BOX 547, ANACORTES, WA 98221 PH(360) 293-1920 E-MAIL: stevel@cityofanacortes.org FAX(360) 293-1938 Memo Date: December 23, 2016 To: Paul Ingalls, Plans Examiner From: Steven Lange Subject: Site Plan Review #1 for P56331 — Lot A and B cc: Eric Shjarback, Jim Baldwin 2 3d S 16 The submitted site plan for P56331 was reviewed by the Public Works Engineering Department on December 23, 2016. • 12-22-16: Submittal to Public Works Engineering • 12-23-16: Public Works review and memo back to Building Department The following comments are provided: • The Skagit County Assessor has not assigned parcel numbers to the lots associated with the referenced Boundary Line Adjustment. The owner will need to submit an Excise Affidavit in order to segregate the parcels as shown on the Boundary Line Adjustment. Also: • Project does not meet the required setback requirements as referenced in Boundary Line Adjustment. Both Lots A and B will need to be consolidated into one parcel to meet the setbacks. • The legal description as shown is incorrect. It is Lots 1 to 5 of Block 233. Site plan needs to be updated. • Attached for the applicant's use is a vicinity map that identifies City utilities and location of connections based on public records. • This project will utilize multiple erosion control measures. The plan identifies the use of silt fence. The use of straw waddles, straw, plastic sheets, etc. • Project will need to submit geotechnical information for infiltration rates for the proposed Dry Well (Seepage Pits). • Identify the location of the proposed Dry Well (Seepage Pits). • Side sewer size within the Public Right -of -Way needs to be 6-inch minimum (See current Engineering Development Standards, Chapter 5 —Sanitary (Zewer, Section S1-10). Attached for the applicants convenience. • Water •Wastewater •Streets •Storm Drainage •Engineering •Solid Waste • Transportation •Equipment •Capital Projects •Development Services • Width of the driveway at the street for residential access is 204eet maximum width (See current Engineering Development Standards, Chapter 3 — Streets, Section STR-28). Attached for the applicants convenience. • The site plan should reflect the Small Parcel Storm Water Plan. Additional comments can be found on the reviewed site plan and submitted Small Parcel Storm Water Plan. • Additional silt fence should be added around the perimeter of the property to keep the land disturbance activities within the property and also use as protection to the adjacent properties. • Show the location of the Temporary Sedimentation Pond. (NE corner) • Underground power should use the trenchless method. No open cutting of the street. • Public Works Engineering has requested a video of the Sanitary Sewer Main to determine the side service connection to the proposed Lot A. • Provided for the applicants convenience and use as part of the Small Parcel Storm Water Plan: • Erosion Control Notes for Residential Construction • WSDOT Standard Detail I-30.15-02 • WSDOT Standard Detail I-50.20-01 • WSDOT Standard Detail I-80.10-02 • Page 01-11 —Side sewers • Page STR-15 —Property Access 4,, e •Water •Wastewater •Streets •Storm Drainage •Engineering •Solid Waste • Transportation •Equipment •Capital Projects •Development Services q`W P r DEC 2 2 1016 f J i V $1- k-5 a► t Lro, YZ•Z3.1b ' SQ,L- R'tfrVtiFt. Please provide a full size site plan, to scale, and a recent boundary survey. 2. Please supply a landscape plan (could be included on the site plan) showing what all ground surfaces are to be when done (lawn, mulch, driveway & etc.), and indicating location & type of trees. One tree per 1,000 square foot of lot area. 3. Indicate slopes, if any, on the lot. Provide cross section views indicating stepped foundation if applicable and heights of those foundation walls. 4. Please provide an energy code worksheet complying with the 2015 Washington State Energy Code. 5. The plans do not show how the office and bedrooms #2 & #3 are heated. Please indicate on plans. 6. There is a skylight shown on the roof framing plan, stated as 6 feet in length perpendicular to the roof trusses. The truss engineering supplied with the plan does not show how the trusses will accommodate the skylight (no header trusses or girder trusses). Will some of the trusses continue through the skylight well? 7. Please indicate all of the required exhaust fans on the plans, in toilet rooms, bathrooms, laundry room & kitchen. • Side sewer size within the Public Right -of -Way needs to be 6-inch minimum (See current Engineering Development Standards, Chapter 5 —Sanitary Sewer, Section S1-10). • Provided for the applicants convenience and use as part of the Small Parcel Storm Water Plan: • Erosion Control Notes for Residential Construction • WSDOT Standard Detail I-30.15-02 • WSDOT Standard Detail I-50.20-01 • WSDOT Standard Detail I-80.10-02 • Page S1-11 —Side sewers • Page STR-15 —Property Access < ~- s •Water •Wastewater •Streets •Storm Drainage •Engineering •Solid Waste • Transportation • Equipment • Capital Projects • Development Services 4`0 P DEC 2 2 2016 P mks , .c►,,- n.Z3 . --. ibm`[ta1 'Reirernentis This section existing 'iota:: Sneereiy; The pity of REVtIN aee iic Works Engineering and development Services; Sincie ly and puplex Public Works Subm`ttta!
