HomeMy WebLinkAbout2021-09-07 City Council Minutes Approved Anacortes City Council Minutes - September 7, 2021 Call to Order Mayor Laurie Gere called to order the Anacortes City Council meeting of September 7,2021 at 6:00 p.m. Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Christine Cleland-McGrath, Carolyn Moulton, Bruce McDougall and Matt Miller participated in the meeting remotely via Zoom. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports COVID-19 Update: Mayor Gere reported current case statistics and vaccination progress for Anacortes, Skagit County,Washington State. The mayor shared vaccination recommendations and availability. Proclamation of Childhood Cancer Awareness Month: Mayor Gere read a statement proclaiming September Childhood Cancer Awareness Month in Anacortes. Finance Committee: Mr.Walters reported from the Committee meeting on August 25. The topics discussed included a proposed Waste Management contract modification, evaluation of financial transparency software, and committee recommendations for ARPA spending. Housing Affordability and Community Services Committee: Ms.Moulton reported from the Committee meeting held on August 24. The committee members attended a session with staff from many City departments and a guest presenter on the topic of addressing homelessness. Museum Committee: Ms. Cleland-McGrath reported from the Committee meeting on August 26. The topics discussed included recent staffing changes,the Museum budget for 2022,and the Carnegie Building roofing project. Fiber Committee: Mr. McDougall reported from the Committee meeting held on August 26. The topics discussed included various actual and potential grant funding streams for the fiber utility, addition of two fiber installation crew members, and current customer statistics. Port/City Liaison Committee: Ms. Cleland-McGrath reported from the Committee meeting held earlier in the day. The topics discussed included ongoing projects affecting both jurisdictions. Public Comment Mark Robinson said his business,NW Permit Services,had experienced difficulty working with a city review technician. Mr. Robinson said he had emailed the Public Works Director for assistance and asked to have a different staff member assigned. He asked Mr. Buckenmeyer to please address his request.Mayor Gere advised that Mr. Buckenmeyer,who had just returned to the office from approved leave,would respond directly to Mr. Robinson. Consent Agenda Mr. Miller removed Items D and E, from the Consent Agenda. Mr. Miller moved, seconded by Mr.Young,to approve Consent Agenda items A,B, C and F. The motion carried unanimously by voice vote. A. Minutes of August 23, 2021 Anacortes City Council Minutes - September 7, 2021 1 B. Approval of claims in the amount of$1,282,385.47 The following vouchers/checks were approved for payment: EFT numbers: 101033 through 101093 and 101124,total$1,194,797.39 Check numbers: 101094 through 101123,total$38,362.15 Wire transfer numbers: 289354 through 289833,total$3,516.12 C. Contract Modification: 2021 Waterline Replacements#21-006-WTR-001 F. Reciprocal Access Agreement with the Port of Anacortes D. Contract Modification: WWTP Outfall Permitting Services#20-032-SEW-003 E. Contract Modification: Anchor QEA-Master Services Agreement#21-024-LEG-001 Mr.Miller asked Public Works Director Fred Buckenmeyer to address the funding for the contract modifications presented on Consent Agenda items D and E. Mr. Buckenmeyer said the Sewer Fund would fund the Outfall project unless FEMA funding became available. Mr. Buckenmeyer said funding for the QEA contract was coming out of the Water Fund but other funding options were being investigated. Mr.Miller moved, seconded by Mr. Carter,to approve Consent Agenda Items D and E. The motion carried unanimously by voice vote. PUBLIC HEARINGS Resolution 3043 Confirming Interim Ordinance 3091 Facilitating Development of Daycares in the R4 Use Zone and Adopting a Work Plan Planning Director Don Measamer introduced Resolution 3043 for an advertised public hearing. He briefly reviewed the Work Plan that would be adopted by the resolution. Mayor Gere opened the public hearing.No member of the public wished to address the Council on this topic. The mayor closed the public hearing. CAROLYN MOULTON moved, seconded by BRUCE MCDOUGALL,to approve Resolution 3043 as presented. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT MILLER.Nays -None. Result: Passed CLOSED RECORD DECISION HEARING CUP-2021-0001: Conditional Use Permit for the Cap Sante North Basin RV Parkā€”Port of Anacortes Senior Planner Libby Grage presented an application from the Port of Anacortes for a Conditional Use Permit for a Recreational Vehicle(RV)Park at Cap Sante Marina North Basin, 611 T Avenue.Ms. Grage's slide presentation was added to the packet materials for the meeting. She advised that an open record public hearing for the application had been held by the Planning Commission on August 11,2021. The Planning Commission voted to recommend to the City Council approval with conditions of the conditional use permit and site plan application. Mr. Walters asked to remove Condition 17 regarding intersection engineering. Councilmembers Moulton, Young,Miller, Cleland-McGrath and McDougall agreed. Mayor Gere invited the applicant to address the Council.No one present wished to do so. The applicant's project engineer,David Galbraith of Pacific Surveying and Engineering, responded. Mr.Walters asked about ADA accessible crossings on Market Street. Ms. Grage,Mr. Measamer and Port of Anacortes Director of Planning,Properties&Environmental Brenda Treadwell responded to that question. BRUCE MCDOUGALL moved, seconded by ANTHONY YOUNG,to approve CUP-2021-0001 amended to remove Condition 17. Vote: Ayes-JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT MILLER. Nays-None. Result: Passed OTHER BUSINESS Resolution 3050: Authorizing Distribution of Tourism Promotion Funds Mr.Measamer introduced Resolution 3050 Authorizing Distribution of Tourism Promotion Funds to the City of Anacortes Chamber of Commerce in the amount of$27,000.00 for the purchase of a Christmas Tree for the City Holiday Celebrations. Mr.Measamer reported that the Lodging Tax Advisory Committee had recommended approval of the resolution. Ms. Moulton inquired which other tree options had been considered. Chamber of Commerce Tourism Director Christy Lyman responded to that question. RYAN WALTERS moved, seconded by JEREMY CARTER,to approve Resolution 3050 as presented. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL, MATT MILLER.Nays -None.
