HomeMy WebLinkAbout2022-05-09 City Council Minutes ApprovedAnacortes City Council Minutes - May 9, 2022 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of May 9, 2022 at 6:00 p.m. Councilmembers Jeremy Carter, Anthony Young, Christine Cleland -McGrath, Carolyn Moulton, Bruce McDougall and Amanda Hubik were present. Councilmember Ryan Walters was absent. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller reported an increase in COVID-19 cases in Skagit County. Mayor Miller thanked the Water Department crew and Fire and Police Department personnel who responded to recent water line breaks. Mayor Miller removed Item 6a, CDBG 2022 Action Plan, from the agenda. He explained that the Dept. of Housing and Urban Development (HUD) had not yet announced final allocations to recipient jurisdictions including the City of Anacortes. Because HUD will not accept an Action Plan without the final correct allocations, the presentation and public hearing scheduled and advertised for the current meeting were both continued to a future meeting, the date of which could not be determined pending final allocations from HUD. Confirmation of Henry Hash as Public Works Director: Mayor Miller requested City Council confirmation of his appointment of Henry Hash as Director of Public Works, effective July 12, 2022. CAROLYN MOULTON moved, seconded by ANTHONY YOUNG, to confirm the appointment of Henry Hash as Director of Public Works, effective July 12, 2022. Vote: Ayes - JEREMY CARTER, ANTHONY YOUNG, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL, AMANDA HUBIK. Nays - None. Result: Passed Public Safety Committee: Ms. Cleland -McGrath reported from the Committee meeting held the previous week. The topics discussed included new Fire Department and Police Department personnel and T Avenue issues. Port/City Liaison Committee: Ms. Hubik reported from the Committee meeting held the previous week. The topics discussed included the Maritime Strategic Plan, upcoming summer events, and the transition of the Port's current RV park space. Housing Affordability and Community Services Committee: Ms. Cleland -McGrath reported from the Committee meeting held the previous week. The topics discussed included the Housing Strategic Plan and the role of consultant Makers in developing the plan, including a planned housing survey. Planning Committee: Ms. Moulton reported from the Committee meeting held earlier in the evening. The topic discussed was the Shoreline Master Program update which would come before Council for an initial presentation at the May 16, 2022 meeting. Public Comment Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Anacortes City Council Minutes - May 9, 2022 Mr. Carter moved, seconded by Mr. Young, to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of May 2, 2022 b. Approval of claims in the amount of $413,453.42 The following vouchers/checks were approved for payment: EFT numbers: 103148 through 103 18 1, total $241,555.12 Check numbers: 103182 through 103194, total $160,994.69 Wire transfer numbers: 303224 through 303436, total $3,248.80 c. Resolution 3085: Rejecting All Bids for the WWTP Outfall Relocation— Upland Phase #20-032-SEW- 009 d. Resolution 3086: Waiving the State Competitive Bidding Requirements for the Purchase of OneScope Video Laryngoscopes PUBLIC HEARINGS CDBG 2022 Action Plan This item had been continued to a future meeting. OTHER BUSINESS Access Anacortes Fiber Internet Update Administrative Services Director Emily Schuh provided the regular monthly update on Access Anacortes Fiber Internet. Ms. Schuh's slides were added to the packet materials for the meeting. She noted that future updates would occur quarterly rather than monthly. Ms. Schuh reported on customers in service and pending orders for service, noting strong ongoing demand for Access Anacortes Fiber Internet. Ms. Schuh then addressed cash flow and the status of network expansion in different areas of the city including funding sources for each.
