STATE OF VIfASHINGTON 4S!ty 0 City of Anacortes Photovoltaic System Permit 04 Submittal Requirements J 1 2018 U Permit Required: A building permit is required for the installation or replacement of solar/photovoltaic (PV) systems, including roof top arrays, ground -mounted arrays and PV water heaters. An electrical permit is required from the State Department of Labor & Industries. Single family residence rooftop installations meeting the criteria in the attached checklist are eligible to obtain a building permit over-the-counter at the permit center in City Hall. SUBMITTAL REQUIREMENTS FOR PV (OTHER THAN ONLINE OR OVER-THE-COUNTER PERMITS): 1) Permit Application Form A. 2) Site plan showing location of house and array/equipment on lot, with setback dimensions to property lines. 3) Roof plan showing the array. 4) Manufacturer specifications or the PV panels and mounting hardware. Date: March 2711, 2018 Re: Structural Certification and Span Tables for IronRidge Flush Mount System 1495 Zephyr Avenue Hayward, CA 94544 1-800-227-9523 IronRidge.com This letter addresses the structural performance and code compliance of IronRidge's Flush Mount System. The Flush Mount System is a proprietary rooftop mounting system used to support photovoltaic (PV) modules installed in portrait or landscape orientation and set parallel to the underlying roof surface. PV modules are supported by extruded aluminum XR Rails and secured to the rails with IronRidge mounting clamps. The XR Rails are side mounted to a selected roof attachment with 3/8" stainless steel bonding hardware and then attached directly to the roof structure or to a stanchion that is fastened to the underlying roof structure. Assembly details of a typical Flush Mount installation and its core components are shown in Exhibit EX-0015. The IronRidge Flush Mount System is designed and certified to the structural requirements of the following reference standards for the load conditions and configurations tabulated in the attached span tables: ASCE/SEI 7-10 Minimum Design Loads for Buildings and Other Structures (ASCE 7-10) 2015 International Building Code (IBC-2015) Washington State Building Code Amendment WAC 51-50 2015 Aluminum Design Manual (ADM-2015) The tables included in this letter provide the maximum allowable spans of XR Rails in the Flush Mount System for the respective loads and configurations listed, covering wind exposure categories B, C, & D, roof zones 1, 2 & 3, and roof slopes from 00 to 450. The span tables are applicable provided that the following conditions are met: 1. Span is the distance between two adjacent roof attachment points (measured at the center of the attachment fastener) 2. The underlying roof pitch, measured between roof surface and horizontal plane, is 450 or less. 3. The mean roof height, defined as the average of the roof eave height and the roof ridge height measured from grade, does not exceed 30 feet. 4. Module length shall not exceed the listed maximum dimension provided for the respective span table and module width shall not exceed 40". 5. All Flush Mount components shall be installed in a professional workmanlike manner per IronRidge's Flush Mount installation manual and other applicable standards for general roof construction practice. © 2018 IronRidge, Inc. The Flush Mount System is designed as a Risk Category II structure as defined by ASCE 7-10 Chart 1.5-1. 2. When designing with a roof slope not listed in the span tables, but no greater than 45°, the lesser of the two span values listed immediately below and above the desired slope shall be used. For instance, if one is designing to a roof slope of 120, use the lesser of the two span values associated with 10° and 15°. 3. The wind speed selection shall conform to ASCE 7-10 Fig. 26.5-1A (Risk Category II wind) and any state &local county/city amendments to the IBC. No special wind topographic features are included in the span tables and the topographic coefficient (Kzt) is taken as 1.0. 4. The snow load used in the span tables is the ground snow and shall conform to ASCE 7-10 Fig. 7-1. If a more restrictive snow load is imposed by a local building code/amendment to the IBC, such snow load requirement shall also be complied with. If the local jurisdiction specified snow load is in the format of a flat roof snow load, it shall first be converted to a ground snow following the local building code/amendment before the application of the attached span tables. No special snow conditions are considered including unbalanced, drifting, sliding or ponding snow. Snow load conditions presented in the span tables do not include buildings which are intentionally kept below freezing, kept just above freezing, or unheated. 5. The span tables reflect the ASCE 7 prescribed earthquake loads with the maximum magnitudes being: 1) For ground snow no greater than 42psf: SS < 2.Og for Site Class A, B, C, or D. 2) For ground snow greater than 65psf: SS < 1 ug for Site Class A, B, C, or D. 3) For ground snow between 42 and 65psf: SS s 1.5g for Site Class A, B, C, or D. 6. Roof zone size and definition conforms to ASCE 7-10 Fig. 30.4-2A. 7. Allowable span length in the charts may be multiplied by a factor of 1.08 if the rails are continuous over a minimum of three spans. 8. An array to roof clearance of 2 inches minimum must be provided. 9. The maximum cantilever length measured from the rail end to the nearest attachment point shall not exceed 40% of the allowable span provided for the respective load &configuration condition from the span tables. 10. No rail splices are allowed in the cantilever, outer 2/3 of end spans, or middle 1/3 of interior spans. 11. For shaded cells of the span tables, UFO Mid Clamps shall not be installed closer than 20 inches to Roof Zone 3. 12. When a roof attachment listed in IronRidge's Flush Mount installation manual is considered, the span values provided in this letter can be adjusted using IronRidge's online Design Assistant by checking the capacity of the selected roof attachment against the reaction forces provided in Design Assistant. © 2018 IronRidge, Inc. The report holder or lumber treater shall be contacted for recommendations on minimum corrosion resistance and connection capacities of fasteners used with the specific proprietary preservative -treated or fire -retardant treated lumber 3.0 PRODUCT USE 248 Valid Throught 09/30/2018 3.1 General: EZ Roof Mount Kits — K10068-XXX are mounting assemblies used to attach solar panels and other types of approved equipment on roofs with asphalt shingle roof coverings. EZ Roof Mounts are specifically designed to be used for installation of solar collectors for thermal energy or photovoltaic energy production in accordance with IBC Section 1511 and IRC Sections M2301 on roofs. 3.2 Design: Tabulated allowable loads shown in Table 1 of this report are based on allowable stress design (ASD) and include the load duration factor, CD, corresponding with the applicable loads in accordance with the ANSI/AWC National Design Specification (NDS). Where the roof mounts are exposed to sustained temperatures exceeding 100°F (37.8°C), uplift allowable loads shall be adjusted by the temperature factor, Ct, in accordance with Section 10.3.4 or the NDS temperature factor, Ct, which applies to the roof mount connected to supporting wood members where sustained temperatures up to 150°F (65.6°C). When products are attached to wood framing having a moisture content greater than 19 percent (16 percent for engineered wood products), or where wet service is expected, the allowable loads shall be adjusted by the wet service factor, CM, specified in Section 10.3.3 of the NDS. Connected wood members shall be analyzed for load -carrying capacity at the connection in accordance with the NDS. 3.3 Installation: EZ Roof Mount Kit — K10068-001 shall be installed using the 5/16-inch (7.94 mm) diameter stainless steel lag screws at each bracket location as described in the manufacturer's published installation instructions. Lag screws shall penetrate into the roof rafter a minimum of 2t/2-inches (63.5 mm). Prior to installation, the roof rafter shall be bored with the required lead and clearance holes for the unthreaded and shank portions of the lag screw as set forth in Section 12.1.4 of the NDS-15 (Section 11.1.4 of the NDS-12 and -05). Threaded portion of the lag screw shall be inserted into its lead hole by turning with a wrench and not driving by a hammer. Use of auxiliary holes in the Shoe other than the use of an extra fastener to stop the shoe from rotating during installation is outside the scope of this report. Flashing shall be installed the full length under the shingle up to the raised portion of the flashing to prevent water ingress under the shingle. No portion of the flashing shall be bent upward; the flashing shall rest fully against the roof shingles. Fiaures 2 to 6 of this report illustrate the components. 4.1.2 EZ Roof Mount Kit - K10068-020: consists of five basic components: (1) shoe assembly with captive waterproof washer, (2) OMG Screws XHDO02B (lag bolt not included), (3) flashing, (4) L-Foot, and (5) hex cap. Figures 2 through 7 of this report illustrate the components. 4.2 Material information: EZ Roof Mount is fabricated from aluminum. The Shoe assembly is fabricated using casting aluminum alloy with dimensions of 2.80 inches (71 mm) in diameter and 1.00 inches (25.4 mm) in height. The Shoe assembly is secured using one 5/164nch (7.94 mm) diameter lag bolt that is 4 inches (102 mm) in length and made of stainless steel. Flashing is fabricated from sheet aluminum with dimensions of 10.0 inches (254 mm) in width, 12.5 inches (318 mm) in length and 0.04 inches (1.02 mm) in thickness. The L-foot is a 2.00 inch (50.8 mm) long unequal leg angle made from 6005-TS aluminum with dimensions of 3.00 inches (76.2 mm) in depth, 2.00 inches (50.8 mm) in width and 0.24 inches (6.10 mm) in thickness. The L-foot contains a 0.3754nch (9.53 mm) diameter round hole with a 0.83 inch (21.1 mm) wide and 0.99 inch (25.15 mm) (in base) that is located in the center of the base leg. One slot measuring 1.64 inches (41.7 mm) long by 0.40 inch (10.2 mm) wide occurs in the center and is located 0.30 inches (7.62 mm) from the top edge of the vertical leg, which has a scallop front and rear face. Fasteners used to secure the EZ Roof Mount Kit - K 10068- 020 to minimum 'h-inch (12.7 mm) thick plywood roof sheathing complying with DOC PS 1 shall be OMG Screws XHDO02B 0.2024nch (5.13 mm) diameter wood screws complying with ASTM D1761 and F1575. The wood screws shall be long enough to penetrate and extend beyond the wood sheathing by 0.5 inch (12.7 mm). Wood screws shall be corrosion -resistant.
