We received the plans for the 30`h and Q Hotel on October 1, 2018. The site includes two
parcels which are currently undeveloped as well as City right -of --way along 30th Street.
The proposed project consists of constructing a hotel at the southwest corner of
30�' Street and Q Avenue, paved parking, concrete sidewalk, and road and storm drainage
improvements. Stormwater runoff from the entire developed site is proposed to be
discharged directly to the City storm sewer system.

information.

2. The overall format of the Drainage Report, with large sections copied
from the 2012 Stormwater Management Manual for Western Washington
(Manual), is difficult. In general, the Manual should only be referenced
when necessary, with proper citation of copied material, and more
discussion of the project's compliance with the requirements of the
Manual would be useful.

3. The proposed hotel is identified as being approximately 22,000 square
feet. It appears that 22,000 square feet is the approximate size of the
entire property, not the size of the hotel. The WWHM output provides
conflicting areas as well. Please revise all size references as appropriate.
4. Please clearly identify the existing, new, and replaced pervious,
impervious, and pollutant -generating areas for the project.
5. This section describes the new downstream pipe culvert replacements as
being ADS N-12 pipe, yet Sheet C11 shows PVC pipe. The distance
between the top of the proposed pipe and the ground level is difficult to
decipher from the plans, but we recommend against the use of PVC for the
driveway crossings. A minimum of 1 foot of cover should be present for
ADS pipe. If this is not achievable, we recommend using ductile iron
pipes.
6. The uplift force calculations show a 24-inch pipe; however, the plans and
the description provided address new 12-inch pipes, not 24-inch pipes.
Additionally, it is unclear as to where this minimum cover is needed. Per
Sheet C11, it appears that the pipes will not have a 32-inch minimum
cover. Please revise and/or clarify as necessary.
P�/I1 nnimum Requirements
7. Under Minimum Requirement #2 (Element 4), the report discussed two
60-inch-diameter catch basins yet the plan sheets show 48-inch diameter.
Based on the angles of the incoming pipes to the manhole at Station 4+25,
a 60-inch-diameter catch basin seems appropriate. Please revise the report
and/or plans as necessary.
8. For Minimum Requirement #3, BMP 5411 (BMPs for Landscaping and
Lawn/Vegetation Management) is recommended for this project site.

9. Per Table 2.5.1 of Volume I of the Manual, Minimum Requirement #5
must meet the Low Impact Development (LID) Performance Standard and
BMP T5.13 or List #2. Please provide a detailed feasibility analysis of
BMPs in the order shown in List #2. The verbiage currently listed under
this section is not applicable to on -site stormwater management as
described by Ecology.
10. The report states that Minimum Requirement #6 (runoff treatment) is not
required. From the WWHM output, it appears that 0.56 acre of parking is
proposed. This is greater than the 5,000-square-foot threshold for water
quality requirements. It appears this site needs to provide runoff
treatment. If not, please clearly identify why Minimum Requirement #6 is
not required for this project. If it is required, a description of the runoff
treatment facility will be necessary as well as how the facility was sized..
11. The discussion of Minimum Requirement #6 also states that a detention
pond will provide treatment for all pollution -generating impervious
surface (PGIS). This detention pond is not discussed further in the report
or included on the plans or in the WWHM output in Appendix 1. Please
revise accordingly.
12. The discussion of Minimum Requirement #7 (Flow Control) is not
adequate to determine compliance with the requirements of the Manual.
Please revise accordingly.
13. The project does not appear to discharge to any wetlands, either directly or
indirectly. The discussion of Minimum Requirement #8 shall clearly
identify the applicability of this requirement.

14. Our review of the electronic PDF plans was interrupted by the fact that
numerous items on the plans are illegible, including pipe inverts. The
plans include a plethora of labels, many of which clutter the sheets and are
not legible or it is unclear what is being labeled. Please revise accordingly
so the plans can be reviewed more thoroughly.
15. The plans are missing a legend. Please add a legend that includes all
existing and proposed features.

16. Many of the sheets include colored areas, possibly identifying cut and fill
amounts. It is recommended that these layers be turned off. If colors are
to be used, please include them in the legend.
17. Multiple details are not legible. Please revise accordingly.
18. The electronic plan sheets are not presented in the correct order. Please
reorder the sheets for clarity.
19. A detail showing the construction entrance shall be added.

20. The demolition plan should not show the proposed development.
21. It appears that stormwater runoff is not being collected in the northeast
portion of the site. Please review to ensure this water is being captured
and treated as necessary.
22. Winged headwalls are likely not necessary for the downstream areas along
30th Street.

17.24.110 Building standards.
A. In order to make large new buildings compatible with the scale of existing city development, and create a
pedestrian -friendly environment, the apparent size of buildings and parking areas shall be broken down to
relate to human scale by the following means:
B. If a building facade exceeds fifty feet in length and is within twenty feet of a sidewalk, plaza, courtyard, or
similar pedestrian area, it shall be broken down into smaller elements by jogging the wall in or out a minimum
of four feet for at least ten feet of length, or by adding an element such as a porch, recessed entry, bay window,
projecting trellis or similar substantial architectural feature at least four feet deep by ten feet wide by one story
high, at intervals so that no continuous wall plane is more than fifty feet in length.

C. If a building exceeds thirty feet in height, its apparent height shall be modulated wherever it is within ten feet
of a sidewalk, plaza, courtyard, or similar pedestrian area, by adding shorter (twenty feet or less) building
elements such as a wing of the building, arcade, trellis, lower roof overhang, horizontal projection at least two
feet deep, awning, balcony or other architectural feature to reduce the apparent height to a more human scale.

D. If a building wall is within twenty feet of a sidewalk, plaza, courtyard, or similar pedestrian area, it shall
incorporate human -scale elements such as windows, arcades, lower roof overhangs, small-scale textural and
color changes, moldings, balconies, projecting and recessed elements, doorways, landscaped areas, trellises,
artwork and/or other small-scale architectural features so that people will not be walking past large blank wall
surfaces.

E. Primary building entrances shall be clearly visible from streets, pedestrian ways and parking areas, with
recessed or covered entrance areas to protect people from the rain. Projects shall be designed to facilitate
pedestrian access, with pedestrian walkways connecting building entrances to adjacent public ways in
locations which provide access to pedestrian street crossings.

F. Service and loading areas shall be located away from the primary parking and pedestrian areas to minimize
conflicts. Dumpsters, loading platforms, storage areas, and similar functions shall be screened from direct view
from pedestrian areas by attractive view -obstructing fencing or dense landscaping.

G. Parking lots in this zone shall provide landscaped areas distributed throughout the parking areas, totaling
not less than five percent of the parking lot area, in addition to the perimeter landscaping required by
subsection 17.46.080(A). In order to limit impervious surface and avoid excessively large parking areas,
parking lots in the C zone shall not exceed the minimum number of spaces required for each use under
Chapter 17.46 by more than ten percent. (Ord. 2794 § 1 (Att. A), 2008; Ord. 2592 Att. A § 13, 2002)

approved by the City of Anacortes will be used throughout.
17.24.120 Basic design standards.
The following requirements shall apply to a building or complex of buildings exceeding fifty thousand square
feet in gross floor area, because of the potential for a large structure to overwhelm and dominate this section of
the city, to the detriment of existing uses and smaller businesses:

A. To visually modulate the vast expanses of parking required for a large building, an added two percent of the
parking lot areas shall be developed in landscaping, in addition to the basic parking lot landscaping
requirement
for this zone. The landscaping plan for the project must be approved by the planning commission.
B. Parking shall be broken into several smaller parking lots, and buildings shall have entrances on more than
one
side, to reduce walking distances and to reduce the apparent expanse of the parking lots.
C. To visually modulate the greater size of the building, all sides of the building shall either meet the building
standards for being within twenty feet of a pedestrian area, or shall be partially screened by landscaped areas
not

answer each question accurately and carefully, to the best of your knowledge. You may need to consult
with an agency specialist or private consultant for some questions. You may use "not applicable" or

You may also attach or incorporate by reference additional studies reports. Complete and accurate
answers to these questions often avoid delays with the SEPA process as well as later in the decision -
