HomeMy WebLinkAbout2021-11-01 City Council Minutes Approved Anacortes City Council Minutes - November 1, 2021 Call to Order Mayor Laurie Gere called to order the Anacortes City Council meeting of November 1, 2021 at 6:00 p.m. Councilmembers Jeremy Carter,Ryan Walters,Anthony Young,Bruce McDougall and Matt Miller participated in the meeting remotely via Zoom. Councilmembers Christine Cleland-McGrath and Carolyn Moulton attended the meeting in City Council chambers. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports COVID-19 Update: Mayor Gere shared current case statistics and vaccination progress for Anacortes, Skagit County and Washington State. Finance Committee: Mr. Walters reported from the Committee meeting held the previous week. The topics discussed included the Anacortes Housing Authority loan for the New Wilson Hotel and renumbering fiduciary funds to comply with GASB 34. Public Works Committee: Ms. Moulton reported from the Committee meeting held earlier in the evening. The topics discussed included the water system plan update,the cleanup of the former water treatment plant, and the waste water treatment plant outfall project. Fiber Committee: Mr. McDougall reported from the Committee meeting held the previous week. The topics discussed included Washington State Broadband Office grants,west end construction progress,pending orders, ad hoc projects, and fiber department staffing. Lodging Tax Advisory Committee: Mr. Miller reported on recent Lodging Tax Advisory Committee meetings and said the recommended awards would come to full Council for action soon. Public Comment Mayor Gere invited the public to comment on any item not on the agenda.No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Mayor Gere removed Item 5c, Anacortes Community Forest Lands Plan Update, from the Consent Agenda. The mayor advised that the item would be presented to Council for action at the next regular City Council meeting. Mr. Young moved, seconded by Mr. Walters,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of October 25,2021 b. Approval of claims in the amount of$530,481.88 The following vouchers/checks were approved for payment: EFT numbers: 101595 through 101627,total $333,478.44 Check numbers: 101628 through 101642, total $61,306.72 Wire transfer numbers: 290842 through 293058, total $7,469.39 d. Memorandum of Agreement with Anacortes Parks Foundation Anacortes City Council Minutes -November 1, 2021 1 OTHER BUSINESS Planning Commission Appointment Mayor Gere requested Council confirmation of her appointment of Jack Curtis to a position on the Anacortes Planning Commission expiring December 2023. MATT MILLER moved, seconded by CAROLYN MOULTON, that Jack Curtis be appointed to the Planning Commission. Vote: Ayes -JEREMY CARTER, ANTHONY YOUNG, RYAN WALTERS,CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT MILLER.Nays -None. Result: Passed Review of 2022 Budget-Departments Other Than Public Works Finance Director Steve Hoglund invited Council to continue its review of the 2022 proposed budget that was begun at the October 25,2021 regular City Council meeting. Mr. Hoglund walked through the packet materials for this agenda item. Mr. Hoglund and staff responded to councilmember questions about specific line items. Mr. Hoglund concluded that the public hearing on the 2022 budget and 2022-2027 Capital Facilities Plan would be held on November 8 and that Council consideration of the budget would continue after that. Executive Session: Potential Litigation or Litigation per RCW 42.30.110(1)(i)(30 minutes) Mayor Gere advised that the Executive Session had been removed from the agenda.
