HomeMy WebLinkAbout2021-08-23 City Council Minutes Approved Anacortes City Council Minutes - August 23, 2021 Call to Order Mayor Laurie Gere called to order the Anacortes City Council meeting of August 23, 2021 at 6:00 p.m. Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Carolyn Moulton,Bruce McDougall and Matt Miller participated in the meeting via Zoom. Councilmember Christine Cleland-McGrath was absent. Mr. Walters moved, seconded by Mr. Miller,to excuse the absence of Ms. Cleland-McGrath. The motion carried unanimously by voice vote. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Executive Session: Potential Litigation or Litigation per RCW 42.30.110(1)(i) (20 minutes) Mayor Gere announced that City Council and the City Attorney would convene in Executive Session per RCW 42.30.110(i)until approximately 6:20 p.m. to discuss potential litigation or litigation. Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Carolyn Moulton,Bruce McDougall and Matt Miller attended the executive session virtually. At 6:20 p.m. the mayor reconvened the regular meeting.No action was taken. Announcements and Committee Reports Recognition of Eric Shjarback,Assistant Public Works Director/City Engineer Mayor Gere read a statement recognizing the public service of retiring Assistant Public Works Director and City Engineer Eric Shjarback. Public Works Director Fred Buckenmeyer presented Mr. Shjarback with a street sign for Shjarback Way. COVID-19 Update Mayor Gere shared current case statistics and vaccination progress for Anacortes, Skagit County and Washington State. She summarized recent Washington State guidance regarding COVID. Mr. McDougall shared a graph illustrating the steep recent increase in COVID infections in Skagit County. Traffic Safety Committee Mr. Miller reported from the Committee meeting held the previous week. The topics discussed included Guemes Ferry parking during annual ferry haul outs, a speed study on Skyline Way, the West 3rd Street traffic calming project,Kansas Avenue,parking on Sands Way,the 10th Street and Q Avenue intersection, and stop sign reconfiguration at 41st Street and 0 Avenue and at Commercial Avenue and Fidalgo Avenue. Housing Affordability and Community Services Committee Mr. Walters reported from the Committee meeting held the previous week. The topic discuss in depth was involuntary mental health treatment. Parks and Recreation Committee Ms. Moulton reported from the Committee meeting held the previous week. The capital projects discussed included the Grand View Cemetery expansion project, a new restroom at Washington Park,the Tommy Thompson trestle grant, and the Rotary Club trail and lookout at Cap Sante. The members also discussed the ACFL Conservation Easement Program and the ACFL Management Plan. Anacortes City Council Minutes-August 23, 2021 1 Planning Committee Ms. Moulton reported from the Committee meeting held earlier in the evening. The topics discussed included Planning Department staffing, 1502 5th Street cleanup following the fire,West 5th Street property that Habitat for Humanity would like to use for housing, and the upcoming resolution regarding day care in the R4 zone. Public Comment No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Mr. Miller moved, seconded Young,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of August 16,2021 b. Approval of claims in the amount of$376,136.60 The following vouchers/checks were approved for payment: EFT numbers: 100956 through 101000,total$286,845.21 Check numbers: 101001 through 101032,total$199,813.85 Wire transfer numbers: 289005 through 289152,total $1,751.10 c. Contract Award: Treatment Plant Chemicals#21-185-IDS OTHER BUSINESS Contract Award: Water Supply Agreement with Samish Indian Nation#21-198-WTR-001 Water System Manager Brian McDaniel requested City Council consent to enter into contract#21-198-WTR001 with the Samish Indian Nation("Samish")to secure a supply of water for the Samish residential and commercial/industrial water supply requirements in an area within the City's water service area. Mr. McDaniel summarized the packet materials for this agenda item and responded to councilmember questions. ANTHONY YOUNG moved, seconded by BRUCE MCDOUGALL,to authorize the Mayor to sign the Water Supply Agreement#21-198-WTR-001 with the Samish Indian Nation. Mr. Walters disclosed that as a fixed salary employee of the Samish Indian Nation, one of the contracting parties to the agreement,under RCW 42.23.040 he had a remote interest in the agreement and that for the city to enter into the agreement his vote could not be counted. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG, CAROLYN MOULTON,BRUCE MCDOUGALL, MATT MILLER.Abstain-RYAN WALTERS.Nays -None.
