HomeMy WebLinkAbout2026-08-03 City Council Minutes ApprovedAnacortes City Council Minutes - August 3, 2026 1 Anacortes City Council Minutes - August 3, 2026 Call to Order Mayor Ryan Walters called to order the August 3, 2026, Anacortes City Council meeting at 6:00 p.m. Councilmembers Marcia Hunt, Luke Currier, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, and TJ Fantini were present. Councilmember Bruce McDougall participated in the meeting remotely via Zoom. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Walters made announcements regarding the 12th Street and Commercial Avenue intersection project, upcoming events at the Library, and National Night Out on August 4th from 6-8pm, referring to a slide presentation that was added to the packet materials for the meeting. Public Works Committee Ms. Cleland-McGrath reported from the Public Works Committee meeting held earlier in the evening. The topics discussed included the committee's appreciation for the work that was done on the Wastewater Treatment Plant Alternatives Analysis with the next workshop scheduled for October 8th, and a pending $1.2 million no-match Safe Routes to School grant for a multimodal trail and sidewalk improvement project on 22nd Street between M Avenue and J Avenue. The committee also discussed traffic safety concerns from the staff and the public, including possible implementation of a 4-way stop at the 4th Street and Q Avenue intersection, measures to discourage speeding vehicles on Kingsway in Skyline, and reducing the speed limit approaching the crosswalk near 24th Street and R Avenue from 35 to 25 miles per hour. Finally, the committee discussed the draft National Pollutant Discharge Elimination System permit for the Wastewater Treatment Plant, which regulates nitrogen discharge. Ms. Cleland-McGrath reported that consultants have drafted a technical memorandum on behalf of the city in response to the draft permit, and that staff have requested an additional 30 days to solicit public comment on the draft permit, which will likely accelerate the upgrade window for reducing nitrogen levels in wastewater. Public Comment Mayor Walters invited the public to comment on any item not on the agenda. Pat Gardner of Anacortes commented on the successful Arts Festival this past weekend and suggested that parents of minors who violate regulations while operating a personal transportation device should be fined. Linda Martin of Ward 3, Anacortes spoke about the Event Center, asking if the city had in fact put aside Lodging Tax revenues in accordance with the 2016 Tourism Promotion Strategic Plan, how the city intended to fund the portion of the project not covered by grant funding, and if the return on the taxpayers' investment on a facility and property that the city would not own or operate would be adequate. Consent Agenda Ms. Hunt moved, seconded by Mr. Young, to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of July 27, 2026 b. Approval of claims in the amount of $434,096.90 The following vouchers/checks were approved for payment: EFT numbers: 210 through 247, total $269,414.39 Check numbers: 116077 through 116098, total $49,640.35 Wire transfer numbers: 194 through 208, total $115042.16 c. Contract Modification: March's Point Road Water Main and Bike Lane Project – Design #24-159-ENG-001 Anacortes City Council Minutes - August 3, 2026 2 Other Business Contract Award: Ben Root Skate Park Restroom & Parking Lot Project #25-136-PRK-004 Assistant Parks and Recreation Director Bob Vaux introduced proposed contract #25-136-PRK-004 with Colacurcio Brothers, Inc. to perform the Ben Root Skate Park Restroom & Parking Lot Project, referring to a slide presentation that was included in the packet materials for the meeting. Discussion topics included: • Signage on the Tommy Thompson Trail. • The provision of parking facilities for disabled community members. TJ Fantini moved, seconded by Anthony Young, to approve contract #25-136-PRK-004 with Colacurcio Brothers, Inc. as presented. The motion carried unanimously by voice vote. Ordinance 5034: 2026 Budget Amendment Consolidating Accounting Funds and Establishing a Construction Fund. Finance Director Steve Hoglund introduced proposed Ordinance 5034 that would consolidate several accounting funds and establish a separate construction fund for capital projects, referring to an electronic copy of the draft ordinance that was included in the packet materials for the meeting. Discussion topics included: • Expenditures would still be recognizable by departments via a unique code. • Getting to true operational costs of the city and ease of understanding. • Simplifies accounting of funds and maintains transparency. • Parks capital funding will remain a separate fund for now due to having a dedicated revenue source. • The construction fund is a governmental fund, not for utilities. • General Accepted Accounting Principles say that utility capital projects should be budgeted for within the applicable utility fund. • The capital facilities plan and budget process is the mechanism for adding a project to the newly established construction fund. Mayor Walters invited members of the audience to comment on this agenda item. No one present wished to address the Council. Luke Currier moved, seconded by Anthony Young, to approve Ordinance 5034 to consolidate funds 101, 102, and 103 into the General fund, and establish fund 301 for governmental construction projects. Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini, Luke Currier, Marcia Hunt. Nays - None. Abstentions - None. Result: Passed Adjournment There being no further business, at approximately 6:38 pm, the Anacortes City Council meeting of August 3, 2026, was adjourned.
