Page 2 of 2Printed by : Jennifer Watson on: 06/24/2026 03:48 PM City of Anacortes, WA RESIDENTIAL REMODEL WITH NO NEW SQ FOOTAGE BLD-2026-0356 RE: Retroactive Permit Application Property Address: 5012 Macbeth Drive, Anacortes, WA We are requesting a retroactive permit for work completed in the daylight basement of our home at 5012 Macbeth Drive, Anacortes, in 2016. It appears that no permits were applied for or issued for this project at the time the work was completed. We recently became aware of this issue while in the process of selling our home. On June 3, 2026, at approximately 4:45 p.m., our real estate agent informed us that the basement improvements may not have been properly permitted. With our approval, she immediately contacted your office to explain the situation and seek guidance. We understand she spoke with Stephanie regarding the matter. Based on that conversation, we were advised to begin the retroactive permit process. As of June 4, 2026, we have established an account through your online permitting portal. When we purchased the home from the previous owner, the basement walls had already been framed, the electrical and plumbing systems had been roughed in. The work completed under our ownership primarily involved finishing the space, including minor framing modifications, electric completion, drywall, doors and trim, painting, tile and hardwood flooring, cabinetry, and bathroom fixtures. We have not been able to locate any plans or drawings associated with the basement work that existed prior to our purchase. Likewise, we have not found any plans, drawings, or as-built documents that were prepared by our contractor as part of the finishing work completed in 2016. The records we have been able to locate from the licensed local contractor, Jon Moehl - New Creations - NEWCRCB814NE; NEWCRCB94505, include: • Estimate for miscellaneous framing adjustments, electrical work, plumbing work, drywall installation, interior doors and trim, painting, flooring, cabinets, and vanity installation, totaling $36,754 (Attachment 1). • Invoice dated March 25, 2016, for work completed to date in the amount of $17,604 (Attachment 2). • Final invoice, also dated March 25, 2016 (appears to be incorrectly dated), for completion of the remaining work in the amount of $19,353 (Attachment 3). Total documented project cost: $36,957. • Various email communications regarding project questions and progress (email records available upon request). Also included are recent photographs of the basement in its current as-built condition (including electrical certification) have been uploaded (Attachment - Current Basement Layout and Features). We understand that retroactive permitting can present unique challenges, and we want to cooperate fully with your office to ensure all applicable requirements are met. This process is entirely new to us, and we appreciate your patience and guidance as you review the documentation, drawings and photos included in this submittal.
