Report Limitations and Guidelines for Use GEOENGINEERS January29,2010 ; page i File No.05147-019-00 Wyman's Ramp Improvements Anacortes,Washington INTRODUCTION This report presents the results of our geotechnical engineering services related to the proposed improvements to Wyman's ramp located northeast of the intersection of T Avenue and 3rd Street in Anacortes,Washington. The project location is shown in the Vicinity Map, Figure 1. The ramp is currently used to load and unload boats with materials for the San Juan Islands that cannot be transported on the Washington State Ferries. The ramp improvements will include removal of the existing Portland cement concrete (PCC), regrading of the top of the ramp, and construction of a new PCC ramp. It is not currently known if the steel rails will be replaced. It is our understanding that the final grade of the ramp will be lowered and permanent cut slopes will be used to transition along the side of the ramp between the existing and proposed grades. The cut for the ramp will begin to taper at approximately Elevation 8 feet and gradually grow up to a maximum of 2.5 feet at about Elevation 18 feet before tapering back to existing grade at about Elevation 25 feet. No significant grade changes are proposed below Elevation 8 feet. (Elevations used in this report are based on MLLW.) We anticipate the new PCC pavement slab (designed by others)will be approximately 4 to 6 inches thick. It is not certain at this point if the ramp below the ordinary high water mark will be designed and constructed in a manner similar to the portion above the water line or if pre-cast platforms will be anchored and sunk below the water surface. The purpose of our geotechnical engineering services was to explore subsurface conditions at the site as a basis for developing geotechnical recommendations for the design and construction of the proposed ramp improvements. The scope of our services for the project included completing five borings, completing laboratory testing on samples obtained from the explorations, performing analyses and preparing this report. Our specific scope of services is described in our task order 50-09 for the project dated October 28,2009. SITE CONDITIONS Surface Conditions The project site is located along the boundary between an industrial area and residential area near the waterfront in Anacortes, Washington. The site is bordered by Padilla Bay to the north, the former Wyman's Facility to the east, a gravel surfaced parking lot and road to the south, and the Randy's Pier 61 restaurant to the west. Existing site conditions are shown in the Site and \\ Exploration Plan, Figure 2. The site consists of an existing PCC pavement ramp with embedded steel rails leading down to the water. The ramp's PCC surface extends up about 100 feet from the ordinary high water mark to approximately Elevation 20 feet. The PCC pavement surface is heavily fractured and missing in some locations. Above Elevation 20 feet, only the rails are embedded in PCC and the space between the rails is filled with crushed rock. The current grade of the ramp is at approximately 12 percent with a total drop from Elevation 25 feet down to approximately Elevation -5 feet. A bedrock outcrop is present at the shoreline to the west of the ramp. An existing dock is located at Wyman's Facility to the east. The building at the dock appears to currently be used for storage. A connex box containing oil spill response equipment is located west of the existing building. GEOENGINEERS� January29,2010 Page 1 File No 05147-019-00 Geology Our interpretation of the geologic/hydrogeologic conditions at the site vicinity is based on a review of the "Geologic Map of Bellingham 1:100,000 Quadrangle, Washington," by Thomas J. Lappen (2000). The geologic soil deposits are the result of both glacial and nonglacial processes that have occurred during the last 12,000 years. The site is mapped as artificial fill. The area west of the site is mapped as Recessional Marine (glaciomarine) Drift from the Everson interstade of the Fraser glaciation. Sea level fluctuated significantly relative to the land surface and present-day sea level, in response to the glacial advance and retreat (melting). Glaciomarine drift typically consists of unsorted, unstratified silt and clay with varying amounts of sand,gravel,cobbles and occasional boulders. Glaciomarine drift is derived from sediment melted out of floating glacial ice that was deposited on the sea floor during periods of glacial retreat, while the land surface was depressed 500 to 600 feet from previous glaciations. This material locally contains shells and wood, and large erratics (boulders) can be present sporadically or even in a cluster. The upper 5 to 15 feet of the glaciomarine drift unit in upland areas or overlying very dense glacial till is typically stiff. This is generally attributed to desiccation, although some consolidation from ice-contact loading may have occurred. The stiff layer possesses relatively high shear strength and low compressibility characteristics. The lower layer is generally medium stiff to soft and has low shear strength and high compressibility characteristics. Bedrock is mapped at the ground surface east of the site. The bedrock is mapped as part of the Lummi Formation which consists of marine metasedimentary rock. The Lummi Formation is metamorphosed pebble conglomerate, sandstone, and/or mudstone. The formation was deposited during the early Cretaceous to late Jurassic age(140 to 150 Million years b.p.). Subsurface Explorations Subsurface soil and groundwater conditions were evaluated by completing five geotechnical borings at the site. The borings extended to depths varying from 2.5 to 15.5 feet below the ground surface (bgs). The borings were completed with a drill rig subcontracted to GeoEngineers on December 4, 2009. The approximate locations of the explorations are shown in Figure 2. Details of the field exploration program, laboratory testing and the exploration logs are presented in Appendix A. Subsurface Conditions Soil Conditions The soil conditions at the site generally consisted of fill overlying glaciomarine drift and/or bedrock. The surficial conditions were variable: approximately 5 to 6 inches of PCC was encountered at borings B-3 and B-5;approximately 5 to 12 inches of crushed rock was encountered at borings B-1 and B-2; and the fill was encountered at the surface at B-4. It does not appear that crushed rock or gravel base was placed beneath the PCC. The fill unit encountered below the PCC pavement or crushed rock and at the ground surface at boring B-4 primarily consisted of medium dense fine to coarse sand with gravel and varying silt content. The fill extended to depths varying from 2 to 4.5 feet bgs at the boring locations. Very Page 2 Wyman's Ramp Improvements Anacortes,Washington stiff clay with occasional gravel was encountered underlying the fill in borings B-2, B-3, and B-5. We interpret this soil to be representative of glaciomarine drift. Dense silty sand was encountered underlying the fill in B-1. The dense sand also be glaciomarine drift, although it could be weathered glacial till that underlies the glaciomarine drift. Bedrock was encountered in all five explorations underlying the previously described soil units. The depth to bedrock was typically 7 to 71 feet bgs except at boring B-2 (13/feet bgs) and B-4 (21 feet bgs). Boring B-4 was completed adjacent to the bedrock outcropping at the water's edge and B-5 was completed 10 feet away. It appears that the outcropping extends below the ramp at a relatively steep inclination. Groundwater Conditions Groundwater was not observed in the explorations completed at the site, with the exception of B-5. Boring B-5 was located adjacent to the water's edge and encountered groundwater approximately 1.5 feet bgs. Groundwater may have been in boring B-4 at a similar depth, however B-4 was so shallow and backfilled so quickly that the seepage was not observed. The borings were not left open long enough for the groundwater to stabilize and no monitoring wells were installed. We expect that the groundwater is hydraulically connected to Guemes Channel and the groundwater level should be expected to fluctuate as a function of season,tides, precipitation and other factors. Chemical Analytical Results As part of our evaluation of environmental conditions,soil samples were collected from boring B-2 after a soil sample with a strong petroleum odor and moderate sheen was observed in the upper fill material. One sample was submitted to OnSite Environmental, Inc.of Redmond,Washington for chemical analysis. _ ,ample was analyzed for presence of petroleum hydrocarbons (NWTPH HCID). The chemical analytical data from our sampling were compared to the MTCA Method A cleanup levels for soil and groundwater (unrestricted land use) as an initial screening to evaluate the potential that construction will generate contaminated soil. The sample was non-detect for presence of petroleum hydrocarbons. Analytical reports from the laboratory testing are presented in Appendix B. Oftentimes low level petroleum impacts will occur along the shoreline from boat activities. CONCLUSIONS AND RECOMMENDATIONS General We conclude that the proposed improvements to the Wyman's ramp in Anacortes,Washington may be satisfactorily constructed as proposed. All procedures and materials should be in accordance with the most recent Washington State Department of Transportation (WSDOT) Standard Specifications (hereafter referred to as WSDOT Standard Specifications), unless another version is specifically referenced or dictated by project documents. The site soils have a high susceptibility to erosion, particularly when disturbed and the site is along the shoreline. Temporary erosion control measures should be used during construction depending on the water, location, soil type, and other factors. Temporary erosion protection (e.g., straw, GEOENGINEERS_Ci January 29,2010 Page 3 File No.05147-019-00 plastic, or rolled erosion control products [RECPs]) may be necessary to reduce sediment transport until vegetation is established or permanent surfacing applied. Appropriate best management practices (BMPs) should be incorporated into the temporary erosion and sediment control plan by the civil engineer. Seismicity General The site is located within the Puget Sound region, which is seismically active. Seismicity in this region is attributed primarily to the interaction between the Pacific, Juan de Fuca and North American plates. The Juan de Fuca Plate is subducting beneath the North American Plate. It is thought that the resulting deformation and breakup of the Juan de Fuca Plate might account for the deep focus earthquakes in the region. Hundreds of earthquakes have been recorded in the Puget Sound area. Research has concluded that historical large magnitude subduction-related earthquake activity has occurred along the Washington and Oregon coasts. Evidence suggests several large magnitude earthquakes (Richter magnitude 8 to 9) have occurred in the last 1,500 years, the most recent of which occurred about 300 years ago. No earthquakes of this magnitude have been documented during the recorded history of the Pacific Northwest. Fault Hazards Local design practice in Puget Sound and local building codes now include the possible effect of a very large subduction earthquake and local known faults in the design of structures. There is a small unknown fault that runs in a northwesterly direction through the site. Based on review of USGS and DNR maps the fault does not appear to be connected to any named fault system. Based on the unknown nature of the fault it likely represents low to moderate risk of ground fault rupture. Liquefaction Potential Liquefaction refers to a condition where vibration or shaking of the ground, usually from earthquake forces, results in the development of excess pore pressures in saturated soils and subsequent loss of strength. This can result in vertical oscillations and/or lateral spreading of the affected soils, with accompanying surface subsidence and/or heaving. In general, soils that are susceptible to liquefaction include loose to medium dense clean to silty sands that are saturated (that is, below the water table). The soils encountered within our explorations for the project include medium dense granular fill overlying very stiff clay over bedrock at shallow depths. The granular fill we encountered was not below the water table and limited in thickness, with the exception of boring B-5, where water was encountered within the fill. Therefore, it is our opinion that the soils encountered at the site are not susceptible to liquefaction with the possible exception of the portion of the ramp below sea level. Page 4 Wyman's Ramp Improvements - Anacortes,Washington Pavement Considerations General It is our understanding that the ramp improvements project will require the existing PCC to be removed and replaced. The new PCC pavement surface will be designed by a structural engineer. We anticipate that regrading of the inclination of the ramp will result in the removal of the medium dense granular fill and that the subgrade soils will consist of the native stiff clay soils. A thin layer of granular fill may remain in some locations. The subgrade surface for all new pavement areas should be prepared in accordance with recommendations provided in the "Subgrade Preparation" section of this report to provide the desired pavement performance. Pavement Design Considerations We recommend that the pavement section consist of a PCC surface wearing layer that will be designed by others overlaying a 5-inch thick layer of crushed surfacing base course (CSBC) consistent with WSDOT Standard Specifications 9-03.9(3). We recommend that the CSBC be placed as structural fill per the recommendations provided in the earthwork section of this report and be uniformly compacted to at least 95 percent of the maximum dry density (MDD) per ASTM D-1557. It should be noted that this PCC pavement section is based on being able to prepare the subgrade in accordance with our recommendations. If the project proceeds during wet weather, it may be necessary to include a gravel base layer to provide better construction traffic support. We suggest that a woven geotextile with a minimum grab tensile strength (ASTM 4632) of 200 pounds (such as Mirafi 500X or equivalent) be included and placed directly over the prepared subgrade. It is our opinion that the geotextile will help protect degradation of the subgrade soils if exposed to inclement weather or moisture due to tide cycles as well as increase the long term performance of the ramp. The geotextile is not necessary where "clean" sand is encountered at the subgrade; however, the geotextile would still help control erosion and other adverse affects during construction. We recommend that the PCC pavement be designed using a modulus of subgrade reaction equal to 180 pounds per cubic inch (pci). This value was determined using the methodology outlined in the American Association of State Highway and Transportation Officials (AASHTO)Guide for Design of Pavement Structures and includes the effect of the layer of compacted crushed rock over the subgrade prepared in accordance with our recommendations. Earthwork General We understand that some excavation will be required at the site due to the regrading of the ramp. The site soils that will be excavated generally consist of medium dense sand with varying silt content and very stiff clay. The clay soils are moisture-sensitive and are susceptible to disturbance by construction equipment during wet weather. Therefore we recommend that site preparation occur during periods of dry weather to minimize earthwork costs. GEOENGINEER_ January29,2010 Page 5 File No.05147-019-00 The portion of the ramp below Elevation 8 feet will be subjected to daily tidal action and surface/groundwater management would be required if the lower portion of the ramp was constructed using cast-in-place methods for the PCC. Therefore, we understand that pre-cast PCC panels will be used below the ordinary high water table to avoid expensive water management procedures. Subgrade Preparation The proposed improvements will occupy roughly the same footprint as the current ramp. Vegetation was not observed at the site and therefore stripping is not anticipated. Excavation to the proposed grade will result in the removal of the existing broken PCC and the existing fill where excavation is required. We recommend that the exposed subgrade soils be compacted to a uniformly firm and non-yielding condition in all areas for support of the new PCC pavement section. Ideally, the subgrade should be compacted to at least 95 percent of the MDD based on ASTM D 1557 test procedure. A compaction level of at least 90 percent must be achieved and is satisfactory provided that the geotechnical engineer's representative confirms in the field that the subgrade is non-yielding. Non-yielding condition can be confirmed by thoroughly proofrolling with heavily loaded rubber-tired construction equipment if site preparation is done during extended dry weather conditions. The proofrolling should be observed by one of our geotechnical engineers, who will evaluate the subgrade. If soft or otherwise unsuitable areas are observed during compaction and/or proofrolling, excavation to firm soil or to 2 feet below the original ground surface, or as otherwise recommended by the geotechnical engineer's representative should be accomplished. The overexcavated material should be replaced with structural fill in accordance with recommendations provided in subsequent sections of this report. If site work is completed during wet weather conditions, the exposed surface should not be proofrolled because of the disturbance that would be caused. Instead the exposed soils should be evaluated and probed by a representative from our firm to identify soft or loose areas which may need to be replaced as previously described. During wet weather, the site should be stripped where necessary with lightweight equipment and construction traffic kept off the exposed surface. As previously stated, a gravel base section may be appropriate to support construction traffic during wet weather construction. Excavation Considerations We understand that excavation will be approximately 1 to 4 feet below existing site grade to the pavement subgrade elevation. The excavation for final grade will extend primarily through the medium dense granular fill. In some areas, the excavation will extend through the fill material to the native clay. Boring B-2(Station 1+25) is the area most likely to encounter the native soils. Excavation of this material can be completed using conventional earthwork equipment. Bedrock was encountered approximately 7 feet below the ground surface along the centerline of the ramp. We anticipate that the depth to bedrock decreases below the ordinary high water mark. Therefore, we conclude that it is unlikely that bedrock will be encountered in the excavation for the ramp. Page 6 Wyman's Ramp Improvements Anacortes,Washington Permanent Slopes Permanent slopes will be constructed to transition between the existing site grades and the new lower grade for the ramp. We recommend that permanent slopes be constructed at an inclination no steeper than 3H:1V due to the potential for wave action on the slopes during storm events and that vegetation will not be established. We recommend that that exposed surface be protected against erosion using armor rock if vegetation is not desired. Structural Fill GENERAL All fill placed on the site should be placed and compacted as structural fill. All structural fill material should be free of organic matter, debris and other deleterious material. The maximum particle size diameter should be the lesser of either 4 inches or one-half of the loose lift thickness. As the amount of fines (material passing the U.S. No. 200 sieve) increases in a soil, it becomes more sensitive to small changes in moisture content, and adequate compaction becomes more difficult to achieve during wet conditions. Generally, soils containing more than about 5 percent fines by weight cannot be properly compacted when the moisture content is more than a few percent from optimum. The fill should be placed in horizontal lifts not exceeding 10 inches in loose thickness or the thickness necessary to obtain the specified compaction with the equipment used. Each lift must be thoroughly and uniformly compacted to a percentage of the MDD as determined by the ASTM D 1557 test procedure. We recommend that fill placed in the ramp area be compacted to at least 90 percent of the MDD up to 2 feet below the pavement subgrade elevation. Fill placed in within 2 feet of the pavement subgrade elevation should be compacted to 95 percent of the MDD. Sufficient earthwork monitoring and a sufficient number of in-place density tests should be performed to evaluate fill placement and compaction operations and to confirm that the required compaction is being achieved. SUITABILITY OF ON-SITE SOIL Variable soils will be encountered depending on the depth and character of fill at the various locations. The upper granular fill is suitable for re-use as structural fill. Based on the samples collected from our explorations,the moisture content of the native very stiff clay is higher than the optimum moisture content for compaction. These materials are very moisture sensitive and can be difficult to compact to 95 percent of the MDD even at or near the optimum moisture content. Therefore,for planning purposes, we suggest that the native soils be considered unsuitable for use as structural fill. If constructed during periods of dry weather, the contractor may be able to moisture condition the silty sand such that it is suitable for use as structural fill. Proper moisture conditioning of the soil requires time, dry weather, and space and approval of the material is subject to approval by the engineer. SELECT IMPORT FILL If required, imported soil should conform to the recommendations provided in the "General" section above. We recommend using a select import fill: a sand and gravel base with a fines content of less than 5 percent on that portion passing the 3/4-inch sieve and at least 30 percent GEOENGINEERS January29,2010 Page 7 File No.05147-019-00 gravel (retained on the U.S. No. 4 sieve). We recommend that import material consist of gravel base in accordance with previous recommendations or gravel borrow per WSDOT Standard Specifications 9-03.14. It would be appropriate to limit that portion passing the U.S. No. 200 sieve to less than 5 percent during wet weather construction. Other import soils may be submitted for approval by the geotechnical engineer. The rental of the east section oF Terminal II area by the Port oF Anacortes and the permission given by the City to store materials an the easement is inappropriate and was not given proper thought . The noise , traffic and pollution is a problem For us as residents. In addition , there is a major problem with the noise and dust of the Port ' s shipping of coke and logs . The log trucks arrive and unload, then the logs are moved into place by heavy noisy mechinery . Then , they are moved to the debarker and moved again back to the original location. Then again , they are moved to a closer location when ships are due . This activity is a real problem. "T" Street is also being used For the following : 1 . Workers are building docks and we hear the noise of the construction. Excessive traffic and parking has developed , i . e . a . Workers coming to work , parking on T street and then leaving after work . b . Long-bed trucks delivering supplies . c . Unloading and moving supplies by forklist and tractor. note : We have seen children playing on these supplies which is a danger . 2 . "T" street is already being used by Boomers restaurant customers , employees and delivery trucks . 3 . Secret Harbor employees drive to and From work and park at the north end of T by the water . 3 . Cap Sante storage is using the easement illegally to park the U-Haul trucks they are now renting . They have no rightful space to park these trucks on their own property . These U-Hauls not only take a great deal of space , are ugly to have in our backyard , but contribute even more to the traffic and parking congestion . 4 . The noise , traffic and pollution is a problem for us as residents . In addition , there is a major problem with the noise and dust of the Port ' s shipping of coke and logs . The log trucks arrive and unl❑ad , then the logs are moved into place by heavy noisy machinery . Then , they are moved to the debarker and moved again back to the original F location . Then again , they are moved to a closer location when ships are due . This activity is a real problem . "T" Street is also being used For the following_ : 1 . Workers are building docks and we hear the noise of the construction . Excessive traffic and parking has developed , i . e . a . Workers coming to work , parking on T street and then leaving after work . b . Long-bed trucks delivering supplies . c . Unloading and moving supplies by forklist and tractor . note : We have seen children playing on these supplies which is a danger . 2 . "T" street is already being used by Boomers restaurant customers , employees and delivery trucks . 3 . Secret Harbor employees drive to and From work and park at the north end of T by the water . 3 . Cap Sante storage is using the easement illegally to park the U-Haul trucks they are now renting . They have no rightful space to park these trucks on their own property . These U-Hauls not only take a great deal of space , are ugly t❑ have in our backyard , but contribute even more to the traffic and parking congestion . 4 . You are mistaken in your assump- tion that we were the only ones who reported yqur misuse of city property to support your U-Haul business . This block , extending from 4th to 3rd Streets and from T to U streets is and had been primarily residential . The Failure of the City ❑f Anacortes to adjust the zoning to reflect the residential use is indeed unfortunate and has had extremely negative consequences . Your storage building has decreased property values , obstructed views , ( that were paid for in the original cost of the property) and have made resale difficult . Your decision to put a three story blue metalbuild- ing in a residential neighborhood was without consideration for any- one but yourself . As you are well aware , on January 11 , 1989 a public hearing was held by the Anacortes Planning Commission in response to a petition to change the zoning to residential on the above block . You , of course , were against this rezoning application . Your statement on record at that meeting was that all you wanted to do with this property was to build a small building for net storage . This was obviously untrue . If you had been honest about your intentions to build this large build- ing on the property there would have been a neighborhood uproar . No one would ever want that building , or a fleet of U-Haul trucks , in their backyard as we have it in ours . I would suggest that the proper place to park these trucks would have been in your ❑wn backyard . To add insult to injury you have told us that you plan on building another identical building on the three lots behind you. You have been making offers to the present three property owners . When you built this huge building up against these houses you completely blocked their sunlight and you built ridiculously close to the house next door . It is impossible to believe that you had any consideration for them when you did this. When you were building this unit you came and asked us for our signed permission for overhead electricity instead of the required underground electricity . We willingly gave that permission to you . You have stated what a good neighbor you are and what a poor neighbor we are For complaining about the U-Haul trucks . When have you ever been a "good neighbor?" Before you built this building your "empty" lot was heaped with junk , broken class , old bricks and piles of dirt where children used to try to build tunnels ( an extreme danger to them) . How would you like your child to have this lot to play in? You even left a burned- cut bus parked on this lot which was a great attraction to children . You were requested by the city for over a year to clean up this area but you chose to remain in non-compliance of this order . This is not "Little Chicago" anymore . You are forcing your wishes on the residents of this neighborhood . You have the idea that anything you do, legal or not is all right regardless of the ramifications for others .
