Newland addressed the
Council and asked if 'the trailer park portion would be screened
off from Washington Park. It was established that it would be.
There were no further comments and Mayor Ford declared the
public hearing closed. Motion by Mr. Rice seconded by Mr.
Perry that these changes be approved and the City Attorney
instructed to draw up an ordinance to cover the changes. Roll.:

Motion carried.
Mayor Ford declared a public hearing to be open on the pro-
posed changes in the fence variance fee. The Planning Com-
mission having recommended that the fee be changed from $25.00
to $10.00. Mr. Rice stated he would be in favor of lowering
this fee to $5.00. Mr. Perry also stated he would be in favor
of the $5.00 fee. A Motion made by Mr. McDugle seconded by
Mr. Perry that the recommendation be amended to lower the fee
to $5.00. Roll: Ayes - Lunsford, McDugle, Nelson, Perry,
Nicholson, Rice, Ford. Motion carried. The public hearing
was continued on the basis of the amendment. There were no
further comments and Mayor Ford declared the Public Hearing
to be closed. Motion by Dr. Nicholson seconded by Mr. Perry
that the proposition as amended be approved and the City
Attorney instructed to prepare an ordinarice to cover same.

A proposed resolution amending the City's application to the
Department of Housing and Urban Development for Open Space
Funds was presented. Gordon Logan gave a review of this
application. City Attorney Wells read the resolution. Motion
by Mr. Perry secondod by Dr. Nicholson that this resolution
be adopted and given Resolution No. 213. Roll: Ayes - Nelson,
Perry, Nicholson, Rice, Ford, Lunsford, McDugle. Motion
carried.
Council permission was asked to enter into a purchase contract
for the proposed 32nd Street Park, this permission to be con-
tingent on the approval of the Courts as to the proposed
contract of sale, as owners of said property are bankrupt.
The price to be paid for the property is $55,000.00 with a
$20,000.00 down payment and balance in yearly payments for
four (4) years with interest at 5% per annum. Motion by Mr.
McDugle seconded by Mr. Perry that permission be granted to
the City Manager to enter into a purchase contract. Roll:

Go.rdon-Logan explained two proposed resolutions authorizing
the sale of property within the Anacortes Industrial Park.
City Attorney Wells read the first resolution pertaining to
Parcel 7C with an offer of $1,600.00 from the Island Broad-
casting Company. Motion by Mr. Perry seconded by Dr. Nicholson
that this resolution be adopted and given Resolution No. 214.

with an offer of $3,200.00 from Charles A. Hansen. Motion
by Mr. Rice seconded by Dr. Nicholson that this resolution

carried.
A special claim payable to Stevens, Thompson and Runyan, Inc.,
for Cap Sante Sewer study in the amount of $5,000.00 was

The City Manager reported he had a request from radio station
KAGT requesting permission to use a mobile type home as an
office and broadcasting station. This to be for a period of
two years only. The Fire Code does not cover this but could
be waived if Vie building is set back 25' from adjacent pro-
perty. Motion by Mr. McDugle seconded by Mr. Lunsford that
permission be granted as long as it conforms to city codes.

City Attorney Wells read a resolution pertaining to obtaining
a third acquisition appraisal of certain tideland parcels in
the Anacortes Industrial Park. Appraisal to be by the firm
of. Wilcox and Associates, Inc., for a fee of $3,300.00.
Motion by Dr. Nicholson seconded by Mr. McDugle that this
resolution be adopted and given Resolution No. 216. Roll:

City Attorney Wells read a resolution pertaining to updating
the appraisals on the unacquired properties in the Anacortes
Industrial Park in preparation for eminent domain proceedings.
These appraisals to be made on approximately 37 parcels of
property by the firm of Wilcox and Associated for a fee of
$7,450.00. Motion by Mr. McDugle seconded by Mr. Perry that
this resolution be adopted and given Resolution No. 21 . Roll:

City Attorney Wells read a resolution pertaining to obtaining

July 1966, so as to reduce the fee for appeals to the Board,of Adjustment
involving fence height;' and specif.y.ing application requirements, and comprising
a portion of Section 8-7.43 of the Code Motion by Mr. Rice seconded by Dr.
Nicholson that this ordinance be adopted -and given Ordinance No. 1436_. Roll:

City Attorney Wells read a proposed ordinance adopting an amendment to the
Land Use Map of the Comprehensive Plan of the City of Anecortes, and con-
stituting Section 8-13.03 of the Code. The ordinance changes residential,
manufacturing and commercial classifications of.land use in the West End -
Skyline area of the City. Motion by Mr. Nelson seconded by Dr. Nicholson that this
ordinance be adopted and given Ordinance No. 1437. Roll: Ayes,- Ford, Lunsford,
Nelson, Nicholson, Rice. Motion carried.
Mayor Ford declared a public hearing to be open on the Assessment roll for LID
#163, which covers 24th, 25th, 26th Streets and "L" Avenue west of "M" Avenue.
Mr. Joe Oien addressed the Council and stated that he was under the impression
that there had been an agreement with the City at the time the LID was formed
for the City to fill in and the a drainage ditch west of the LID. Mr. Oien
stated that the ditch is now covered with a two plank walk. City Engineer
Wm. F Gallagher replied that he wasn't sure about an agreement but he would
look into it and if such an agreement had been made that this drainage ditch
would be taken care of. Mr. Gallagher expressed thanks to all the property
owners who gave a portion of their property so that the street could be wider.
The public hearing was closed by Mayor Ford and City Attorney Wells said he
would prepare the Ordinance on the LID.
A vacation request by Ames family to vacate ten (10) feet on the west side of
"V" Avenue between 3rd and 2nd Streets was recommended by the Planning Commission.
A motion by Dr. Nicholson seconded by Mr. Perry that January 2, 1968 be set up
as a public hearing date on this vacation request. Roll: Lunsford,, Nelson, Perry,
Nicholson, Rice, Ford. Motion carried.

Mayor Ford read a proposed resolution which would establish a firm policy
relative to mandatory retirement ages for personnel of the City of Anacortes.

personnel at age sixty—five (651) This to become effective as of June 1,
1968. motion by Mr. Perry seconded by Mr. Nelson that this resolution be
adopted and given Resolution No. 219. Roll: Ayes — Nicholson, Rice, Ford,
Lunsford, Nelson, Perry. motion carried.

A regular meeting of the Anacortes City Council was called to order by mayor
Jesse W. -Ford on December 19, 1967 at 7:30 P.M.
The invocation was given by Rev. W. Buckner of the First Baptist Church.
Roll call: Dr. L. E. Nicholson, Mr. James Rice, Mr. Jesse W. Ford, Mr. Floyd
Lunsford, Mr,. Don mcDugle, Mr. Gary G. Nelson. Mr. Robert Perry entered meeting
at 7:40 P.M.
Mayor Ford requested the Council's pleasure on the minutes of the previous
meeting held December 5, 1967. motion by Dr. Nicholson seconded by Mr. Rice
that minutes be approved as if read. Roll: Ayes — Rice, Ford, Lunsford, mcDugle,
Nelson, Nicholson. motion carried.

Mayor Ford called for guest hearings. There were -none.
Dr. Jack Reid presented a letter from the Civic Activities Committee of the
Chamber of Commerce. The letter requested approval for the use of the now
vacant Carnegie Library building by the Anacortes History Board and the
Anacortes Arts and Crafts Board. Dr. Reid was present and stated that the
Anacortes Arts and Crafts would like to have the use of the lower level. He
stated that they now have a collection of seventeen (17) pieces of art which
they would like to have displayed in one place for people to look at and
enjoy. Dr. Reid was of the opinion that the building was large enough to
house both the History and museum Board and the Arts and Crafts Board.
Mr. William Gallagher on behalf of the History and museum Board stated that
a year and a half ago the History Board had requested use of the building
when it was available. Mr. Gallagher stated that they would need room for a
work shop but thought possibly things could be worked out so that the building
could house both organizations.
Mrs. Wm. Bessner stated that she thought someone should have the responsibility
of the building and the History Board would be the logical ones to have this
responsibility.
Mrs. Marie Hapeman stated that she thought the History and Museum Board needed
the entire building. They would use the upper level for displays and the lower
level for a work shop.
Dr. Nicholson stated that the History Board is a board of the City and probably
the City's first obligation is to them and he thought the details should be
worked out -before any decisions were made.
Mayor Ford stated he would be favorable towards multiple use of the building
providing arrangements could be worked out. Mayor Ford asked the City Attorney
to check into the matter and see if there were any restrictions about the use
of the building in the original grant. Mayor Ford also asked whether or not
the Library Board would be involved. City Attorney Wells stated that the
Library Board would be in control until such time as they relinquished the
building. It was then suggested that the History and Museum Board and the
Arts and Crafts Board hold a meeting with either the Mayor or City Manager
present, and report back at the Council on January 16, 1968.
Under communications a letter was read from MKs. George Franulovich of 1201 —
13th Street. She requested the City to see if an LID paving program for her
neighborhood could be set up. Mayor Ford referred this to the City Manager
and City Engineer.
A letter was read from the State of Washington Interagency Committee for
Outdoor Recreation in regard to the purchase of the 32nd Street Playground.
The letter stated that the project has been approved for funding by the
Washington State Interagency Committee. The approval is based on the matching
of 25 percent local funds with 25 percent state and 50 percent Department
of Housing and Urban Development funds. The state matching funds will be
available contingent upon project approval by HUD.
A letter was read from the Anacortes Public Schools. This letter enclosed a
copy of a Quit Claim Deed deeding the west 40' of "Q" Avenue between the south
line of 28th Street and the north line of 29th Street, vacated by Ordinance no.
1104 on April 7, 1953, from the Anacortes School District to the City of Anacortes.
The letter also urged the need for cooperative efforts between the City and the
School District concerning the vacating of any future street or alley.
The Preliminary Planning of Sewer System Improvements which covers the
downtbWM storm sewer separation and the Cap Sante Sewer System was received
back from the State of Washington Department of Health with their approval.
A letter from Telecable, Inc., was read in which they requested that their
agreement with the City dated June 4th, 1963, be renewed. This renewal to run
for a period of five years. Mr. Wm. R. Sinkunes of the Telecable Company was
present and stated that a great deal of new cable had just been installed in
various areas within the City in order to eliminate radiation problems. This
was tabled for further study by the Council and will be considered at the
January 2, 1968, meeting of -the City Council.

A letter from the'International Conference of Sports Car Clubs was read in
which they stated they were still very much interested in used Mt. Erie
for a hill climb event, and were in hopes they could obtain permission from
the County Commissioners to hold such an event next year.
A letter from the Northwest Outdoor 8dvertusubg Corporation was read in
which they requested approval to post copy on their billboard located at
Commercial Avenue and 11th Street. They have permission to post on the south
side of this billboard but would like permission to post copy on the other
side of the board. motion by Mr. Perry seconded by Dr. Nicholson that this
be turned over to the.Planning Commission. Roll: Ayes - Ford, Lunsford,

Permission was asked to call for bids on selling old City vehicles which will
soon be replaced with new ones. motion by Mr. Rice seconded by Dr. Nicholson
that permission to call for bids be granted, Roll: Ayes - Lunsford, McDugls,

Permission was asked to call for bids on gas and oil and also on legal
publications. motion by Mr. Rice seconded by Mr Nelson that permission to

A proposed resolution was read by the City Attorney. This resolution would
approve the acquisition of property in the Anacortes Industrial Park Area.
This would cover parcels listed at the prices indicated on Requests for
Concurrence in Acquisition prices, Form No. HUD -6144, numbered consecutively
1 through 14. motion by Mr. Perry seconded by Mr. McDugle that this resolution
be approved and given Resolution No. 220. Roll: Ayes - Nelson, Perry, Nicholson,
Rice, Ford, Lunsford, McDugle motion carried.

A motion by Dr. Nicholson seconded by Mr. Perry that this list be entered in

A proposed resolution was read by the City Attorney. This resolution would
authorize the City Manager to loan from the Sewer Revenue Fund the sum of
$7,000.00 to the Cemetery Department loan from the Sewer Fund to the 1963
GO Bond Fund the Sum of $100.00 and loan from the Sewer Fund to the
Transportation Fund the sum of $1,600.00. Said loans to be repaid on or
before ninety (90) days with interest at the rate of 5% per annum. Councilman

Rice asked why these loans were necessary. The City manager replied that
these funds would be overdrawn at the end of the year, and in order to
avoid having to write interest bearing warrants these loans were necessary
Motion by Mr. Rice seconded by Mr Perry that this resolution be adopted
and given Resolution No. 221. Roll: Ayes - Rice, Ford, Lunsford, mcDugle,
Nelson, Perry Nicholson, motion carried.
A proposed ordinance approving and confirming the assessment and assessment
roll of Local Improvement District No. 163 was read by the City Attorney
Motion by Dr. Nicholson seconded by Mr Lunsford that this Ordinance be
adopted and given Ordinance No. 1438. Roll: Ayes - Ford, Lunsford, mcDugle
Nelson, Perry, Nicholson Rice motion carried.
A letter from Mr. Thomas G Thompson, Jr.; was read. The letter requested
approval from the City for the Anscortes Railway to establish the southern
portion of the proposed railway on City owned land. The City would have
to acquire private water frontage and right-of-way which separates the City
and Port owned land. The letter asked for the City's favorable consideration
of this proposal, the annexation of the private water frontage to Washington
Park, and the co-operative effort between the City and the Port of Anacpjtes
in order to make this possible. Mr. Thompson was present and gave a detailed
description of what he hoped to do. He showed models of the railway station
and housing shed which he had made. He also sjowed the locomotive bell and
other parts which he had made in brass for the train. Mr. Thompson stated
that he hoped to have the train ready to display at the 1969 Arts and Crafts
Festival and hoped to have the train in operation by 1970. Someone asked
about the financing of the train and Mr Thompson replied that he was "not
worried about how to finance it, only worried about how to handle the crowds"
City Attorney Wells stated that Ordinance No. 1437 which had been approved at
the Council meeting on December 5, 1967 needed to have some corrections and
additions. He read a new ordinance adopting an amendment to the Land Use map
of the Comprehensive Plan of the City of Anscortes, and constituting Section
8-13.03 of the Coade, which would take care of the necessary changes. motion
by Or Nicholson seconded by Mr. Perry that this ordinance be adopted and
given Ordinance No. 1439. Roll: Ayes - Lunsford mcDugle, Nelson, Perry,
Nicholson Rice, Ford motion carried.
The Treasurer's report for the month of November 1967 was given as follows:

A special claim against the City payable to Stevens, Thompson, Runyon, Inc.,
in the amount of $26,030.00 for payment on final design of water treatment
plant and intake structure was presented. motion by Mr. Perry seconded by
Dr. Nicholson that this claim be approved and a warrant drawn for some. Roll:

Regular claims against the City for the first half of December 1967 were
presented as follows:

Upon approval of the Finance Committee motion by Dr. Nicholson seconded by
Mr. Lunsford that these claims be approved and wattants drawn for same.

City manager reported that Mr. Robert Harr, Park Superintendent was making
arrangements to place the 30' Totem Pole donated to the City by Mr. Paul
Luvera in Washington Park. The Park Board will select a permanent spot within
the Park for the Totem Pole• and an information available on the parking meter
survey for the Council to consider. (3) Reported that with the exception of a
few minor problems that were being taken care of that the new Library is
completed. (4) Reported that City Street crews had removed rock and shale
from around the log dump on 4th Street and had put in top soil in preparation

for the tree planting that is to be done. Also reported that Scott Paper
Company had offered to plant trees around their log dump and also along
"Q" Avenue between 14th and 17th Streets.
Mayor Ford gave a report on trip to Seattle to most with Governor Hickel
from Alaska. The City of Anacortes is making every effort to have the
Alaska Ferry Terminal located in Anscortes.
Motion by Mr. McDugle seconded by Mr. Lunsford that meeting be adjourned.

Mayor Ford called for guest hearings: Mr. George Flippo addressed the Council
and stated that he understood the T. V. Systems permit and license was coming
up for renewal and that he wished to protest. Mr. Flippo stated that for the
past two years he had been protesting about the radiation problem created by
the cable, and that it has never been satisfactorily remedied. Mr. Ray Iversen
addressed the Council and also stated that he was protesting the renewal of
this permit until something is done to rectify the radiation problem. Mr.
Iversen presented a petition to the Council signed by fifteen (15) residents
who stated in the petition that they were concerned with the lack of corrective
action taken by the T. V. Cable Company in Anacortes, and that a radiation
problem has existed for over two years which hampers reception in many areas
of Anacortes, and they felt a permit should not be granted until the problem
is corrected.
Under communications a telegram from Don Hommel of the Department of Housing
and Urban Development was read. The telegram stated that an Urban Beautification
grant of $3,980.00 has been approved for Anacortes, Washington.
A letter from Mr. Douglas Burton was read in which he stated that due to his
election to the Port Commission he felt that he should resign from his position
on the Park Board. mayor Ford expressed his appreciation and thanks to Mr.
Burton for his work on the Park Board. A motion made by Mr. McDugle and
seconded by Dr. Nicholson that the City write a letter of recognition and
appreciation of Mr. Burton's service on the Park Board Roll: Ayes - Nicholson,
Rice, Ford, Lunsford, McDugle, Nelson, Perry. motion carried.
A letter was read from Jack 1. Mayer, Secretary -Treasurer of the Washington
State Arts Commission in which he commended the dual use of the "Carnegie
Library Building" by the Anacortes History Board and the Anacortes Arts and
Crafts Board.
A petition to form an LID was presented. This LID to cover 26th Street from
the west line of "R" Avenue to a location 340 lineal feet west of the west
line of Hensler's Addition, and including all property along the street pro-
posed to be improved, lying east, west, north and south thereof to the center
of the blocks facing or abutting thereon. Motion by Mr. Perry seconded by
Dr. Nicholson that this petition be turned over to the City Engineer for
certification. Roll: Ayes - Rice, Ford, Lunsford, McDugle, Nelson, Perry,
Nicholson. Motion carried.
