Dear Ivlr. Lange:
We received the plans for the 30`h and Q Hotel on October 1, 2018. The site includes two
parcels which are currently undeveloped as well as City right-of-way along 30th Street.
The proposed project consists of constructing a hotel at the southwest corner of
30th Street and Q Avenue, paved parking, concrete sidewalk, and road and storm drainage
improvements. Stormwater runoff from the entire developed site is proposed to be
discharged directly to the City storm sewer system.

We offer the following comments to the developer regarding our review of the submitted
information.
DRAINAGE REPORT
General
1, Figure labeling throughout the report is inconsistent, switching from
numerical to alphabetical. Please revise to label figures consistently,

2. The overall format of the Drainage Report, with large sections copied
from the 2012 Stormwater Management Manual for Western Washington
(Manual), is difficult. In general, the Manual should only be referenced
when necessary, with proper citation of copied material, and more
discussion of the project's compliance with the requirements of the
Manual would be useful.
Project Description
3. The proposed hotel is identified as being approximately 22,000 square
feet. It appears that 22,000 square feet is the approximate size of the
entire property, not the size of the hotel. The WWHM output provides
conflicting areas as well. Please revise all size references as appropriate.
4. Please clearly identify the existing, new, and replaced perdtous,
impervious, and pollutant -generating areas for the project.
5. This section describes the new downstream pipe culvert replacements as
being ADS N-12 pipe, yet Sheet CI I shows PVC pipe. The distance
between the top of the proposed pipe and the ground level is difficult to
decipher from the plans, but we recommend against the use of PVC for the
driveway crossings. A minimum of 1 foot of cover should be present for
ADS pipe. If this is not achievable, we recommend using ductile iron
pipes.
6. The uplift force calculations show a 24-inch pipe; however, the plans and
the description provided address new 12-inch pipes, not 24-inch pipes.
Additionally, it is unclear as to where this minimum cover is needed. Per
Sheet C11, it appears that the pipes will not have a 32-inch minimum
cover. Please revise and/or clarify as necessary.
Minimum Requirements
7. Under Minimum Requirement #2 (Element 4), the report discussed two
60-inch-diameter catch basins yet the plan sheets show 48-inch diameter.
Based on the angles of the incoming pipes to the manhole at Station 4+25,
a 60-inch-diameter catch basin seems appropriate. Please revise the report
and/or plans as necessary.
8, For Minimum Requirement #3, BMP 5411 (BMPs for Landscaping and
Lawn/Vegetation Management) is recommended for this project site.

9. Per Table 2.5.1 of Volume I of the Manual, Minimum Requirement #5
must meet the Low Impact Development (LID) Performance Standard and
BMP T5.13 or List 42. Please provide a detailed feasibility analysis of
BMPs in the order shown in List #2. The verbiage currently listed under
this section is not applicable to on -site stormwater management as
described by Ecology.
10. The report states that Minimum Requirement #6 (runoff treatment) is not
required. From the WWHM output, it appears that 0.56 acre of parking is
proposed. This is greater than the 5,000-square400t threshold for water
quality requirements. It appears this site needs to provide runoff
treatment. If not, please clearly identify why Minimum Requirement #6 is
not required for this project. If it is required, a description of the runoff
treatment facility will be necessary as well as how the facility was sized.
11. The discussion of Minimum Requirement #6 also states that a detention
pond will provide treatment for all pollution -generating impervious
surface (PGIS). This detention pond is not discussed further in the report
or included on the plans or in the WWHM output in Appendix 1. Please
revise accordingly.
12. The discussion of Minimum Requirement #7 (Flow Control) is not
adequate to determine compliance with the requirements of the Manual.
Please revise accordingly.
13. The project does not appear to discharge to any wetlands, either directly or
indirectly. The discussion of Minimum Requirement #8 shall clearly
identify the applicability of this requirement.
CIVIL PLANS
General
14. Our review of the electronic PDF plans was interrupted by the fact that
numerous items on the plans are illegible, including pipe inverts. The
plans include a plethora of labels, many of which clutter the sheets and are
not legible or it is unclear what is being labeled. Please revise accordingly
so the plans can be reviewed more thoroughly.
15. The plans are missing a legend. Please add a legend that includes all
existing and proposed features.

16. Many of the sheets include colored areas, possibly identifying cut and fill
amounts. It is recommended that these layers be turned off. If colors are
to be used, please include them in the legend.
17. Multiple details are not legible. Please revise accordingly.
18. The electronic plan sheets are not presented in the correct order. Please
reorder the sheets for clarity.

19. A detail showing the construction entrance shall be added.

20. The demolition plan should not show the proposed development.
Sheet C1Q
21. It appears that stormwater runoff is not<being collected in the northeast
portion of the site. Please review to ensure this water is being captured
and treated as necessary.
22. Winged headwalls are likely not necessary for the downstream areas along
30th Street.

On September 20, 2018, we received a resubmittal concerning the items listed below. Please note that additional
items/ revisions are still needed as follows:
1. As stated below, the building elevations need to clearly show the average original grade and how you are
complying with the maximum permitted height in the underlying Commercial Zone. The maximum permitted
height in the Commercial Zone (take from average original grade) is 40 feet. Currently the plans show a motel
that is greater than a 41 feet.
2. Much more detail on your landscape plan is needed. Six trees are shown. Please clearly show &label proposed
understory plantings (shrubs, perennials, etc.) Please label either common name or Genus and species. Native
vegetation is preferred. Use of a key may be beneficial as well. A minimum of 10% of the site shall be
landscaped.
3. A parking analysis is needed as to how you are complying with AMC Chapter 17.46. How many parking spaces
Gil e required by code? How many are provided?
4. Please designate one of the plan sheets as a "Parking Plan." On the parking plan, please show proposed parking
lot dimensions. Minimum dimensions must be approved by the city engineer. Please note, that only 1/3 of
required parking can be for compact cars per AMC 17.46.010(J). Extraneous layers need to be either turned off
or the respective transparency increased. Show this graphically and summarize this information in your parking
analysis.
5. On your site plan, please clearly label lot dimensions &property corners. Lot dimensions need to be based a
survey of the subject property. Please include a copy of your survey. On the site plan, also show the proposed
building.
6. Off-street parking is also required to be landscaped per AMC 17.46.070. How are you complying with this? Show
this too on your landscape plan.
7. As stated below, please show lot coverage calculations on the site plan. What is proposed and what is allowed
in the Commercial Zone?
8. Steve in Public Works is reviewing your drainage analysis for completeness. I will let you know if there are any
revisions needed.
When resubmitting, please clearly label. and cloud all revisions on your plans. Additionally please provide a narrative
explaining how you have complied to the items listed above. Please note that the subject building permit application is

Just following up with you regarding the email below and requested items. Please note that the subject building permit
application recently submitted is deemed incomplete effective today. The items below are needed to make the
application complete.
Therefore since the subject building permit is incomplete, it is not considered vested to current code or current fees and
is thus subject to changes in code and fees. Please note, that the items below need to be submitted in full no later than
90 days from the date deemed incomplete [9-11-18] per AMC 19.20.130(B)(2)(b). Thank you.

On May 9, 2017, a pre -application conference was conducted regarding a proposed motel at 3002 "Q"
Avenue. Please see the attached summary letter.
Then on August 291 20181 we received some application material to construct this proposed motel along with
a boundary line adjustment application to consolidate the two underlying platted lots. Additional information
is needed however associated with your most recent building permit application submittal as follows:
1. A drainage analysis is required that complies with the 2012 DOE SWMMWW as amended in 2014.
Third party review will be required. The applicant/ landowner will be required to reimburse the city for
the full cost of this third party review.
2. A commercial building permit application is needed that. is signed by the landowner
3. Structural calculations are needed prepared by structural engineer
4. A "building code analysis" is needed prepared by the project architect
5. SEPA environmental review is required. This entails filling out a SEPA environmental checklist. The cost
associated with this is $400.00.
6. The elevations of the building need to show average original grade and how you are complying with
the maximum permitted height with the Commercial Zoning District. The maximum permitted height in
the Commercial Zone is 40' above average original grade per AMC 17.24.090.
7. A parking plan is needed that shows how you are complying with the minimum number of off-street
parking stalls (see attached pre-app summary letter). One off-street parking stall is required for every
guest room per AMC 17.46.020.
8. A landscape plan is needed that shows how you are complying with the minimum percent of onsite
landscape (see attached pre-app summary letter). 10% of the site must be landscaped + parking areas.
9. Provide lot coverage calculations on the plans and how you are complying with the maximum
permitted (see attached pre-app summary letter)
10. Provide a narrative explaining how you are complying with the Commercial Zoning District's building &
design standards per AMC 17.24.110 & 17.24.120.
11. The site plan needs to be based on the survey of the subject property with property corners and
dimensions shown. The items needed on the site clan are listed here.
12. Please coordinate with the city's plans examiner -Rob Frisinger regarding the required plan review
deposit associated with the building permit application submittal.
Once the application material requested above has been provided to us, we can begin our review of your

Dear Mr. Sandhu:
A pre -application conference was held today regarding constructing a 35-unit hotel on the
subject property. The pre -application conference resulted in the following comments:
DEPARTMENT OF PLANNING, COMMUNITY &ECONOMIC DEVELOPMENT:
1. The subject property is located in the Commercial {C} Zoning District. Please refer to
Chapter 17.24 of the Anacortes Municipal Code {AMC} regarding the Commercial Zoning
District's permitted uses, conditional -uses, setback requirements, density, maximum land
coverage, maximum building height, & off-street parking requirements.
2. You wish to construct a 35-unit hotel on the subject property. Per AMC § 17.24.020,
"overnight accommodations" {i.e., hoteis & motels} are an allowed land use within the
Commercial Zoning District.
3. Pursuant to AMC § 17.24.060, there is no setback from adjoining property lines except
when abutting residentially zoned properties with no intervening street or alley there shall
be a 5400t setback.
4. No critical areas appear to be located either an the subject property or within 300 feet of
it.
5. At time of building permit application submittal, a copy of a boundary survey of the subject
.property is required. The survey needs to be performed by a Washington State licensed
surveyor.
6. At time of building permit application, please provide a narrative as to how you comply
with AMC § 17.24.110 and § 17.24.120 regulating building standards and design standards
respectively.
7. At time of building permit application submittal, a landscape plan shall be submitted to
PCED far review that conforms to AMC Chapter 17.41. In the Commercial Zone, planting

areas along street frontages shall be a minimum of ten (10) feet wide with trees planted
therein at an average of thirty (30) feet apart per AMC § 17.41.020(D). Ten (10) percent of
the gross site area shall be landscaped per AMC § 17.41.020(G). Plants indigenous to
Western Washington are preferred.
8. Per AMC § 17.46.020, for hotels and motels one (1) off-street parking space is required fior
every guest room. Additionally, off-street parking must be onsite not within the city's right-
of-way. The parking lot shall be landscaped per AMC Chapters 17.46 & 17.41.
9. The proposed development will require SEPA environmental review per AMC 18.04.120.
10. The maximum permitted .height in the Commercial Zoning District is forty (40) feet above
average original grade pursuant to AMC § 17.24.090. Please show average grade on your
elevations and how you meet this requirement.
11. Per AMC § 17:24.080, the maximum permitted land coverage in the Commercial.Zoning
District is fifty (50) percent. Please provide lot coverage calculations on your site plan and
how you are meet this requirement.
12. At time of building permit application submittal,_ please provide us with a drainage analysis
/stormwater plan that complies with the 2012 Department of Ecology Stormwater
Management Manual for Western Washington (SWMMWW) as amended in 2014. The
drainage analysis and stormwater plan needs to be completed by a Washington State
registered civil engineer. The City will require third party review of this drainage
/stormwater plan. Prior to building permit issuance, the applicant shall reimburse the city
for the .cost.
13. The building will required to be designed by a Washington State registered architect and
structural engineer.
14. The alleyway, "W Avenue, and 30 Street need to be developed /improved per Public Works
Department requirements.
15. Any dumpsters and recycling will need to be located onsite and designed to meet city
dum,pster pad specifications.
WATER DEPARTMENT:
16. This may require a backflow double check assembly. 1# you have any questions, please

NOTES:
l . Handouts and standard details maybe found on the City's Planning, Community, &Economic
Development website or can be obtained at city hall during normal business hours.
2. Plans, calculation, &reports prepared by state licensed architects or professional engineers must be
stamped and signed by the design professional.
3. The drainage analysis /plan & TESC Plan shall comply with the 2012 Department of Ecology's
Stormwater Management Manual for Western Washington (as amended in December 2014).
4. Within 180-days of application submittal refunds are allowed up to maximum of 80% of plan review
fee so long as no review has been performed by staff (Per IBC 109.6). The applicant must initiate this
refund request by submitting a signed letter to the Building Department.

items above as listed in the "Commercial & Multi -Family Building Permit Checklist" need to be submitted at
time of application submittal unless deemed unnecessary by staff. If staff deems the application incomplete,
the applicant will be notified by mail and/or email as to what items and/or revisions are still needed.
Additionally, if the application is deemed incomplete, the applicant will have 90-days to submit the
requested information per AMC 19.20.130(B)(2)(b). If the requested items and/or revisions are not
provided by the deadline [90-days], the application maybe rejected by staff and returned to the applicant
along with any unspent application fees per AMC 19.20.130(C)(3)(b).
