HomeMy WebLinkAbout2021-12-06 City Council Minutes Approved Anacortes City Council Minutes - December 6, 2021 Call to Order Mayor Laurie Gere called to order the Anacortes City Council meeting of December 6, 2021 at 6:00 p.m. Councilmembers Christine Cleland-McGrath, Carolyn Moulton,Bruce McDougall and Matt Miller attended the meeting in City Council chambers. Councilmembers Ryan Walters and Anthony Young participated in the meeting remotely via Zoom. Councilmember Jeremy Carter was absent. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports COVID-19 Update: Mayor Gere shared current case statistics and vaccination progress for Anacortes, Skagit County and Washington State. Mr. McDougall moved, seconded by Mr. Miller, to excuse the absence of Councilmember Carter. The motion carried unanimously by voice vote. Fiber Committee: Mr. McDougall reported from the Fiber Committee meeting held the previous week. The topics discussed included Washington State Broadband Office grant parameters, federal grant applications, progress on installations in the west end,and customers in service and revenue statistics. Housing Affordability and Community Services Committee: Ms.Moulton reported that the scheduled meeting had been canceled so there was no report. Public Works Committee: Ms. Moulton reported from the Committee meeting held earlier in the evening. The topics discussed included the application process for the Public Works Director position, facilities projects for City Hall, agreements with the Port of Anacortes, decommissioning of the old water treatment plant,the Craley leak detection system currently on order, and outfall project funding. Public Comment Mayor Gere invited the public to comment on any item not on the agenda.No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Mr. Miller moved, seconded by Mr. Young, to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of November 22, 2021 b. Approval of claims in the amount of$569,223.91 The following vouchers/checks were approved for payment: EFT numbers: 101826 through 101874,total$494,405.64 Check numbers: 101875 through 101896, total $189,335.53 Wire transfer numbers: 294284 through 294862, total $31,001.86 c. Contract Award: WWTP Influent Pump Room Coating#21-221-SEW-001 d. Interlocal Agreement with Washington State Patrol for Fire Services Resource Mobilization Reimbursement#21-259-AFD-001 e. Contract Award: Smartgov Software for the PCED#21-254-PLN-001 Anacortes City Council Minutes -December 6, 2021 1 OTHER BUSINESS R Avenue Long-term Improvements Project Update Presentation Engineering Services Manager Tim Hohmann introduced Senior Engineer Steve Lange to update Council on the R Avenue project. Mr. Lange introduced Matt Randall and Aaron Luoma from consultant H.W. Lochner, Inc. Mr. Lange briefly summarized the history of the project and opened the public comment phase of the project, based on the 30%plans that had been included in the packet materials for the meeting. Mr. Lange's slide presentation was added to the packet materials for the meeting. Staff invited public comment on the project via the city website. Ordinance 3999: 2022-2027 Capital Facilities Plan and Ordinance 4000: 2022 Budget Finance Director Steve Hoglund presented Ordinances 3999 and 4000 for Council's continued consideration.He summarized activity year to date on these topics and responded to councilmember questions from prior meetings,referring to his slide presentation that had been included in the packet materials for the meeting. He responded to councilmember questions about both documents. Mr. Walters and Ms. Moulton asked that that the CFP be attached to its adopting ordinance rather than being adopted by reference. Mr. Walters asked that each CFP project be identified as to whether it was required to remain in compliance with GMA or was aspirational. Mayor Gere said staff would bring back options for budget cuts to offset adding an additional police officer that was not included in the draft budget as presented. Resolution 3051: Adopting Updated City Council Procedures Mr. Hoglund invited Council to continue consideration of draft Resolution 3051, last considered at the September 20,2021 regular meeting. He summarized the features of the resolution,referring to his slide presentation that had been included in the packet materials for the meeting. Mr. Miller moved, seconded by Mr. Walters,to adopt Resolution 3051 with one change to the procedures presented: restore clause 4.3.e, change the meeting count from 8 to 12 in that clause, and renumber 4.3.e to 4.3.c. Mr. Walters moved, accepted by Mr. Miller,to amend the motion to also modify the text of Resolution 3051 accordingly. Councilmembers unanimously consented to also add an effective date of January 1, 2022 to Resolution 3051,to retain clause 4.3.f renumbered to 4.3.d, and to bring the revised resolution back for final action on the Consent Agenda on December 13,2021. Vote: Ayes -RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT MILLER.Nays -ANTHONY YOUNG. Result: Passed Ordinance 4003: Adopting a Fund Balance Policy for the City of Anacortes Mr. Hoglund introduced draft Ordinance 4003. He summarized its provisions,referring to his slide presentation which had been included in the packet materials for the meeting. Councilmembers discussed alternative calculations. Mr. Hoglund agreed to bring back several alternatives for consideration and possible action the following week. Ordinance 4002: Establishing New Salary Schedule for Mayor's Position Administrative Services Director Emily Schuh introduced draft Ordinance 4002. Ms. Schuh summarized the rationale for the ordinance, referring to the packet materials for this agenda item. Mayor Gere spoke in support of the ordinance. Councilmembers asked for additional supporting documentation before taking action. Anacortes City Council Minutes -December 6, 2021 2 EXECUTIVE SESSION Potential Litigation or Litigation per RCW 42.30.110(1)(i)(20 minutes) Mayor Gere announced that City Council and the City Attorney would convene in Executive Session per RCW 42.30.110 (i)for approximately 40 minutes to discuss potential litigation or litigation. The mayor advised that the regular meeting would then adjourn with no action having been taken.
