There is 10,664 sq. ft. of site area that we are altering and regrading. There is 4,664 sq. ft. that we are making impervious,which includes building, ramps,pads, sidewalks, and parking spaces. If you come in with a code review, I will correct these comments, there is a structural calculation revision for you to pick up and forward to Don M. The specifications are undergoing some revisions and we need to include some current federal wage rates which will push costs up,but the specs. are not ready to pick up. Preston Heritage Interpretive Center. March 25, 2004: Ad for Bid April 15, 2004: Bid opening April 20, 2004: Notice of Award April 26, 2004: Preconstruction Meeting May 3, 2004: Construction Start There are a few issues that worked out: (1)We need to discuss the option of having Henry Klein Partnership doing the Construction and Contract Management. If we do that, I will need help from Jeff and possibly Gary to put that together in a short period of time. (2)Complete set of plans and specifications. Henry Klein Partnership has the review comments from the Building Department and should be working on them. I have a meeting scheduled with Lowell on 03-03-04 at 8:15 am to stream line the plans and specifications on the fast track. (3)We will also have to send a complete set of plans and specifications to WSDOT for approval for construction. This should be a fast turn around time. At least it was with TIB and the 12th Street widening. This project needs to go to construction this Spring.This will put us into the beginning of the rainy season for construction completion and clean-up. Preston Interpretive Center(Wheel Chair Ramp) We discussed at a previous weekly construction meeting regarding the quality of workmanship that was done on the curbs\gutter and wheel chair ramps. We are in agreement with Roosendaal — Honcoop. This letter is to inform you that the City of Anacortes is requesting the removal and replacement of: 1. Portions of the curb and gutter at the wheelchair ramps. There are birdbaths that form after rainstorms that can be iced over in the wintertime creating a safety hazard for pedestrians. Also, causing low spots in the newly placed asphalted parking lot. We request that the subcontractor calls for a form inspection. This will give us an opportunity to check for sub grade compaction as well. 2. The wheel chair ramps. The City of Anacortes requested that the wheel chair pan be stamped to identify a change in grade, as well as the Truncated Domes. They were requested to match the ramps that are currently done along the Commercial Avenue Sidewalk Replacement project. The stamped areas are not very well defined and are messy looking. Preston Interpretive Center (Gang Plank Design) This letter is in response to the discussion and design ideas that were proposed at yesterdays Weekly Construction Meeting. 1. The construction plans show the Gang Plank having a length of 73'-0". The existing condition, when measured, is only 61'-0". With an elevation gain of 59 %", the ramp will not slope 12:1 per the ADA requirements. 2. The Architect did not take into consideration the new proposed door (Not in this Contract), as shown on Sheet A-9. This proposed door is approximately 5-feet North of the existing door, as shown. 3. The Architect did not take into consideration the 5-inch elevation change on the boat deck. This is an additional 5-foot loss in slope. 4. The Architect did not take into consideration the thick pylon cable that angles in front of the existing door. This feature cannot be modified. Due to these design errors, we, the meeting attendants, made a very good effort in trying to redesign this to make it close to the ADA requirements. Keeping in mind that the Snag Boat is an existing condition. i After further review and discussion with the Building and Engineering Staff regarding ADA requirements, we are requesting that the Gang Plank•be designed and built to meet current ADA requirements. We propose that the bent pipe be eliminated and that the handrailing simply round-over directly into the end posts per 4.8.5 (6) . The 12" extension shall not be required because of 4.8.5 (2) which requires the extension only if the handrailing is NOT continuous. Curb ramps with returned curbs may be used where pedestrians would not normally walk across the ramp ,(see..Fig. 12(b)). 4.7.6 Built-up Curb Ramps. Built-up curb ramps shall be located so that they do not project into vehicular traffic lanes (see Fig. 13). 4.7.7 Detectable Warnings. A curb ramp shall have a detectable warning complying with 4.29.2. The detectable warning shall extend the full width and depth of the curb ramp. 4.7.8 Obstructions. Curb ramps shall be located or protected to prevent their obstruction by parked vehicles. 4.7.9 Location at Marked Crossings.Curb ramps at marked crossings shall be wholly contained within the markings, excluding any flared sides. (see Fig. 15), 4.7.10 Diagonal Curb Ramps. If diagonal (or corner type) curb ramps have returned curbs or other well-defined edges, such edges shall be parallel to the direction of pedestrian flow. The bottom of diagonal curb ramps shall have 48 in (1220 mm) minimum dear space as shown in Fie. 15(c)and j0. If diagonal curb ramps are provided at marked crossings, the 48 in (1220 mm) clear space shall be within the markings bee Fig,. 15(c) and .(0)). If diagonal curb ramps have flared sides, they shall also have at least a 24 in (610 mm) long segment of straight curb located on each side of the curb ramp and within the marked crossing (see Fig,_.1.-5(0)).• . 4.7.11 islands. Any raised islands in crossings shall be cut through level with the street or have curb ramps at both sides and a level area at least 48 in (1220 mm) long between the curb •- •art of the island intersected by the crossings (see,Fig,_15(a) and(bl). 4.8.1* General. Any part of an accessible route with a slope greater than 1:20 shall be considered a ramp and shall comply with 4.8. 4.8.2* Slope and Rise. The least possible slope shall be used for any ramp. (3) If ramps change direction at landings, the minimum landing size shall be 60 in by 60 in (1525 mm by 1525 mm). (4) If a doorway is located at a landing, then the area in front of the doorway shall comply with 4,13,6. 4.8.5* Handrails. If a ramp run has a rise greater than 6 in (150 mm) or a horizontal projection greater than 72 in (1830 mm), then it shall have handrails on both sides. Handrails are not required on curb ramps or adjacent to seating in assembly areas. Handrails shall comply with 4,26 and shall have the following features: 7 (1) Handrails shall be provided along both sides of ramp segments. The inside handrail on switchback or dogleg ramps shall always be continuous. • (2) If handrails are not continuous, they shall extend at least 12 in (305 mm) beyond the top and bottom of the ramp segment and shall be parallel with the floor or ground surface(see Fig,_17). (3) The clear space between the handrail and the wall shall be 1 - 1/2 in (38 mm). (4) Gripping surfaces shall be continuous. (5) Top of handrail gripping surfaces shall be mounted between 34 in and 38 in (865 mm and 965 mm) above ramp surfaces. (6) Ends of handrails shall be either rounded or returned smoothly to floor, wall, or its post. i. (7) Handrails shall not rotate within their fittings. 4.8.6 Cross Slope and Surfaces. The cross slope of ramp surfaces shall be no greater than 1:50. Ramp surfaces shall comply with 4.5.. 4.8.7 Edge Protection. Ramps and landings with drop-offs shall have curbs, walls, railings, or projecting surfaces that prevent people from slipping off the ramp. Curbs shall be a minimum of 2 in (50 mm) high(sea Fig_11). 4.6.8 Outdoor Conditions. Outdoor ramps and their approaches shall be designed so that water.will not accumulate on walking surfaces. 4.9 Stairs. 4.9.1* Minimum Number. Clothes rods or shelves shall be a maximum of 54 in (1370 mm)above the finish floor for a side approach. Several small questions were answered. The exterior will preferably be stained cedar. The roof a dark composition shingle. But the roof should be guaranteed for 30 plus years and 100 mph plus winds, and I should have specified that again. The southeasters come ripping across the marina and the gusts can be very strong. No cheapy shingles. Also for wind reasons the doors should open outward. Interior walls in the exhibit area are to receive 1/2" plywood rather than the blocking the exhibit designers asked for. Would Don ok this for the exhibit railing to tie into?We asked for fir or hemlock for window trim, not oak. Rain gutters will be as designed by the architect. We would like a quick recovery water heater. Linoleum in aisle, storage rooms, giftshop. Tile in restrooms. Carpet in exhibit area. The Foundation Board members should check out the giftshop counters at MONA and see what they would like for our facility. The sidewalk should continue around the handicapped parking area. Rounded corners are preferred. I'm still not clear on what doors were wanted where. It seems to me that double doors for both entry and exit would be good. Someone said a button controlled entry door will be required. Most of all, besides taking exhibit cases in and out, I am thinking of a wheelchair or walker-bound person fighting a heavy door in a wind, and the need to have easy to handle doors. The ticket window is to have double sliding panels. One low for wheelchairs and children. On June 7, 2002, a Pacific International Engineering staff biologist conducted a site visit and performed a wetland delineation on the Port Depot property. This technical memorandum summarizes the results of the site investigation and wetland delineation. Background Information According to a draft report by Rosario Geoscience Associates (RGA), the Depot property wetlands appear to be remnants of an extensive high tidal marsh that occupied the lowland areas between Cap Sante Boat Haven and the Geumes Channel (RGA, 2000). The marsh area was progressively filled in until 1986, when the U.S. Army Corps of Engineers (Corps) stopped unregulated filling of wetlands in this area. The wetlands that remained were essentially isolated from further tidal influences; although a ditch and culvert system between the wetlands and marine waters is present, the wetlands have progressed from a marine to a fresh water system due to the elevation gradient. However, according to the report by RGA, the Corps maintains that these wetlands are "associated" with navigable waters because of their historical status as high tidal marsh and the culvert and ditch system which minimally connects them to marine waters (Attachment C). Due to the prevalence of cattail and lesser duckweed in the southern portion of the wetland near the ditch exiting the system as well as the present condition of the ditch and culvert, it is believed that the wetland system is no longer tidally influenced. Both of these species have minimal tolerances for elevated salinity levels and were observed to be thriving in the areas nearest the culvert. In 1989 Jones and Stokes performed a wetland delineation on the Depot property. According to this delineation, the marsh area surrounding the pond extended south beyond 6` Street between the railroad tracks to the east and the Depot to the west (RGA, 2000). RGA performed a delineation in 1992 in the same area(the southern end of the pond) and found that the wetland no longer extended south beyond 6`h Street. This 1992 delineation was never fully completed however, and was therefore not adopted by the Corps or the City of Anacortes. In 1992, groundwater from the newly constructed City of Anacortes Wastewater Treatment Plant (WWTP) was pumped from the plant back into the then-dewatered wetlands to compensate for the depressed water table (RGA, 2000) (Figure 1). The groundwater was assumed at the time to be of satisfactory quality as to be pumped directly into the wetlands without treatment. However, shortly after effluent discharge began, it was discovered that the effluent contained high levels of dissolved hydrogen sulfide, as evidenced by the "sulfide" smell traced directly to the pumped discharge. Several other chemical contaminants were also expected to be present, as was evidenced by the dominance of blue-green algae throughout the interior of the pond (RGA, 2000). On September 30, 2002, water samples were collected from the discharge hose and analyzed by Landau Associates. According to the results, detected concentrations of chemicals in the water sample taken from the groundwater discharge were below national recommended water quality criteria (Landau, 2002; Attachment D). However, while there is no criterion available for phosphorus, concentrations of phosphorus were detected which could accelerate the growth of blue-green algae and other nuisance aquatic vegetation. Dakota Creek Industries (DCI) constructed a manufacturing facility adjacent to the wetlands to the west in 1995 (Figure 1). Fill for the access road and landscaping activities impacted the western wetland buffer according to both the Jones and Stokes and RGA delineations. Additionally, a culvert transports rainwater runoff from the facility under the access road into the wetland (RGA, 2000). The abandoned rail grade which runs through the property from north to south was previously owned by Burlington Northern Railroad (Figure 1). In 1997, the City of Anacortes purchased the track easements and franchises from Burlington Northern (RGA, 2000). Buffer recommendations that apply to the site are made by the Washington Department of Ecology (Ecology). The Ecology buffer recommendation for the site, based on a Category III wetland surrounded by high intensity land use, is 100 feet (pers. comm., 2002). However, the buffer on the site is regulated by the City of Anacortes' Zoning Ordinance. According to City of Anacortes Zoning Ordinance Chapter 17.65.050, no regulated activity can occur in or within 25 feet of a non-tidal wetland without a permit(City of Anacortes,2000). Methodology To perform the wetland delineation, the 1997 Washington State Wetlands Identification and Delineation Manual (Ecology, 1997) was used. The State Manual is a revised version of the Corps' Wetlands Delineation Manual (Corps, 1987). The methodology in this manual recognizes that the three parameters of hydrology, hydric soils, and hydrophytic vegetation are generally found in wetlands and that these parameters are important in the establishment and maintenance of wetland communities. The methodology evaluates each of the three parameters to determine if a wetland is present and to establish wetland boundaries: I. Hydrophytic Vegetation - The US Fish and Wildlife Service (USFWS) has established a rating system that has been applied to commonly occurring plant species on the basis of their frequency of occurrence in wetlands (Table 1). Species indicator status expresses the range in which plants may occur in wetlands and non-wetlands (uplands). Under this system, vegetation is considered hydrophytic when there is an indicator status of facultative (FAC), facultative wetland (FACW) or obligate wetland(OBL) (Table 1). Modifiers are used with the Facultative Indicator categories to more specifically define the frequency of occurrence. A positive (+) sign indicates plants are more frequently found in wetlands than the category indicates, whereas a negative (-) sign indicates that plants are less frequently found in wetlands than the indicator signifies. A status of FAC- does not meet the hydrophytic plant community criterion. The hydrophytic vegetation criterion for wetland determination is met when the plant community is comprised of more than 50 percent of the dominant species, which are FAC or wetter. USFWS's National List of Plant Species that Occur in Wetlands (Reed, 1988) was used to determine vegetation indicator status. 2. Hydrology - Evidence of permanent or periodic inundation (water marks, drift lines, drainage patterns), or soil saturation to the surface for 12 consecutive days or more during the growing season(soil temperatures above 41°F at 19.7 ft below the surface) meets the hydrology criterion. Oxidized root channels above 12 inches, water-stained leaves, and local soil survey data are secondary indicators of wetland hydrology. 3. Hydric soils - Soils that are saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper soil horizons are considered hydric soils. Visible indicators include Histosols, the presence of a histic epipedon, a sulfidic odor, low soil chroma (Munsell matrix chroma of 2 with mottles or less than 2 without mottles (Kollmorgan, 1994)), or gleying. Wetland boundaries are confirmed by checking the soil color and organic content to verify presence of hydric soils. Wetlands are classified using USFWS's Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al., 1979), and are categorized using Washington State Department of Ecology's Washington State Wetlands Rating System for Western Washington (1993). Investigation Results An initial investigation of the site was performed and an overall vegetation species catalog was prepared. The vegetation species observed during this initial investigation are presented in Table 2. Photos of the site are presented in Attachment A; field data sheets are presented in Appendix B. Table 2. Several areas identified in the previous delineations of the property (RGA, 2000) as potential wetland areas were investigated and determined not to contain wetlands (Photo 1). The area exhibits signs of regular maintenance mowing, and the vegetation present in the area reflects this recent and recurring disturbance (Photo 2). The canopy in this area is predominantly madrone, with several willow specimens also present. Understory species are almost entirely absent, save for several young salal shrubs which have escaped mowing. Several grass species are present, including Kentucky bluegrass and common velvet-grass. Other abundant groundcover species include pineapple weed, field mustard, springbank clover, and sweet fennel. An abandoned rail grade runs along the eastern boundary, and a small gravel road is present in the southern portion of the site (Figure 1). Several areas along the western boundary in the northern portion of the site are regularly mowed. Additionally, along the fence adjacent to the treatment plant on the eastern boundary, an approximately 3 ft buffer of vegetation has been removed by both cutting and spraying of vegetation. Separating the southern and northern halves of the site is a large bank of Himalayan blackberry and Nootka rose. This large thicket is approximately 6-8 ft tall, and is extremely dense. Two separate wetlands were delineated during the site visit. The first wetland, Wetland A, surrounds the large pond in the central portion of the site north of the Himalayan blackberry/Nootka rose thicket. The second wetland, Wetland B, is a small ponded area northeast of Wetland A. The abandoned rail grade separates the two wetlands. Wetland A Wetland A is composed of the large pond in the central portion of the property and it's surrounding wetland fringes, and is approximately 0.84 acres in size (Photo 3, Figure 1). It includes a small channel in the southeast corner of the pond, as well as a small vegetated area in the northeast corner. A small culvert leads east from the channel under Market Street to a ditch on the other side. At the time of the survey the ditch was dry. Several areas along the northern and western edges of the pond contain concrete rubble down to the water's edge. A small 3 in. diameter rubber outfall hose leading from the WWTP empties into Wetland A in the northeast corner (Photos 4 and 5, Figure 1). The hose is part of the groundwater collection and pumping system used by the wastewater treatment plant (RGA, 2000); it is pressurized every 10-15 minutes for a duration of approximately 10-15 minutes. The approximately 150-200 ft long hose was replaced in 1999 with a new hose,presumably with no leaks. However, at several locations clear effluent could be seen spouting from holes in the hose, entering Wetland A at several locations. Several areas near the fence on the eastern boundary are wet, and exhibit some characteristics of wetlands. However, these areas are near the groundwater hose, and the hose was determined to be the hydrologic source for these wet areas. The vegetation in these areas is regularly mowed, and with the hose being the hydrologic support, these areas were determined not to be jurisdictional wetlands. Upon entering the first few feet of the pond, a sulfide-type smell was observed emanating from the immediate area. According to Cowardin (1979) and the Washington State Department of Ecology's Wetland Rating System (1993), Wetland A is classified as a Palustrine Emergent Non-persistent, Category III wetland. Vegetation The predominant vegetation species within Wetland A is cattail. Cattails occupy the entire border of the pond, in addition to the vegetated area in the northeast. Additionally, reed canary grass and common horsetail are intermixed toward the upland boundary of the wetland. The upland boundary is marked by thick Himalayan blackberry surrounding most of the pond, with Nootka rose marking the boundary of the southern portion of the wetland. Scotch broom is also abundant in the upland areas to the northeast. Several willows are present along the western border of the pond. Within the pond itself, red, brown, and blue-green algal masses dominate, with various other submerged aquatics also present. Lesser duckweed and spike rush are abundant around the perimeter of the pond in most places. Soils Two soil plots were performed within Wetland A; Plot A to the southeast, and Plot C to the north. Plot B was performed, and was determined to be outside of the wetland boundary (Figure 1). According to The Soil Conservation Service's Soil Survey of Skagit County Area (SCS, 1989), the hydric soils located in the vicinity of the Depot property are the Bow Loam series. This series consists of very deep, somewhat poorly drained soils on glaciated terraces and till plains from sea level to 400 feet elevation. The soils are fine, mixed, mesic Aquic Palexeralfs. The Bow Loam soil series is listed as a hydric soil on the Natural Resources Conservation Service Hydric Soils List. Plot A contained soils of a fairly uniform texture and color. The soils were a very gravelly loam down to a depth of-16 inches, with a Munsell matrix designation of 10YR 3/2. Additionally, there were many fine roots present within the upper portions of the soil. Based on the soil characteristics observed,the Bow Loam soil series was confirmed to be present within Plot A. Plot C also contained soils of a uniform texture and color. The soils were a very gravelly loam, with a Munsell matrix designation of 10YR 2/1 down to a depth of-16 inches. Additionally, there was a very thin layer of surface organics present. Within Plot C, the Bow Loam soil series was also confirmed to be present. Hydrology The soils in Plot A were saturated to the surface, and free water was observed in the pit to a depth of-6 inches from the surface. Faint wetland drainage patterns were present on the surface of the surrounding soil. Surface saturation and free water at a depth of less than 12 inches from the surface are both primary indicators of wetland hydrology. Based on the characteristics observed,it was determined that wetland hydrology is sufficiently present in Plot A. The soils in Plot C were saturated to the surface, and the soil pit contained free water to a depth of-14 inches from the surface. However,judging by the rate of infiltration of the free water, it is assumed that if the pit were left for a sufficient amount of time the water would have filled in to a depth of-12 inches from the surface. This fact, coupled with the soil saturation to the surface, indicates that wetland hydrology is present in Plot C. The hydrology of Wetland A, and of the pond itself, is augmented by the presence of the groundwater discharge hose. Given the fact that there are no outward signs of flooding around the pond, it appears that the level of the pond is stable. With the presence of the discharge hose, and the amount of groundwater being pumped into the pond, it would seem that rainfall and surface runoff alone would not provide sufficient hydrologic support to maintain the current size of the pond and wetland. Additionally, a 24 in. diameter culvert conveys runoff from the adjacent DCI manufacturing facility into the western portion of Wetland A(Figure 1). Buffer The buffer surrounding Wetland A is of poor overall habitat value. It consists of Himalayan blackberry and Nootka rose, with some reed canary grass also present. The average buffer width is approximately 15 feet and is composed almost entirely of Himalayan blackberry. Beyond the initial buffer, mowed grasses are typically encountered, with the exception of one portion of the northeast corner which is adjacent to Wetland B (Figure 1). Taller grasses such as bentgrass and Kentucky bluegrass, in addition to several young madrones,are present in this area. Along the western edge of Wetland A, the buffer is approximately 5 feet wide and contains Himalayan blackberry and concrete rubble. A concrete bulkhead is present at the top of the slope, and a gravel access road is present above the bulkhead. To the south, the buffer is approximately 50 feet wide, consisting almost entirely of Nootka rose. Wetland B Wetland B is a long, slender depressional wetland located immediately northeast of Wetland A and is approximately 0.14 acres in size (Figure 1, Photo 6). Separating the two wetlands is an abandoned rail grade running southeast to northwest. Wetland B is located adjacent to the fenceline of the wastewater treatment facility to the east, extending northward toward Fourth Street. A small, dry channel is present in the northern end leading from the wetland boundary through a culvert under Fourth Street. The channel shows no recent signs of saturation or inundation and is for the most part obscured by grasses. This channel would most likely convey flows only during heavy rainfall events during the wet season. According to Cowardin (1979) and the Washington State Department of Ecology's Wetland Rating System(1993),Wetland B is classified as a Palustrine Emergent Non-persistent, Category III wetland. Vegetation The predominant vegetation species within Wetland B are cattails and lesser duckweed. Common horsetail and reed canary grass dominate around the perimeter of the wetland, while Himalayan blackberry dominates the upland fringes. European bittersweet is also present surrounding the upland fringes of Wetland B. The vegetative communities on the fringes of Wetland B are predominantly upland in nature. This is primarily due to the disturbed nature of the site, particularly the eastern portion adjacent to the wastewater treatment plant. The frequent mowing of this area has removed most of the hydrophytic vegetation. Soils Two soil plots were performed to delineate Wetland B; Plot A in the southern tip of the wetland, and Plot B near the northern boundary. Plot A contained two distinct soil horizons. From the surface to a depth of -5 inches, the A Horizon is composed of very dark grayish brown sandy/gravelly loam with a Munsell matrix designation of 10YR 3/2. There is a high content of surface organic debris and fine roots in this layer. The E Horizon occurs from -5 inches down to -16 inches from the surface. This horizon is composed of very dark grayish brown gravelly loam with a Munsell matrix designation of 10YR 3/2. The E Horizon contained noticeably less organic matter. Based on the above characteristics,the Bow soil series was confirmed to be present in Plot A. Plot B also contained two distinct soil horizons. An A Horizon is present from the surface down to a depth of-5 inches. It is composed of very dark grayish brown sandy loam with a Munsell designation of 10YR 3/2. There were many fine roots present in this layer. The E Horizon occurs from a depth of -5 inches to a depth of-16 inches from the surface. This horizon is composed of gleyed, greenish gray sandy-clay loam with a Munsell matrix designation of 10Y 5/1. The E Horizon contained noticeably less organic matter. Based on the above characteristics, the Bow soil series was not confirmed and the soils were determined not to be hydric. Hydrology The soils in Plot A were saturated to the surface,with free standing water at a depth of-15 inches from the surface of the soil pit. Given the rate of infiltration of the free water into the soil pit, it is assumed that free water would fill the soil pit to a depth of-12 inches from the surface if given sufficient time. Additionally, previous to the survey date there had not been heavy amounts of precipitation in the study area. Based on the characteristics observed, wetland hydrology is sufficiently present in Plot A. The soils in Plot B were dry to a depth of-16 inches from the surface. No other primary or secondary wetland hydrology indicators were present. Based on these observations, wetland hydrology is not present in Plot B. The hydrology of Wetland B is augmented by the presence of the same groundwater hose that is augmenting the hydrology of Wetland A, however not to the same extent. While the primary outfall of the hose is located in Wetland A, several large leaks in the hose supply pumped groundwater to Wetland B,therefore augmenting hydrology to some degree. Buffer The buffer condition surrounding Wetland B is of poor habitat value. Wetland B is surrounded primarily by a band of Himalayan blackberry and reed canary grass, with the exception of the western boundary along the rail grade. This area consists of sparse grasses. The band of blackberry is approximately 5-15 ft. thick in most areas. Beyond this initial buffer the land is primarily disturbed, with the wastewater treatment plant to the east, mowed areas to the west, and Fourth Street to the north. Box 297 Anacortes,WA 98221 Dear Mr. Elsner: This memorandum describes our understanding of the regulatory positions of the interested parties (Port of Anacortes, City of Anacortes, U.S. Army Corps of Engineers, and Washington Department of Ecology) regarding Port of Anacortes' Depot Property wetlands. It also addresses the issue of designating the wetlands as "isolated" versus "associated". The Depot Property wetlands consist of two wetlands (Wetlands A and B) located west of the City of Anacortes Wastewater Treatment Facility and east of Dakota Creek Industry's fabrication facility. Both wetlands are classified as Palustrine Emergent Non-persistent, Category III wetlands. Wetland A is approximately 36,751 ft2 in size and Wetland B is approximately 6,299 ft2 in size. Through conversations with you and Margaret Schwertner, it is our understanding that the City of Anacortes contends the wetlands are considered associated with Waters of the U.S. due to the existence of a small culvert and ditch located at the southern tip of wetland A and leading to Cap Sante Boat Haven. Following are the respective agency positions regarding the project as we understand them: Based on the actions proposed by the Port, no fill will be deposited into the wetland. Therefore, there will be no fill entering Waters of the U.S. As a result, the Corps of Engineers has no jurisdiction over the proposed project. A call was placed to the Corps of Engineers on September 20, 2002 regarding the issue of jurisdiction, and based on the proposed actions as described, the "no jurisdiction" position was verified. Therefore the Corps would not commit to a position of isolated or associated because they do not have jurisdiction over the proposed project. Typically, agencies will not commit to a regulatory stance on a project without permit applications for that project having been previously submitted. In addition, a call was placed to the Department of Ecology on September 24, 2002 regarding the issue of"isolated" versus "associated" with respect to Ecology's wetland buffer recommendations. Their response was that the issue is irrelevant because they regulate buffers based on the categorical designation of the wetland (i.e. Category III) as well surrounding land use activities,not whether the wetlands are isolated or associated. According to City of Anacortes Zoning Ordinance Chapter 17.65.030, all lands in or within 25 feet of a nontidal wetland of more than 10,000 square feet are within the jurisdiction of the City. However, Wetland B is a nontidal wetland which is less than 10,000 square feet, therefore Wetland B is not within the City's jurisdiction. Chapter 17.65.050 states that no activity in or within 25 feet of a nontidal wetland can occur without a permit from the City. Within the City's Zoning Ordinance, no mention is made of isolated or associated wetlands. The only wetland designation in the ordinance is a designation of"non-tidal". Through observations made as part of the wetland delineation, it was determined that the wetlands are non-tidal. According to the Corps' definition, a non-tidal wetland is a wetland that is not subject to the ebb and flow of tidal waters during the spring high tides and is not inundated by tidal waters. These wetlands are not inundated by tidal waters, and are therefore non-tidal. The argument of "isolated" versus "associated", as it relates to this project, makes no difference in the regulatory stances of the Corps, Ecology, and the City. The Corps has no jurisdiction because no fill will be discharged into the wetland; Ecology does not make buffer recommendations based on a wetland being either isolated or associated; and the City only regulates "non-tidal"wetlands,not isolated or associated wetlands. RECOMMENDATIONS We recommend that any new project development stay outside the current boundaries of the wetland. This will ensure that the Corps does not have jurisdiction over the project, regardless of whether the wetlands are associated or isolated. We also recommend that any language in the delineation report regarding "isolated" or "associated" be removed, as this issue has no bearing on the regulatory aspects of this project. Director of Projects&Planning RE: GROUNDWATER DISCHARGE SAMPLING RESULTS DEPOT PROPERTY PORT OF ANACORTES, ANACORTES, WASHINGTON Dear Bob: This letter presents the results of a sample collected to characterize groundwater discharged from the basement of the City of Anacortes wastewater treatment plant (WWTP) to the wetlands on the adjacent Depot property (site) owned by the Port of Anacortes. Our understanding of site background information is based on telephone conversations with Ms. Margaret Schwertner, Port of Anacortes, on September 27, 2002, and on a review of the Depot Property Wetland Delineation prepared for the Port of Anacortes by Grette Associates on September 24, 2002. As described in the following sections, chemical concentrations detected in the discharge sample were less than the national recommended water quality criteria. Although no criterion was available tier total phosphates as phosphorus, the detected concentration indicates that the discharge water could accelerate nuisance aquatic growths in the onsite wetlands. BACKGROUND INFORM AT ION Beginning in 1992, groundwater seeping into the basement of the WWTP was pumped into the then-dewatered wetlands to compensate for the depressed water table. This practice of discharging groundwater from the WWTP to wetlands on the Depot property has continued to the present date. Sulfide odors have reportedly been traced to the outfall in the wetlands where the WWTP groundwater is discharged. Additionally, the reported dominance of blue-green algae throughout the interior of the pond may be indicative of elevated phosphorus concentrations. Based on the above information and the proximity of the site to industrial operations, the following chemicals were identified for analysis in a water sample collected from the point of discharge into the wetlands: nitrates and nitrites,ammonia, total phosphorus.sulfide, and total metals. At the time of sample collection (11:10 A.M.), the turbidity of the discharge water was low (7 NTU) and no sulfide odors were detected by the sampler. The sample was delivered to the Analytical Resources, Inc. (ARI) laboratory for analysis of nitrates and nitrites (EPA Method 353.2), ammonia (EPA Method 350.1M), total phosphorus (EPA Method 365.2), sulfide (EPA Method 376.2), and total metals (EPA Methods 6010/7470). Analytical results are summarized in Table 1. Detected concentrations were compared to the lower of state (WAC 173-201A-040)and federal(40 CFR 131.36)surface water quality criteria. Where state and federal water quality criteria were not available, national recommended water quality criteria (EPA Publication No. 822-Z-99-001)were used for comparison. All of the nitrogen-containing analytes (nitrate, nitrite, and ammonia) were detected at concentrations below the water quality criteria. Nitrate as nitrogen was detected at a concentration of 0.046 mg-N/L, which is two orders of magnitude less than the national recommended water quality criterion for domestic water supplies (10 mg-N/L). The detected concentration is also protective of aquatic life; lethal concentrations (LC50)of nitrate as nitrogen for salmonid species have been identified at or above 900 mg-N/L. Nitrite was not detected in the discharge sample. The detected concentration of ammonia as nitrogen(0.65 mg-N/L)was converted to an un-ionized ammonia concentration (1.0 µg-N/L) and compared to the pH- and temperature-dependent state and federal criterion(3.4 µg-N/L). Total phosphates as phosphorus were detected at a concentration of 0.53 mg-P/L. Although a total phosphorus criterion to control nuisance aquatic growths is not available, the detected concentration was compared to concentrations described in EPA's Gold Book for water quality criteria (EPA Publication No. 440/5-86-1). The Gold Book suggests that water streams discharging to a lake or reservoir should not contain total phosphates as phosphorus at concentrations exceeding 0.05 mg-P/L to control accelerated eutrophication. The phosphate as phosphorus concentration detected in the discharge sample is representative of conditions that could promote nuisance aquatic growths in the wetlands. Sulfides were not detected at the reporting limit of 0.05 mg/L in the discharge water sample, which was consistent with the field observation of no sulfide odors at the time of sample collection. Arsenic, cadmium, chromium, lead, mercury, selenium, and silver were not detected at the analytical reporting limits for these analytes. Barium was the only detected metal in the water discharge sample. Although no criterion was available for total phosphates as phosphorus, the detected concentration represents discharge conditions that could accelerate the growth of nuisance aquatic growths in the onsite wetlands. PRESTON. This facility is to be located on the parcel of land that will be transferred from Port ownership to the City. For this project I would like to request a parking variance to remove the need for the Museum to provide off street parking for the snagboat interpretive center. Per section 17.46.020 of the zoning code, tourism uses are allowed in an area zoned Commercial Marine. The interpretive center may therefore be regarded as an exhibit hall, which will require 15 off street parking spaces, one-third of these for compacts. The building is designed to have an occupant load of 49 persons. Actual visitation over the last 3 years ('98, '99, '02) the boat has been opened to the public shows an average of less than 4 persons per hour during the peak visitation months of June, July and August. Because of the existing parking available along R Avenue next to the property that the W.T. PRESTON sits on, I would like to obtain a variance for this project that will reduce the need for off street parking spaces to zero. I ask you to consider the following items as justification for this request. A. The interpretive center is intended to be an introduction to an existing condition, a flow-through facility that does not add to congestion but provides restrooms, a gift shop, exhibits and a ramp system that will provide ADA compliant visitor access to the W.T. PRESTON. The PRESTON is a National Historic Landmark vessel, owned by the City of Anacortes and under the stewardship of the Anacortes Museum. It is situated on land designated as Jim Rice Park. It is a non- profit, cultural heritage site on a continuous length of City land that also includes the railroad depot. Please see attachment A. B. Visitors to other nearby attractions use the existing parking available along R Avenue and adjacent streets. C. The W.T. PRESTON was installed at its present location in March 1983, before R Avenue was improved. Please see attachment C. Subsequently, provision for off street parking was not made when R Avenue was improved. This condition did not result from the actions of this applicant. D. Because the interpretive center is not intended to add to congestion, but to better accommodate the usual flow of visitors to the historic site it will serve, it is felt that granting of this parking variance request will not confer on the Museum a special privilege denied to other lands, structures or buildings in this same district. In addition, based on the average of less than 4 persons per hour touring the boat during peak visitation periods, actual parking requirements have been minimal and would remain so, even with visitation figures that doubled. The Museum is willing to submit an improved parking diagram for the existing setback area in front of the railroad depot, including provision for 2 handicapped spaces shared with the Depot Arts Center. This plan would include improved curb cuts and striping for perpendicular parking spaces. Approximately 30 vehicles can park on the east side of R Avenue, between the depot and 9` Street. Please see attachment D. Other parking is available on adjacent City properties. More parking could become available if the Port property east of the PRESTON were ever to be transferred to the City. For the reasons noted above, I believe that no additional spaces are needed and ask your approval and the approval of the Planning Commission to accept the available parking condition as it presently exists. In looking at parking requirements the Museum wants to look at current conditions for a future project. The Planning Council should consider future parking conditions for future projects. Thank you, Cynthia Richardson While I have no objection to the proposal to allow on-street parking to meet the parking requirements for the new Interpretive Center, I suggest adding a requirement for one handicapped van-accessible parking space to serve this new facility. There is only one such space currently provided on this side of the street. It is quite a distance away, and that space must serve the Depot Arts Center, Farmers' Market, and other related needs. The architects for the new facility have gone to great lengths to provide a sloping sidewalk up to the floor level of the Interpretive Center, and a properly-sloped ramp from there up to the deck of the snagboat, specifically to allow wheelchair access to the boat. This accessible route should be linked directly to an accessible parking space. In fact, I believe that both the state building code and requirements for federally funded projects would require this. The added cost to the project could be minimized by striping and signing an on-street space, and modifying the sidewalk alongside the marked space to provide a level unloading area with proper slope back up to the sidewalk level on each side. This is where the bandstand stood. My rough calculations put the main lot that the PRESTON is on at 80' by 167', or 13,360 sq feet. The bandstand lot, at 80' by 46' = 3,680 sq ft. All for a total of 17,040. The footprint of the boat, as near as I can figure it, is 5,590 sq ft. If I consider the proposed facility to be up to 2,800 sq ft, add that to the PRESTON footprint, I get 8,390. Fifty percent of the total ground sq footage is 8,520. Am I OK? Next, would a setback from the sidewalk be required? I may want it, anyway, but need to know what to tell the architects they have to work with when I ask them for design proposals. And may we go up two stories?We need to rise 10 feet to ramp over to the boat's deck. If a walkway could project from the building along the left side of the boat it would be the best way to go. The walkway would need to start out at 10 or 12 feet up so it should come out of a second story, at least at that part of the building. ADA ramps would rise to the height from inside the building. The building itself could be three feet or so above ground to cut down on the run of internal ramps needed. A viewing deck above the first story might be an option, also. Preston snag boat. URS Greiner Woodward Clyde completed a geotechnical investigation for this project and presented the results in a report, "Geotechnical Engineering Study, W.T. Preston Restoration Project, Anacortes, Washington," dated March 5, 1998. The current services were provided in accordance with our proposal dated September 28, • 1999. The foundation system consists of 12 driven steel pipe piles with a design capacity of 45 tons. Six of the piles are along the east side of the boat and six along the west side. Figure 1 schematically illustrates the pile configuration. Hurlen Construction Company began installing pipe piles on October 12, 1999. They drove piles E-2 through E-6 to a depth of about 10 feet. On October 13, 1999, they continued driving piles E-2 through E-6 and installed the remaining pipe piles. URS Greiner Woodward Clyde observed the pile installations on October 13, 1999. The piles consisted of 23.5-foot long, 12-3/4-inch O.D. by 3/8-inch thick, closed end steel pipe piles. The piles were driven with a Berminghammer B300 diesel hammer with a manufacturer's rated energy of about 34,000 foot-pounds at a maximum ram stroke of 10.75 feet. The drive cap assembly consisted of a 1,390-pound helmet with a 2-1/2-inch thick steel striker plate and a 4-3/4-inch thick aluminum-micarta cushion. Fuel injection was controlled during pile driving to produce a ram stroke of 6 to 8 feet at the final penetration depth. The plumbness and internal condition of each pile was i checked after driving. All of the piles appeared round and undamaged by driving. Piles E-1 and E-5 were slightly tilted northward at about 2 percent. We generally recorded pile driving resistances of 46 to 75 blows per foot and ram strokes that varied from about 6.8 to 7.8 feet which corresponds to an estimated rated energy of about 22,000 to 25,000 foot-pounds. Table 1 summarizes the pile installation data. I We modeled the pile-hammer-soil system with the WEAP (wave equation analysis of pile driving) computer program to evaluate driving resistances required to achieve ultimate pile capacities at least 2.5 times the design load. Our analyses, and the driving resistances and ram heights observed during pile installation indicate that the piles achieved the desired vertical load capacities. Project Justification: The W.T. PRESTON Dry Berth Improvement Project is the most critical preservation project for the Anacortes Museum. Resting on a sand pad in dry berth for 15 years, the vessel's losing structural stability. This project will lift the W.T. PRESTON to attach a cradle system to maintain the structural stability, enable the vessel to drain water as designed, and to preserve the hull. The result will greatly reduce the deterioration of this National Historic Landmark and enable staff to progress to other preservation projects that await completion of the new dry berth. Project Scope: We have a comprehensive plan for the improved dry berth. The W.T. PRESTON Geotechnical and Site Exploration Report by Woodward-Clyde was completed in January 1998, and the design and engineering work has been completed by Paul Zankich, P.E., of Columbia Sentinel Engineers, thanks to a grant from the National Trust for Historic Preservation Johanna Favrot Fund. The work to be performed involves supporting the W.T. PRESTON on six beams 36" deep x 230#/Feet which extend beyond the vessel. The beams will be supported on a close-ended steel pipe pile foundation. The piles will be driven into the hard sandy silt and silty sand layer to support the snagboat, under the supervision of Woodward-Clyde engineers and Paul Zankich. Once the vessel is jacked up and secure, the steel hull will be thoroughly examined and treated. The vessel will then be jacked down to rest 3 ft. above the ground, making continued maintenance of the hull possible. The final stage of the project includes building a new visitor orientation area with exhibits, restrooms, museum store, an all-purpose room, and providing proper landscaping and access to the W.T. PRESTON. T. Preston Restoration Project in Anacortes, Washington. The study was performed in accordance with the WC's June 2, 1997 proposal and our signed agreement of January 7, 1998. The piles will derive load carrying capacity through end-bearing support on the underlying dense silty sand and sandy silt layer (bearing layer). An average pile length of about 20 feet is estimated including a 5-foot minimum penetration into the bearing layer. Detailed recommendations and foundation design criteria are presented in the attached report. T. Preston Restoration Project in Anacortes, Washington. The purpose of the geotechnical engineering study described in this report was to evaluate the subsurface conditions at the project site and to provide foundation design recommendations. This project was performed by Woodward-Clyde for Columbia-Sentinel Engineers in accordance with our proposal dated June 2, 1997 and our Contract Agreement dated January 9, 1998. 1.2 PROJECT DESCRIPTION Our understanding of the project is based on the information obtained from the National Register of Historic Places Registration Form and project-specific discussions with Mr. Paul Zankich of Columbia-Sentinel Engineers. W. T. Preston is a steel-hulled, flat-bottomed, sternwheel snagboat operated by the U. S. Army Corps of Engineers from 1939 to 1981. The snagboat was decommissioned in 1981 and transferred to the City of Anacortes. The snagboat is maintained as a museum vessel in a dry-berth exhibit on the shoreline of Anacortes, near the intersection of 7th Street and R Avenue. The snagboat is about 34 feet wide and 164 feet long, and displaces about 494 tons. W. T. Preston was listed in the National Register of Historic Places on March 16, 1972. The W. T. Preston Restoration Project involves placing the snagboat on a set of six grade beams located below the hull of the boat. The grade beams will be supported by piles at each end. Each pile will need to support a load of 40 to 45 tons (dead + live). 1.3 SCOPE OF WORK The geotechnical study explored the subsurface conditions at the site, evaluated the engineering properties of the subsurface materials, and developed recommendations and criteria to be used for design of pile foundations and for construction of the project. In accordance with our proposal dated June 2, 1997, the scope of our geotechnical engineering study included the following items of work: • Perform cone penetration tests (CPTs) to the depth of bearing layer at the site • Analyze the CPT data for soil classification, soil index properties, and strength assessments • Prepare an engineering report summarizing the findings and presenting the following recommendations: — Information about depth of bearing layer — Recommended foundation systems — Foundation design recommendations and construction considerations — Estimates of immediate and long-term foundation settlement — Construction considerations and identification of potential construction issues YJoodveard.C'Yde © \\SEA2\WORDPROC\981023na\Preston Geo Rpt doc\5-MAR-98\\SEA 1-1 SECTIONTWO Field Exploration 2.1 GENERAL Subsurface field exploration was conducted to characterize subsurface soil conditions and to obtain strength and compressibility information. The subsurface exploration was conducted using the CPT method, which involved pushing a cylindrical rod with a conical point into the soil and measuring the end bearing and friction components of penetration resistance as well as pore pressure generated during the testing. The data was recorded and transmitted to a data recording system at the surface, permitting continuous monitoring over the interval tested. The testing was conducted in accordance with American Society for Testing and Materials (ASTM) D3441. 2.2 CONE PENTRATION TESTING Cone penetration tests were conducted in 7 selected locations as part of the field investigation program. All CPTs were conducted on January 15, 1998 by Northwest Cone Exploration of Kirkland, Washington under the observation of Dr. Sujan Punyamurthula of Woodward-Clyde. The CPT was conducted until refusal of the penetrometer was reached. The depth of testing varied from 10 to 32 feet. The approximate location of the CPTs are shown in Figure 1 and listed in Table 1. CPT-1 and CPT-2 were conducted near the northeast and southeast corners of the site to depths of 28 feet and 10 feet, respectively. CPT-3 was conducted about 20 feet north of CPT-2 to verify possible location of shallow boulders near CPT-2. CPT-4 was conducted on the west side of the site to a depth of 25 feet. Due to access constraints near the snagboat, the remaining CPTs (CPT- 5, CPT-6, and CPT-7) were conducted on the east side of the site to provide information about the subsurface profile along the length of the snagboat. The depths of penetration for CPT-5, CPT-6, and CPT-7 were 12, 32, and 25 feet, respectively. Results of the CPTs are presented in Appendix A. The lower glacial unit is composed of advance outwash, consisting of interbedded sands and gravels. Glacial till in the middle unit is a concrete-like mixture of clay, silt, sand, gravel, cobbles, and boulders. The upper glacial unit consists of recessional outwash, made primarily of sands and gravels. 3.2 SITE CONDITIONS The site is located in a relatively flat area near the east shore of the City of Anacortes. The snagboat is located between 7th and 8th Streets, and R Avenue is the western boundary of the site. Abandoned rail tracks traverse along the eastern side of the site. A marina is located about 500 feet from the southeast corner of the site. 3.3 SUBSURFACE CONDITIONS The soil profile described in this section is based on a generalized interpretation of the CPT data. More detailed subsurface information can be obtained by reviewing the CPT data and the available geotechnical information in the vicinity of the site. In general, the soils encountered by the CPTs consist of a layer of fill material at the surface overlying clays and silty clays. Beneath the clay layer is a layer of dense silty sands and sandy silts. Most of the CPTs met refusal in the dense silty sand and sandy silt layer. The CPT logs displayed low tip resistance and varying frictional resistance ratio in the fill, indicating a mixture of soft clay and silt with occasional sands and gravels. A possible boulder was encountered in CPT-2 at about 10 feet below the ground surface. The estimated thickness of the fill material varied from 2 to 4 feet. Low tip resistance was encountered below the fill layer in CPT-1, CPT-4, CPT-5, and CPT-6, indicating clay soil. The clay layer in CPT-2, CPT-3, and CPT-7 became silty with sands and gravels. The thickness of this clay layer varied from 4 to 16 feet. All CPTs except CPT-2 met refusal in the dense silty sand and sandy silt layer below the clay layer with high tip resistance and moderately high frictional resistance ratio. The depth to this layer varied from 8 to 16 feet. Since all CPTs met refusal in or above the silty sand and sandy silt layer, the thickness of this layer was not apparent from the current field investigations. Available subsurface information suggests that the thickness of this silty sand and sandy silt layer is about 10 to 20 feet. The depth to the dense silty sand and sandy silt layer appears to increase from north to south. Since all the CPTs except CPT-4 were located along the east side of the site, limited information was available about the variation in subsurface profile in an east-west direction. Comparing CPT-4 with CPT-1 suggests that the depth to the dense silty sand and sandy silt layer increases from east to west. This depth to groundwater seemed to correspond with the elevation of the water surface near the adjacent marina. 3-2 waoawam-c C \\sEA2\WOROPROC\981023na\Preston Geo Apt doe\5-MAR-98\\SEA �� SECTIONFOUR Discussion and Recommendations 4.1 GENERAL The subsurface investigations revealed a layer of dense silty sand and sandy silt about 8 to 16 feet below the ground surface. The thickness of this dense silty sand and sandy silt layer is unknown. Available subsurface soil information in the area indicates that the thickness of this sandy layer can vary from 10 to 20 feet. Cone tip resistance and the frictional resistance ratio indicate that the layer is dense and capable of supporting end-bearing pile foundations. This interpretation is based on the information obtained from the CPT; there may be soil conditions substantially different from those encountered. Such conditions should be considered during construction of foundations as described in this report. 4.2 PILE FOUNDATIONS 4.2.1 Steel Piles/H Piles Either driven steel pipe piles or H piles can be used to support the foundation for the snagboat. Steel piles will derive their load carrying capacity primarily from end-bearing support. The length of steel piles can easily be increased during construction by welding a new section of steel pile. H piles are easier to install and can be driven to larger depths than steel pipe piles. However, H piles have a smaller cross-sectional area than steel pipe piles. Steel pipe piles have a larger cross-sectional area than H piles and can develop higher end- bearing load capacities. Close-ended pipe piles (pipe pile with a welded end plate at the pile tip) may be used to further increase the effective cross-sectional area of the pile and the end-bearing capacities. 4.2.2 Bored Piles Auger-bored cast-in-place piles are also commonly used as deep foundation systems. Due to the high groundwater level, auger-bored piles can only mobilize skin-frictional resistance. In addition, casing will likely be required in the silty sand and sandy silt layer to prevent the bored hole from caving in prior to placing concrete. Therefore, it is our opinion that they are more expensive than driven steel piles, especially at low load capacities. 4.3 DESIGN CRITERIA Based on the evaluation of different types of piles, close-ended steel pipe piles are considered to be the most suitable foundation type for supporting the W.T. Preston. The results of the field investigations indicated that an average depth of 20 feet for the pile would provide adequate penetration (5 feet minimum) into the hard sandy silt and silty sand layer. The capacity of 20 foot deep steel pipe piles were analyzed using the Eslami and Fellinius procedures (1997). A series of analyses were performed with four different CPT data and the results indicated that a 12-inch diameter 20-foot long pipe pile will be capable of supporting 45 tons dead-plus-live loads. The structural engineer should determine the minimum thickness of the steel pipe pile to withstand the driving stress without damaging the piles. The variability in subsurface conditions and development of high pore pressures during construction can change the required embedment depth into the dense silty sand and sandy silt layer. As a minimum, a 5-foot penetration into the bearing layer is recommended. We recommend that a geotechnical engineer from Woodward-Clyde monitor the pile driving resistance during construction to provide recommendations about specific depth of penetration for each pile location. Minimum blow count requirements to achieve the design pile capacity will be established by Woodward-Clyde once the pile and driving hammer is selected by the contractor. 4.4 SETTLEMENT The settlement of steel pipe pile foundations were estimated using the Meyerhof(1976) procedures. The results of the calculations indicated that an immediate settlement of about 0.1 inch can be expected for each pile. Long-term settlement of the pile foundations is expected to be less than 1/4-inch. Discussions with members of the W. T. Preston museum indicated that the south side of the snagboat has settled about 9 inches over the past few years. This settlement is probably due to the consolidation of the soft clay layer below the fill. While the pile foundations should not be directly influenced by the settlement of the soft clay layer, a downdrag force can be induced on the pile by the fill material. This downward drag force will increase the load on the piles. However, the thickness of the fill and soft clay is relatively thin (less than about 8 feet). It is our opinion that the downdrag force can be ignored in the pile foundation design. 4.5 CONSTRUCTION CONSIDERATIONS Based on our experience, we recommend that a pile driving hammer with a minimum rated energy of 50,000 foot-pounds be used. The piles should be inspected after driving for damage resulting from the installation. Damaged piles not capable of repair should be rejected. The piles should be filled with concrete to increase the pile capacity and to further protect the pile from being corroded. When groups of piles are driven to provide increased capacity at each location, they should be spot-checked to identify whether pile heave is occurring during driving. Piles in groups should be driven from the center outward toward the edges of the group. If heave is detected and considered to be a problem, redriving the piles will be required. 4-2 \\Sea2\wordproc\991023na\Preston Geo Rptdoc\5.MAR.9B\\SEA Woodward-Clyde SECTIONFIVE limitations The geotechnical study has been conducted in accordance with the standard of care commonly used as state-of-the-practice in the profession. No other warranties are either expressed or implied. The recommendations made in this report are based on the assumption that the subsurface soil and groundwater conditions do not deviate appreciably from those disclosed in the CPT. If any variations or undesirable conditions are encountered during construction, we should be notified so that additional recommendations can be made, if necessary. We recommend that Woodward-Clyde has the opportunity to review those portions of the project plans and specifications which are affected by the recommendations made in this report to verify that the intent of our recommendations are properly incorporated into the construction documents. We also recommend that a geotechnical engineer from Woodward-Clyde observe the pile foundation installation. PRESTON Dry Berth Improvement Project Issues As tourist season draws to a close, the Museum is nearing the beginning of our W.T. PRESTON Dry Berth Improvement Project. To put it simply, our goal is to raise the vessel and place the hull in a cradle. In order to accomplish this, we will be dismantling the current ramp/decking system. After the hull is resting in this new cradle system, we will need to reconstruct some of the ramp/deck system to regain access. We hope this reconstruction project will have two phases. The first phase (diagram #1) will be simply to reconstruct up to our current entry point, turning the entry door into the main entry and exit point. Most visitors enter and exit from this door. Visitors will still have access to the foredeck, which is outside of the interior of the vessel. However, if for code reasons we need to reconstruct the ramp system as it now is (diagram #2, addition shown by dotted line), I need to know soon. How we dismantle the ramp/decking will depend upon what needs to be reinstalled. The second phase of this project will depend upon grant funding. We hope to eventually have visitors enter and exit from the foredeck. Perhaps we would need an emergency exit ramp at the aft port or starboard door, but we are trying to eliminate ways for vandals to board the vessel, or destroy the wood ramps. I have attached two illustrations (diagrams # 1 & # 2) to show the ramp/deck system changes. Please ignore the information about the bow shift that is not going to occur. I am also familiar with ADA slope standards, but I have not translated our figures for section A, B, C. Please confirm if these are acceptable or not. Please call me if you have any questions. Preston Access Ramp Modification I have reviewed the ramp proposal for this project. The following comments address barrier free access issues. Ramp A rises 66 inches in 54 feet. This section should only rise 54 inches and should have 2intermediate 5-foot landings. Code requires not more than 30 inches of rise between landings. - Ramp B rises 24 inches in 42 feet. This ramp could be steeper or rise a total of 42 inches if room is _r - available to pick up an additional 5 feet for a landing or 37 inches if no additional space is available Pis w= for a landing. tkaesffrf, • _ ____,-_ - _ Ramp C rises 2 feet in 47 feet. This ramp could be steeper if its lower landing does not have to match up with another deck or walking surface. - Ramps B and C are OK as shown. The existing Ramp A exceeds the maximum 1:12 slope allowed for ramps and needs to be rebuilt to today's standards. Since the rise exceeds 60 inches,2 intermediate landings are required. The other concern we would have is the potential irregular surface that the railroad ties could provide. We will look at this later and get with you.
