Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of March 14, 2022 at 6:00 p.m.
Councilmembers Jeremy Carter,Anthony Young, Christine Cleland-McGrath,Bruce McDougall and Amanda
Hubik were present. Councilmembers Ryan Walters and Carolyn Moulton participated in the meeting remotely
via Zoom.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller confirmed that the governor had lifted the indoor mask requirement on Saturday. He reported that
COVID case counts and hospitalizations continued to decline.
Skagit County Law&Justice Council: Mayor Miller announced that the regularly scheduled meeting had been
canceled so there was no report.
Finance Committee: Mr. McDougall reported from the Committee meeting held the previous week. The topics
discussed included fiber funding, a wildland firefighting vehicle, Fire Station 3 planning, and redistricting of
city wards.
Housing Affordability and Community Services Committee: Ms.Moulton reported from the Committee meeting
held the previous week. The meeting features a presentation by Didgwalic Wellness Center staff.
Planning Committee: Mr. Walters reported from the Committee meeting held earlier in the evening. The topics
discussed included the Planning Department website,the Bellingham for Everyone presentation by Whatcom
Housing Alliance, Commercial Avenue parklets,the 2021 comprehensive plan amendments, critical areas
regulations updates, and shoreline master program updates.
Skagit Valley Tulip Festival : Cindy Verge, Executive Director of the Skagit Valley Tulip Festival,presented
Mayor Miller with a framed poster for the 2022 festival featuring an image by Camano Island artist Jack Gunter.
Ms. Verge thanked the City for its longstanding support of the festival.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address
the Council on any topic not already on the agenda.
Consent Agenda
Mr. Young moved, seconded by Mr. Carter, to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

b. Approval of claims in the amount of$644,287.41
The following vouchers/checks were approved for payment:

OTHER BUSINESS
Access Anacortes Fiber Internet Update
Administrative Services Director Emily Schuh provided the regular monthly update on Access Anacortes Fiber
Internet. Ms. Schuh's slides were added to the packet materials for the meeting. She reported on customer
counts and revenue by month,pending orders and take rate, operating cash flow, west end expansion progress
and community partnerships.
Resolution 3076: Conservation Easement Program Contract
Parks and Recreation Director Jonn Lunsford introduced Resolution 3076 which would update the ACFL
Conservation Easement Program and revoke and replace Resolution 1492. Mr. Lunsford summarized the history
of the program and the proposed changes addressed in the resolution,referring to his slide presentation which
had been added to the packet materials for the meeting. Michael Kirshenbaum of Skagit Land Trust endorsed
Mr. Lunsford's comments and offered to answer questions.
Mayor Miller invited members of the audience to comment on this agenda item.
Brian Wetcher thanked the Land Trust,the Friends of the Forest and the City for their work to update the
documents and for their longstanding support of the program. He urged adoption of the resolution.
Mr. Walters asked about the editorial comments in the packet materials. Mr. Lunsford offered to bring the clean,
final language back on the consent agenda the following week.
Ordinance 4014: Amending Anacortes Municipal Code Table 19.41.050,Principle Uses permitted in
mixed use and industrial zones, to eliminate "Self Service Storage" as a permitted use in the Commercial
Use Zone
Planning Director Don Measamer introduced Ordinance 4014 which would amend AMC Table 19.41.050 to
eliminate Self Service Storage as a permitted use in the Commercial Use Zone. Mr. Measamer summarized the
history of this ordinance, referring to the packet materials for this agenda item. He reported that at its February
23, 2022 meeting,the Planning Commission recommended to the City Council to amend AMC Table 19.41.050
to eliminate Self Service Storage as a permitted use in the Commercial Use Zone.
Mr. Walters suggested also striking AMC 19.45.050(b). Mr. Measamer agreed.
RYAN WALTERS moved, seconded by BRUCE MCDOUGALL, to approve Ordinance 4014 amending AMC
Table 19.41.050 to eliminate Self Service Storage as a permitted use in the Commercial Use Zone as presented,
with the addition of deletion of AMC 19.45.050(b). Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,
RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,
AMANDA HUBIK. Nays-None. Result: Passed
Contract Modification: Water Quality Assessment and Planning Project#21-184-WTR-001
Public Works Director Fred Buckenmeyer requested City Council consent to issue Modification 2 to contract
21-184-WTR-001 with Confluence Engineering Group LLC to execute Phase 2 of the project,which will
involve development of Water Quality Monitoring Plans for the Skagit River Source Water,the Filtration
Facility, and the Water Distribution System. Mr. Buckenmeyer explained the rationale for and extent of the
modification.
ANTHONY YOUNG moved, seconded by CHRISTINE CLELAND-MCGRATH, to authorize the Mayor to
sign a modification to contract 21-184-WTR-001 with Confluence Engineering Group LLC in the amount of

$99,978.00, increasing the total contract price to$144,960.00. Vote: Ayes -JEREMY CARTER, ANTHONY
YOUNG, RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE
MCDOUGALL, AMANDA HUBIK.Nays -None. Result: Passed
