HomeMy WebLinkAbout1977 City Council Minutes114 A regular meeting of the Anacortes City Council was called to order by Mayor Bettye Bryant at 7 30 P M on January 3, 1977 Roll Call Mr Eldon Baker, Mr James Rice, Mr Ray Separovich, Mrs Bettye Bryant, Mr Knute Figenshow, Mr Andy Sloss, Mr Charles Kiel Mayor Bryant requested the Council's pleasure on the minutes of the previous meeting held on December 20, 1976 Motion made by Mr Sloss and seconded by Mr Figenshow that the minutes be approved as if read Roll Ayes --Baker, Rice, Separovich, Bryant, Figenshow, Sloss, Kiel Motion carried Mayor Bryant called for guest hearings Mrs J C Ballard addressed the Council and asked if it might be possible to have a trash container installed between 5th and 6th Streets, west of the Guemes Ferry Dock The Public Works Department will look into this request Mr John Smith addressed the Council and inquired about the City's policy of not hiring relatives within the same department In particultarxre was asking about the recent hiring of five persons for public works department Some of the applicants for these positions were related to other City employees working for the public works department Councilman Baker suggested that the City's applications be changed so that future applicants for City positions would not complete an application blank if they are related to someone working within the same department Mr Bob Mc Gill addressed the Council and inquired as to when water would be available at Skyline He was told that the moratorium is still in effect but as soon as the bonds for the water improvements project have been sold, the contracts met and a completion date established, that the Council would consider the moratorium Mayor Bryant declared a public hearing to be open to donsider the plot plan for Division 3 of the Stittwood addition Mr Stitt gave a review of the plans for Division 3 There were no comments from the audience and Mayor Bryant declared the public hearing to be closed Motion made by Mr Rice and seconded by Mr Separovich that the plot plan for Division 3 of the Stittwood Addition be approved Roll Ayes --Rice, Separovich, Bryant, Figenshow, Sloss, Kiel, Baker Motion carried A request was received to rezone from R -S to R-3, with contract, Blocks 1,2,7,8,9,10,15,16,17,18,23,24, and 25 of Kellogg and Fords Addition, generally located between "A" and "C" Avenues and 29th to 36th Streets Motion made by Mr Rice and seconded by Mr Sloss that a public hearing date of January 17, 1977 be set on this request Roll Ayes--Separovich, Bryant, Figenshow, Sloss, Kiel, Baker, Rice Motion carried A request was received for re -approval of the preliminary plat of Horizone Heights Addition generally located as being bounded on the north by 32nd,Street, and the west by "D" Avenue, the east by Heart Lake Road, and the south by 40th Street Motion made by Mr Separovich and seconded by Mr Sloss that February 7, 1977 be set as a public hearing date on this request Roll Ayes --Bryant, Figenshow, Sloss, Kiel, Baker, Rice, Separovich Motion carried A resolution was read fixing a time when a petition for the vacation of the west 11 feet of Dakota Street abutting lots 1,2, and 3 of C Block 401, Northern Pacific Addition, except the south 104 4 feet, would be heard The public hearing date of be February 7, 1977 at a regular City Council meeting Motion made by Mr Rice and seconded by Mr Baker that this resolution be approved and adopted and given RESOLUTION NO 464 Roll Ayes--Figenshow, Sloss, Kiel, Baker, Rice, Separovich, Bryant Motion carried The Manager presented the Council with possibilities as to how the City could finance the project of the combined School/City Maintenance Facility The Council decided that they should have a point meeting w.Lth the School so that the construction bid could be awarddd 1 115 January 3, 1977 Continued A motion was made by Mr Rice and seconddd by Mr Separovich that the Council meeting of January 3, 1977 be continued until January 10, 1977, at which time they would meet with the School so that bids could be awarded Roll Ayes --Sloss, Kiel, Baker, Rice, Separovich, Bryant, Figenshow, Motion carried Mayor Bryant asked for Council approval of the re -appointment of Willard Evans to the Housing Authority Board Motion made by Mr Sloss and seconded by Mr Figenshow that this appointment be approved Roll Ayes --Kiel, Baker, Rice, Separovich, Bryant, Figenshow, Sloss Motion carried A request was received from Mr Don Coughlin to reduce the $8,000 performance bond that the City is holding on the Brooks View Addition to $1,500, as the majority of the work has been completed This request met with the approval of the Public Works Department Motion made by Mr Rice and seconded by Mr Figenshow that this request be approved Roll Ayes --Baker, Rice, Separovich, Bryant, Figenshow, Sloss, Kiel Motion carried Mayor Bryant announced that the Council would be holding a study session on January 4, 1977 at 7 30 P M , and also that the Council would meet with the Planning Commission on January 12, 1977 Councilman Rice stated that he was in disagreement with an editorial recently published in the local newspaper and thought that the news- paper should have their statements based on fact Mayor Bryant appointed Councilman Sloss to serve as the Council's representative at Planning Commission meetings Councilman Separovich expressed concern as to traffic safety along Commercial Avenue, due to a problem of poor visibuility from side streets It was suggested that the speed limit of 30 miles an hour be strictly enforced and that a 20 -foot setback on curbs along Commercial Avenue be established for parking This situation was referred to the Traffic Safety Committee There being no further business January 3, 1977 of the Anacortes City Council was called to order by Mayor Bryant at 7 30 P M on January 10, 1977 Roll Call Mr Eldon Baker, Mr James Rice, Mr Ray Separovich, Mrs Bettye Bryant, Mr Knute Figenshow, Mr Andy Sloss, Mr Charles Kiel Mayor Bryant requested the City Manager present for Council consideration the bids on the proposed jointCity-School maintenance facility which was bid on December 23, 1976 Manager presented the bids and recommended to the Council that the Council approve the bid of Island Construction Company, the apparent low bidder, and that they authorize the Building Committee and staff to enter into a pre -conference meeting with the representatives df the School District, the contractor and the architect to coordinate the progress schedule and to discuss other requirements that may be of concern to any of the parties involved, and that the conditions mutually agreed upon at this conference be incorporated into the contract, and that the contract as agreed upon during the confer- ence be presented to the Council for formal approval at their regular meeting of January 17, 1977 116 January 10, 1977 Continued Knute Figenshow moved that the Council approve the Manager's recommend- ation and that the Building Committee have full authority to negotiate on behalf of the City as recommended Ray Separovich seconded the motion Roll Ayes --Rice, Separovich, Bryant, Figenshow, Sloss, Kiel, No --Baker Motion carried City Manager advised the Council that they are requested to meet with the Planning Commission at 7 00 P M on Wednesday, January 12, 1977 and that, after this short meeting with the Planning Commission, Re- presentatives of R W Beck & Associates will be in attendance to brief the Council on the progress of the engineering design and other matters of concern in relationship to the water improvements project There being no further business for Council consideration, Mayor Bryant adjourned the meeting at 7 45 Rice, Mr Ray Separovich, Mrs Bettye Bryant, Mr Andy Sloss, Mr Charles Kiel Absent -- Mr Knute Figenshow The invocation was given by Rev Lambert of the Free Methodist Church Mayor Bryant requested the Council's pleasure on the minutes of the previous meetings held on January 3, 1977 and continued on January 10, 1977 Motion made by Mr Separovich and seconded by Mr Sloss that the minutes be approved as if read Roll Ayes --Baker, Rice, Separovich Bryant, Sloss, Kiel Motion carried Mayor Bryant called for guest hearings Mrs W T Dolman, 1107 Third Street, Anacortes, Washington addressed the Council and asked to have a public hearing date set to consider a petition to add a provision to the zoning ordinance pertaining to M-1 zoning, which would permit home owners to enlarge or improve on an existing residence in such a zone Motion made by Mr Rice and seconded by Mr Separovich that a public hearing date of February 7, 1977 be set Roll Rice, Separovich, Bryant, Sloss, Kiel, Baker Motion carried Mayor Bryant declared a public hearing to be open to consider a petition for rezone from IR -s to R-3, with contract, Blocks 1,2,7, 8,9,10,15,16,17,18,23,24, and 25 of Kellogg & Ford's addition, gener- ally located between "A" and "C" Avenues and 29th and 36th Streets Mr Don Coughlin addressed the Council and outlined their proposals for this development It would be known as "Meadow Vista" and would provide space for a mobile home park for 105 units and the rest of the property would provide development for multi. -family dwellings of approximately 32 units Slides were shown of developments of the type they propose to have in this area Several people in the audience asked questions about water and sewer service and also what the traffic situation might be with such a development Motion made by Mr Rice and seconded by Mr Baker that the public hearing be closed Roll Ayes --Bryant, Sloss, Kiel, Baker, Rice, Separovich Motion carried Motion made by Mr Baker and seconded by Mr Sloss thatono action be taken on this request at this time and that a study session date of January 31, 1977 be set to further study this request Roll Ayes-- Separovich, Bryant, Sloss, Kiel, Baker Nayes--Rice Motion carried A resolution was read approving salaries for non-union employees of the City of Anacortes for the calendar year 1977 Motion made by Mr Rice and seconded by Mr Kiel that this resolution be approved and 1 January 17, 1977 Continued H7 7 adopted and given RESOLUTION NO 465 Roll Ayes --Kiel, Baker, Rice, Bryant Nayes--Sloss, Separovich Motion carried An ordinance was read amending Section 1 of Ordinance No 1650, passed and approved on November 17, 1975, and entitle "An Ordinance Amending Section 1 of Ordinance No 1649, passed and approved on October 20, 1975 and constituting Section 8-8 45 of the official code This amendment sets forth rates for garbage and refuse service Motion made by Mr Rice and seconded by Mr Kiel that this ordinance be approved and adopted and given ORDINANCE NO 1690 Roll Ayes -- Kiel, Baker, Rice, Bryant Nayes--- Separovich, Sloss Motion ,carried Council permission was asked to request engineering proposals for facility design necessary under NPDES Permit requirements The City of Anacortes NPDES Permit for treating the filter backwash and sedimentation basin slude discharges from the Anacortes Water Treat- ment Plant appears to be in violation A motion was made by Mr Rice and seconded by Mr Separovich that a study session on this be set for January 19, 1977 Roll Ayes --Rice, Separovich, Bryant, Sloss, Kiel Nayes--Baker Motion carried Council permission was asked to execute preliminary agreements with industrial users on sewer project In order to complete the Anacortes Sewage Facilities Plan, it is necessary that each industry which would' be contributing sewage to the City of Anacortes be contacted and a determination made by the industries as to whether or not they would participate in sewer improvements contemplated by the City of Anacotes Motion made by Mr Separovich and seconded by Mr Rice that permission be given to execute preliminary agreements with industrial users Roll Ayes --Rice, Separovich, Bryant, Sloss, Kiel, Baker Motion carried The Council was asked to set a public hearing date on the Sanitary Sewer Facilities Plan Motion made by Mr Rice and seconded by Mr Baker that the 2nd regular meeting in March be set as a public hearing date on this request Roll Ayes--Separovich, Bryant, Sloss, Kiel, Baker, Rice Motion carried Council permission was asked to reduce the present $20,000 construction bond covering the completion of Division 4,5,9, 10 and 16 in the Skyline area to $21,)000 and in the event that all remaining items are taken care of by February 7, 1977 that the Council approve providing City staff with authority to completely release the bond Motion made by Mr Rice and seconded by Mr Sloss that permission be granted to reduce the bond to $2,000 and Mr Doug Everhart requested a study session with the Council on January 24, 1977 for the purpose of discussing the operation of the Anacortes Museum Motion made by Mr Rice and seconded by Mr Baker that January 24, 1977 be set for a study session on this request Roll Ayes --Baker, Rice, Separovich, Bryant, Sloss, Kiel Motion carried Mayor Bryant appointed Mr Preston Holton to represent the City of Anacortes on the Skagit County Fair Board An resolution was read pertaining to the construction of a point Anacortes School District No 103 and the City of Anacortes Main- tenance and storage facility After the reading of the resolution considerable discussion took place Several of the Councilmen thought that perhaps an adequate building could be built for less money A motion was made by Mr Rice and seconded by Mr Kiel that the resolution be approved and adopted and given a number Roll Ayes --Rice, Bryant, Kiel Nayes--Separovich, Sloss, Baker As the vote resulted in a tie, the resolution was not passed A motion was then made by Mr K.;,el and seconded by Mr Rice that the Council meeting be continued 11 $January 17, 1977 Continued until Wednesday January 19, 1977 at 7 30 P M to further discuss the School/City maintenance building. on January 19, 1977 Roll Call Mr Eldon Baker, Mr James Rice, Mr Ray Separovich, Mrs Bettye Bryant, Mr Andy Sloss, Mr Charles Kiel Absent --Mr Knute Figenshow The resolution pertaining to the construction of a joining Anacortes School District No 103 and City of Anacortes maintenance and storage facility was again discussed by the Council After some discussion and clarification as to dust what the resolution stated, a motion was made by Mr Rice and seconded by Mr Kiel that the resolution be approved and adopted and given RESOLUTION NO 466 Roll Ayes -- Baker, Rice, Separovich, Bryant, Sloss, Kiel Motion carried Council permission was asked to go to bid on "D" Street sewer which will run from 33rd Street south to 37th Street Motion made by Mr Rice and seconded by Mr Baker that permission be granted Roll Ayes --Rice, Separovich, Bryant, Sloss, Kiel, Baker Motion carried Council permission was asked for authority to apply for $70,000 Referendum 29 funds Motion made by Mr Separovich and seconded by Mr Rice that permission be granted Roll Ayes--Separovich, Bryant, Sloss, Kiel, Baker, Rice Motion carried Public Works Director, David M Ford, reported that bids had been opened on the water improvement project Fourteen bids were received and the apparent low bidder is National Construction Company of Auburn, with a bid of $165,112 Motion made by Mr Rice and seconded by Mr Baker that this bid be accepted subject to approval of the Department of Social and Health Services and receiving a performance bond and insurance from National Construction Roll Ayes --Bryant, Sloss, Kiel, Baker, Rice, Separovich Motion carried An ordinance was read amending Ordinance No 1651 entitled "An Ordinance Adopting budget and Salary Schedule for all Municipal Uses and Purposes for the Year 1976" Motion made by Mr Sloss and seconded by Mr Separovich that this ordinance be approved and adopted and given ORDINANCE NO 1692 Roll Ayes --Sloss, Kiel, Baker, Rice, Separovich, Bryant Motion carried A resolution was read amending Resolution No 228 and establishing a mileage rate of 15 cents per mile whenever it is necessary for an employee to use his own car on City Business Motion made by Mr Rice and seconded by Mr Kiel that this resolution be approved and given RESOLUTION NO 467 Roll Ayes --Kiel, Baker, Rice, Separovich, Bryant, Sloss, Motion carried Council permission was asked to negotiate a contract with a consultant for facility design necessary under NPDES Permit requirements The City of Anacortes' NPDES permit for treating the filter backwash and sedimentation basin sludge discharges for the Anacortes Water Treatment Plant appears to be in violation After some discussion, a motion was made by Mr Rice and seconded by Mr Sloss to protest this require- ment by the NPDES by informing the community and the county of what is going on and to write letter of protest to all State and Federal officials Roll Ayes --Baker, Rice, Separovich, Bryant, Sloss, Kiel 119 January 19, 1977 Continued Motion darried A letter was received from Mr Herb Pearson resigning his position on the Planning Commission as of March 3, 1977 Motion made by Mr Sloss and seconded by Mr requested the City staff to take all precautions necessary to protect the Water Treatment Plant from any possible flooding of the Skagit River There being no further business to come before the Bettye Bryant, Mr Knute Figenshow, Mr Andy Sloss, Mr Charles Kiel Mayor Bryant requested the council's pleasure on the minutes of the previous meeting held on January 171 1977 Councilman Sloss requested that the minutes be correctecbn Page 1, paragraph 6, to read "32 units per block" Motion made by Mr Separovich and seconded by Mr Figenshow that minutes be approved as corrected Roll Ayes --Baker, Rice, Separovich, Bryant, Figenshow, Sloss, Kiel Motion carried A letter was read from Mr and Mrs W R Downs of 1207 29th Street, requesting that a fence be installed between their property and Storvik Park, as people were using their yard as a path to get to and from the Park Thisowas referred to the Staff and they were asked to bring back a report on how much a fence would cost A letter was read.,from Mr Bob -Coen asking for a release of 30 water permits in Skyline area A rental fee was discussed for the Arts and Crafts who occupy a portion of the Museum Building A motion by Mr Rice and seconded by Mr Separovich that a fee of 10% of the sales that they make within the Museum Building be charged as a rental fee for 1976 & 1977 Roll Ayes --Rice, Separovich, Bryant, Kiel, Baker Nayes--Figenshow, Sloss Motion carried The Council was asked to make a decision on a rezone request of 13 blocks between "A" and "C" Avenues and 29th to 36th Streets Public hearings having previously been held on this request After considerable discussion by the Council a motion was made by Mr Kiel and seconded by Mr Rice that the City Attorney be instructed to read the proposed agreement that has been drawn up to cover this development Roll Ayes --Bryant, Figenshow, Kiel, Rice Nayes-- Separovich, Sloss Motion carried After the proposed agreement was read a motion was made by Mr Figenshow and seconded by Mr Sloss that this rezone request be denied until after the comprehensive plan has been completed and adopted Roll Ayes --Bryant, Figenshow, Sloss, Kiel, Baker, Rice, Separovich Motion carried The City Manager reported that bids were opened on the $2,000,000 General Obligation bond issue for water improvements and only one bid was received from Foster and Marshall, Inc , with an effective interest rate of 5 778693 per cent Motion made by Mr Rice and seconded by Mr Separovich that this bid be accepted Roll Ayes-- Figenshow, Sloss, Kiel, Baker, Rice, Separov i.ch, Bryant Motion carried 120 February 7, 1977 Continued Mr Marvin Mackey, Mr Ed Alpo and Mr Vito Ruzich all addressed the Council and were asking dust when the water moratorium might be lifted in the western end of town now that the bonds have been sold The City Manager reported that contracts have been let for Phase I of the project and that bids for Phase II would probably be let around March 7, 1977 and bids on Phase III around April 11, 1977, after which the Council could make a decision as to what they want to do in regards to lifting the water moratorium Mayor Bryant declared a public hearing to be open to consider pre- liminary plat approval of the Horizon Heights Addition Mr R Dildine addressed the Council and asked about the traffic situation in this area It was pointed out that there would be three streets that traffic would be using Motion made by Mr Kiel and seconded by Mr Figenshow that the public hearing be closed Roll Ayes-- Figenshow, Sloss, Kiel, Baker, Rice, Separovich, Bryant Motion carried Motion made by Mr Baker and seconded that the preliminary plat on Horizon Heights Addition be approved Roll Ayes --Sloss, Kiel, Baker, Rice, Separovich, Bryant, Pacific Additon, except the south 104 4 feet The reason for the request being that the existing house encroaches into the platted street There were no objections to the request Motion made by Mr Separovich that this request for street vacation be approved and the City Attorney instructed to draw up an ordinance Roll Ayes --Baker, Separovich, Bryant, Sloss Nayes--Rice, Figenshow Councilman Rice explained that he voted "NO" as five feet would be sufficient for the vacation that the property owner needs Mayor Bryant declared a public hearing to be open to consider a petition to change the zoning ordinance pertaing to uses in a M-1 zone Such a change would allow residential houses that are in existence to remodel or add on, it would not permit any new houses to be construct- ed There were no objections Motion made by Mr Figenshow and seconded by Mr Baker that the public hearing be closed Roll Ayes--Separovich, Bryant, Figenshow, Sloss, Kiel, Baker Motion carried The ordinance cover this change was read by the City Attorney Motion made by Mr Figenshow and seconded by Mr Sloss that this ordinance be approved and adopted and given ORDINANCE NO 1693 Roll Ayes --Bryant, Figenshow, Sloss, Kiel, Baker, Separovich Motion carried Council permission was asked to execute an agreeren;twi.th Michael Felt authorizing placement of a fence within a public right-of-way Mr Felt resides at 3303 w 3rd Street and the fence would extend approximately 415" inches into and or upon City right-of-way. Motion made by Mr Rice and seconded by Mr Sloss that permission be granted Roll Ayes--Figenshow, Sloss, Kiel, Baker, Rice, Separovich, Bryant _ Motion carried An ordinance was read amending the 1977 budget ordinance, for items that were not anticipated at the time of the adoption of 1977 budget ordinance The amounts tQ b dried to the budget are $10,000 for Coastal Zone Management, $2,�0$ for extra labor expense at the Museum, and $2,850 for interest on the 1977 Water Bonds The Council was in favor of these items with the exception of $2,000 extra for the Museum which they would like to discuss further Motion made by Mr Rice and seconded by Mr Sloss that the ordinance be approved and adopted excluding the $2,000 item for the Museum and given ORDINANCE NO 1694 Roll Ayes --Sloss, Kiel, Baker, Rice, Separovich, Bryant, Figenshow Motion carried 1 1 February 7, 1977 Continued 121 A request was received from Mr and Mrs Keppler residing at 1312 35th Street asking for permission to have their Mother live in a trailer on their property due to medical reasons Motmon made by Mr Rice and seconded by Mr Sloss that a one year extension be granted Roll Ayes --Kiel, Baker, Rice, Separovich, Bryant, Sloss Motion carried A request was received from Steve Colby, Director of Cemetery, Parks, & Recreation, for the appointment of one council member and four citizens from the community to serve on a committee for the purpose of updating the Park and Recreation Comprehensive Plan It is in need of revising to qualify for any future state or federal funds Mayor Bryant asked for Council approval of the appointment of Ray Separovich as the Council member and Mr Marvin Mackey, Mr Nick Harris, Mr Doug Richards and Mrs Waldemar Hort as the four community members to serve on this committee Motion made by Mr Rice and seconded by Mr Figenshow that these appointments be approved Roll Ayes --Baker, Rice, Separovich, Bryant, Figenshow, Sloss, Kiel Motion carried A resolution was read authorizing execution of a deed by the City of Anacortes, to Charles E and JoAnn Funk for the sale of a strip of land 10 feet in width in the southwest quarter of Section 22, Township 35 North Motion made by Mr Sloss and seconded by Mr Separovich that this resolutionabe approved and adopted and given RESOLUTION NO 468 Roll Ayes --Rice, Separovich, Bryant, Figenshow, Sloss, Kiel, Baker Motion carried Mayor Bryant set February 14, 1977 at 7 30 P M as a study session to consider the proposed Community Facility Council permission was requested to call for bids on a Pneumatic hole -hog This machine to be of the provisions of the Act requires that school districts agree to the priority list If there is a disagreement between the school district and the City as to priorities then the EDA will select the Roll Ayes --Rice, Separovich, Bryant, Figenshow, Kiel, Baker Motion carried Mayor Bryant declared a public hearing to be open to consider Sewer L I D #186 The proposed sewer LID,'would bring sewer lines and some pump stations to the Cap Sante area, to homes on Oakes and Dakota Avenues and to residences at the west end of town, bordering Puget Way and Sunset Avenue Citizens addressing the Council in regards to the proposed sewer were Mr Howard Harman, Mr Hal Harker, Mr R Culbertson, Mrs June Betts, Mr R C Barton, Mr Ivar Bergquist, Mr Del Reisner, Mr Don McKee, and Mr Don Sturgeon. Some of the property owners complained of the high cost of the assessments and some stated that they had lots which were unbuildable and thus should not be assessed Others stated that they had adequate systems already and could see no reason why they should have to be included in the LID. Two damage claims against the City which were allegedly caused by the increased pressure in water lines on October 27, 1977 were presented. One was from Monte R. Robinson in the amount of $295.57 for a new water tank, damaged in- sulation, floor damage, new wiring and 2 hours lost time from work. The other claim was from Esther Sexton in the.amount of $173.07 for hot water tank and new piping.. Motion made by Mr. Rice and seconded by Mr. Separovich that the City pay these claims. The Council set November 28,. 1977 as a study session to consider the proposed Comprehensive Park Plan and also to consider a temporary easement request on Park Land. The City Manager reported that an agreement had been reached with the Teamster's bargaining unit representing the Police and Dispatchers. The agreement is basically for a 8-4% wage increase with a portion of the increase to be used for medical insurance. The dispatchers have requested that they be transferred from Washington Physicians insurance program to the Teamsters JC 28 Plan, The Manager asked for Council approval to execute the agreement. The City Attorney stated that.it did not appear that the drivers of the truck were negligent in that the basket was of such a condition that they assumed it was to go out along with the contents.- The City Code requires that all garbage left;for collection be placed in approved garbage containers. landscaping and also to delete centerline striping, stop bars and crosswalks which would bring the price dawn to $569,427 72, including tax The center- line striping, stop bars and crosswalks could be financed with city funds as follows Water fund paying for waterlines in the amount of $70,000, half cent gas tax fund paying for signals in the amount of $32,000 and a portion of the storm sewers in authorizing the City to enter into an agreement with the State of Washington Department of General Administration for the purpose of permitting the City to cooperate with the State on a basis of mutual advantaqe in the utilization of the State Controlled Area Network, hereinafter called "Scan" This service will help provide a lore efficient conduct of governmental business at the lowest
