Christofersen P.O. Box 1390 Anacortes, WA 98221 Dear Ms. Christofersen: I have reviewed the information you have provided on your proposed discharge to the City of Anacortes sanitary system from the windchime manufacturing plant. I understand you have, installed a pretreatment system prior to the discharge to the sanitary sewer. The wastewater from your windchime manufacturing process, after passing through the pretreatment system, would be considered not unlike domestic sewage in both quality and volume. The discharge would contain no toxics that could interfere or upset the City of Anacortes wastewater treatment plant. Based on this, your operation would not require a State Wastewater Discharge Permit from the Department of Ecology. If there are other questions on this please contact me at(206) 649-7046. A prefabricated Garco Building System had been erected and the A-325 bolted connections tightened prior to our visit. Contractor .had used turn-of-the-nut method for tightening and '/" bolts were installed with hardened washers. The 5/8" bolts at end wall and eave overhangs were installed without washers. A Skidmore-Wilhelm calibration device was used to get a calibration for torque arbitration testing on 2 bolts as provided on site. The '/" bolt inspection torque came out to 325 ft.lbs. and the 5/8"bolts were checked using a previously established value of 200 ft.lbs. We checked all the primary H.S. bolted connections to above values. Most were tight and a few were tightened during testing. Connections were marked by MTC. Christofersen P.O. Box 1390 Anacortes, WA 98221 Dear Ms. Christofersen: I have reviewed the information you have provided on your plant addition. If you are not anticipating an increase in the quantity of the discharge or the quality of the discharge after the pretreatment system the Department of Ecology would still be considered not unlike domestic sewage in both quality and volume. The discharge would contain no toxics that could interfere or upset the City of Anacortes wastewater treatment plant. Based on this, your operation would not require a State Wastewater Discharge Permit from the Department of Ecology. If there are other questions on this please contact me at (425)649-7046. This analysis is to determine the capacity of the downstream storm water drainage system to handle a 100 year storm event for the drainage basin. The existing site is covered by grass. See the attached layout.Plan#1,to show the drainage basin for the area surrounding this development. RESULTS OF ANALYSIS: The following analysis is a conservative analysis of the basin in question and increase of runoff due to the commercial development will be .51 cfs for the 100 year storm event. The downstream analysis shows excellent pipe capacity to the outran of the pipe network at Paddilla Bay. See Plan drawings for pipe capacities at 100 year flow levels. ON SHE DRAINAGE ANALYSIS: The site existing condition is primarily grass and shrubs. The Soil Conservation Service(SCS)maps soil as Bow-Urban land complex,0 to 8 percent slopes and a hydrologic soil group of "D". See the attached detailed site plan #2. Dear Alan, The letter is to address the soil bearing capacities for the floor , footings and parking for the Whispering Winds development. The attached log report shows the 3 test holes dug on April 19, 1996 to determine the type of soils on the site. I concur with the soils technician that the soil meets or exceeds the bearing capacity of 1,500 lb/sq ft for the footings and floor design. A suitable pavement cross-section should contain 8" gravel base, 3" ATB and 2"ACP. If you have any questions please let me know. Sincerely, 1 HER/00 ip OF wAsq„N S) it 4 7 Dale Herrigstad,P.E.
