HomeMy WebLinkAbout2022-03-21 City Council Minutes Approved Anacortes City Council Minutes - March 21, 2022 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of March 21,2022 at 6:00 p.m. Councilmembers Jeremy Carter, Christine Cleland-McGrath, Bruce McDougall and Amanda Hubik were present. Councilmembers Anthony Young,Ryan Walters and Carolyn Moulton participated in the meeting remotely via Zoom. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller reported that COVID cases and hospitalizations continue to trend downward, Housing Affordability and Community Services Committee: Mr. Walters reported from the Committee meeting held the previous week. The meeting consisted of a workshop following up on the County Health Department presentation on mental health services,then a discussion about a Habitat for Humanity proposal for housing on city-owned property. Public Works Committee: Ms. Moulton reported from the Committee meeting held earlier in the evening. The meeting included a presentation from Michelle Metzler of Waste Management about recycling contamination charges, as well as an update on the wastewater treatment plant outfall project which would be discussed later on the agenda. Public Comment Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Mr. McDougall moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of March 14,2022 b. Approval of claims in the amount of$1,120,262.60 The following vouchers/checks were approved for payment: EFT numbers: 102732 through 102770,total$982,731.34 Check numbers: 102771 through 102787, total $112,964.42 Wire transfer numbers: 300159 through 300668, total $24,566.84 c. Resolution 3076: Conservation Easement Program Contract OTHER BUSINESS Finance Update Finance Director Steve Hoglund presented a periodic update on the city's financial position as of the end of February 2022,referring to the extensive set of charts included in the packet materials for this agenda item. Mr. Hoglund concluded that revenues were generally trending higher than budgeted and expenditures were on target. Mayor Miller invited members of the audience to comment on this agenda item. No one present wished to address the Council. Anacortes City Council Minutes -March 21, 2022 1 Ordinance 4018: Authorizing the 2022 First Quarter Budget Amendment Mr. Hoglund introduced Ordinance 4018 to authorize an amendment of the 2022 budget. Mr. Hoglund briefly reviewed the rationale for each line item of the amendment,referring to the packet materials for the meeting. Mayor Miller invited members of the audience to comment on this agenda item. No one present wished to address the Council. ANTHONY YOUNG moved, seconded by CAROLYN MOULTON,to approve Ordinance 4018 adopting the 1st quarter 2022 budget amendment.Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL, AMANDA HUBIK. Nays-None. Result: Passed Contract Award: Wastewater Treatment Plant Outfall Relocation -Upland Phase Public Works Director Fred Buckenmeyer reported that proposals were opened the prior Thursday and that only one had been submitted, from IMCO. He explained that because IMCO's proposal was $10.6M, nearly double the Engineer's Estimate, FEMA had to get approval from another federal agency before recommending that the city award the contract. FEMA was trying to respond by April 4,2022. Mr. Buckenmeyer said there would thus be at least a two-week delay in considering the contract.
