The project area is a partially developed hillside within the upland coastal margin, southwest of Anacortes, Washington. The surrounding vicinity to the north, west and east of the project site contains modern developed residential lots with single-family residences on sloping properties, while to the south is undeveloped terraced and sloping lands. Further to the south and east past residential developments are City of Anacortes Community Forest Iands. MTC understands that the client intends to improve the property with a single-family residence. The potential building area for residential development is influenced by property lines, areas of blast rock fill in the northwest section of the site in majority, and exposed bedrock that dominates the building site and the bulk of the subject slope. Per the City of Anacortes Municipal Code, slopes within and adjacent to the property are designated as a geologic hazard area due to steep grades. November 3,2016 16B032-03 MTC has performed this site investigation and critical area assessment in accordance with project discussions with the client, and in consideration of City of Anacortes Municipal Code (AMC) requirements for site review and development within or adjacent to a geologically critical area (per AMC 17.70) as well as industry-standard practices. A summary of MTC's observations, findings, and interpretations to date are provided herein. Site Investigation Methodology: On October 4, 2016 an MTC Licensed Geologist visited the site to perform visual reconnaissance of the surface and topographic features of the subject property and its adjacent slope. Relevant site dimensions and slope topography were estimated and mapped at representative intervals using hand survey equipment as safe access allowed. Salient slope features and existing vegetation were documented in order to assess general site stability as well as observe for signs of local instability of an erosional or subsurface nature currently or in the past. MTC met with the client and project consultants on the above date to discuss the project details and initial site preparation work that had been completed prior to site visit. The client had expressed concern for the northwest corner of the building area in regards to its suitability for foundation construction and requested a site conditions consultation. Following a discussion of work completed and a site walk- through, two shallow test pits were excavated to depths of 3.0 to 5.0 feet below existing grade to further explore subsurface site conditions and to determine depth to suitable bearing strata. A project location and vicinity map is shown in Figure 1, Appendix Al. A satellite image aerial photo showing general lot boundaries and existing surface conditions is shown in Figure 2A, Appendix Al. A map of the proposed house location and existing site survey topography is provided on the plan excerpt in Figure 2B. A rough topographic profile constructed using MTC's site measurements and visual estimation is presented in Figure 3, Appendix A2. Photos showing representative site features are provided in Appendix B. Site and Slope Conditions: The project site is located on a generally northwest-facing sloping to nearly level lot among the partially developed hilly upland area southwest of Anacortes in Skagit County, Washington. The property size is reported as 0.38 acres and comprised of a single parcel. The lot directly adjacent to the northeast of the property is occupied by a modern single-family residence. To the south is sloping to terraced vacant land planned for future development, partially cleared of timber and appearing to contain blast rock and other refuse from construction of Rock Ridge Parkway. City of Anacortes Community Forest lands are located about 500 to 800 feet to the east and south of the subject property. November 3,2016 16B032-03 property is an approximately 100-foot wide forested buffer on sloping terrain trending north-northeast and designated to remain as undeveloped lands, flanked by a cluster of single-family residences. The property is accessed via Rock Ridge Parkway transecting a modern hillslope residential development area, where the paved road surface terminates just to the south past the project site access. Within the subject property, topography is generally flat and stepped within the building area due to apparent prior site fill and grading and bedrock material removal. The surface of the proposed construction area consists of a mixture of excavated blast rock material and bedrock exposures. It is understood that tailings from construction of Rock Ridge Parkway were placed on the margins of the roadway within the subject lots and adjacent areas as uncontrolled grade fill. This fill typically consists of angular rock spalls generally 4 to 12 inches in diameter intermixed variably with some finer gravel and sand materials, and includes angular boulders up to 2 to 3 feet in diameter. The building area consists of an upper pad closest to the roadway that will contain the garage and driveway, and a lower pad that will contain the largest portion of the residence. The lower pad, proximal to the subject slope crest, was stepped about 2- 3 feet lower in elevation at the time of our site visit. Preparation of the site surface and ongoing removal of blast rock material was in progress at the time of our field visit. The southeast property area along Rock Ridge Parkway contained a large pile of excavated tailings from site grading designated for removal from the property. The middle-east area that will contain the garage was not excavated and contained up to one foot of tailings over bedrock. The southwestern and western margins contained exposures of bedrock designated for local removal, as well as a graded area designated for pervious paver hardscape. The north to northwest area contained uncontrolled fill composed of blast rock tailings over bedrock, with marginal exposures up to 10 feet of cobble to boulder-size angular fragments placed over crystalline intrusive bedrock. The remainder of the building pad is composed of exposed bedrock that requires removal by rock-breaking equipment and areas of uncontrolled fill that is planned for continued excavations and removal. North and west of the building pad the slope crest traverses from the southwest to the northeast for entire length of the property. From the slope crest, the bedrock slope descends at an average overall angle of 40° to 45° over a slope distance of approximately 60 to 70 feet. Throughout the slope several short breaks in slope give way to approximately 5-foot tall steep exposures and returns to typical grade. The slope descends with exposed bedrock in majority before reaching lower densely forested slopes of about 35° to 40° terrain leading to adjacent properties on Oregon Avenue to the west. Intact Fidalgo Ophiolite Complex outcrops dominate the slope which is partially covered in mosses, lichen and small shrubbery. Where vegetation was undisturbed, moderate shrubs and low grasses were observed on the property with occasional juvenile deciduous trees. The slope to the west of the building footprint was covered with small shrubbery and low grasses able to grow on the thin cover soils between large bedrock exposures. No exposures of non-vegetated soils were observed during MTC's site visit. At the base of the steep slope a densely forested slope of lesser angle was observed. This area was outside the scope of our study but it is assumed that cover soils thicken to support growth of larger trees. MTC performed reconnaissance to observe and document any indications of localized or large-scale slope instability. No obvious features were observed that would indicate an active or prior slope failure or concern of failure, such as tectonic faults, concentrated jointing, tension cracks, headscarps, curved trees, erosive soils, toppling hazards, or downslope accumulations. Slope topography was generally consistent, with variations attributed to the jointing exposure habit of intact bedrock at the surface or beneath thin cover soils. No obvious evidence of rotational or translational failures or major calving hazards were observed on the slope in the proximity or downslope of the proposed building pad. No obvious failure features were observed on adjacent property slope areas. Erosional hazard appeared to be low due to the established vegetation base and consistent presence of exposed bedrock. Subsurface Conditions: Subsurface conditions were assessed primarily by visual observation, direct exposure and discussion with client and project contractor about work performed on the site. The majority of the building site and slope are intact and competent Fidalgo Ophiolite Complex bedrock, and therefore subsurface explorations in majority are unnecessary in these locations for the purposes of this critical area review. Among the northwest corner of the building pad, two test pits were excavated near the crest of the slope to depths of 3.0 to 5.0 feet below present grade (BPG) before reaching refusal on hard conditions observed directly as intact crystalline bedrock. Cover soil above bedrock in the building area consisted entirely of blast rock tailings, as described above. The southwest section of the building pad had received minor site grading of tailings in order to level the surface, which we understand will remain for exterior patio development. The remainder of the site was observed to be intact bedrock that will require further rock breaking or chipping, leveling and removal in preparation for foundation structures. No surface water features were observed at the building area or adjacent slopes during MTC's site reconnaissance. No seepage was observed on the slopes during our site visit in the early fall season. The ground surface was dry throughout the proposed building area, with no evidence of channeling or runoff zones encountered. It is possible that local perched water conditions may develop temporarily during the wet season and storm events within cover materials over the relatively impermeable crystalline bedrock. 4 3920RockRidgeCriticalAreaStudy Materials Testing&Consulting,Inc. November 3,2016 16B032-03 MTC's scope of investigation did not include determination of seasonal water condition variations or conclusive measurement of groundwater conditions. Summary of Geologic Literature Review: The Bedrock Geologic Map of the Port Townsend 30- By 60-Minute Quadrangle, Washington (Whetten et al., 1988) and the Washington Interactive Geologic Map (1:100,000) maintained by the Washington State Department of Natural Resources (DNR) both indicate the surface geology is mapped as unit Ji(fl - Jurassic intrusive rocks of the Fidalgo Ophiolite Complex. This unit consists of a heterogeneous complex of gabbro, diorite, dacite, andesite and basalt which developed in a volcanic island-arc setting, and were subsequently shifted to their present position by terrane accretion (Brown et al., 1979). Fidalgo bedrock tends to be massive in habit and resistant to erosion where occurring at the surface, although some areas are susceptible to weakening from pervasive jointing deformation. To the east and west of the site area, glacial deposits are present mantling the Fidalgo bedrock. Glacial till, unit Qgt is the most common recent depositional feature of the area. This unit consists of unstratified, unsorted, highly- compacted mixture of clay, silt, sand and boulders deposited by glacial ice advance over land. The unit is Pleistocene, Fraser-age continental glacial till of the Vashon Stade commonly found throughout western Washington. Native conditions encountered in the field, interpreted as thin cover soils and fill deposits over Fidalgo Complex crystalline bedrock, correspond with the results of literature review. The City of Anacortes Critical Area Ordinance Article IV, Chapter 17.70.190 defines geologically hazardous areas of known or suspected risk. • The property slopes and adjacent land to the west and northwest of the proposed building area may be considered geologically hazardous per defined potential landslide hazard areas as the gradient commonly exceeds 40% and vertical relief is 10 feet or more. The exception to Part 9 states, "except in areas composed of consolidated rock." Field exploration results by an MTC Licensed Geologist have found that that slopes downhill of the proposed residence are composed of intact crystalline bedrock, and therefore do not completely fit the definition of a Landslide Hazard Area per Section B, Part 9 of Chapter 17.70.190 of the Anacortes Municipal Code. Additional research included mapping by the Coastal Zone Atlas (CZA) published by the Washington State Department of Ecology. Slopes within 1000 feet to the north and west of the property are classified as Stable to Intermediate slope stability, however the CZA is limited to the immediate coastal area and the property falls just outside of the mapping boundary. Review of historic photographs from 1977 to 2006 provided by the CZA do not show any significant mass movement events within the project area and vicinity. According to the DNR Interactive Geologic Map, the site and vicinity are not mapped as having active or historic landslide features as catalogued by the DNR Landslide Inventory. However, the site area does not appear to have undergone detailed mapping. 5 3920 Rock Ridge Critical Area Study Materials Testing&Consulting,Inc. November 3,2016 16B032-03 Discussion and Recommendations: The results of MTC's geologic research, site reconnaissance, and field explorations at the project site indicate that single-family residential development as proposed is feasible given suitable site-specific design measures are applied and by following the guidelines and recommendations presented below. Site critical area review indicates no obvious active or historic geologic hazards are present, although existing fill and bedrock conditions requiring leveling and excavation present a practical challenge and increased cost of site development compared to a similar scale of construction among gentle native topography. Construction Feasibility Discussion The proposed building vicinity at present at the site upland area is partially capped by uncontrolled fill composed of angular blast rock from road construction over shallow or exposed intrusive crystalline bedrock of the Fidalgo Complex. Observed bedrock located at or near surface at the proposed foundation locations appears to be of consistent quality, intact and resistant with only minor discontinuous jointing, considered favorable for residence foundation support and global slope stability. Construction at the proposed location in close proximity to the critical area slope appears feasible by employing a shallow foundation benched onto intact bedrock residing at or near existing grade. The recommendations in the below sections pertain to this understanding for shallow foundation construction. In the event that alternative foundation designs are considered, such as isolated columns or drilled shafts with elevated floor elements, MTC recommends we be contacted for geotechnical engineering consultation and analysis as appropriate to address the proposed foundation,style. Existing fills may be suitable to remain or reused within the site for grading along the driveway access and at exterior flatwork locations. For these purposes, we recommend preparing the fill by removing any unsuitably large rock materials and verifying the remaining soils are generally consistent with typical fill materials used for the intended purpose (i.e. crushed rock or imported structural fill). Fills should be graded and compacted in accordance with typical residential construction requirements. It is the understanding of MTC that construction of the foundation on the upland area of the parcel is planned to incorporate a stepped profile with a corresponding stepped floorplan. The home foundation is under final consideration, based upon completion of removal of uncontrolled blast rock fills located in majority on the northwest area of the proposed residence, and in minority at other locations to the east in the garage area. Removal of intact bedrock is also in progress at select areas of the foundation footprint by rock breaking or chipping to bring grades down to planned elevations. MTC can be contacted for additional geotechnical consultation and engineering recommendations as may be required for fmal foundation design. 6 3920 RockRidgeCritical AreaStudy Materials Testing&Consulting,Inc. November 3,2016 16B032-03 Foundation Recommendations For general foundation design considerations, MTC recommends referring to guidelines and parameters of the International Building Code (IBC, 2012/2015; or most recent edition at the time of construction). Per the proposed foundation design, MTC understands foundations will be placed on bedrock which is present at or near the surface over the majority of footing locations/alignments for the main building area of the upland pad. Unweathered bedrock was present typically at or within 2 to 3 feet of existing grade at the time of our site visit. Upon reaching intact rock, foundation alignments should be benched flat by mechanical removal. Blasting is expressly not recommended. Foundations should be stepped to accommodate gradual sloping grade in the northwest area of the foundation. We recommend maximum steps of 18 inches with spacing of at least 5 feet, unless specified otherwise by the design engineer. All portions of the foundation should be placed wholly on intact rock, as the variability in subgrade support between rock and adjacent loose soil may result in differential settlement. If required, lean concrete may be used as leveling material to address local variability in the bedrock profile. However, all efforts should be made to level the foundation subgrade prior to using leveling concrete. No foundation elements or leveling mixtures shall be placed on sloping rock surfaces or loose rock, or on historic uncontrolled fills. By following these requirements, a maximum allowable bearing capacity of 3,000 psf (pounds per square foot) can be utilized for foundation placement directly on rock. However, a lower capacity may be preferable for use to lessen or avoid requirements for inspection that can accompany application of bearing values exceeding those typically assumed for residential construction. Anchoring of shallow foundations using rock nails, epoxied dowels, or similar fastening components placed into competent bedrock is advised within 10 feet of the critical area slope to ensure building foundation stability. Anchoring is especially relevant where the structure is required to counteract lateral or uplift forces and adequate burial or backfill of foundation elements is not feasible. Isolated footings also may require anchoring or structural tie-ins for lateral support when placed on shallow rock. Anchoring should be considered by the foundation designer, who may recommend alternative methods be employed. MTC may be contacted to consult on foundation placement options and review or provide additional recommendations for proposed foundation construction specifications including anchoring. MTC recommends that we be contacted to review final plans and specifications, to ensure they are consistent with the intent of the recommendations provided herein. In addition, MTC recommends that we be retained for construction phase testing, observation, and engineering consultation services as may be needed. Such services may include but are not limited to geotechnical consulting, subgrade or bedrock confirmation, compaction testing of imported fills, and special inspections if required. November 3,2016 16B032-03 conditions are encountered which differ from those described herein, MTC shall be contacted immediately for consultation and to provide alternative recommendations if required. Revegetation Enhancements and Drainage Controls The final extent of planned alterations and restorations to vegetation outside of the building area, if any, is not known. We recommend a goal of low impact or vegetative enhancement to these areas be applied. The permit plans provided for our project use indicate an intent to replant the upland portion of the site with small trees, brush, and groundcover among landscaping areas. Additionally, a landscape strip is shown along the slope crest west of the building footprint. This enhancement appears consistent with the recommendations herein and is generally encouraged for long-term site management as noted below. Maintaining existing vegetation and installing additional beneficial ground plantings as needed bordering the development area is encouraged assuming installation is done in a manner that minimizes slope face disturbance and erosional hazard in the long term. Adding brushy vegetation will increase the erosional and hydrologic resistance of the site interior and slope, and assist in retaining cover soils where present. General recommendations for erosion control are provided in the next section below. However, major landscaping alterations should not be undertaken without the involvement of a qualified professional. MTC recommends avoiding altering the slope face downhill of the residence by terracing or similar landscaping unless adequately designed as part of a comprehensive improvement which also takes into account surface soil and rock slope stability. In the event that major surface alterations are proposed outside of the planned building footprint, MTC should be contacted to review and consult on the geotechnical feasibility and implementation of landscape improvement plans. MTC recommends proper drainage controls for mitigating the increased potential for stormwater runoff be implemented along with site development. Where possible, pervious surfaces should be employed to limit the effect of development on existing site conditions (such as for access drives, patios and walkways). Stormwater from roof downspouts and footing drains should be collected and routed to a suitable disposal location away from the house location and steep slopes. We do not recommend dispersion or infiltration of collected stormwater directly below or adjacent to the proposed residence on or near the slope, as increased runoff or localized stormwater inundation near the slope can be detrimental to long-term erosional and global slope stability. It is our understanding that space is not available within the upland area of the property, and depth to bedrock is too shallow to allow infiltration or dispersion of stormwater. We are informed that drainage controls for the residence will connect to existing stormwater facilities located on Rock Ridge Parkway to the east of the development. The stormwater system for the residence should be designed by a qualified professional. 8 3920 Rock Ridge Critical Area Study Materials Testing&Consulting,Inc. November 3,2016 1613032-03 Standard Erosion Protection Erosion is one of the most common driving forces leading to slope instability. In addition to the above commentary, the following general recommendations should be implemented in general to reduce long- term erosion potential at the project site: 1. The ground surface adjacent to the house should be sloped to drain away at a 5% minimum to prevent ponding of water adjacent to the house. Footing drains and surface gradients should be incorporated as needed for the building and site design to help maintain a dry building area. 2. Minimize the volume and velocity of water that travels toward and down the slope face (via proper choice of site development features including stonnwater controls discussed herein). 3. Avoid further accelerating slope erosion and mass wasting due to human activity such as: a) Adding side-cast debris to the slopes during or after construction b) Using heavy construction equipment on or near steep slopes c) Excavating on or near adjacent slope face outside of approved locations d) Placing additional tailings or soils near the slope crest or on the face 4. Construction equipment, construction materials, and native and imported soils should not be placed behind the erosion control devices. Suitable temporary erosion and sediment control measures should be implemented and maintained as needed at the construction site during and immediately after any ground disturbance occurs. Temporary areas bare of vegetation should be protected from erosion via a blanket of straw or rolled erosion control product (RECP) during prolonged breaks in site work and prior to reseeding or revegetation. 5. At the end of the project, all disturbed vegetation should be repaired and maintained until it is established. Concentrated surface water should not be allowed to traverse the slope during or after the construction phase of the project. Recommendations for long-term site drainage controls should be followed as discussed above. Footing drains should be routed into closed pipes and tightlined to the base of the slope to outlet in a drain course or ditch, tightlined to a pre-existing catch basin for disposal, or as directed by local regulations. Outlets for these pipes should be protected from erosion through the use of rip-rap or some other energy dissipating device. 6. Clearing of existing vegetation outside the proposed building area near to and on the slope should be avoided except as approved by a qualified professional. This provides additional stability to loose top soils and minimizes the effects of down-slope water movement. This is excepting removal of dead or dying frees if posing a direct hazard to site installations or adjacent roadways. 7. Grading or excavation of soils during construction should be accompanied by grass reseeding and re-vegetation as the project is completed.
