Box 1019 Anacortes, WA 98221 Subject: Required Improvements for proposed Rear Lot Access to 3007 West 3rd Street Dear Colleen, Your request was presented at the February 13, 2007 Development Review Committee Meeting to reduce the required asphalt width on Erie Avenue and the alley way to 12-feet. Below are the following comments and recommendations. 1. The requirements from the May 22, 2006 letter to Jay Smith will apply. With the exception of adding a hammer head Turn-around at the intersection of Erie Avenue and the alley way. 2. The required street widths comply with the alley standard as shown in Chapter 16.32.010 — Minimum Road Standards of 20-feet. The Public Works Engineering Department is using the alley standard for this proposed rear lot access since it will only be used to access a garage. Any variation from the Minimum Road Standard will need to be granted by the City Council. 3. If the proposed access to the property is going to move to the alley, due to steep grades from West 3rd Place, then the required improvements will change. A site plan will need to be provided for review to determine what the required improvements would be. 4. A Deviation request will need to be submitted for review and approval by the Public Works Director to allow for steeper grades than the maximum grade allowed of 12%, per the Anacortes Municipal Code. Requests for deviations which are site specific, shall be reviewed by the City of Anacortes Public Works Engineering Department. The City's decision to grant, deny, or modify the proposed deviation shall be based on evidence that the deviation request meets the following criteria: A. The change will achieve the intended result through a comparable or even superior design; and B. The change will not adversely affect safety and/or operation; and C.
