Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of January 3,2022 at 6:00 p.m.
Councilmembers Jeremy Carter,Anthony Young, Christine Cleland-McGrath, Carolyn Moulton and Amanda
Hubik were present. Councilmembers Ryan Walters and Bruce McDougall participated in the meeting remotely
via Zoom.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Oaths of Office
City Clerk Steve Hoglund administered the Oath of Office to newly elected Mayor Matt Miller, whose term
began on January 1, 2022.
Mr. Hoglund administered the Oath of Office to councilmembers Amanda Hubik, Carolyn Moulton and
Anthony Young for their City Council terms that began on January 1, 2022. Councilmember Bruce McDougall
had taken his oath prior.
Election of Mayor Pro Tern
Mayor Pro Tern Bruce McDougall explained the role and duties of the Mayor Pro Tern.
BRUCE MCDOUGALL moved, seconded by JEREMY CARTER,to Approve Anthony Young as Mayor Pro
Tern. Vote: Ayes -JEREMY CARTER, ANTHONY YOUNG, RYAN WALTERS,CHRISTINE CLELAND-
MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL, AMANDA HUBIK.Nays -None. Result:
Passed
Announcements and Committee Reports
Mayor Miller thanked City staff for an extraordinary response to the recent snow event. He announced that
residents could put out extra bagged trash at no cost due to the cancellation of trash collection the prior week.
Mr. Miller shared current COVID-19 case statistics and vaccination progress for Skagit County.
Ms. Moulton reported from the Public Works Committee meeting held earlier in the evening. The topics
discussed included the engineering work plan for 2022,updates to the pavement condition report, water line
replacements, ADA and sidewalk improvements, stormwater management,the next update to the Water System
Plan,FEMA disaster funding for parks and water facilities damaged by storms, a award to the water treatment
plant.
Ms. Cleland-McGrath announced that the HACS Committee intended to report to full Council on January 10.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address
the Council on any topic not already on the agenda.
Consent Agenda
Mr. Young moved, seconded by Mr. Carter, to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

b. Approval of claims in the amount of$262,983.93
The following vouchers/checks were approved for payment:
EFT numbers: 102103 through 102133,total$213,875.84
Check numbers: 102134 through 102141, total $46,516.89
Wire transfer numbers: 295879 through 296448,total $2,576.13
Adjournment
There being no further business, at approximately 6:20 p.m. the Anacortes City Council meeting of
January 3, 2022 was adjourned.
