Enclosed, you will find all of the correspondence that are applicable to this proposal. In March 13, 2006 a Letter of Request was submitted to the Engineering Department. For street access off of West 3rd Place and garage access off of West 4th Street. The Engineering Department visited the site to determine: 1) Existing improvements 2) Site conditions and 3) Potential use by adjacent and upstream properties. It has been established that the legal frontage for this Site would be off of West 3rd Place, which has existing Lot frontage improvements. The determined construction improvements for Erie Avenue and West 4th Street, based on the Anacortes Municipal Code and the Engineering and Development Services Standards, was reviewed by the Development Review Committee for compliance with City Design Standards, as well as meeting the needs of the Fire and Maintenance Departments. In February of 2007, a new Site Plan was presented proposing access to the property off of West 4th Street. It was expressed, by the owner that the driveway access off of West 3rd Place would have a grade of approximately 24% when the project was completed. The Engineering Staff determined that the construction improvements for Erie Avenue and West 4th Street shall follow the same guidelines previously mentioned. These improvements were reviewed by the Development Review Committee for compliance with the City Design Standards as well as meeting the needs of the Fire and Maintenance Departments. On April 20, 2007, the Engineer of Record submitted a Deviation Request that would reduce the previously required street width from 20-feet to 12-feet, additionally providing Fire Access stairway off of West 3rd Place. A meeting was held on April 23, 2007 with the Owners Representative, the Engineer of Record, the Building Department and an Engineering Representative. This proposal was reviewed by myself and again by the Development Review Committee. On April 25, 2007, a letter approving the Deviation Request, with conditions, was mailed to the Engineer of Record. •Water •Wastewater •Streets•Storm Drainage •Engineering •Solid Waste •Transportation and Equipment •Capital Projects •Development Services The Public Works Department has consistently required frontage improvements with Single Family construction, pursuant to Anacortes Municipal Code— 15.20.050. On occasion we, the Public Works Department, have entertained alternative improvement solutions on a case by case basis that are site specific. An alternative improvement was proposed and considered because this site does have topographic constraints. As outlined in the April 25, 2007 letter, the improvements meet the City Design Standards. Future driveway connections to these improvements on Erie Avenue and West 4th Street by adjacent properties will be required to widen the road. The 20-foot width construction requirement is based on the alley paving width requirement, per the Anacortes Municipal Code— Street Standards—Chapter 16.32 and the 2006 EDS Standards—Streets—STR-01. After meeting our meeting on April 23, 2007, I routed your request at the Development Review Committee Meeting on April 24, 2007 to determine compliance with City Design Standards. It was determined that your request meets or exceeds the 2006 EDS Standards—Streets— STR-12 (Non-Motorized Paths and Access Roads) and STR.28.1 (Driveways). To accommodate the topographic constraints in the area, the request is granted with the following conditions: 1. The paving width shall be a minimum of 15-feet on Erie Avenue and West 4th Street. This will allow the appropriate widths for Maintenance Vehicles and Arnbulances and is the minimum width for Public Access Easement or Tract as identified in STR-12. 2. Provide a cross-section on Erie Avenue of 3-inch Asphalt, 2-inch Crushed and 6-inch minimum gravel base, borrow or ballast. 3. Provide a cross-section on West 4th Street of 2-inch Asphalt, 2-inch Crushed and 6-inch minimum gravel base, borrow or ballast. 4. Provide 30-foot radius of asphalt at the corners. 5. Dear Mr. Measemer, Would you please consider the following proposal for access to the Smith property at 3007 W 3rd Street as shown on the attached drawing. In response to the February 14, 2007 review response letter from Steven Lange for a previous submittal please consider the following: 1. We are proposing a 12'wide driveway with no fire access. Fire access is much better provided with a stairway from W 3rd Place. By limiting the driveway to 12' we could limit the impervious impact as well as aesthetic impact. There is no physical way to reduce the driveway grade below 19%so I doubt the fire depart would want to use it as access. 2. You have asked for a minimum 20' alley width. I believe at most two homes would access this driveway. One is only proposed. Again since no city service will utilize this driveway,minimizing the impervious impact is desirable. The driveway does provide the city the benefit of access to an existing sanitary sewer manhole that had no previous access. 3. A recent field survey was completed and the attached drawing represents the current conditions. The driveway would be provided with a thickened edge to the new catch basin at the base of the slope as well as a new storm pipe for the open ditch on this steep slope. 4. The grade of the driveway will be 19%. There is no physical way to reduce it to 12%. Does a deviation request need to be submitted for a driveway? I believe the access proposed provides both greater safety as well as public benefit(sanitary sewer access). Please let me know if we can discuss this project in more detail or at a DRG meeting. Let me know if this request as it stands requires an approval from the City Council and I will discuss with the Client if he would like to pursue the approval.
