Call to Order
Mayor Laurie Gere called to order the Anacortes City Council meeting of August 16, 2021 at 6:00 p.m.
Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Carolyn Moulton and Matt Miller were
present. Councilmember Bruce McDougall participated in the meeting via Zoom. Councilmember Christine
Cleland-McGrath was absent.
Ms. Moulton moved, seconded by Mr. Walters,to excuse the absence of Ms. Cleland-McGrath. The motion
carried unanimously by voice vote.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Executive Session: Potential Litigation or Litigation per RCW 42.30.110(1)(i) (30 minutes)
Mayor Gere announced that City Council and the City Attorney would convene in Executive Session per RCW
42.30.110 (i)for approximately 30 minutes until 6:30 p.m. to discuss potential litigation or litigation. The mayor
advised that the regular meeting would then reconvene with no action having been taken. Councilmembers
Jeremy Carter, Anthony Young,Ryan Walters, Carolyn Moulton,Bruce McDougall and Matt Miller attended
the executive session.
At 6:33 the mayor reconvened the meeting in regular session.No final action was taken.
Announcements and Committee Reports
COVID-19 Update: Mayor Gere shared current case and vaccination statistics for Anacortes, Skagit County,and
Washington State.
Personnel Committee: Mr. McDougall reported from the Committee meeting held the previous week. The topics
discussed included the personnel policies that would be presented to Council later on the agenda,proposed Fire
Department promotions, and open positions in the Human Resources Department. Mr. McDougall also reported
on police candidate interviews held earlier in the day.
Finance Committee: Mr. Walters reported from the Committee meeting held the previous week. The topics
discussed included seeking a new bank,revenue streams, fiber budget,proposed changes to the Waste
Management contract, and the Anacortes Cinema building.
Housing Affordability and Community Services Committee: Ms. Moulton reported from the Committee meeting
held the previous week. The topics discussed included long waiting lists for federal aid-funded services due to
lack of service providers, involuntary care and discharge therefrom, and designated crisis responders in Skagit
County.
Skagit County Law&Justice Council: Mr. Miller reported from the LJC meeting held the previous week. The
topics discussed included introduction of Anacortes Police Chief Dave Floyd and juvenile detention in the state.
Public Works Committee: Ms. Moulton reported from the Committee meeting held earlier in the evening. The
topics discussed included the Samish water service agreement,the Craley leak detection system and alternatives
to that system, 12th&Commercial intersection improvements, and the appointment of Street Department
supervisor Brandon Lowry.

Public Comment
Rochelle Kealoha asked if Anacortes would require vaccination for city employees and implement a citywide
mask mandate. Ms. Kealoha indicated the importance of ensuring that the City vaccinates and masks all
taxpayer funded positions. Mayor Gere responded that the City was following Skagit County and CDC
guidelines.
Consent Agenda
Mr. Miller moved, seconded by Mr. Carter, to approve the following Consent Agenda items. The motion carried
unanimously by voice vote.
a. Minutes of August 9,2021
b. Approval of claims in the amount of$809,439.96
The following vouchers/checks were approved for payment:
EFT numbers: 100900 through 100946,total$466,166.94
Check numbers: 100947 through 100955, total $209,685.40
Wire transfer numbers: 288556 through 288754, total $133,352.46
OTHER BUSINESS
Resolution 3049: Personnel Policies
Administrative Services Director Emily Schuh introduced Resolution 3049 to adopt revised Personnel Policies.
Ms. Schuh summarized the proposed changes,referring to the packet materials for the meeting.
Mr. Miller asked that Policy 213, Comment 5 regarding employment references,be corrected to refer to the
Human Resources Director rather than the Human Resources Department. Ms. Schuh agreed to do so.
JEREMY CARTER moved, seconded by ANTHONY YOUNG,to adopt Resolution 3049 adopting the City's
revised Personnel Policies with the corrections to Policy 213 requested by Mr. Miller. Vote: Ayes -JEREMY
CARTER,ANTHONY YOUNG,RYAN WALTERS, CAROLYN MOULTON,BRUCE MCDOUGALL,
MATT MILLER. Nays-None. Result: Passed

There being no further business, at approximately 7:05 p.m. the Anacortes City Council meeting of August 16,
2021 was adjourned.
