Dear Ms. Deaton:
I am writing in regards to your letter dated March 15, 2000 regarding occupancy
grouping and permit fees for the Anacortes Housing Authority Low Income Housing
Project.
In reviewing this with the project Architect, we feel that the buildings fall under the
Group R Division 1 Occupancy as they are considered townhouses. All other cities both
the Architect and Rocket Construction have worked in consider this type of construction
to be R3. This is also the occupancy group designated by The City of Anacortes in 1998.
I enclose the Certificate of Occupancy issued by the City of Anacortes on April 29, 1998,
for the building located at 910—23ra Street.
Prior to the bid date, I telephoned your office to verify the cost of the building permit.
The numbers I was given for the permit and plan review fees totaled just over $6,800.00
based on our bid amount. I believe that many contractors bidding on this project had
called, as the person who answered the phone readily knew the answer to my question
and commented that she had received numerous calls. It is my understanding that you
had had the plans for the project in your possession for a full month at the time of my
call.
Based on the occupancy grouping designated by the City of Anacortes in 1998 and the
phone quote your department gave me for the permit and plan review fees, I am
requesting that you reconsider your change in the occupancy group and the added permit
fees at this late date.
